let's move on now tonight from the abc 7 news. i team in an exclusive interview. we're learning so much about a woman killed in san carlos and the man now being held for her murder i-team reporter. dan noyes is here with a story you will see only on 7th dan. well, dan and alma this family wants you to know karina castro to understand what she went through. help bring her children home. they were taken by social workers after this attack. i holding up danielle gannon met me outside her home in vallejo today. i'm so sorry. she invited me to meet her son marty castro the father of the victim and yesterday's brutal sword attack karina castro. she was an amazing. very stubborn determined to raise her daughter's on her own. karina was 27 years old attended menlo atherton high school got her ged and worked as a doordash driver. she left behind seven year old

and one year old girls. she had the youngest with a man now held for her murder 33 year old jose rafael, selena lendetta, the family says he goes by the name rafa solano and that he didn't work. i found some rap songs. he posted on youtube. and correct or the possible method he is a diagnosed schizophrenic on meds and he would use that as an excuse for his behavior. he drank excessively and you're not supposed to do that on those kind of medications the family confirms what i learned from law enforcement sources yesterday. the solano happened violent with karina and she got a restraining order against him in april, but continue to interact with him. there's somebody out there abusing your daughter daughter don't let it go don't take no for an answer you might feel respons. well, matter what anyone says. i do too baby in the day before the murder snapchat messages between the couple got very contentious. i obtained more than a dozen

reporter cornell. bernard is live in mill valley tonight with the story cornell. hey dan. yeah, this is shoreline highway. it is the best route at the pacific coast from southern marin on weekends. it can be a notorious parking lot. that's for sure right now. traffic is not so bad, but for thousands of people living in the hills, it can be the only evacuation route in the event of a wildfire trees and dry brush could make that route a lot more dangerous but a new project is about to make it safer. so, this is shoreline highway heading towards muir beach to the wester. jim casper shows us the source of his constant worry for more than 20 years a wildfire starting near his home off the shoreline highway or highway 1. we lift this on the left hand side a lot of debris on the roadway, which could easily catch fire which would be part of the cleanup in the event of a wildfire emergency. this road is the only evacuation route to safety for thousands of neighbors, but fire officials

agree. it isn't safe the with that section of shoreline highway is it's very overgrown with eucalyptus. there's a lot of dead and down fuels in that area. the chief says that's clear to anyone who drives this tulane stretch with hairpin turns trees can envelop the roadway like a canopy dip the potential for a significant fire threat is definitely there. should we have some type of ignition whatever that may be it's why marin county just got a 1 million dollar grant to start removing trees and brush on a two-mile section of shoreline highway from poplar street to the panoramic highway, so need to make that corridor safe that even under fire conditions that people will be safe inside their cars during a traffic jam mandatory evacuations can be chaotic during a wildfire like this one back in 2020 during the glass fire last year mill valley prepared for the worst staging this city-wide evacuation drill, but during the summer shoreline highway can be a parking lot. we found that out on labor day

they do have flood watches up. they have high wind warnings. they have small craft advisories because it is a situation where they're getting the brunt of this system. obviously tropical storm k pounded the peninsula it is going to weaken even more and it's going to move out over the open water and weaken to a depression later on tonight going into the next couple of days. it veeres westward and then southward away from the coastline. so until that happens though. we're going to see the impacts from it. first comes the rain that's already falling in southern california. you can see some of the higher totals will be a right around palm springs, san diego area some showers could make it all the way up to the sierra and all the way up to the central coast. that's what it's looking like right now rainfall totals down south could be one to two inches and isolated higher amounts there. so here's the computer animation. you see those what showers continuing for your saturday case. you're heading to southern california here in the bay area when we're really looking at the isolated possibility. it's the central coast you will see those showers tomorrow night going into sunday morning, but

home that day in marin county decided he wanted to write a book dedicated to the boy or girl who would have been the couple's first child. i'll never have full closure always have the scar on my heart, but it's it's certainly a way for me to do something to memorialize the unborn child title like a river to the sea the book describes his years of depression and post traumatic stress. then the therapy that later enabled him to let go of his wife's and child's ashes. i was holding on to him because it was the only tangible dna i had of the unborn child so it allowed me to release those ashes in a beautiful. place she just wanted me to know how much she loved me. and she wanted to make sure that i let her family know how much she loved them. and she said goodbye. initially grand cola says he was withdrawn, but then was convinced to go to a holiday party where he met actor sean penn whose friendship was a turning point john's got a big heart. he's a very passionate man and

we recently told you that some local school districts will eventually need to install more air conditioning systems because of rising temperatures sacramento has already started to give out some grants to repair upgrade or install new hvac systems, but as abc 7 news senior education reporter liam melendez found out some of that honey, it's just sitting there. when the pandemic hit in 2020 most california schools were in dire need of better ventilation systems to improve air quality so they could safely reopen assembly member phil ting quickly introduced a legislation to help install and modernize heating ventilation and air conditioning systems known as hvac. now with the hotter temperatures some school districts are realizing they may have to add more hvac systems. here's another need where schools could take a look at doing. features on top of ventilation they could do air conditioning. six million dollars for ventilation work over three ply

berkeley unified more than 447,000 alum rock union elementary school district in the south bay more than 1.2 million west contra costa unified more than two million and oakland unified more than five million oakland also asked for 1 million dollars for plumbing work because obviously districts have to have a plan around water filtration around ventilation before they could apply they can't just get the money and just say hey, we'll spend it when we feel like it perhaps that's why there's still roughly 200 million dollars available in the pot. the deadline to apply is october 31st of this year. there's money still available if they don't get it this round there's another round coming but adding hvac systems on older buildings represents a challenge for districts like san francisco unified matt. haney is a former school board member, especially with the heat that we're seeing right now. this has to move way up the list as a priority even though it's a bit challenging in some of these older buildings. it's something that has to get

estuary and ocean science center in tiburon first identified it during an event here nearly two decades ago. he says the species is both patient and mobile able to survive in a pond-like state until conditions are right and actually navigate around the surface to reach sunlight and nutrients so in doing so it can go right to the surface and get plenty of light because normally we don't get big blooms in san francisco bay because of all the silt load a high turbidity, but now changes evolving in san francisco bay have researchers debating what's ahead and how best to prepare? it's a complicated question for more than a century since the gold rush the bay has been historically mercury in part because of the heavy runoff from hydraulic mining but for several reasons many of them good the bay is now generally clearer allow. sunlight to reach the algae and with our growing population the increased volume of wastewater released by treatment plants has added more nutrients like nitrogen into the mix senior scientists. dave senn studies that

relationship at the san francisco estuary institute if there's less nitrogen there, then they'll be they'll be less opportunity for them to grow as big or to spread over as large an area or to last as long in the system as they did this time. there are proposed strategies starting with the roughly three dozen wastewater treatment plants that impact the bay including adding systems to filter or divert the nitrogen. this is a multi-billon dollar issue for the bay area. so we want to get it right and it's a complicated question because san francisco bay has been a nutrient-rich estuary from many decades and we have not seen the problems that we have seen until this past month. i mean white directs the san francisco bay regional water quality control board beyond studying the nutrient issue for more than a decade. she says the agency has asked wastewater operators. to take a hard look at their systems. we ask each of the wastewater utilities to look at potential options for nutrient rejection and look at optimization. what could they do to leverage

the existing infrastructure and some cost estimates run north of 10 billion dollars still senior scientist, john rosenfield with san francisco bay keeper believes the destructive bloom could actually put an exclamation point on a historic opportunity. he points to the billions of dollars the state and federal government are preparing to spend on climate and environmental projects. so now's the time to begin to do those things. we know we're going to have to do anyway in other words projects with multiple benefits. he says examples could include upgrading wastewater treatment plants to protect them from the threat of sea level rise while making them cleaner at the same time or expanding efforts to convert treated wastewater into drinking water to fight the drought which could create an added opportunity to sequester sequester nitrogen in the process. that's hard infrastructure, the human-made infrastructure the other side of this is nature-based infrastructure nature-based infrastructure, that could include restoring the vast title marshes that once ringed san francisco bay again,

protecting the shoreline against sea level rise while creating a kind of nitrogen sink where plants can process the damaged nutrients in the meantime researchers are still trying to pin down the exact triggers for the recent algae bloom which may be even more complicated than we understand right now. so it's not just a nutrient issue but decreasing the new nutrient load in san francisco bay is the right step for overall. health arabic. yeah. this is a once in a lifetime opportunity and the decisions we make now will affect lifetimes to come and if infrastructure projects around the bay can attract additional state and federal funding we might think of it as an example of humans learning to play the same long-term game the lg do moving quickly to take advantage of opportunity. when conditions are suddenly right and there will likely be upgrades coming in any event wastewater treatment plants are regulated with what are called nutrient watershed permits. the renewal process is set to
