city and be what it was three years ago. >> we spoke to the president of san francisco's counsel for district merchants association about solution. he meets with the mayor's office once a month to strategize solutions for recovery. >> more spaces like some of the d d sawe have, tand beose er cit jo.e survey which predicted that many downtowns across the country will never fully recovered. the solution, they say, is to reinvent many of these districts. kristen: in the south bay, firefighters put out a grass fire that got close to homes in san jose.

sky 7 flew over the fire and you can see several trees burned along with a shed. all lanes of the 880 in fremont are open after firefighters put out a fire that destroyed a bus on the highway. no reported injuries in that fire, but it did limit traffic to two lanes north of stevenson boulevard while the burning bus was put out. no word on the cause of that fire. >> new information on a gruesome discovery. a woman is undergoing ethical evaluation after police officers found the decomposed remains of her mother inside the home they shared on windsor drive. police say neighbors got buried after seeing delivery boxes piling up. officers found the mothers remains in the living room and a daughter the bedroom. she tells investigators her mother died of natural causes in april of last year. the house has been declared uninhabitable. >> district attorney brooke

jenkins is making subtle changes to the controversial bail policies set by her predecessor. she announced her office will only seek cash bail in limited misdemeanor cases, as required by law. she will allow those charged with felony offenses -- eliminating cash bail entirely saying it unfairly impacted poor defendants and people of color. >> new details about the federal government student loan forgiveness program. pres. biden: people can start to finally crawl out from under that mountain of debt. >> thousands of dollars in debt will disappear. up to $20,000 if you would to college on pell grant's and $10,000 for other loans. the current pause on loan repayment will be extended through december. lyanne melendez is taking a look at the fine print and why some are not as thrilled as you think it might. >> there are people who are

upset because they spent years paying off their student loans and even taking on two jobs and never getting the help of the federal government. the biden administration argues this action will help narrow the racial wealth gap, calling it a ticket to a middle-class life. one third of students, one in three who have taken out a federal student loan over less than $10,000. that means they could see their loan completely wiped out. gone. >> i saw this on twitter. i was showing my coworkers. income category whose families reported making less than $60,000 will lead eligible to wipe out $20,000 in loans. >> like our students at cal state east bay, 42% are pell grant recipients. those students will be eligible for $20,000 in debt relief. >> according to the brookings institution, black graduates have nearly twice as much debt as their white counterparts. part of the reason is that since 1980, the total cost of a watcher your college has nearly tripled. the line below represents federal support in the form of a pell grant which has not kept up. there are a few things you should know. those making 100 $25,000 a year or less all of five for this forgiveness. 250 thousand dollars for married couples. current college students with loans will be assessed based on their parent's income.

not everyone is happy about the announcement. some expected more, others call it another handout, adding to the country's budget deficit. a new study from the wharton school finds the plan could cost $300 billion this year. some economists are concerned that debt cancellation will generate more disposable income, which could make inflation worse. >> we are probably going to do more to increase inflation from debt cancellation then any reduction from the inflation reduction act. >> without that student debt, the argument is that most people will have more money to spend on things. except right now the federal reserve does not want americans to necessarily buy more, because it is trying to reduce the rate of inflation which as of july is at 8.5%. kristen: nancy pelosi is back in her home district celebrating

that ordinance. several reported rent takes after the state lifted the covid-19 eviction moratorium. kristen: california's attorney general is making sephora pay up. the settlement today saying the beauty company violated the california consumer privacy act. sephora has to pay $1.2 million. >> today's settlement makes it clear we will not hesitate to enforce the law. it is time for companies to get the memo. protect consumer data, honor their privacy rights. kristen: sephora data was used by third parties that track information like customers precise locations and what they put in their online shopping carts. sephora is headquartered in paris, but it's u.s. hub is in san francisco. going forward, the company will have to tell users it is selling their data and give them the option to opt out.

francisco, leaving him alone with no resources. liz kreutz was the first reporter to show the incident. the san rafael police department has apologized and is addressing the incident internally. joining me now is san francisco city attorney david. >> good to see you. >> let's talk a little. investigation has just begun, but what have you learned so far? >> we recently received the same video you have shown to your viewers it is troubling. disturbing. it is disturbing that another jurisdiction would sink to drop someone who is experiencing homelessness in the middle of a residential neighborhood without services or resources around. that generally does not result in a good outcome. >> we've heard of hospitals patient dumping people before,

this is a slightly unusual twist on that. when you investigate something like this, what are you looking for? criminal liability? what is the potential? >> our city attorney's office, we are on the civil side. you mention what has happened in the past with patient dumping. years ago, our office had to file a lawsuit over -- against the state of nevada for busing patients to san francisco. they were literally sending patients to us with one way bus tickets. we had to sue, we settled for close to half $1 million. while we are just digging into this and starting to learn the facts, there are issues that seem similar to that nevada patient dumping. >> and of course it is a -- case but from that perspective, what might you do? what could possible outcomes be?

>> from my perspective, the most important thing is to make sure the city has a policy in place that makes it clear to all its officers that this is not acceptable. not an acceptable action on the part of law enforcement. in addition, we had to spend resources as a city when it came to first responders who showed up on the scene and apparently this individual might have set a fire, so there were fire personnel and others. in the nevada case i referenced, we sued in part under the common law of misappropriation of funds, which is the idea that one jurisdiction is literally misappropriating the taxpayer dollars of another. it looks like that might have happened. >> there is no way to get into the mindset of what happened specifically, but if -- is there a circumstance where that person could have just told the off -- told the officer that was where

he wanted to be dropped off? is there legitimate reason to do that? >> possibly. but in this instance, it was clear that this individual didn't seem to have a particular destination in mind. what we have heard from various news reports has frankly changed over the last couple of days. they initially suggested this individual had requested to be dropped in san francisco but we have also heard news reports in which san rafael is saying it was an officer that had suggested that to the individual. we still have not heard exactly what has happened from san rafael themselves. we have requested information and are still waiting. >> interesting. >> this is the job we have. >> thank you for coming gone. >> thanks for having me. >> to the latest on an investigation, a travel book are
