good evening. >> thanks for joining us. our other top story tonight. a massive government corruption scandal in san francisco takes one more big step tomorrow with the sentencing of former public works director mohammed nuri. dan noyes has been pouring over new court filings and he is here with a preview of thursday's hearing. >> prosecutors say his corruption did untold damage to the public's trust in government. we are getting a clear picture of how the scheme worked, how much money and how many people were involved. the scandal even reached the mayor's office. in the new filings in federal court, prosecutors describe a tale of greed old as time. public works chief mohamed noor roof accepting more than a million of -- a million dollars to steer contracts to his friends. also charged, developers,

various news reports, it has changed over the last couple days. they suggested this individual had requested to be dropped in san francisco but we have heard news reports in which san rafael is saying it was an officer who suggested that to this individual. >> the police department is clarifying the police officer asked the homeless man if he wanted to be brought to san francisco. the man that agreed. a spokesperson head previously told us the man initiated the request. empty restaurants come empty streets and empty offices. the pandemic hit the bay area hard in san francisco's downtown adam has still not recovered. a new report shows the financial district is struggling to get back to what it was. abc 7 spoke to the professor behind the study.

>> this study included data of 27 months from march of 2020 to may of 2022. data shows workers specifically san francisco are not going back to the office like they used to. according to a business owner in the area, mondays and fridays in downtown san francisco are empty. it does not take long to notice a difference in downtown san francisco compared to 2019. >> very crowded in 2019. now i see emptiness. people are coming back. >> according to a uc berkeley study, people are not coming back fast enough to downtown districts across the state. in many cases because workers don't have to. >> there is not really a requirement. it is up to us as we can come back or not. >> researchers gather data from cell phone gps location and compared the movement from spring of 2019 to spring of 2022. their data shows out of 62 north

american cities, san francisco's financial district is doing the worst in recovering to >> san francisco downtown has been the slowest to come back. it is the last in the entire country. it was at 31% of pre-pandemic activity. right when the lockdown happened in may of 2020 and still two years after that, the same level. >> restaurant owners like michael are seeing the decline up close. at least five of his colleagues have had to close. you are thinking about moving your business somewhere else. >> if it keeps like this, i have no choice. i cannot survive on -- i used to have 200 customers a day and now i have 40 a day. that is not big any business sense. >> professor chappell says more businesses closing and remote work will continue to impact the recovery process unless something changes. >> san francisco needs to diversify.

seen the tv ads about two propositions that could legalize sports betting. there is a record amount of money being spent on these. liz kreutz is in the newsroom to explain what these propositions would do and who is behind them. >> hard not to see these tv ads running across the state everywhere. this has become a very expensive fight over who could or should control the sports betting industry in california. one of the measures would legalize online sports betting. those supporting it say the revenue could go to fighting homelessness. many native american tribes are fighting back saying it would hurt their business. should sports betting be legalized in california and if so, how? those are the questions at the heart of two propositions on the november ballot. proposition 26 would legalize sports gambling in person at tribal casinos and horse racing tracks. prop 27 would legalize sports betting online. it would allow big gaming

companies funding the proposition to partner with tribes to allow people to place bets from anywhere. for potentially hundreds of millions of dollars in tax revenue would go to supporting homelessness in mental health and -- mental health issues kid that is why community forward in san francisco which is building a new shelter for women is supporting it. >> prop 27 builds in funding that is long-term and matches the size of the crisis that we are facing. >> some homeless advocates disagree. a no on prop 27 group is running this ad featuring a domestic violence shelter employee. >> 90% of the money goes to the out-of-state corporations who wrote it. >> greg sarris is the chairman of the federated indians which operates a casino. he says prop 27 would hurt
