the new pastrami cheese steak. try steak or chicken, too. now at togo's >> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> new details about a disturbing murder in a san mateo neighborhood. hey mother was killed in the street and in front of witnesses by a man she knew. we do want to one you the details of the story are disturbing. it happened around noon in san carlos in laurel street and magnolia not far from el camino. amanda del castillo spoke with witnesses and residents about their utter shock. >> why did it happen? amanda: residents near laurel and magnolia trying to understand what could have led to thursday's gruesome killing of a neighbor. a woman in her 20's with two young kids murdered in the

middle of the street by a man she knew with witnesses close by. >> a 25-year-old female. amanda: the sheriff's office only describing the weapon used as a stabbing instrument, one that had not been found as of thursday evening. one neighbor describes the disturbing scene he encountered around noon thursday only steps from his front door. >> she was lying in the back of the car. the head was severed. they covered her up. amanda: the woman and the suspect were in an ongoing relationship. the victim had a restraining order against the suspect since april. officials are not releasing details about the suspect's relationship to the woman's children, but child protective services took custody of seven and one-year-old girls who were inside the woman's home. the neighbor says he is familiar with the couple, having briefly

interacted with them a number of times. he says the last time he saw the man was just before the suspect was taken into custody. >> he was hurt, shocked. you could tell when he walked by, you cut somebody set off. -- somebody's head off. he cut her head off. there walked right by me. they arrested him. amanda: we asked about any history of abuse or domestic violence. the sheriff's office only confirming the suspect was known to law enforcement. in san carlos, amanda del castillo. ama: the sheriff's department is asking anyone with information to give them a call. the number for a detective is on your screen. cal iso has issued -- extended a

than 24,000 acres. two people have lost their lives in that fire. the story only on 7 tonight. a scary scene in oakland. a driver got out of a car and fired a shot at another vehicle. j.r. stone has more and why the driver is especially worried it could happen again. j.r.: this is dashcam video recorded in east oakland. a driver approaches the intersection of 98 and san leandro. a man driving this white pickup truck goes into the intersection. there is talking and then this. the driver opened fire at the vehicle, leaving this bullet hole in the side of it. >> that is the first thing i thought of, this is the wild, wild west. j.r.: we have hidden this man due to safety concerns. >> when he got out of his car, i

saw something that was underneath his fist, so i'm thinking it had to be a hammer. j.r.: but this is no hammer, but rather what appears to be a handgun with an extended magazine clip. no one was hurt, but when the man tried to file a police report, he was unsuccessful. >> they have a way of doing things that i'm not accustomed to. i figured they would want this information. j.r.: we did reach out to oakland police who tell us there is an incomplete report on this incident but are looking into the matter. the man said this was a violent situation and he could have been killed and he is upset over the response. >> you got to be kidding me. you know what i mean? i'm just trying to do my civic duty and let them know like i'm supposed to do. the process to me seemed absurd. j.r.: our victim is recommending

ama: a set update about a shooting of an armored car guard. he died of his injuries this afternoon. it is now a homicide investigation. it was a robbery gone wrong and those who did it likely planned it in advance. the suspect escaped with an undisclosed amount of money and the person and the getaway driver have not yet been captured. the victim's name has not been released, but he is a 60-year-old veteran employee who spent 40 years with the company. one of the two jail inmates that escaped from a jail in clayton has been caught. he was arrested in a vallejo hotel. he and in accomplice managed to break free sunday morning. the other escapee is still on the loose.

lawmakers, optometrists, and health care advocates are calling on governor newsom to sign a bill which they say will expand vision care in california. the legislation allows optometrists to use certain types of lasers to treat eye conditions like glaucoma and allows them to remove skin tags, cysts, and other noncancerous growths. it would also be allowed to perform a procedure to treat what can be a debilitating cornea condition. >> given the crisis in health care workforce in our state, particularly the shortage of practitioners to treat medi-cal patients, i believe optometrists can and should be called upon to perform minimally invasive and office procedures like the ones in this bill. ama: 10 other states also allow optometrists to use lasers and a limited form.

the city of oakland vowing to return land to indigenous tribes. five acres of land that once belonged to the ohlone tribe. the tribe hopes to build a giant basket structure that will be used for reflection. >> the baskets hold things, so it is a vision of holding those dreams together, holding those prayers together, allowing us to do those dreams. ama: the land can't be sold to the tribe because of legal hurdles. instead, property rights will be given back as part of a special easement. this -- the deal still needs city council approval. the excessive heat has punk and farmers a little bit nervous. pumpkins, like humans, can get a sunburn from the sweltering sun. the impact can be immediate. it can ruin a pumpkin farmers fall harvest. >> if it is sitting out there in

afternoon and evening. it is unhealthy for parts of nevada and california and tahoe has been poor to unhealthy. we are seeing some of the impacts from the smoke. while the heaviest smoke will be near the northern california-oregon border, we will see some haze from the oregon-california border coming into our region, so an advisory from the air district due to the wildfires. moderate air quality through the weekend. look at how hot it is inland. 50's along the coastline. still retaining some of the heat from earlier today, which was extreme. some fog is starting to show up near the coast. more by morning. we are watching tropical storm kay, dumping flooding rain across the baja peninsula. wind of 65 miles per hour. it will move parallel to the coast, then make it westward
