news meteorologist mike nico who's outside in the heat with the forecast at least you're in san francisco and not in the east bay mike. that is true larry afternoon to you and kristen. hi everybody. i'm going to tell you something a little different than the narrative. we've been talking about so far. it is hot almost everywhere, especially at 2 o'clock. but look what happened right after that and it right now
4:01 pm
temperatures and places like santa rosa are down nearly 13 degrees napa. we're down down to 97 after being 96 in san francisco. we're down to 84. we're down to 95 in san mateo 91 in oakland all those areas hit nearly 100 degrees earlier today the local i see breeze has returned, but only for a select few we still have some heat possible until 8 o'clock this evening along the coast 8
4:02 pm
o'clock tomorrow. we're in the heat advisory in san francisco. and for the bay shoreline it goes all the way through thursday, but of course the most dangerous heat is going to be along the bay shoreline till 8 o'clock this evening with those 100s and then we'll take the bay shoreline out of it and it will be the rest of those areas you see in that hot pink to red that could still reach 110 and 112 tomorrow into the nearly 110s thursday and even friday. we're still going to be into the 100s, but in abrupt change is coming this weekend temperatures going to drop nearly 30 degrees and i'm watching some tropical moisture. we'll see if there's any thunderstorms in the forecast also. as long as those temperatures have peak that is good news. thank you mike. let's head to abc 7 news. anchor karina nova live in the newsroom with the latest on the possible rotating blackouts karina. yeah, kristen larry. we've been now upgraded to a level two energy emergency alert. that means your power could be shut off and pg&e just tweeted about 15 minutes ago that calaiso has directed utilities to prepare for possible rotating power outages and in just a moment. i'm going to show you how to find out if your areas affected first. let's take a look at the demand in real time. this is the demand trend graph that shows the system demand compared to what's been forecasted right now. we are above that forecasted demand and do want to let you know that we did set a demand record already today here in the bay area while some people did lose power yesterday and today it wasn't because of the plant rotating power outages, that would be mandated by cal iso pg. says here's why today they already have outage blocks planned out. especially during a historic heat event like this people are looking to cool their homes. they're arriving home from work for the day and that is typically when we would see the highest demand your address to find out which block you're in and then check below to see if

you may be impacted so you can see all the ones listed right there block 50 customers by the way are not usually included and rotating outages because they share a circuit with a hospital or other essential facility in more than 50% of customers are in block 50 if you're wondering how long will your power be out if you are affected by that rotating outage pg&e says you should plan for an hour to two hours and while pg&e will try to call or text or post on social media to give you a heads up that is not always possible. so you'll want to be ready just in case live in the newsroom karina nova abc 7 news karina. thank you some of the hottest spots in the bay area right now are in. bay abc 7 news reporter suzanne fawn joining us live from livermore. they hit a record yesterday suzanne. i think it was up like 110 and perhaps another record today. pretty crazy that it was that hot across the bay area. there are scattered outages right now and right here in

livermore where we're at. they're about a hundred customers without power. meanwhile the thousands of customers that were impacted overnight and early this morning. they tell me that just relieved to have it back. it's been on 77 and now it's getting hotter even with the air on nancy. mckenzie is dealing with the blistering heat the best way she can inside drinking ice cold water enjoying her cool house fans fortunately right now her air conditioning is working last night. it was a different story. it was awful. it went out about 10 after six. and i just looked at the fan i was sitting with my husband and everything stopped. she's worried about her four-legged friends. it's just hard on the dogs and the cats, you know, our dog was panting and i tried to get water cold water for him and when it came time to go to sleep and i just went to bed and sweat it out the night it was bad being senior citizens were particularly concerned about it.
4:05 pm
i think that maybe the equipment needs a little more updating and i know as frankly annoyed pg&e is 5800 customers in livermore like nancy mckenzie lost power overnight. most of them had a back by 3 am this morning at 6. am pg&e says another 3200 customers in livermore lost their power their power is back four hours later, though. no rolling blackouts were in effect during these outages. we asked pg&e why these outages were happening here in livermore and across the bay area. we are seeing equipment stressed. we don't have that overnight cooling that helps the equipment really get a break and so we are seeing a fair number of pieces of equipment go out of service and we're doing everything to replace that equipment on the fly as as we have these experiences. and here in livermore, no question about it. the temperatures are in the triple digits. now pg&e says it has less than 10,000 customers across the entire bay area today impacted
4:06 pm
by power outages that's down from 45,000 customers yesterday. and pg&e says crews are looking into the cause and working as quickly as possible to restore power to those customers. live in livermore suzanne fawn abc 7 news susan. thank you. and i stand corrected. i'm told it was actually 116 yesterday the high in livermore now, let's go to abc 7 news anchor dion limb. she's very happy that it's not 116 where she is. she's in one of the cooler spots in the bay today dion. hudson larry after battling triple digit temperatures in livermore and in pleasant hill yesterday. the news gods have bestowed upon me the best assignment of the day. it is to check out the coolest spots in the bay area and apparently an awful lot of other people had the same idea as well. check it out. we went to venice beach. no not the one in southern california, but the one in half moon bay. we met people from some of the hottest places like castro valley and san jose and they all have the same idea beat the heat

live in the life. all right on the beach teachers and staff taking precautions to cool down their classrooms, especially those that lack air conditioning. abc support elena howland has the novato unified school district is allowing three of their schools that don't have air conditioning to be released almost two and a half hours early for the rest of the week. this includes novato high school lou sutton elementary school and the hill education center and then we know that the heat gets the worst around one o'clock and kind of gets worse as we get closer to four. so that was really the reasoning is trying to keep them at school at the most important part of the day and the coolest part of the day and then release them before it gets too hot the district's heat plan of being released early triggers when the forecasted temperature is 95 degrees or higher with a heat index of 103 or higher lose sutton. principle meera patel says recess in pe will be held indoors on top of a number of

4:19 pm
65 everyone else oakland sfo and napa. we're all within a degree. we'll have a few more record low warm low temperatures tomorrow. now, here's our preliminary highs for today and you can see livermore napa along with san jose and santa rosa records now, san jose 109 and santa rosa 115. those may be all time record high temperatures like that 116 was yesterday in livermore, which was all time for anywhere in the bay area. so record warm loads tonight unhealthy air and heat for day five tomorrow cooler weekend. we're watching k some tropical clouds are coming our way right now. it doesn't look like thunderstorms, but it's definitely something we have to keep an eye on you can see even though the sea breeze is back the cloud cover has it come with it. there's just a small area of low pressure. look at that brought that southerly wind in and that's what brought some relief to some neighborhoods. in fact, those winds you can see you're spreading around they'll be a little bit faster tonight, but they're going to be blowing on around hot air in many areas like the bay in inland still in the 90s through at least seven the clock 90's in line up until about nine o'clock 670s and 80s at 10 o'clock.
4:20 pm
so another difficult if not stuffy evening a couple of records again tonight is six seasons 70s are in the offing for lowe's tomorrow morning even some 70 and 80s up on our hills for tomorrow. look at that 94 and sunnyvale to about 102 in los gatos, and i can see in the asterisks tomorrow. the record eyes are so hot. we won't even be close to him 88 to 96 on the peninsula mid-70s for most of the coast to 68 and the sunset near 80 to 86 degrees for downtown at south san francisco mid 90s to near 100 through most of the north bay valleys for the east bay. we're looking at 83 to about 98 degrees and as you head inland still 100 degrees 102 in san ramon to 117 and brentwood. so here's my accuweather seven day forecast. so still going to be hot tomorrow, but it's going to spike again thursday with record highs possible day. actually seven friday will be our final day and then look at saturday possibly 60 70s and 80s, but it'll be safer to be

4:34 pm
no on prop 27. yeah. those ads are airing all across the state for and against the two propositions and frankly. it's a little confusing. so let's break it down first and foremost what is sports betting? well, it's a form of gambling where someone can wager cash on a sporting event sports betting except for horse racing is currently not legal in california. there used to be a nationwide band, but a 2018 supreme court ruling overturn that and since then more than half the states in the country including, new york, new jersey, arizona have legalized some form of sports betting it's now up to california to decide what to do here. that brings us to the november election. so on the ballot, we'll be two dueling initiatives prop 26 and prop 27 both would legalize sports betting one or both could pass and there's a lot of money at stake with all of it. so let's start with prop 26. it's funded by native american tribes and would allow sports betting to happen in person at
4:35 pm
tribal casinos and at four horse racing tracks across the state. it would also allow casinos to offer roulette crafts and other dice games which are also currently illegal. you'd have to be at least 21 years old to place a bet and there would be no bedding on high school or college games those same age in gay restrictions apply to prop 27 the difference. is that prop 27 would allow online sports betting meaning you could literally place wagers on your phone from your couch the way it would work. is that big out of state gaming companies like fanduel and draftkings that are funding this proposition could partner with native american tribes to offer online even mobile sports gambling the cost to do so however is really big it would cost to tribe 10 million dollars just for the initial sports betting license and that's partly why many but not all native american tribes are against it. they say it would prevent smaller operators from breaking in opponents also raise concerns about how these gaming companies
4:36 pm
would regulate under age use supporters of prop 27. however, which by the way include gaming companies and major league baseball argue. it could benefit small rural tribes that don't have much foot traffic. they also say it would generate hundreds of millions of dollars in tax revenue for the state and its money. they will be almost entirely allocated to addressing homelessness and mental health issues. that's why some homeless groups support it and also why you're seeing a lot of ads like this one that talk less about sports betting and more about solving the homelessness crisis. prop 27 generates hundreds of millions every year to permanently fund getting people off the streets and into housing prop 26 not a dime to solve homelessness. 26 would also generate a lot although not quite as much money for the state that money would go to the states general fund supporters argue sports. betting is already happening legal or not. so the state may as well bring it above board and benefit from it. they also say prop 26 could help
4:37 pm
struggling native american tribes many against it really just oppose sports betting they say issues around compulsive gambling and the financial impact on families the california republican party has come out against both prop 26 and prop 27 the california democratic party has come out against prop 27 and is neutral on prop 26. still that has not stopped the backers of these two props from spending more than 350 million dollars so far to pass these initiatives. that's a campaign finance spending record. and the other question is what happens if they both pass. well, it turns out both could become law or the one with the most votes could take it to court arguing the laws conflict big picture prop 26 and prop 27 are about who could or should control this potential multi-billion dollar sports betting industry. that is if either even passes and we'll find out soon in november. wow. liz did a great job of breaking that down and it still may make
