commitment two years ago. on thursday, the california air resources board will vote on stringent new rules to ban the sale of new gasoline cars and set zero emission sales goals fonew cars over the next 13 years. 35% of vehicles sold in the state by 2026, 68% by 2030. governments around the world have set goals to phase out the sale of gas cars but if past experts say california's new regulations can stand as one of the most important climate change policies in the world. california is also the largest auto market in the u.s. which could influence other states. >> if that group of states that tends to follow california's lead were to do so with this as well, it would be roughly 30% of the population in the u.s. would be living somewhere where it would be required. >> critics argue it raises big concerns around issues like charging infrastructure, mineral availability, supply chain

what these propositions and what they would do and who is behind them. >> hi. this has become a very expensive fight over who could or should control the sports betting industry in california. one of the two ballots would legalize online sports betting. those supporting it say the revenue could go to fighting homelessness but many native american tribes including grayton are fighting back and they say it would hurt their business. >> sh ould sports betting be legalized in california and if so how? those of their questions at the heart of two propositions. prop 26 would legalize sports gambling just in person at pry both -- at tribal casinos. prop 37 would allow fanduel and draft kings finding the proper to partner with tribes to allow people to pace -- to place bets from anywhere, even on your from the hundreds of millions of dollars in tax revenue would go to supporting homelessness and mental health issues. >> they are coming tomorrow.

>> while some 60 native american tribes across the state are against prop27. there are few small tribes including lake county and big valley supporting it. a spokesperson nathan clegg said those rural tribes do not have foot traffic. >> they will be able to participate in the betting marketplace and deliver real benefits to their tribes. >> so far, more than $#5 -- $350 million has been poured in, much of the money spent on dueling and nonstop television ads. >> now, both california republican and democratic parties are against prop 27. the republican party is also against 26, while the democratic party has remained neutral. big picture, prop 26 is backed by the native american tribes and 27 is backed by the out-of-state gaming companies but even that is over cipla
