>> good evening and thank you for joining us. you are watching abc seven news at 11:00. a man died on a platform and san francisco's mission district this afternoon. it is the second violent incident to unfold on a bar train or at a bart station in the last 48 hours. abc 7 news reporter j.r. stone is following this developing story tonight. >> an officer roping off the area at 24th admission with yellow crime scene tape after a man died on a train platform. >> one stab wound to the chest.

>> surveillance cameras show two adult males arguing near the elevator at approximately 1:40 p.m. before one individual stabs the second individual near the station elevator. the victim walked down the stairs into the station and subsequently collapsed on the platform. a move that led to this. >> mission station is closed due to police activity. >> that victim died on the platform. it is the second violent scene involving a bart station or train within 48 hours. friday, in a separate case, gunshots rang out on a train near oaklands fruitvale station. >> shooting on the train. request an ambulance. >> when that train arrived, an officer applied a tourniquet to the gunshot victim's wound. that victim survived but sadly, the stabbing victim on sunday did not. sunday's stabbing also happened in this area, one that had been

previously fenced off by the city as a way to crack down the sale of soul -- stolen goods. those fences were removed by protesters last week. police have not released a suspect description but according to scanner traffic, they spent much of the afternoon looking for someone who left the area on an electric scooter. no arrests have been made and the video has not been released. j.r. stone, abc 7 news. >> once again, wild sideshows took over parts of oakland this weekend. this was one of them from saturday night. you can see the back wheel of one car damaged and on fire. oakland police say the sideshow detail was out and about. officers arrested seven people, cited four others, and impounded eight vehicles. police say the shows drew as many as 500 cars and an additional 175 spectators.

police are investigating a deadly shooting in the ivy hill area of the city. officers were called to a car crash at 1:30 this morning near 5th avenue and park boulevard. when they arrived, they found a man who had been shot. he was pronounced dead at the scene. police agencies converge on a north bay heisel today. luckily, this was only a training drill. police hosted this active shooter training exercise at the high school. law enforcement agencies from across the county participated. volunteers assisted, playing the rules of -- the roles of students and staff and the sounds of gunfire could be heard . the annual training was in the collaboration with the west sonoma county union high school district. sebastopol police say based upon the events in uvalde, texas, and the other mass shootings, they recognize the need to work with partner agencies to update training and tactics in order to provide the most effective response possible. once again, today's event was

only a training drill. at 11:00, scientists have been studying the problematic algae bloopast few weeks. today, they found huge amounts of dead fish around bay area waterways. all sorts of marine life was affected. if you were sent us this picture from the lake. abc 7 news reporter -- spoke to a scientist about the die off. >> i was out there this morning around 8:00 a.m. and there is just a massive fish die off going all around the shores. instead of having sand on the beach, there's basically fish. >> he says he saw thousands of dead fish along the water. >> everything that needs oxygen has basically died in a lake right now. >> the environment to watchdog group says in early august, they started to get reports of red and brown water in the oakland

and alameda estuary. scientists found a red tide bloom. it omits a toxin and sucks the water of oxygen. >> caused by an organism. >> senior scientists say the algae are a normal part of the underwater ecosystem. usually at levels that are harmless. he says nutrients from the 40 wastewater treatment plants around the bay area are supercharging the algae to reproduce in huge quantities. >> they do not pull out the nutrients in that water, the nitrogen and phosphorus, and that is food for all the algae in the bay. >> rosenfield says the technology exists to remove the nutrients. the problem, it is usually expensive and would likely require a politically charged policy change by the regional water quality control board. the good news, the algae will likely die off on its own, especially in colder weather, but he worries of a longer-term consequence such as two endangered fish. he adds that dealt -- the algae

does not pose a threat to people and pets but warns of prolonged contact with the discolored water. >> any bloom of this size and concentration produces enough chemicals that you can cause health problems for people including skin irritation and respiratory irritation to people and pets. >> abc 7 news. >> this is hard to see. a dead humpback will wash up at half moon bay. that is just south of the ritz-carlton hotel. it is not clear what killed the animal, but the marine mammals center says it is working with other agencies to perform a necropsy. the oakland zoo is responding after a facebook post about a mountain lion turned into a social media controversy. on friday, the zoo posted video of the mountain lion being brought in for emergency surgery. it had been shot by police after it was found rolling through a neighborhood in hollister. the facebook post generated hundreds of comments with many

condemning police over their decision to shoot the animal. hollister police countered with a facebook post of their own saying the oakland zoo failed to mention that the mountain lion charged at an officer after officials tried several times to tranquilize it. hollister police called the post careless and misleading. today, the oakland zoo responded in a statement, writing that hollister pd was not named by us nor judged by us. our message and focus in sharing news of this tragedy was to educate the public about the growing issues around human and wildlife contact and nothing more. that mountain lion, by the way, died during surgery. the oakland zoo says this is the 20th mountain lion in need of their help following close contact with humans. developing news coming out of bend, oregon, where three people are dead including the gunman following a shooting at a safeway store tonight. all three were found inside. witnesses described hearing

dozens of gunshots and saw people running out of the store. police say the shooting started in the parking lot and police found an ar-15 assault style weapon. happening tomorrow in just a few hours, america's return journey to the moon is set to get underway with the launch of nasa's artemis one. you are looking at a live picture at the kennedy space center in cape canaveral. a launch window will open monday morning and as of last checked, all systems are go. the launch director has given the green light to begin loading propellant in preparation for blastoff and that is happening as we speak. the weather conditions in florida are still favorable. the plan is for the most powerful rocket in the world to carry the unaccrued capsule into orbit. it will go around the earth and towards the moon. >> this is a test flight. we are stressing the system. the risk is not low on this

made an emergency landing has been taken to a hangar for repairs. abc 7 was at the state beach today when a workgroup carefully dismantled the wings and propeller. the pilot reported engine trouble and decided to safely put the airplane down on the beach saturday afternoon. the good news is none of the three people on board were hurt. to get the airplane off the its and load it onto a trailer. beach officials say the pilot did a good job with the landing. >> it is not really affecting anything. there's a couple people who were interested in taking photos because how often do you see a plane on the beach? >> this is the latest aviation mishap in the watsonville area this month. on august 18, two airplanes collided midair while trying to land at the watsonville airport. three people died in the incident. golden gate bridge officials are taking another step in discouraging those considering jumping off the bridge. our news parkers at the marin

independent vernal are reporting the purchase of a training facility near mill valley has been approved. that facility built -- will be used to teach law enforcement members how to rescue people who get caught in a new stainless steel net which will sit below the bridge walkways. it is designed to catch jumpers. installation is expectoe completed by late next year. sands of people celebrated love and unity in the south bay today. the silicon valley pride parade and festival took center stage in san jose, celebrating the lgbtq plus community. cornell barnard was there. >> happy pride. >> love and unity filling the streets of downtown san jose and don't forget the signature dance moves. the silicon valley pride parade was back for 2022. >> love who you love and it is amazing what people are doing out here, supporting each other. >> this event is a celebration

with the exception of san francisco which is 20 to mile-per-hour winds. not very high, just a little breezy, and most locations are one or two degrees warmer so it is minimally warmer. here is a nice view from our rooftop camera across the embarcadero and this quiet late night in san francisco. mid 60's in palo the you view from emory bill. a faint hint of any coastal clouds developing but they are expected to develop overnight. 60 at petaluma and napa with low 60's at fairfield, concord, and livermore. in the view from our camera looking towards the bay bridge. these are our forecast features. some patches of drivel -- drizzle near the bay. gradual warming over the next few days with sizzling summer heat likely to develop. for tonight, just advancing low clouds and fog pushing locally

inland by 5:00 tomorrow morning as the commute gets underway. there'll be some areas of reduced visibility and may be a patch or two of drizzle is not expected to be very widespread and we will have sunny skies throughout the day after the early morning fog burns away. overnight, low temperatures mainly in the upper 50's and a little bit milder farther inland in the east bay where antioch will have a low of 62 degrees and then highs tomorrow under mainly sunny skies. 64 in half moon bay. around the shoreline, mid to upper 70's, up to 78 in fremont, 76 in san mateo. 79 in napa. the inland east bay will be warmer with upper 80's at antioch and livermore to 90 in fairfield. in the south bay, highs at 82 in san jose and 87 at morgan hill and here is the accuweather seven-day forecast. not much change through wednesday. a steady pattern there.

>> building a better bay area, moving forward and finding solutions. this is abc7news. dion: a federal judge in florida is asking the justice apartment to provide more information about the classified records removed from former president trump's florida estate. while the judge also considers appointing a special master to review the documents. we have the very latest. reporter: a federal judge in florida will hear arguments on thursday about former president trump's request to appoint a special master. an outside reviewer of the

documents seized from the residence. >> it is not a crazy notion. executive privilege works differently and it is not absolute and can be overridden by significant government interest. reporter: the unsealed affidavit was heavily redacted but has provided some insight into the investigation. the fbi launched the search based in part on evidence from significant witnesses. as the investigation continues key witnesses could face intimidation or retaliation. there is an ongoing grand jury investigation and prosecutors have identified potential targets with a clear indication they are looking for more. >> it relates to the obstruction and that is what it is all going to come down to. it is not just an obstruction of justice charge. it is what actions were taken to

thwart the investigation? >> the fbi has found documents involving the most sensitive of classified information including some on human intelligence, electronic eavesdropping and secrets from allies. some republicans say the senate intelligence committee has questions for investigators. >> we need to get a letter out right now saying if there is a problem why have you not told us about that problem? reporter: the director of national intelligence confirms her office has started and invest -- an assessment. dion: southbay congressman ro khanna says it is time to let the justice department do its job and conduct a thorough investigation. he spoke to us after a townhall meeting in sunnyvale earlier today. >> i just want to make sure that our state documents are safe.

dion: the abc7news i team is digging into a possible loophole exposed in a state regulation that is supposed to help californians access wildfire insurance. many residents in fire stricken zones across the area have been dropped by their insurance providers and their finding the alternative plan was not as comprehensive as they initially hoped. our i team reporter is pushing for answers. reporter: we have heard from many of you dropped by your insurance provider and left with no other viable option other than the california fair plan. it usually offers less coverage and is more expensive. and a new regulation aimed to help may overlook those most at risk. after their beloved ranch

survived the 2020 glass fire that ripped through napa county, the o'briens are facing another hazard. it is left are scarred property with a different burn. >> there are no questions. they came back and said you are done. reporter: their longtime insurance provider dropped them as the company announced they are pulling out of the state for certain categories of homes in the regulated insurance market. >> we were left to scramble and we have been trying to find alternative insurance and we went to three or four carriers and got turned down. reporter: weeks go by and they tried farmers and aaa all with no luck. >> they ask for our address and then you have a dead pause and they say they are not insuring reporter: in the area. reporter:they have yet to file a claim but since the glass fire tore through their neighborhood, they have made investments to reduce their wildfire risk,

something known as hardening their home. adding sprinklers on the roof and they cleared out five feet of theirs -- from their structure. >> we put in hardscape in our entry. reporter: same thing with their neighbor, harriet. >> my husband was cutting down trees for about six weeks. exhausting work. hiring someone to do the trees that we could not do. we had calfire come out and do an inspection. reporter: she contacted 25 different insurance providers but -- >> none of them were writing policies in our area. >> we continue to push the envelope. reporter: in february, the insurance commissioner proposed a regulation that aims to prevent this. >> it will mandate that 100 percent of all insurance companies have to give california consumers discounts for hardening their home. it is the only way we will be

able to bring down the risk so californians can keep their insurance and keep it affordable. reporter: if approved it would go into effect by the end of the year. it would require insurance companies provide consumers their properties' risk score and creating a right to appeal the score critics argue that the reality is not as pretty as the press release. people like the o'briens and the buckwalter's are still not getting insured. >> that is the loophole that could swallow its promises. reporter: she says while the regulation sounds good on paper it does not tell the whole story. >> there are two parts of the insurance transaction. one is insurance companies decide if they will sell you coverage and second they decide what price they will charge you. this regulation addresses price but it does not address the question, whether or not you

will get a policy at all. reporter: insurance companies are not required to consider mitigation steps when deciding whether to sell a policy. residents living in areas of high fire risk may be left unprotected. a former commissioner was not renewed by his carrier despite spending tens of thousands of dollars on mitigation. just like these families. >> i don't know anyone that has been able to get insurance. reporter: both say they are only left with one real option. >> looks like we have to go through the california fair plan. reporter: it is the insurer of last resort. providing insurance for homeowners unable to find insurance in the marketplace. >> it is confusing. reporter: and not cheap. >> double what we paid before for less coverage. >> it is with a $20,000 deductible.

reporter: without the deductible, the fair plan would've been seven times more expensive than her existing policy. >> it needs to be affordable and available for every californian that needs it. reporter: it is not affordable now and is not comprehensive. what are you doing to change that? . we need to provide a comprehensive policy option that currently does not exist in the fair plan so people do not have to pay the administrative fees that add to the cost. reporter: eliminating those fees is one step but consumer advocates argue that the loophole leaves the most vulnerable communities -- >> we are working really hard -- >> paying the price. letters were sent calling on the commissioner to use his authority to close what they consider this loophole. the department of insurance

rejects the claims adding the regulation will still require insurance companies to recognize and reward mitigation efforts by offering discounts. that is assuming you get a policy to begin with. stephanie sierra, abc7news. dion: we have spoken many times on how in recent years though fire season -- in recent years the fire season is getting longer and more brutal. spencer: we all need to be thoughtful and mindful as we go into the season. here is a look at what you can expect tomorrow morning. we will have lingering low clouds and fog to start the morning with patchy drizzle as well. midmorning, it will all burn back to the coastline giving us a sunny day. overnight low temperatures, mid to upper 50's. highs tomorrow, mid 60's at the coast. upper 80's to near 90 in the warmest inland spots.
