forecast. drew: no worries about the heat. we will stay comfortable, but by the end of the week temperatures will start to spike and we are tracking a heat wave that will last several days. the only issue when it comes to visibility is in the north bay and santa rosa, half a mile visibility with dense fog. cool along the coast and the north bay, upper 50's there, lower 60's around the bay shoreline. this is the tam cam, showing you patchy fog out there. we will find a similar story today. like yesterday, the fog will break down quickly today. sunday afternoon temperatures, 70's and 80's away from the coast, but for the rest of the week, temperatures will take off. the details coming up in about eight minutes. guys? kumasi: the state could soon mandate kindergarten for all children in california, and

there is mixed reaction. lena -- joins us now in dublin. this wasn't a requirement already? lena: the bill would require students, like those at murray elementary school in dublin, to complete a full year of kindergarten before entering first grade. this comes after many families across the state decided to skip the grade during the pandemic, heightening learning gap concerns. if approved, this would not take effect until the 2024-2025 school year. parents would no longer be able to have their child skip kindergarten like they can do now under current state law. it was approved by the senate last night and is heading to the governor's desk next. the goal is to make sure every student is prepared socially and academically before entering elementary school, ensuring all children receive critical

instruction in their early years of learning. according to the national education association, kindergartners that missed 10% or more of school days have a lower academic performance when they reach first grade. they also compare long-term outcomes of children born in states that have mandatory kindergarten compared to states with voluntary kindergarten, and found children that attend kindergarten are more likely to go to college, earn higher wages, and less likely to experience poverty as adults. the bill has received support from the largest school district in the states, the los angeles unified school district, and it is heading to the governor's desk for approval next. we will let you know what happens. live in dublin, lena howland, abc7news. reggie: and a major counteroffensive being launched this morning in ukraine, the country trying to win back areas seized by russia. kumasi: the u.n. inspectors will

assess the damage at the power plant. there are fears that damage done by russian shelling attacks could lead to a nuclear disaster. the biden administration believes it is the safest option. today's inspection comes as new satellite images show at the plant some damage, europe's largest. it has been under russian control since march, and there are reports this morning that russian president vladimir putin is ramping up military operations. he is said to be adding 100 30,000 troops, eliminating the age limit to serve and even recruiting prisoners. kumasi? kumasi: an oakland school is back in session after a student was shot on campus. a 13-year-old was injured yesterday and a 12-year-old is suspected of pulling the trigger.

youth leaders and parents say something should be done. >> dozens of community members outside madison park academy, shortly after a 13-year-old boy was shot on campus, and a 12-year-old boy taken into custody. >> officers were able to quickly and safely take the shooter into custody as well as provide medical aid to the students. >> officers have not explained the circumstances behind the shooting, but parents and community members are concerned. karina sanchez has a daughter who was going to school here, but opted to transfer her daughter due to safety concerns. she picked up her daughter for the last time 20 to 30 minutes before monday's shooting. >> when i heard her voice this morning, it sounded like a plea for help. it gave me a chill, and i definitely felt, ok, if she is not feeling safe, i have to do something. >> the east oakland youth development center.

monday, they talked with their students about what happened at madison park. >> we have students that are afraid to go from point a to point b. this happens on their way from school to the center. kids are afraid to sleep too close to a window because a bullet might come through it. >> wilson says sadly, she and many of the kids are not shocked by what happened. they believe systematic oppression and barriers are much of the root causes of violence across the bay area. >> we cannot sustain this extreme wealth gap and income gap we have in the bay area and expect crime to go down, because you literally have people who are in desperate situations doing desperate things to survive. >> as for the 13-year-old who was shot, at last check, doctors told police he is in stable condition. school at madison park academy

is back in session on tuesday. j.r. stone, abc7news. reggie: this morning, there is an investigation into a deadly mistake on the peninsula. several people at an assisted living facility were given dish soap to drink instead of juice. the incident was confirmed to have happened sunday night. a 93-year-old woman died and two other residents were hospitalized. no charges were filed, but san mateo's d.a. says negligence has not been ruled out. >> if it was people not being careful with the liquids and people suffered harm or death by it, of course, there could be a significant lawsuit out of it, or it could be a -- technically, there is a thing in criminal law called criminal negligence. reggie: abc7news was told they are conducting an

internal investigation into what happens. employees have been suspended pending the outcome of the investigation. kumasi: an oakland teenager has been stabbed by a friend. witnesses say 16-year-old sunny soy left a party with some friends and got into an uber. during the ride, there was some type of altercation. the driver demanded the group get out and the argument continued on the side of the road. when police got there, there were two victims with stab wounds and sunny did not survive. >> he protected the grind did not let them do something stupid to her. i am so proud of him. kumasi: a gofundme has been set up to help pay for funeral expenses. michael leo was arrested for homicide several hours later.

reggie: we have been learning more about a toxic algae bloom invading bay area waterways. signs have been posted along east bayshore lines, advising people to not let their children and pets in the water. people should also avoid shellfish that comes from the bay. the combination of warm weather and phosphorus and nitrogen being pumped into the bay from waste treatment plants are the building blocks for algae. >> the warm weather projected for the rest of the week until labor day weekend, it is concerning that it will cause algae bloom to spread. reggie: officials say they will be taking water samples every day. if you are visiting a local waterway, you should pay attention to the signs to make sure it is safe to go into the water. kumasi: san francisco unified voting to add two more holidays to the school calendar, and it has some parents upset. reggie: plus, the money in

kumasi: firefighters from the bay area are joining strike teams across the state to battle a massive wildfire in oregon. governor newsom announced the deployment in response to the oregon governors were asked. staff is included from san mateo, alameda, and san francisco. the fire has burned acres in a

friends of matthew shapiro know all too well. he was shot and killed in 2021, but his case remains unsolved. few answers and plenty of pain for one of his closest friends, janel. >> it's everywhere. it's been everywhere my whole life, but now it is really everywhere. you think once it happens to somebody -- but it is different. >> the financial factors of gun violence are striking. a report by the santa clara department of public health find the cost of firearm violence in the county was one point $2 billion annually from 2016 to 2020. 72 point 5 million falling on county and city sectors. dr. sarah cody says gun violence is a symptom of social ills and the public health department will detail prevention strategies tomorrow at the county board of supervisors meeting. >> our recommendations include a host of interrelated strategies,

and that's everything from strategies involving policy, right down the strategies at the individual community and neighborhood level. >> these leaders believe gun violence is treatable, and the board of supervisors will take action on these recommendations to prevent further loss. >> something needs to be done, because lives are being lost and families are being destroyed. >> i believe if we can do that, we will fundamentally see a change in the health and well-being of people in our community. kumasi: a san francisco housing complex has hired security guards after four people brutally attacked a 70-year-old woman. in response, building management tells us they have hired g uards seven days a week. the suspects have been arrested.

one was just 11 years old. reggie: an immigrant organizations were in san francisco yesterday, protesting house bill 1603. the bill, known as the farm work modernization act, which change a visa used by farmworkers. supporters say it would impact the process of hiring legal workers. opponents say the law is antiunion and will result in worse working conditions. >> senator, we are here today to ask you to be a champion. be brave. stand up for papers for all, without all these other programs which cause suffering. reggie: the bill was introduced by a south bay congresswoman. kumasi: becoming homeless after the age of 50 increases a person's likelihood of dying

early. older homeless adults in oakland were followed in oakland, and the study found people who became homeless after 50 were 60% more likely to die than those who first experienced homelessness at a younger age. the most common causes of death for heart disease, cancer, and drug overdose. researchers say participants had been housed, the conditions would have been likely more successfully addressed. and looking for suspects in two violent weekend incidents. a man was stabbed to death in the bart plaza in the 24th street mission station in san francisco. >> the cameras in our plaza did capture that, but we are also looking for businesses, residences, other places in the area that have cameras that are on exterior buildings that can help identify or show the direction of flight of the

individual after it occurred. kumasi: bart police are also looking at surveillance video to identify the suspect in friday's shooting in oakland. the victim was shot in the arm and the leg. serious injuries, but they survived. both incidents have been described as targeted. reggie: crews are putting out a fire near avenue toss. you can see the fire burning along the brush south of monte avenue. lane closures were prompted around midnight and multiple crews were on scene to fight the flames. it's unclear what started the fire or if anyone was hurt. kumasi: a huge crisis is developing in jackson, mississippi. tens of thousands of people are without water or little water after the city's wastewater treatment plant failed, and there is no backup. all jacksonville schools are shifting to virtual learning and in some parts of the city, the

fire hydrants are dry. the state's governor says he was notified last week that a failure was possible. >> jackson might fail to produce running water several times in the next weeks or months. unfortunately, that failure appears to have begun today. kumasi: the mayor says staffing shortages and decades of deferred maintenance are to blame for this problem. in the meantime, the national guard is called in to distribute bottled water for residents. reggie: coming up, the bill impacting thousands of fast food workers that cleared a major hurdle in the new york legislature. kumasi: and the big board at the new york stock exchange -- we are up about 68 points. reggie: and the rodeo that had to hold when a runaway bowl broke free into the arena. kumasi: don't forget, you can watch us for a whole extra hour

ambulance they were in. this is below the highway 101 overpass -- that's not where it ended, though. the windshield got cracked and police say the suspect took the ambulance on a joyride, and ended up ditching the ambulance behind the best buy. the firefighters union says crewmembers are frequently attacked and they are demanding the city dues on thing to stop this. a letter from mayor london breed's office says it takes matters like this seriously. a plan that would give roughly half a million fast food workers across the state more power and protection has cleared a significant hurdle in sacramento. the measure has been approved, creating a fast food council made up of workers, employers, and state officials. the council would set minimum standards for wages and working conditions in california. the legislation now moves on to the state assembly for final action before lawmakers adjourned wednesday. a senate member has already passed a broader version of that bill.
