ticking for the justice department on a deadline to release documents related to the search at former president trump's florida home. >> it's an impossible needle to thread perfectly, but the department of justice is working hard to try to find some way to thread it. >> reporter: a federal judge gave the until noon today to release a version of the affidavit, a sealed document used to justify the fbi's search at mar-a-lago where agents found more than 11 sets of classified documents. the department submitted the affidavit to be made public with the proposed redactions saying the redacted version is necessary to avoid discouraging witnesses or jeopardizing the investigation, which the department says is in its early stages. experts believe the public affidavit will include little meaningful information with pages of blacked out lines. >> each one representing a redaction or a covering up of information that the judge himself has said shouldn't be disclosed but i don't think, of

[ crowd chanting ] >> reporter: meanwhile, president biden returned to the campaign trail last night blasting republicans while holding a midterm election rally in maryland. >> the maga republicans don't just threaten our personal rights and economic security, they're a threat to our very democracy. they refuse to accept the will of the people. they embrace, embrace political violence. they don't believe in democracy. >> reporter: at a fund-raising event later the president compared republicans' allegiance to trump to semi fascism. >> this is a game changer. >> reporter: biden also promoted his recent domestic policy wins including his plan to forgive some student loan debt for millions of americans. republicans and some democrats have slammed the idea calling it unfair to people who have already paid their college debt. when pressed again yesterday, the administration was still

has to go somewhere and this is the pearl river. it is still rising and officials say it's going to crest in major flood stage by tuesday. they're saying residents should consider evacuating. >> trevor, thank you. we will have a detailed look at the storm forecast coming up shortly. a developing story from tu song, arizona. a law enforcement officer and three other people have been killed in a shooting at ang apartment complex. police say con that sabl deborah martinez was serving an eviction notice when she was shot. an employee of the apartment complex is also among the other victims. initial reports described a hostage situation. the suspect, the suspected shooter also died. overseas new concern about a looming disaster at europe's largest nuclear plant. for the first time all six reactors at the facility in ukraine were knocked offline. ukraine blames russian shelling. the u.n.'s nuclear watchdog is still in talks with russia to gain access to the site. meanwhile after heavy losses vladimir putin is beefing up his forces ordering 137,000 more troops to be recruited for the

war effort. we turn to your money and a key speech today that could move the markets and affect the price you pay on everything from loans to credit cards. this morning, wall street is awaiting a crucial speech from the chairman of the federal reserve looking for clues on the next interest rate hike, which could make everything from home and car loans to credit card debt more expensive. fed chair jerome powell today is expected to reiterate his commitment to fighting inflation but critics point out last year at this time he was wrong about inflation. >> used car prices, for example, appear to have stabilized. >> reporter: when he made that speech the inflation rate was 5.3%. now it's 8.5%. >> he's got to figure out how he's going to address his speech last year that proved so off the mark. he's got to figure out what to signal about current monetary policy. >> reporter: it comes amid new concern about rising food prices.

bloomberg reports a survey of cornfields in iowa just yesterday showed fewer crops due to the heat and drought this summer. experts say a smaller harvest could mean even higher grocery bills. as more americans look to reduce their spending, discount retailers, dollar tree and dollar general are seeing a sales boom. dollar tree's ceo now saying most new customers have an annual income of $80,000. one big reason people are cutting costs, higher utility bills. one report now predicting a tsunami of shutoffs due to unpaid electricity bills. one in every six american households is currently behind on their electricity payments. that's about 20 million households. the cost of natural gas used to generate electricity is now more than twice what it was this time last year. >> we had a very expensive summer, as well as two years of pandemic-related unemployment. we went from about families owing an average of about $400

before the pandemic hit to close to $800 now. >> as for interest rates, analysts are expecting an increase of 0.75% next month if jerome powell says anything to change it we could see a wild day on wall street. a roller coaster shut down after five were sent to the hospital. officials at six flags say the riders suffered back injuries on el toro. people describe the ride jolting forward. the coaster is 19 stories high and has a 176-foot drop. it will now undergo a new inspection. new information this morning stemming from the legal battle over photos of kobe bryant's helicopter crash. the l.a. times reports kobe's widow vanessa bryant will donate proceeds from the $16 million verdict in the case to the mamba sports foundation nonprofit created by kobe and renamed in honor of him and his daughter. a jury sided with vanessa bryant who argued photos of the crash

>> it's forever etched in our mind that scream. >> he wouldn't let go of her and she wouldn't have pulled and screamed like she did. >> the father chased the suspect and helped police arrest him. coming up later on "good morning america," 6-year-old kennedy describes the encounter. we turn to missouri and a school district bringing back corporal punishment sparking debate among parents. here's christine sloan. >> reporter: this morning the debate over spanking in schools striking a nerve with parents. >> it's going to do more harm than good. >> reporter: the argument over corporal punishment has been reignited after a school district in missouri decided to bring back the practice for the new school year. according to a letter sent out in the small city of cassville, parents must sign an opt-in form that gives the school principal permission to swat their child on the bottom with a paddle. >> it's something that we don't anticipate using frequently. this is an opt-in only option

for parents. so anyone who disagrees with corporal punishment, they simply do nothing by not opting in. >> reporter: despite some public outcry to the method, the superintendent tells abc affiliate kspr, most parents in the district are pro-paddle. >> they don't want their children suspended. >> reporter: it states teachers should use spanking only as a last resort. >> corporal punishment will be used only when other means of discipline have failed and then only in reasonable form when the principal approves it. >> reporter: corporal punishment is legal in 19 states, but the american academy of pediatrics has formally denounced the practice with doctors saying that spanking is ineffective and can lead to aggressive behavior, damage relationships and increase in the risk of mental health problems. >> the research tells us that there are no benefits to spanking but what spanking can do is it can create a kid scared for that safety and that can
