homeless people braved the heat. even nearby tiny homes are too hot to be in. >> the tiny homes are like a cooker. >> it is scorching. >> this is frozen so you can keep cool with it. reporter: she wanted to make sure the most vulnerable don't go unforgotten. >> there is only one cooling station, so people can't get to that one cooling station. reporter: she asked for donations on facebook. the person who owns an ice from shop reached out. >> she said does anybody have ice. >> we have mango, strawberry, cookies and cream. reporter: they are a welcome treat for these men who use trees for shade and shelter. >> thank you for being here. >> it is good. it is cold. reporter: what does it mean to see the reactions from the

people? >> i am happy and i am sad. i am happy because are getting relief and being treated like human beings. when it's hot, you don't want a hot drink. you want to cold drink. i am sad they have to be out here in the spirit reporter: but -- here. reporter: but she brought smiles to those in the heat. what does it mean that she is doing this? >> it helps me. reporter: we were lucky enough to try one. they were very good and refreshing. speaking of refreshing. where at this farmers market still going on. folks are still coming out here. a lot of them are coming directly to this truck. there they are getting something nice and sweet. we got an update from pg&e about power outages. they told us in the north bay today that it has not been as bad with power outages compared to the other parts of the bay

area. as of right now, according to pg&e, there are 1700 across the three counties who are without power. ama: thank you so much. dan: in the east bay, making the call to change to a minimum day schedule for the rest of the week because of the heat. students are done with school around noon and step 3:00 p.m.. in the south bay, pg&e has brought in extra personnel to respond to unplanned power outages because by broken and overstrained equipment. this command center is watching disruptions to the south bay energy grid. personnel from everywhere in california have been brought in as extra staff. extra equipment is ready to go. pg&e says the extreme heat is putting a major strain on its infrastructure. >> we know that heat can affect not only the grid at the large-scale level, but individual pieces of equipment

dan: we are working to build a better bay area, which is why we are covering three san francisco supervisors who are posing legislation that they hope will tackle drug overdoses in the city. it is called san francisco recovers and would use models from across the country in europe. we spoke with the supervisor spearheading this effort and has the story tonight. reporter: this legislation has

to be approved by the board of supervisors first. if it passes, it would request 21 san francisco departments and commissions to report to the board with a specific plan to tackle drug overdoses in the city. this 21-page legislation titles san francisco recovers is the latest proposal for a citywide strategy that would tackle drug overdose deaths. >> it aims to reduce drug overdose deaths, to incentivize recovery. reporter: supervisor dorsey since he began working on it four months ago when he was appointed to the board. as a recovering addict, he is making san francisco's epidemic of priority. >> san francisco has lost 1700 people since january 2020, since covid-19 started here. we have actually lost twice as many people to drug overdoses as covid. reporter: the co-author of the

legislation. >> it has to be about how we can get people to recover. reporter: the plan includes approaches based on drug market interventions that have been implemented in the u.s. and europe. some ra 24/7 intake capacity coordination with 311 and non-emergency intervention services aimed at breaking the cycle of intergenerational trauma inflicted by substance abuse disorders. a strategy aimed at electronically monitoring and geo-locating convicted street drug dealers. the most controversial is safe consumption facilities. governor newsom just rejected this option. >> my hope is i want neighborhoods to fight to have a neighborhood consumption facility to be a recovery block and make sure they do not have drug dealers. reporter: a recovery advocate

says san francisco is not a place for safe consumption sites. >> if you open the sites without addressing these drug scenes, it will not make a difference. reporter: they said the announcement gave them hope, but they don't agree with the consumption site strategy. >> we are grateful someone is taking action. reporter: her daughter was in recovery, but she had to take her daughter out of the city to get help. not in san francisco? >> absolutely. there was no way to get her help here. reporter: jackie is hoping this strategy will help her son. >> he had to start methadone to start the process. they said they'd did not have anybody available to do intake. reporter: this legislation is planning to offer job training programs for individuals in recovery. if it passes, those 21 city departments will have 90 days to send the board of supervisors a plan with a list of resources

needed to accomplish their goals. dan: you can feel for those mothers worried so much about their children. thank you. ama: an update from the abc7news team. officials in san rafael have appointed an independent investigator to conduct a thorough review of a brutal takedown but police that a person with an open beer. that move comes five days after we showed you the bodycam video from the incident in the canal district on july 27, in which the gardener suffered a broken nose and concussion. the san rafael city attorney said an independent investigator will conduct an unbiased review of the actions of the officers and their supervisors. we will be hearing more details of the city council meeting starting at 7:00 p.m. activists have put out a call for people to attend a let their voices be heard. dan: let's turn our attention back to the stifling heat and when it might begin to ease. ama: it feels like an oven. sandy: yes.

ama: in triple digit temperatures, firefighters gain control of these flames. about 50 acres burned with a fire broke out yesterday and burned 125 acres. a wildfire sweeping through riverside county has claimed two lives and injured a third person. it is 5% contained at 4500 acres. a mandatory evacuation order went into effect this afternoon. seven buildings have burned down. dan: this fire is now 75% contained. it has spread to more than 6.5 miles.

>> stage three emergency alerts mean rolling blackouts are happening or a minute. california reached that level in 2000. 38 times in 2001. the next time we saw the same kind of alert was twice in 2020. over the last two decades, california has led the country in integrating solar and wind to supply the grid. at times, when the cleaner sources are not producing enough and demand is high, battery sources are used, or as a last resort, sources that use fossil fuels. steps have been taken in the last 20 years to fill in the gaps during higher demand periods. the power plant behind me started operating in 2003 to fill gaps when demand was at the highest. it has evolved to run via natural gas and other sources. not the only one of its kind, but strain on the energy grid continues to be a problem. a major part of the issue is climate change. >> for example, talk about some of the hydraulic powers that use water to generate power, it is

dry because of the dry weather. >> as the impacts of climate change continue, will this rain we have seen on the power grid and potential rolling blackouts be something we live with annually? it depends on several factors. >> the solution has multiple parties that have to take action before they can say we will face something like this. better resources for the grid so it can keep pumping power to us, better practices by us, and dealing with climate change as a reality. >> zach fuentes abc7, news. >> bart stop service between pleasant hill and concord because of an equipment problem on the track. buses are providing service between those. they experienced systemwide delays because of that. it was 102 degrees at the fremont station. trains are about 20 minutes behind schedule. bart slows down trains when the tracks get too hot. they can warp as a result of the heat. it is because of a derailment in

june because of high heat. caltrain slowed down trains because of the hot weather. it was running a level two alert across nearly the entire system between san francisco and the station in san jose. instead of traveling at the usual 79 miles per hour, trains were moving at about 50 miles per hour. ama: the extreme heat can be dangerous to our health. today on abc7's getting answers program, some at-home tips to prevent heat related illnesses. >> what people can do, essentially replicate the hospital with a spray mist. what people might be used to sprain plants with -- spraying plants with, and a fan to blow it around. also cooling fax, particularly under the arms, on the parts of the body, can be helpful. >> checked the temperatures, get forecasts, and learn more about the bay whether area -- bay area

i've never had a contract. >> directv reviewed her claim and sent her another notice, saying it considered her $923 balance to be accurate. please remit the balance due in the amount of $923.06 to the following address to avoid further collection action. the letter claimed she was never current, no payments from april through september 2021. directv also charged her and early termination fee, along with a nonreturn fee. sharon felt like she was running out of options. >> we didn't know what to do anymore. every month i get these letters with more added interest than i/o on this. >> then she reached out to 7 on your side and the situation began to turn for the better. >> excuse me, got a tiger by the teeth. >> she said within two hours after 7 on your side reached out, the company promised to

months away, but we are being inundated with ads. they focus on two propositions, 26 and 27, both about sports gambling. liz kreutz explains what your vote means. >> by now, you have likely heard about efforts to legalize sports betting in california. >> vote yes on prop 27. >> joined more than 50 gaming and non-gaming tribes through california. >> those ads are airing all across the state for and against the propositions. frankly, it is a little confusing. let's break it down. what is sports betting? a form of gambling where someone can wager cash on a sporting event. sports betting, except horseracing, is not legal in california. they used to be a nationwide ban. but the 2018 supreme court ruling overturned that, and more than half of the states in the country, including new york, new jersey, arizona, legalized some form of sports betting.

it is up to california to decide what to do here. that brings us to the november election. on the ballot, two initiatives. prop 26 and prop 27. both with legalized sports betting, one or both could pass, and a lot of money at stake with all of it. let's start with prop 26. funded by native american tribes, and would allow sports betting to happen in person at tribal casinos and horseracing tracks across the state. it would allow casinos to prevent craps and other dice games. you have to be 21 years old to place a bet, and no betting on high school or college games. the same age and game restrictions apply to prop 27. the difference is prop 27 would allow online sports betting, meaning you could place wagers on your phone from your couch. the way it works is big out-of-state gaming companies like fan tool and draft kings

could partner with native american tribes to offer online, even mobile sports gambling. the cost to do so is really big. it will cost a tribe $10 million for the initial sports betting license. that is why many, but not all, native american tribes are against it. they say it will prevent smaller operators from breaking in. also concerns about how the gaming companies would regulate underage use. supporters of prop 27, which include the gaming companies, and major league baseball, can benefit small rural tribes that don't have much foot traffic. they say it would generate hundreds of millions of dollars in tax revenue for the state. money that will almost be entirely allocated to addressing homelessness and mental health issues. that is why homeless groups support it, and why you see a lot of ads that talk less about sports betting and more about solving the homelessness crisis. >> prop 27 generates hundreds of millions every year to

permanently fund getting people off of the streets and into housing. prop 26, not a dime to solve homelessness. >> prop 26 would also generate a lot. but not quite as much money for the state. that money would go to the general fund. supporters argue sports betting is already happening. legal or not. so the state might as well bring it above board and benefit. they also say prop 26 can help struggling native american tribes. many against it really oppose sports betting. they say issues around compulsive gambling and financial impact on families. the california republican party has come out against prop 26 and prop 27. the california democratic party has come out against prop 27 and is neutral on prop 26. that has not stopped the backers of these props from spending more than $350 million to pass these initiatives. a campaign-finance spending record. the other question, what happens if they both pass?
