may of 2022. many people in san francisco are not coming back to the office. in many cases mondays and fridays, many workers don't go to the office. >> it doesn't take long to notice at this -- a difference in downtown now. >> it was crowded in 2019. now i see emptiness. people are coming back. >> according to a study, people are not coming back fast enough. in many cases because of workers don't have to. >> there is not really a requirement. it is up to us if we can come back or not. >> researchers gathered data from cell phone gps location and compared the movement from spring of 2019 to 2020 two. at of 62 north american cities, san francisco's financial district is doing the worst in

city and be what it was three years ago. >> we spoke to the president of san francisco's counsel for district merchants association about solution. he meets with the mayor's office once a month to strategize solutions for recovery. >> more spaces like some of the d d sawe have, tand beose er cit jo.e survey which predicted that many downtowns across the country will never fully recovered. the solution, they say, is to reinvent many of these districts. kristen: in the south bay, firefighters put out a grass fire that got close to homes in san jose.

sky 7 flew over the fire and you can see several trees burned along with a shed. all lanes of the 880 in fremont are open after firefighters put out a fire that destroyed a bus on the highway. no reported injuries in that fire, but it did limit traffic to two lanes north of stevenson boulevard while the burning bus was put out. no word on the cause of that fire. >> new information on a gruesome discovery. a woman is undergoing ethical evaluation after police officers found the decomposed remains of her mother inside the home they shared on windsor drive. police say neighbors got buried after seeing delivery boxes piling up. officers found the mothers remains in the living room and a daughter the bedroom. she tells investigators her mother died of natural causes in april of last year. the house has been declared uninhabitable. >> district attorney brooke

jenkins is making subtle changes to the controversial bail policies set by her predecessor. she announced her office will only seek cash bail in limited misdemeanor cases, as required by law. she will allow those charged with felony offenses -- eliminating cash bail entirely saying it unfairly impacted poor defendants and people of color. >> new details about the federal government student loan forgiveness program. pres. biden: people can start to finally crawl out from under that mountain of debt. >> thousands of dollars in debt will disappear. up to $20,000 if you would to college on pell grant's and $10,000 for other loans. the current pause on loan repayment will be extended through december. lyanne melendez is taking a look at the fine print and why some are not as thrilled as you think it might. >> there are people who are

upset because they spent years paying off their student loans and even taking on two jobs and never getting the help of the federal government. the biden administration argues this action will help narrow the racial wealth gap, calling it a ticket to a middle-class life. one third of students, one in three who have taken out a federal student loan over less than $10,000. that means they could see their loan completely wiped out. gone. >> i saw this on twitter. i was showing my coworkers. [indiscernible] >> the department of education says the average student graduates with nearly $25,000 in debt. >> i will be in that probably $40,000. the $10,000 is something that helps. >> some students in the low

income category whose families reported making less than $60,000 will lead eligible to wipe out $20,000 in loans. >> like our students at cal state east bay, 42% are pell grant recipients. those students will be eligible for $20,000 in debt relief. >> according to the brookings institution, black graduates have nearly twice as much debt as their white counterparts. part of the reason is that since 1980, the total cost of a watcher your college has nearly tripled. the line below represents federal support in the form of a pell grant which has not kept up. there are a few things you should know. those making 100 $25,000 a year or less all of five for this forgiveness. 250 thousand dollars for married couples. current college students with loans will be assessed based on their parent's income.

not everyone is happy about the announcement. some expected more, others call it another handout, adding to the country's budget deficit. a new study from the wharton school finds the plan could cost $300 billion this year. some economists are concerned that debt cancellation will generate more disposable income, which could make inflation worse. >> we are probably going to do more to increase inflation from debt cancellation then any reduction from the inflation reduction act. >> without that student debt, the argument is that most people will have more money to spend on things. except right now the federal reserve does not want americans to necessarily buy more, because it is trying to reduce the rate of inflation which as of july is at 8.5%. kristen: nancy pelosi is back in her home district celebrating

the passage of the inflation reduction act. pelosi joined leaders in san francisco to highlight the key health care provisions. most notably, lower prices on prescription drugs for medicare recipients when it comes to co-pay cost. >> for insulin, $35 a month. that is like 1/10 of where it is. i have to say, we did that without one republican vote. >> the new law will mean lower costs for the 1.7 million californians who get their insurance through the affordable care act. up to $2800 for a family of four. >> antioch city council passed an ordinance to protect from excessive rent increases. the council voted to approve the ordinance which puts say cap on rent increases at 3%. a group of residents pushed for

that ordinance. several reported rent takes after the state lifted the covid-19 eviction moratorium. kristen: california's attorney general is making sephora pay up. the settlement today saying the beauty company violated the california consumer privacy act. sephora has to pay $1.2 million. >> today's settlement makes it clear we will not hesitate to enforce the law. it is time for companies to get the memo. protect consumer data, honor their privacy rights. kristen: sephora data was used by third parties that track information like customers precise locations and what they put in their online shopping carts. sephora is headquartered in paris, but it's u.s. hub is in san francisco. going forward, the company will have to tell users it is selling their data and give them the option to opt out.

>> breaking news out of los angeles where the jury has reached a verdict in vanessa bryant's lawsuit over photos of the helicopter crash that killed her husband kobe bryant, daughter and seven others. the jury just began deliberations today. bryant is suing the county over photos taken by first responders at the scene that were shared by others. she and her codefendant are asking the jury for tens of millions of dollars for negligence and invasion of privacy. the verdict comes one day after what would have been kobe bryant's 41st birthday. as soon as the verdict is read, we will bring it to you here. kristen: san rafael police dropped off a homeless man in a san francisco neighborhood. an investigation is underway. we will have the latest. the end of the road for gas powered cars in california could be closer than you think. the battle over what is behind so-called sacred land in south

zero missions sales goals for new cars over the next 13 years. 35% of vehicles sold in the state by 2026. governments around the world have set goals to the phase out the sale of gas cars. if passed, experts say california's new regulations could stand as one of the most important imaging policies in the world. california is lower -- also the largest auto market in the u.s.. >> that group is -- that group of states that tends to follow california's lead work to do so with this, it would be roughly 30% of the population in the u.s. now living somewhere where this would be a requirement. >> critics say there are big concerns about charging infrastructure, mineral availability and vehicle pricing. but -- says companies like ford have already made headway with electric vehicles and there's time for more change between now and 2035. >> there still a long time to

get the price point down, offer additional models to address different buying habits, things like that. i think it is realistic. >> california's plan is more ambitious than the federal government's goals. california wants 68% of sales to be electric by the year 2030. last year, president biden was pushing for half of new vehicle sales to be electric by that same year. kristen: abc7 took a deep diving this topic to see what needs to be done to make this zero emission dream a reality. here is a portion of that report. ed to happen simultaneously. the cost of vehicles need to come down and infrastructure needs to go up. >> more californians are buying electric and most sales are clustered in urban areas.

in 2021, two thirds of sales happened in these five counties. but why? it is clear when you look at two things. when we compare maps of where charging stations are, where people make the most money and where the cars are being sold, they all look similar. here are the charging stations, income, cars sold. the similarity of these maps shows the spread of infrastructure has in the past happened in the same areas where people could afford these more expensive cars. the same californians who tend to live in communities most affected by air pollution, they are the same ones you would think should be getting access to clean vehicles, but that's not always the case. >> what can be done to change this? kristen: for the answer to that question, check out the full special on-demand right now on the abc7 streaming app on roku,

francisco, leaving him alone with no resources. liz kreutz was the first reporter to show the incident. the san rafael police department has apologized and is addressing the incident internally. joining me now is san francisco city attorney david. >> good to see you. >> let's talk a little. investigation has just begun, but what have you learned so far? >> we recently received the same video you have shown to your viewers it is troubling. disturbing. it is disturbing that another jurisdiction would sink to drop someone who is experiencing homelessness in the middle of a residential neighborhood without services or resources around. that generally does not result in a good outcome. >> we've heard of hospitals patient dumping people before,

this is a slightly unusual twist on that. when you investigate something like this, what are you looking for? criminal liability? what is the potential? >> our city attorney's office, we are on the civil side. you mention what has happened in the past with patient dumping. years ago, our office had to file a lawsuit over -- against the state of nevada for busing patients to san francisco. they were literally sending patients to us with one way bus tickets. we had to sue, we settled for close to half $1 million. while we are just digging into this and starting to learn the facts, there are issues that seem similar to that nevada patient dumping. >> and of course it is a -- case but from that perspective, what might you do? what could possible outcomes be?

>> from my perspective, the most important thing is to make sure the city has a policy in place that makes it clear to all its officers that this is not acceptable. not an acceptable action on the part of law enforcement. in addition, we had to spend resources as a city when it came to first responders who showed up on the scene and apparently this individual might have set a fire, so there were fire personnel and others. in the nevada case i referenced, we sued in part under the common law of misappropriation of funds, which is the idea that one jurisdiction is literally misappropriating the taxpayer dollars of another. it looks like that might have happened. >> there is no way to get into the mindset of what happened specifically, but if -- is there a circumstance where that person could have just told the off -- told the officer that was where

he wanted to be dropped off? is there legitimate reason to do that? >> possibly. but in this instance, it was clear that this individual didn't seem to have a particular destination in mind. what we have heard from various news reports has frankly changed over the last couple of days. they initially suggested this individual had requested to be dropped in san francisco but we have also heard news reports in which san rafael is saying it was an officer that had suggested that to the individual. we still have not heard exactly what has happened from san rafael themselves. we have requested information and are still waiting. >> interesting. >> this is the job we have. >> thank you for coming gone. >> thanks for having me. >> to the latest on an investigation, a travel book are

accused of taking thousands of dollars from residents, then never booking their vacations. they have until november to pay them back or face possible jail time. melanie woodrow has been covering this story since 2019 and has the latest. >> residents who trusted wendy to book their day's donation weddings, family reunions and vacations may finally get their money back. today, she pleaded guilty to two felonies. the district attorney's office said she had been facing 50 felony counts. >> it is well worth the wait. as long as something is done about it, and it seems there was. >> victims like the mar family told us she took their money but did not book their trips. in 2019, rachel and her finance -- >> i wish we had never crossed paths with her. >> the basque as family says wong took their money to book a

trip to mexico. >> i was passed off. >> sicilia save one of her voicemails. >>scernible] >> i reached out to her and i kept asking about a refund. she kept saying it was coming. finally she broke all communication. >> santa clara ada says she has until her november 4 sentencing to come up with $150,000 in restitution for the 37 victims who requested refunds for the amounts they paid. the das office says there were 48 victims and more than $200,000 loss. not everyone requested restitution. if she doesn't pay, the das office says she could be sentenced up to one year in custody and one year of mandatory supervision if she pays, she would avoid custody but still has two felonies and probation. >> i hope everybody does get paid back and she is able to do
