case is in san carlos were a woman was beheaded in the street. she leaves behind two young daughters. the suspect was the father to one of the children. castro's family says she has a restraining order against the suspect but continue to interact with him. a sheriff's deputy has been charged with murder. 24-year-old devon williams was dating 40 two-year-old maria tran. tran was separated from her husband. the two were shot and killed on wednesday. a different family member who was in the home identified williams as the shooter. research shows that domestic

violence increased to record levels around the world following, covid 19. >> the covid-19 lockdowns were put into place to stop the spread of the pandemic. but it may have led to an increase in domestic violence. the cdc reports that one in four women in the united states and one and 10 men experience a form of domestic violence. domestic violence incidents in the u.s. increased i more than 8% during the pandemic lockdown. >> it becomes easier when you're able to isolate the person you are harming.

research shows that the extra stress lead to violence. >> the increased cost and decrease income, that was a prime reason why survivors of intimate partner violence can't leave. in 2021, there was a survivor care fund established. as post-pandemic life returns to normal, that does not mean the problem will go away. >> a lot of advocates are concerned that a lot of covid relief does not begin with the most impacted people. >> she says there needs to be

shoreline highway. there's a lot of debris on the roadway that could easily cost fire. this road is the only evacuation route to safety for thousands of neighbors. fire officials agree it is not safe. >> the problem with that section of the highway is that it is overgrown with eucalyptus. >> the chief says that is clear to anyone who drives this stretch of roadway. the potential of fire threat is definitely there. that is why marin county got a one million-dollar grant to remove trees and brush on a two mile section of the highway from poplar to panoramic highway. we need to make that corridor safe. mandatory evacuations can be chaotic during a wildfire.

last year, the valley prepared for the worst facing this drill. shoreline highway can be a parking lot. we found that out on labor day when it took us more than 2.5 hours to travel 10 miles. that is why jim believes a safer evacuation route is long overdue. >> anything that can help with evacuation and keeping the fire risk down is important. >> the project will start this fall. the challenge will be cutting all those tree limbs without making the traffic worse. stephanie: before we had to break let's check in with francis. we will have cooler weather today with the clouds returning to bring the tempe upper 80's.

says it is working to make space available for those displays. some neighborhoods are still without power in the bay this morning. we have reached out for when people can expect to have their lights back on but thankfully, we are seeing some relief from the extreme heat for the first time in 11 days. they say they are deeply grateful for helping keep the grid online. no flex alert has been scheduled for today. nowhere as bad as two years ago. this guys had a touch of orange from wildfires burning to the north and east of us.

take a close look at this smoky, hazy sky. >> the wind feels like it brings everything to san francisco. experts say they are monitoring air quality for smoke impacts. a lot of that smoke is aloft. that is why we are calling an advisory rather than an alert. we are expecting the air quality to be in the moderate range. the smoke can make some people very sick. that fine particulate that is in wild fire smoke can exacerbate some disease in people with pre-existing heart and lung conditions. suzanne: the best way to protect yourself is to stay inside or

use a hepa or air filter. >> we have an air filter in each room of the house. suzanne: at coal hardware, air filters are in high demand. >> if the air quality goes down, we will start selling them. suzanne: but experts say you have to use them properly. >> windows need to be closed because that will overwhelm the filter. you have to properly assign the device to the room. suzanne: as hot weather and wildfires become more common, bay area residents are learning to deal with the effects. stephanie: let's get some meteorologist, we are dealing

with some of that air quality concern. how is the mosquito fire impacting that? frances: that is the one we are watching currently. we are looking at clouds coming in from the coast. that onshore flow will help clean up the air. they are forecasting moderate air quality for us through the weekend into next week. i want to show you the smoke forecast animation so you can see the hazardous levels there. with that flow from the south moving towards the east, that will help push the smoke away but for the bay area, we will be under hazy skies through the weekend. we will monitor that for you. here's a look at the satellite radar image. these are remnants of hurricane

k. that is pushing the smoke out of the way but it does mean plenty of cloud cover throughout the day. also, cooler temperatures finally. you will notice it as you open the windows this morning. san francisco is 60, novato 56. here is a live shot at some of those low clouds coming in from the beaches and into the downtown area. what you can expect this weekend is hazy, humid and cooler today compared to tomorrow. we do have a slight chance of showers because of the remnants of hurricane k. temperatures will be cooler next week. here is a look at some of the cloud cover that we are expecting through the day. we could see some rain through

monterey county overnight into tomorrow morning. it doesn't look like the sprinkles will hit the bay area. today, much cooler for inland neighborhoods. yesterday at livermore was one hundred seven. today, 88. at the beaches we will see some upper 60's around the bay. san francisco 72. san jose hitting 80 five this afternoon. tonight, lois will drop into the 50's and 60's and definitely cooler through the valleys. we could see some possible sprinkles that we talked about reaching the bay area. it is cooler today, that is great news for inland areas. we will keep an ion that slight chance of rain through the weekend. stephanie: sometimes building a

better bay area means listening to the science and that could be the case moving or were at the massive algae bloom that hit the bay this summer. its almost completely receded. while it is been destructive, some groups see a golden opportunity hidden in the red tide. >> marine scientist william conklin is friends with the tiny algae blame for the bloom in the bay. they first identified it during an event to decades ago. this species is patient and mobile able to survive until conditions are right and navigate around the serurface to get light. normally we don't get big blooms in san francisco bay.

it is a complicated question. for more than a century, the bay has been historically more murky because of the runoff from mining. the bay water is generally clearer. the volume of wastewater hasaddt mix. >> if there is less nitrogen there, there will be less opportunity for them to grow as bigger spread over as large of an area as they did this time. there are proposed strategies starting with three wastewater treatment plants, including systems to add nitrogen. >> this is a multibillion-dollar issue that we want to get right.

san francisco bay has been a nutrient rich estuary for many decades and we have not seen the problems until we saw this past month. beyond studying the nutrient issue for more than a decade, she says the agency has asked operators to look at their systems. we asked the wastewater facilities to look at potential options for nutrient projection and look at optimization. some cost estimates are north of $10 billion. the destructive bloom could put an exclamation point on a historic opportunity. he points to the billions of dollars the state and that all government are planning to use on climate services. now is the time we need to start doing the things we need to do anyway. examples could include upgrading

wastewater treatment facilities to protect them from sea level rise while making them cleaner. expanding efforts to treat wastewater into drinking water to stop the drought. that is the human made infrastructure, the other side is nature infrastructure. that could include repopulating the title --tidal . researchers are trying to pin down the triggers for the recent algae bloom which may be more complicated that we understand right now. decreasing the nutrient load in san francisco bay is the right step for the overall health of the bay.
