>> i would like for our lawmakers and our governor to advocate for students in california. dan: left out. while millions will benefit from a new student loan forgiveness program, some borrowers won't qualify and it's a real issue that acutely affects the bay area. good evening and thank you for joining us. ama: here's a look at how the debt relief work. it wipes up -- out $20,000 for those who went to college on pell grant's and tell -- $10,000 for other federal loans. dan: the current pause on repayments is extended through december. the program covers those who

make less than $125,000 a year and that's the issue for some here in the bay area. abc7news reporter j.r. stone is here to explain. reporter: you talk about a heated back-and-forth conversation online. it was just that today. some very upset with this news. others praising the president. >> it was great to wake up to and see. reporter: shannon william is a pell grant recipient who learned wednesday that the government will forgive 20,000 of her nearly $30,000 student loan debt. >> so i won't have to worry about if one week, i will have to feed my kids or if i can make my car payment. reporter: the new student loan relief program was announced by president biden wednesday, wiping out thousands in debt for 43 million borrowers. >> i was happy. i mean, considering the other day on the radio i was listening to all these famous rich people

including politicians who got those ppp loans forgiven. >> we know middle-class americans, those who are struggling financially are having a hard time. we know that. we want to avoid defaults when loans restart in january. reporter: while the secretary of education said that in washington, some in california where the cost of living is much higher wonder where they fit in. >> in the state of california, you can make $125,000 a year and live month-to-month. reporter: candace is a nurse instructor in solano county who says many nurses in the bay area make more than $125,000 a year and face thousands in debt. still no relief. >> you need to create some kind of a quality so it doesn't take in consideration the cost of living and that affects us in california. >> i would like for our lawmakers and our governor to advocate for students in

california. reporter: to others who teach at a high school in oakland, $10,000 will only go so far. >> it's not really helpful but it is something. they -- if they looked at cost of living in certain parts of the country and adjusted based on that, i think it would be more beneficial for everyone. reporter: eric swalwell released a statement wednesday saying that this program fails to consider regional differences in the cost of living which disproportionately harms borrowers in different areas of the country, going on to say that he will work to correct this. he says that congress must tackle college affordability and debt long-term. abc7news. ama: the federal student aid website crashed not long after the forgiveness plan was revealed today. 8 million borrowers may be able to receive debt forgiveness automatically because the department of education has their income information.

for others, an application will be available in the coming weeks. people need to apply before the federal student loan repayment pause ends on december 31. dan: in the east bay, oakland police say they will deploy additional resources in the little saigon neighborhood to combat crime. police tell abcthe effort inincludes vice operations, sible patrols, an increase in liaison officers walking the beat, and the department says it's working on opening a little saigon substation. these changes follow a robbery that ended in the murder of a woman in oaklands little saigon neighborhood last sunday. as a result, some are calling for the city council to convene an emergency m meeting to addres violent crime across the city. the alameda county supervisor told abc7news today that the latest murder in little saigon sent him over dge. now he's demanding action. >> i'm just mad as hell and i can't take it anymore. the city needs to step up and

needs to respond to this public safety crisis. this crisis of lawlessness that we are experiencing in oakland. dan: he's a 40 year resident of oakland and says he's tired of paying high taxes and not getting core services like public safety. he says the city needs to embrace community policing. ama: new developments in the uvalde school shooting. the district voted to fire its police chief. the board decided to immediately terminate the contract. this comes three months after a teenage gunman took the lives of 19 children and two teachers at robb elementary school. he delayed directing officers for more than an hour. his attorney said he didn't attend the meeting because of death threats. a focus on cameras in san jose's effort to make streets safer. license plate readers will be going up around the city. as amanda del castillo explains, the city took on questions about

the cameras and concerns about privacy. reporter: the aftermath of wednesday's deadly crash at moorpark avenue in san jose. it marks the city's 42nd fatal collision in the 44th traffic death of 2022 on record. elsewhere. the growing list of crash victims is part of a push, a pilot program to add safety cameras across the community. the san jose police department and its department of transportation held a wednesday evening webinar, sharing insight on the installation of license plate readers. >> it's important that we get this right long-term. reporter: these cameras have only been installed at monterey road. the site of three traffic fatalities in 2021. suspects have yet to be identified. signs alert drivers about the devices. >> get them. people have to be careful. reporter: officials explained

cameras will check plates to help id stolen vehicles, assist in amber and silver alert response, and deter reckless driving. the city will release annual reports to the public that will detail use accuracy and effectiveness. >> we are in a pilot testing phase for the stationary cameras. we are learning just as much as you are about how valuable they are to the city. reporter: the panel received dozens of questions about privacy concerns. they maintain cameras will not monitor or profile people. access toollected data will be limited to trained estate pd staff, neighboring enfot agencies, and city employees in charge of inspection. >> why do we have to worry about this? reporter: up to 150 additional fixed cameras will eventually be installed across the city. the next set is expected in two to three months. while they don't have a specific

location finalized, they plan to target an area with high gun related and violent crime. abc7news. dan: the economy plays a role in building a better bay area. a new study from uc berkeley shows san francisco's financial district is the slowest downtown in the country to recover from the pandemic. data was gathered using cell phone gps from 62 u.s. cities from 2019 through 20. it shows cities activity is at 31% of pre-pandemic levels. uc berkeley professor chappell says remote work in business closures are contributing to its recovery. >> so san francisco needs to diversify. needs to get a lot of different types of businesses downtown if it's going to have a 24-hour city and be what it was even just three years ago. dan: san francisco's council of district merced's association says they are working on

dan: a government corruption scandal in san francisco takes another step tomorrow with the sentencing of mohamed noor group. dan noyes has been pouring over new federal court filings and has a preview of thursday's hearing. reporter: in the new filings in

san francisco federal court, prosecutors describe a tale of greed oldest time. public works chief excepting more than a million dollars of bribes over 12 years to steer city contracts to his friends. also charged in the case, developers, contractors, to executives, and his girlfriend the former director of the mayors office of neighborhood services. >> it's embarrassing and shameful. i hope that he gets the maximum sentence to send a signal that this is not tolerated in san francisco. reporter: aaron peskin has served 15 years on the board of supervisors. he tells me the corruption scandal has had a bigger impact beyond those criminally charge. >> this has led to the resignation of the head of the department of building inspection, the city administrator, the head of the public utilities commission, the head of the department of the environment. this was far-reaching. reporter: the ranch on 20 acres

in colusa county is truly a monument to his grafting. it was built and furnished by those vying for city contracts and the bribes helped pay his mortgage. he received a $36,000 gold rolex , international vacations, envelopes of cash, and holiday parties for city vip. 20 brash served as a federal prosecutor. >> one has to ask, how did it even happen? how could he hope to get away with it? with the safeguards, were they so lax that it allowed this to happen? reporter: the prosecution is asking for a nine year prison sentence. the defense wants three years, saying he's at a heightened risk of covid because of his diabetes and heart disease. >> is it legitimate now to say that the covid risk is that much worse in prison? we run a covid risk every day on the outside. every time you board muni or get on bart, you are running a covid risk. reporter: as for the mayor, --

he got $5,000 for car repairs in 2019. the ethics commission ruled that violated the city's prohibition on accepting gifts from subordinate employees and find her 1.5 times the cost of the gift. >> i take full responsibility for those mistakes and i'velearg mayor and being in office. reporter: the mayor's office confirmed that breed dated him 20 years ago and they remained close friends. some context. at the time of the gift for the mayor's car repairs, he had a city salary of $270,000 compared to breed's $342,000. >> there was a city family of you scratch my back, i will scratch yours and they treated it like a family. it was all in the family. our existing mayor was a part of that family. reporter: he expects to forfeit that custom-built house where he plans to retire and his city

tomorrow that could ban the sale of new gas powered vehicles in california starting in 2035. the governor has been promoting the change for two years now. the plan would phase in zero omission sales goals for new cars over the next 13 years. if past, experts say it could be one of the more important climate change policies in the world. >> if that group of states that intends to follow california's lead were to do so with this as well, it would be roughly 30% of the population in the u.s. living somewhere where there would be this requirement. dan: critics say it raises concerns around issues like charging infrastructure, supply chain issues, and vehicle pricing. ama: in the south bay, their final offer. the 49ers are proposing a new settlement package of $13 million to the city of santa clara in an ongoing lawsuit.
