113 million years ago. the reason you're able to finally see them is because of the extreme drought hitting texas. we are live on the ground in dinosaur valley state park with more this morning. >> really incredible. it's a tale of two extremes in the south. while texas is drying up a monster storm is drenching the gulf states with more rain on the way. ginger is tracking where the wet weather is headed next. but first we are going to begin with the latest out of ukraine as the battle-torn country celebrates its independence day on edge for an escalation of russian attacks. our chief foreign correspondent, ian pannell, leads us off from kyiv. good morning, ian. >> reporter: yeah, good morning, robin. that's right. independence day in ukraine normally a day for celebration but, of course, it's tinged with sadness and grief. just have a look at some of the images behind me. we got this other shot set up where you can see what the center of the city looks like. it's littered with the remains of putin's army who tried to take this city. you can see the tanks, the artillery, some families

mingling among some of them even taking selfies because today isn't just independence day, it's six months since the start of this war, russia's attempt to take away ukraine's very independence. this morning, ukraine celebrates its independence day as it never has before with fears they could see increased russian attacks today. ♪ in an address to the country, president zelenskyy warning -- that the national holiday could bring hideous russian provocation and brutal strikes. seen in this video posted online, rescuers rush to put out fires and sift through the destruction. sources from the state department say the u.s. has shared declassified intelligence with ukraine saying this heightened risk on highly populated centers. the u.s. is again urging all americans still in ukraine to leave the country. this as ukraine accuses russia of renewed shelling at the zaporizhzhia nuclear power plant, badly damaging the

infrastructure and even briefly causing the power to be disconnected. ukraine says that russia's also been intentionally shelling ash pits near the plant where nuclear waste is stored raising radioactive dust into the air. in response to the volatile situation, the united nations holding an emergency meeting. western officials calling out russia for risking a nuclear disaster. >> as we speak, ukraine, neighboring states, the entire international community are living under the threat of a nuclear catastrophe. why on earth is a nuclear facility being used as a staging ground for war by russian forces? >> reporter: today in another show of support, the u.s. to announce the largest single aid package to ukraine, $3 billion in weapons and equipment. well, despite all those warnings about what could happen today, certainly here in kyiv i'd say the atmosphere is fairly calm although we've been hearing repeated air raid sirens going

off but in other cities they've come under constant bombardment. also attacked on day one of this war and attacked again today, robin. >> ian, i remember the two of us speaking right there in the square in june. you're now six months into covering this conflict. how have things changed on the ground there, ian? >> reporter: yeah, robin, i mean this really was a city of fear and dread. this day six months ago. we'd already had russian missiles landing and russian special forces were even on the outskirts of the city. there was a real sense that we were all bracing really for putin's forces to try to sweep in and seize power. but as the wreckage of those russian tanks show, they failed and it's incredible what the ukrainians have achieved really against the odds. it's pretty much a tale of david and goliath for many people. putin's forces were roundly defeated and they withdrew but elsewhere six months on you got this grinding slow bloody battle that settled in and towns and cities are still being repeatedly hit.

if day one was the start of a fight for their very survival, i think today is only escalated into a brutal battle really with no end in sight. robin. >> well, the folks there are so resilient and, ian, our thanks to you and all of our abc colleagues for the work you've done these past six months. thank you so much, ian. michael. >> all right, thank you, robin. back here at home, 5 million americans are on alert this morning for floods with more wet weather on the way for mississippi and louisiana. trevor ault is on the ground in jackson, mississippi, with the latest. good morning, trevor. >> reporter: good morning, michael. here in jackson we've had five inches of rain in 48 hours. that's more than they typically get in all of august and naturally a lot of it is pooling up, look at this side street here easily, up above my ankles. overnight, they had a police officer down at the end of the road to make sure nobody tried to drive through this because we saw a lot of people trying to power through the floodwaters,

they end up getting stuck, a lot of people needing rescued, needing their cars towed. beyond the flooding, these roads are so slick we have seen all sorts of crashes from people hydroplaning, talking about jackknifed semis and significant backups along the highways. and then beyond that, all of this rain really saturating the ground so that overnight there is also reports of a lot of trees that have been toppling over too in these severe conditions. now, we're not even out of the woods yet. while this morning the rain dissipated a little bit, we have more heavy rain on the way today. the storm has been moving very slowly, the flood watch continues all the way through tonight. and we have to mention that this is playing out as jackson's had some significant problems with their water supply, they're under a boil water advisory, they have been for weeks. people at home who can't drink their water safely. mike michael? >> trevor, thank you so much. we're bringing in ginger who is tracking the latest on the storm. good morning, ginger. >> that stationary front is what we can blame. just this thing barely budging

and all of the tropical moisture moves over and butts up against it. you have flash flood warnings in places like gilbert, louiieu lo on the lookout, we'll see the rounds of rain as trevor mentioned coming up against that front. watch what happens after this, 2 to 3 inches throughout parts of texas, 3 to 5, birmingham, hoover, you flood easily. keep that in mind in the next 24 hours. here is the ugly irony or coincidence, dallas had the 7 to 15 inches of rain. they're in extreme or exceptional drought. dallas' water supply comes from their north. where they didn't get rain. so unfortunately dallas' rain is houston's gain. >> at least it is a silver lining for someone, but still a lot to follow there. ginger, thank you. another story we're following this morning, president biden expected to make an announcement later today about his plan to forgive student loans for millions of americans. our chief white house correspondent cecilia vega has the latest. >> reporter: the white house isn't releasing very many details on this one yet but let

me dive in. sources are saying they're looking at forgiving up to $10,000 in loans for people who make $125,000 a year or less. they're also looking at extending this federal moratorium on student loan debt, in place throughout much of the pandemic. and it could end up meaning that millions of americans could have zero debt and millions more could have that debt reduced by half. president biden faced a lot of pressure on this one. democrats really see this as potentially galvanizing young people ahead of the midterms, republicans right now are blasting this as an unfair handout. but, still, this $10,000 forgiveness, it does fall short of then candidate biden's promise during the campaign to cast a much wider net on student debt and he really is right now facing some loud pushback on this one. the head of the naacp says, look, this can't become the latest example of a policy that leaves black people particularly black women behind and he's warning the white house publicly that this is not how you treat black voters who really came out

in record numbers for this white house back in 2020, and, robin, these numbers are important, women hold two-thirds of student debt loan in this country and black grads hold twice as much as white grads after they graduate. >> we'll see what happens there. all right. cecilia, thank you. we now have the latest on the high stakes primary races across the country. final votes are coming in this morning, our congressional correspondent rachel scott has more on the key races. good morning. >> hey, robin. good morning. the last big primary night before the midterm elections and one of the most watched races was right here in new york city. it was a rare and bitter battle over manhattan between two of the most powerful democrats in the house. carolyn maloney and jerry nadler. the congressional maps are redrawn. this forced the two long time allies to run against each other. nadler scored the victory. maloney's career has come to an end for now. and in the hudson valley, democrats were able to hang on to a key house seat, pat ryan, defying the polls, winning his

race in a key swing district. he made abortion rights a central focus of his campaign. this was a big test for democrats who are hoping this becomes a driving issue and mobilizes voters in november. >> rachel, as you know, also critical primary night in florida, we're learning which democrat will take on governor redesantis now in the fall. >> this was the big question of the night. congressman charlie crist has won the democratic nomination for governor. he's already had the job, he was elected governor of florida back in 2006. back then he was a republican, now he's running as a democrat. and florida could send one of the first members of gen z to congress. gun control activist maxwell frost won his primary in a heavily democratic district. he beat out nine challengers. guys, he just turned 25 years old, so he barely passed the age requirement to run for congress. >> he barely passed it. rachel, thanks so much. great to have you in the studio with us. >> great to have rachel in studio. thank you, rachel. now to the latest on former president trump and the fallout

from the mar-a-lago search. and what a federal judge is now asking for. our senior national correspondent terry moran has more. terry, good morning. >> reporter: good morning, michael. this morning we're learning a lot more about the months of difficult negotiations between donald trump and the national archives over those classified materials. this letter sent by the head of the archives to trump in may shows -- opens a window on how much classified material trump had and how hard it was to get it back from him. it refers to over 100 documents with classification markings comprising more than 700 pages. some include the highest levels of classification including special access programs. now, that security designation refers to the most sensitive materials in the government's possession, restricted access for those with a need to know. trump had turned over some material back in january. and in june, "the new york

times" reporting that mr. trump looked through the boxes himself before turning them over. but even after that, trump still had not returned all that was needed by the government and now he's looking for a special master, his lawyers asked for that, the judge said what law applies here. stunning rebuke by a judge who was appointed by donald trump. >> a lot more to learn on this case. terry, thank you. now to the searing accusations rocking twitter about security and privacy protections, lawmakers now vowing to investigate. our chief business correspondent rebecca jarvis has more on that. good morning. >> good morning. this is a very serious accusation. it is a whistle-blower complaint, twitter's former head of security peiter zatko claims the social media giant deceived federal regulators in the company's own board about extreme egregious deficiencies in defending against hackers and fighting spam. in the complaint, first reported by "the washington post," zatko accuses twitter of wide ranging

security lapses, he claims employees had too much access to sensitive data that led to embarrassing hacks. he calls out the company for not fully deleting user data once an account is canceled and says twitter executives are incentivized to look the other way on bots by tieing $10 million bonuses to daily user accounts. in a statement, twitter tells abc news these claims are a false narrative about our privacy and data security practices that is riddled with inconsistencies and inaccuracies. they added that zatko was fired in january for ineffective leadership and poor performance. >> so, how can this impact the elon musk twitter deal? >> this is very interesting timing, right? it is raising a lot of eyebrows because musk, you recall, is to buy twitter in part over al - concerns about bots and spam. twitter's case against musk is set to go to court in october. an attorney who is part of the law firm representing musk has said in a statement that they

have subpoenaed mr. zatko, including that they found his exit and that of other key employees curious in light of what we have been finding. so obviously not the end of this story here. >> rebecca, thank you. >> far from it. rebecca, thanks. now that incredible discovery in texas, over 100 million years in the making. marcus moore is in dinosaur valley state park in texas with the story. good morning. >> reporter: robin, good morning. we're about an hour outside of fort worth, texas. look at this, these are dinosaur tracks that scientists say are more than 100 million years old, and ordinarily under water, but this morning you can clearly see them and they go on for more than 300 yards down this riverbed here in texas. and the extreme drought conditions, not only here in the u.s., but across the globe, leading to some extraordinary discoveries. this morning, the dinosaur valley state park in glen rose, texas, announcing these giant imprints belong to two species of dinosaurs which scientists say roamed the land 113 million

years ago. >> look at this size. >> reporter: one of the species, a sauroposeidon, stood 60 feet tall and weighed nearly 100,000 pounds. >> we saw the claw marks. >> reporter: the tracks are normally found under water and usually filled with sediment, but the incredible geological discovery comes at a painful price due to a drought plaguing 90% of the state before the violent storms of the last few days. these dramatic weather swings a symptom of the climate crisis increasing the potential for more frequent periods of drought and intense rainfall. this is just the latest secret revealed as bodies of water dry up thanks to drought conditions across the u.s. and the world. several sets of human remains were discovered at lake mead when the reservoir dropped to about 27% of its full capacity. >> they've been finding bodies, i feel like, every week or so. it's been kind of crazy. >> reporter: lake mead is a vital source of water for millions of people across several states and mexico. last week the federal government issued a water shortage which

>> just for us. the top headlines we're following right now including the latest out of ukraine. the country on high alert for intensifying russian attacks as the war-torn country celebrates its independence day in the war with russia hits the six-month mark. also right now, the two men convicted of conspireing to kidnap michigan governor gretchen whiter in in 2020 were found guilty of conspireing to obtain a weapon of mass destruction. prosecutors say they planned to use a bomb to blow up a bridge dure, the kidnapping. they face a maximum sentence of life in prison. this morning the united states preventive services task force is doubling down on its recommendations that middle age adults with at least one risk factor for cardiovascular disease take statins. you can get a sense of your risk by talking to your doctor and make sure you don't already have signs and symptoms of cardiovascular disease such as chest pain and shortness of breath when walking. here is a wonderful update

owners. a mystery illness making dogs sick like this 10-month-old labrador retriever smoky. he's among dozens of dogs in michigan who have suddenly fallen ill. >> he started getting more sick. he started taking a sharp turn down and started getting the vomiting becoming more and more and stopped eating and then wouldn't drink anything. >> reporter: so far there have been at least 30 reported deaths. veterinarians scrambling to figure out why. >> within like two days their dogs had died and then we started hearing more and more about dogs that had passed away with the same symptoms. >> reporter: state officials now investigating if it may be a new strain of canine parvovirus which is highly contagious and spread from dog to dog by direct contact. >> what is different or unique is that these cases were brought to our attention and in these specific instances they may have tested negative within their

veterinary clinic but show signs of it so could be a different strain. >> reporter: symptoms include lethargy, vomiting, diarrhea. while it can afefect all dogs, puppies younger than 4 months are most at risk. david considers himself among the lucky ones, smoky recovering after getting sick last month. >> he's doing great. knock on wood. we've been pretty lucky. he bounced back in, i would say about a week. you could tell he was starting to feel a little better and tail was wagging more. >> reporter: the good news is there is a way to keep your dogs safe and healthy. get them vaccinated. if they're showing any signs of symptoms, alert their veterinarian. you want them to be healthy and vaccinated like these puppies. >> two happy puppies with you. joining us now is veterinarian dr. hunter finn and dr. finn, we know you're in texas and not in michigan but you'll help us understand what's

going on here, so what is this canine virus and how does this illness seem similar? >> absolutely. so okay nan canine parvovirus is something that is part of every veterinarian's nightmare. we see it more than we'd like to. it lives in the environment for years, you may never even know it's there until a dog starts showing signs of it and it really mainly attacks a dog's intestinal tract cells and see signs of acute vomiting or nausea, loose stools and lethargy and as you can see, it can be pretty serious, it can be pretty fatal and that's really what we're seeing with these dogs here in michigan and raises our red flags for can this a parvovirus. >> it's terrible it's happening in michigan right now. do you know, are some breeds getting more ill than others? >> so we're not really seeing any one breed be affected more

than another. but we do seem to see that it's more like younger and unvaccinated dogs that seem to be affected. >> okay, so it does seem to be the dogs that are unvaccinated. have they been able to determine that in michigan? >> yes, yes, it does seem to be the unvaccinated dogs are having more serious signs. >> another reason to get your dog vaccinated. so is there anything else, dr. finn, that people can do to protect their precious pups? >> absolutely. so we really rely on you, you know, you know your pet better than anybody is what i tell all my clients. if you notice anything out of the ordinary, especially vomiting or loose stool that's going on for approaching 12 hours, go ahead and call your vet. you know, do any tests they recommend and just make sure that you're not missing anything because sometimes catching it early can literally be the difference between life or death. >> yeah, act quickly. dr. hunter finn, thank you so much. i sure do appreciate it. have a good day. >> thank you. >> all right, whit.

because we have a lot of it to cover. starting with president biden expected to make an announcement later today about his plan to forgive student loans for millions of americans. our chief white house correspondent cecilia vega is back with the details. good morning, again, cecilia. >> reporter: hey, michael, good morning again. we could be just hours away from hearing this announcement from president biden but at this point the white house is releasing very few details on this one so let me show you at this point what we do know. sources are telling us that the white house is looking at forgiving up to $10,000 in loans. we're talking about people who make $115,000 a year or less and also looking at extending the federal moratorium on student loan debt that's been in place throughout much of the pandemic and means in the end of this millions of americans could have zero student debt and millions more could have that debt reduced by half. now, look, president biden has faced a lot of pressure to act on this one. when democrats really see this issue as a potentially galvanizing one for young people, ahead of the midterms, not too far away. republicans are blasting this as an unfair handout but still this $10,000 forgiveness, it really does fall short of what president biden campaigned on

the campaign trail to cast a much wider net over student loan debt and he is really already facing a lot of loud pushback from many, frankly the head of the naacp right now not holding back saying that this issue of student loan debt cannot become a policy that leaves black people particularly black women behind, robin, because this is really important. women hold nearly two-thirds of student loan debt in this country, and black graduates hold almost two times as much as student debt as white students. so big issue we're following here today. >> almost twice as much. yes, i know. you'll be on it. thank you. now to that teacher strike in columbus, ohio. the first day of school gets under way remotely and will reeve has the latest. good morning. >> good morning, robin, teachers in columbus, the largest school district in ohio are picketing this week. a school district they call dilapidated schools seeking a wage increase which the district has said it has offered but teachers say, they won't return to the classroom until conditions are improved. they want guaranteed smaller class sizes, full time art, music and p.e. teachers in school and cap on the number of
