the justice department to black out anything that could interfere with the investigation. it is not clear how many details we will get. it is likely to contain information about the evidence prosecutors already had. >> it is an effort to strike a balance by the magistrate between the government's desire to keep the investigation intact and public interest in knowing what this is all about. jobina: according to documents made public, agents are investigating violations to three federal crimes related to the espionage act. this week, president biden commented on it for the first time saying he had no knowledge about the search before it happened. kumasi: this morning, half a dozen bay area cities have reported finding credit card scam or devices -- scammer

devices. it is a troubling trend. ryan curry joining us live where one of the skimmers was found. reporter: one of those was found here recently in july. people identified it and sunnydale police removed it. they were one of six agencies able to discover the fake credit card skimmers and move them away from people, avoiding the chances of getting their information stolen. oakland police and the marin county sheriffs office were some of the other agencies who found the skimmers in locations across the bay area. they use information to make purchases of their own. these skimmers can be hard to find. they are often disguised as legitimate card readers. experts say taking extra steps

to see if anything is out of the ordinary can help you. >> in the hands of people who are not authorized, it is risky all the time. reporter: on august 19, morgan hill police got alerted to a device and a small camera above a bank of america atm. these devices are disguised as regular readers in the most popular areas where you would use a credit card. cybersecurity experts advise people if you want to be on the safe side, use cash is always a good option as well as using google pay and apple pay. those things do not transmit your card information when you use them. abc 7 news. reggie: a warning from police after a dog was stolen in san jose. it is a trend we have seen.

the american bulldog has been reunited with the owner. it was scary. police say the suspect knew the dog owner's through a mutual friend. he stole her car and took the dog. she was able to get the car back after a frightening confrontation. >> he found out she took the car back and fired a gun at her, slashed her tires, etc. and still was demanding money for the dog. reggie: earlier this week, police arrested the 40-year-old for stealing the car and the dog. the dog's back home safe and healthy. kumasi: another controversy at a school. two students are not allowed at school because they will not wear a mask. the students attend an academy in san jose, which requires masking on all campuses. >> it irritates their faces,

their nose, their mouth, their lips, around the top of their lips and the bottom of their lips and ends up causing their nose to run, and their eyes start to bother them. kumasi: district officials say the mandate is in place to keep students safe. they claim they gave the students options. including wearing a mask one hour or independent study. he is now considering legal action. reggie: pop up monkeypox vaccine in san francisco at an entertainment venue on taylor street. 11:00 a.m. to 3:00. please meet the credibility criteria. they include trans and nine banerjee -- non-binary people.

miles. not bad. the sun is about to crest over the horizon. the sun coming up. fog down below. bright skies by lunch. we are a few degrees warmer this afternoon compared to yesterday. hottest spots, 80's to 90's. along the shoreline, upper 70's. breezy afternoon, onshore flow creating a cooler weekend. reggie: a warning about credit card skimmers. six agencies have reported finding them from petaluma to morgan hill, they have been spotted at gas stations, retailers and atm's. we are live. reporter: one of those was found at this location in sunnyvale, in july.

experts advise people to be vigilant. they advise for the time being, use cash as an alternative for use apple pay or google pay because those don't transmit your credit card info. six different agencies across the bay area have identified skimmers, from the north bay to the south bay and everywhere in between. they look like regular card readers. the only difference is they are skimmers, they take your info and transmit them to the criminal who put them there in the first place. they obtain your credit card information to buy things of their own. they can be hard to find because of the way they look. they are often identified and looked just like actual credit card readers. they have been found at gas stations, convenience stores, atm. pretty much anywhere were popular card transactions take place.

experts say look at the device, make sure if it looks anything different than the one next to it, don't use it. >> look at the device itself to see if it is tight or not. see the label. the seal. look at the next device, atm or pump and see if it is similar. reporter: oakland police, petaluma police and marin county sheriff's have identified skimmers and removed them. they are transferring over to the task force in charge for criminals, in charge of these things. morgan hill police found a skimmer attached to a bank of america atm. that is something we use our cards for. these things are getting attached to commonplaces. the advice is to be vigilant anywhere in the bay area when you come across a card reader. abc 7 news. kumasi: the white house revealed

more about how much president biden's loan forgiveness plan will cost taxpayers. jobina: they say the plan will cost $24 billion. 75% of borrowers take part. the cost could be higher. people continue to debate the plan. republicans blasting it, many of them, saying it is unfair to people who have paid off their loans or never took loans to begin with. democrats are throwing their support behind it. >> what is happening in america visit is working great if you are born into a family that is wealthy. it is not working great for the rest of the folks. we want to see colleges have skin in the game. >> it is very unfair to have a truck driver have to pay back a loan for somebody who got a phd in gender studies. jobina: the white house went

after republicans criticizing the plan but took out ppp loans during the pandemic. on twitter they posted the size of the loan and how much was forgiven by the federal government. this debate is not likely to end soon. it is expected the plan will face lawsuits. reggie: the former san francisco public works director will spend seven years in prison for his involvement in a corruption scandal. he will pay $35,000 fine and forfeit his 20 acre ranch in stony brook. his attorney released a statement saying he apologized for his actions and is planning to focus on his family and health. his attorneys wanted a three year sentence but the judge disagreed. in exchange for a guilty plea on the fraud charge, additional charges were dropped including money laundering. kumasi: california may soon allow more sick and dying inmates to be released from state prisons. the state senate passed the legislation.

it will allow inmates to be freed if they are medically incapacitated. a student found between january 2015 and april 2021, 91 inmates died while awaiting compassionate release. the plan is heading to the state assembly for final approval. reggie: california has become the first in the world to approve banning the sale of new gas powered cars by the year 2035. the governor says the transportation sector is responsible for more than half the state's carbon pollution. he issued an executive order 2020, demanding that 100% of new trucks and cars were zero emission by 2035. 35% of vehicles sold in the state by 2026, 68% by 2030. >> historic. the reason for that, i think it is clear climate change is the

single most important generational challenge we are facing today. reggie: there is a pretty big exception to the new rule. that is for plug-in hybrid vehicles. they will be allowed. also used gas powered cars will still allowed to be sold. challenges remain including making sure california can generate enough power to charge all those electric vehicles. kumasi: the governor said this is a bold step and necessary to cut pollution. >> policy is the accelerator. can we accelerate this further? we put that out. people dismissed it when i put it out or mocked it. here we are two years later. all but a handful of companies are saying we are all in. that is the game changer. the cost of living factored in. the cost of gas. this feeling of vulnerability as

relates to decisions made in saudi arabia and the u.s. and the politics of that, which is exhausting back and forth. all those factors played into this moment. kumasi: the governor says the state is investing $10 billion to accelerate the transition, which will help make it easier and cheaper for californians to purchase electric cars. you can watch the interview with the governor coming up at 7:00 on gma. reggie: rei in berkeley just became the second unionized location in the country. according to a more perfect union, workers said they were perpetually understaffed and overworked and faced racism from management. a new statement says the company supports workers rights to vote to unionize. the store voted yesterday by a margin of 56 in favor, 38 against. kumasi: a controversial billboard discouraging

californians from moving to texas. the message is adding to the rift between the states. "the texas miracle died in uvalde." the billboard is meant to highlight the lax gun laws in the state. 19 students and two teachers were killed in that attack. the billboard is catching the attention of many. >> look at it often. i don't think it is in particularly good taste. >> i agree with it 100%. so many people are going to texas anyway. don't go there. that is why. kumasi: it is not known who is behind the billboard. the u.s. census says 69,000 californians will move to texas each year. reggie: preseason is over for the 49ers. they have their eye on the opener. likely trey lance didn't play well. he played three drives and

reported as nonactive. dogs experience early disease in similar ways humans do. gaining a better understanding of how a dog ages can help us understand how we age. kumasi: google maps will label clinics that provide abortion services. people can search clinics near me and have a certified list of places. if google does not have confirmation it will be labeled might not abide abortions. it gives the option to expand your search elsewhere. this comes after a recent bloomberg report pointing out among results, maps lists crisis centers. reggie: inflation is pushing people toward a bargain chainstore. dollar tree, dollar general both reported higher than expected second-quarter earnings yesterday. they say more people are visiting their stores to save. the increased profits come as
