toast sticks starting at $2.00 are back at jack in the box. >> now from abc7 come live breaking news. >> a massive police response to shots fired on the south bay freeway. an off-duty san jose police officers personal vehicle was hit by gunfire. you see the officers with heads down, sweeping the freeway and searching for casings and clues. the officer whose vehicle was struck was not injured. he did not see a gun, but heard a pop and pulled over and saw a bullet hole in his front passenger door. the suspect was in a white hatchback with no license plates. it happened before 2:00 today on northbound 101. a stretch was closed while the investigation is underway. sky 7 is over the scene. you can see the freeway open to traffic. it is slow going.

police and chp are working that case. good evening. >> thanks for joining us. this comes as concerns over gun violence reach a boiling point. both nationally and at home. >> i am asking everyone in the city to touch every wedding -- everybody that you know to say put the guns down, stop it. give us a break. six homicides in four days. give us a break. give this community a break. give our families a break. how much can we mourn in this city? >> oaklands police chief flight by members of the community who have lost loved ones to gun violence, all looking for communitywide solutions to keep the children safe one day after a 13-year-old student was shot at school by a 12-year-old. >> you've got a 12-year-old and 13-year-old in distress. no amount of policing will stop that.

let's really talk about what it means to have a whole community, a wholesome community. we are looking for solutions and we are looking for people who say those children matter. >> this comes as president biden pushes his crime prevention plans with a focus on gun control. >> i'm determined to ban assault weapons in this country. determined. >> the president detail his essay for america plan to address gun crime while in pennsylvania. the proposal includes funding for 100,000 additional officers across the country cracking down on violent crime and banning assault weapons. he also stressed police and community and public trust is important. >> you have to know people, you have to know when to trust a community. >> the presidents plan needs approval.

>> oakland has seen a majority of gun violence across the bay area. the solution lies within the community. >> it is a terrible experience for all of us to have to come before our city and beg for the help we need. that help really exists within our community. we need to implore our family members and friends and those connected to put down the guns. to stop using guns as a way of dealing with every confrontation. >> since last thursday, there have been six killings in the city, bringing the total to 83 this year. >> police announced yesterday's shooting at madison park academy was not a deliberate school shooting. oakland police say the victim was not the intended target. nevertheless, city leaders and community members are calling for a stop to all of this violence with so many incidents involving guns. ryan curry has more. >> a terrible experience for all of us to have to come before our

city and beg for the help we need. >> a call for peace on the steps of oaklands city hall. >> a 13-year-old shot by a 12-year-old at school. our biggest club in oakland is not bullets, it is apathy. >> that happened at madison park academy monday. the school posting on instagram saying their staff follow training and helped students safely reconnect with families. it is the latest in a series of violent episodes across oakland. community leaders are asking everyone to stop this kind of violence. >> the community has to come together and be a collective voice to move the city in a different direction because the violence has to stop. >> no other student was hurt in the incident. the teachers union is calling for safer schools. in a statement, they say educators have major concerns over the resources regularly available to support the needs

8:00. >> now to a twist in a crime trend many bay area residents know all too well. car break-ins. they happen all the time. what happens when stolen license plates are used by criminals? dion lim talked to one woman who encountered that ordeal and it cost her thousands of dollars in fines. >> another day, another car break in cotton camera. this sent by of your who captured it at around 5:30 near lombard street in san francisco. unlike all of the other car break in videos on abc7, after i posted it to instagram, a young woman sent me this image saying the plates of that car matched the ones stolen from her mom's car in san jose. >> it is frustrating, it ended up costing a lot of money and time. >> stealing plates is a crime on the rise. this 33-year-old woman was arrested after being seen unscrewing plates along a residential street and switching

them to other vehicles in what is called cold plating. isabel is a real estate agent who had hers stolen during a pandemic. it wasn't used on a vehicle to commit break-ins. >> the people who took my plate put it on the vehicle and cruised around the bay for months. racked up thousands of dollars in tolls. >> months of headaches and $2000 in fines jason young helps his customers with it at least one a week. this tamperproof license plate screws are worth the investment. >> put it on, it is easy. maybe $10. >> shortly after her ordeal, isabel had those special screws installed.

huge spike in fatal crashes from the first quarter of 2022. over 9500 people died. a 7% increase over the previous year. the highest since 2002. >> why this spike has been taking place, i don't think there is one thing we can point our finger to. but we know it appears there have been some who have consumed more alcohol than they did previously. hopefully we can reduce duis by getting the message out. >> in california, a state law takes effect this week requiring white staff who serve alcohol at bars or restaurants to take mandatory state training as a way to put a dent in duis. the other is the drive sober or get pulled over high visibility enforcement campaign, now in effect. >> drunk driving kind of gives -- most people think of alcohol.
