another case on wednesday a woman's boyfriend was arrested after she was found stabbed to death in oakland. we've been covering the deaths of two other women this week, both murdered allegedly at the hands of romantic partners. >> every time i saw her, i would beg her, don't talk to him. if there's somebody out there abusing your daughter, don't let it go. >> don't take no for an answer. stephanie: the most shocking case is in san carlos where a woman was literally but heeded in the street. o i-team reporter talks about katrina castro who died thursday. she leaves behind two daughters. castro's family said she had a restraining order against the father of her children but continued to interact with him. a sheriff's deputy charged with two counts of murder in the

death of a married couple in dublin. 24-year-old devin williams was dating 42-year-old maria tran. sources tell abc news tran was separated from her husband and the two were shot and killed in their home on wednesday. according to court documents, a different family member who was in the home identified williams as the shooter. the couple had a 14-year-old son. research shows domestic violence against women increased to record levels around the world following covid-19 lockdowns. as abc 7 news reporter explains, the united nations calls it the shadow pandemic. >> the covid-19 lockdowns were an attempt to stop the spread of the deadly virus but the isolation may have created a environment to increase domestic violence. >> what domestic violence comes down to is power and control. >> alisa is the co-director of heart, a national muslim

advocate group on advancing reproductive justice and halting violence. 1-4 women in the u.s. and one in 10 men experience some form of domestic violence. a report from the council on criminal justice found that domestic violence incidents in the u.s. increased by more than 8% during the pandemic lockdown. >> it becomes easier when you're able to isolate the person that you are harming. >> research also shows that the extra stress caused by income loss among other issues during the pandemic led to increased domestic violence. the lockdown meant victims had nowhere to escape or was the very reason some people remained in relationships. >> just increased costs and decreased income and that is actually like a prime reason why survivors of intimate partner violence can't leave. >> in 2021, the organization launched a survivor care fund to help women burdened by financial hardships.

only wildfire evacuation rate for thousand is about to get a major safety upgrade. fire officials say highway 1 in southern marin county so overgrown it's not safe. our abc reporter has the story. >> jim casper shows us the source of his constant worry for more than 20 years. a wildfire starting near his home off the shoreline highway or highway one. >> on the left-hand side, a lot of deagree on the roadway which could easily catch fire which would be part of the cleanup. >> in the event of a wildfire emergency, this road is the only evacuation route to safety for thousands of neighbors but fire officials say it isn't safe. >> the problem of the section of shoreline highway is it's very overgrown with eucalyptus and dead and down fuels in that area. >> the chief says it's clear to anyone who drives this stretch with hairpin curves and trees

kumasi: a sweep of a homeless camp resumed yesterday after being postponed because. heat wave. the f.a.a. ordered the shutdown and city officials planned for the sweep long before the heat wave was in the forecast. the heat delayed the sweep for a couple days but one homeless advocate said those living at the encampment need a longer break. >> people are just suffering and then starting up the very next day, nobody has recovered from this heat wave. stephanie: the city of san jose is work dogma place ability for the b.t. a a. lot for those displaced. nowhere as bad as two years ago the skies on friday had a touch of orange from wildfires burning from the north and east of us. abc news reporter has a look at the air quality and what health experts are saying about it. >> take a close look at the smoky, hazy sky. >> that's crazy. >> i see a lot of work for

firemen. >> the wind looks like it brings everything to san francisco and that's not what we want. >> smoke from the wildfires burning in el dorado county and oregon is making its way to the bay area. right now there's no spare the air alert but experts are closely monitoring air quality from smoke impacts from wildfires. >> a lot of the smoke is aloft so it's not at the ground level so that's the main reason we're calling and ad advisory in this case and not the spare the air alert. so we're expecting the air quality to be in the moderate range. >> the smoke in the sky can make some people really sick. >> the fine particulate pm-2.5 in while fire smoke can cause exacerbations of disease in people with pre-existing heart and lung disease. >> doctors say the best way to protect yourself is to stay inside and use a hepa filter or air filter. >> we have a air purifier in each room of our house.

around the bay area we have good to moderate air quality, moderate in yellow. the real trouble is up towards placer county where we have the mosquito fire and the grass valley area, we have hazardous air caught conditions there right now. as we look at the smoke forecast animation, this shows you the smoke aloft. it's going to be very thick, especially in the tahoe area throughout the weekend and tomorrow. luckily for us in the bay area we'll see hazy skies but we have a little bit of that onshore flow and that's going to keep things a little bit cleaner for us in terms of air quality and also cooler as you can see with the fog here that has returned. it's a welcomed site and we've got relief on the way for inland neighborhoods. right now we're forecasting moderate air quality for the next four days and we'll keep an eye on this because things could change. here's a look at live doppler 7 and the satellite radar image.

notice much more cloud cover and that's all coming from the southwest. and i'll show you that in a minute. temperatures right now are also milder and cooler. we see some 50's right now a-gon are the overnight lows of the 7 0's, so open the windows and let that cooler, clean air in. san francisco is currently 60, san jose 65 and we do see a few upper 60's out there in livermore and somen clov he a the exploratory map from the roof and it looks really nice outside. we have a hazy, humid and cooler start for the weekend with a slight chance of showers and i'll show you that in a bit and a slight chance of thunder mainly along the central coast and cooler than average temperatures next week. so we're seeing a lot of this cloud cover. this is all due to remnants of hurricane kay and we could even get some rain, monterey bay tonight and even overnight into tomorrow morning, possibly a few

sprinkles maybe in the south bay. so today's highs are much more comfortable for inland areas, concord 87 and even fairfield, and san jose 85, around the bay look for 72 in san francisco and low 80's through santa rosa and 68 in half moon bay. tonight's lows will drop into the mid 50's for some of the north bay valleys like santa rosa and low 6 0's in the bay and a little bit of the green. those are the sprinkles we could see. it will be humid throughout the weekend. here's the accuweather seven day forecast. cooler today with a slight chance of a shower overnight into tomorrow morning. a little bit of a bump in temperatures for tomorrow but then things start to cool down with that onshore flow and sea breeze bringing temperatures below average by the middle of next week. stephanie? stephanie: thank you, frances. sometimes building a better bay

area means listening to the science and could be the case moving forward with a massive algae bloom that hit the san francisco bay this summer. got news it's almost completely reseeded and it's been constructive but they see a golden opportunity hidden in the red tide. >> a very distinctive swimming pattern. >> this marine scientist is old friends with a tiny alge blamed for the devastating bloom in san francisco bay. he and his colleagues at the science sister in continue ron identified it nearly two decades ago and said the species is patient and mobile, able to survive in a podlike state until conditions are right and actually navigate around the surface to reach sunlight and nutrients. >> in doing so it can go to the surface and get plenty of light because normally we don't get big blooms in san francisco bay because of all the silt. >> now changes involving in san

francisco bay have researchers looking ahead and how best to prepare. it's a complicated question for more than a century since the gold rush, the bay has been historically murkier in part because of the heavy runoff from hydraulic mining but for several reasons, many of them good, the bay water is now generally clearer allowing sunlight to reach the ailingee and with the growing population, the wastewater released by treatment plants added nutrients like nitrogen in the mix. and we study it at the estuary institute. >> if there's less nitrogen there, there will be less opportunity to grow and be as big or last as long in the system as they did this time. >> there are proposed strategies starting with roughly three dozen treatment plants take impact the bay including systems to filter or divert the nitrogen. >> it's a multibillion dollar issue for the bay area and we want to get it right. it's a complicated question because san francisco bay has been a nutrient rich estuary for

many decades and we've not seen the problems that we've seen until this past month. >> ilene white directs the san francisco bay regional quality control board. beyond studying the nutrient issue for more than a decade, she says the agency has asked wastewater operators to take a hard look at their symptoms. >> we ask each of the wastewater facilities to look at potential options for nutrient reduction and look at optimization and what can they do to leverage the infrastructure. >> some estimates run north of $10 billion. the senior scientist with the san francisco bay keeper believes the constructive bloom could put an exclamation point on a historic opportunity. he points to the billions of dollars the state and federal government are preparing to spend on climate and environmental projects. >> so now is the time to begin to do those things we know we're going to have to do anyway. >> in other words, projects with multiple benefits. he says examples could include

upgrading wastewater treatment plants to protect them from the threat of sea level rise while making them cleaner at the same time or expanding efforts to convert treated wastewater to drinking water to fight the drought which could provide an added opportunity to sequester nitrogen in the process. >> that's the hard infrastructure, the human made infrastructure, the other side of this is nature based infrastructure. >> nature based infrastructure that could include restoring the vast tidal harshes that once ringed san francisco bay. protecting the shoreline while sea level rise and creating a natural sink with plants can process the damaged nutrients. researchers are trying to pin down the exact triggers for the recent algae bloom which may be more complicated than we understand right now. >> it's not just a nutrient issue but decreasing the nutrient load in san francisco bay is the right step for overall health over the bay. >> this is a once in a lifetime opportunity and the decisions we make now will affect lifetimes

we have another cool down on the way next week and i'll tell you more about that with the accuweather seven day forecast stephanie. no right francis. thank you. well this weekend we'll be 21 years since terrorist hijacked three planes on 9/11 and dramatically changed america's sense of security the widower of one of the people who died aboard flight 9. that was bound for san francisco has just written a book that shares his long road battling depression and trauma abc 7 news reporter david louis. sat down with jack rancoules to share his story. the granite marker at the flight 93 memorial in union city is engraved lauren grand colas and unborn child. lauren was just three months along with the hijackers crashed the plane. she was on into a field near shanksville, pennsylvania killing 40 passengers and crew members jack grancolas who was home that day in marin county decided he wanted to write a

book dedicated to the boy or girl who would have been the couple's first child. i'll never have full closure always have the scar on my heart. it's it's certainly a way for me to do something to memorialize the unborn child title like a river to the sea the book describes his years of depression and post-traumatic stress. then the therapy that later enabled him to let go of his wife's and child's ashes. i was holding on to him because it was the only tangible dna i had of the unborn child so it allowed me to release those ashes in a beautiful place. she just wanted me to know how much she loved. and she wanted to make sure that i let her family know how much she loved them. and she said goodbye. initially granola says he was withdrawn, but then was convinced to go to a holiday party where he met actor sean penn whose friendship was a turning point. sean's got a big heart. he's a very passionate man and everything that he does and is

well today is world suicide prevention day 800,000. people die by suicide worldwide each year, and it's the leading cause of death among 15 to 29 year olds in july the suicide in crisis lifeline got a new number to make it easier for people to get help. it's 988 the department of health and human services reported more than 360,000 people called or texted that number last month. that's up by more than 150,000 from a year ago the calls in techs are routed to train counselors. you can also go online to find help. we have a list of local resources at abc 7 the american civil liberties union has filed a class action lawsuit against san francisco and sheriff paul miyamoto. the suit says the sheriff went beyond constitutional bounds by requiring defendants freed under electronic monitoring to consent to a search of their body home vehicle or possessions at any

time. sheriff's office sent us a statement saying the sheriff does not require electronically monitored inmates to waive any rights, but the court does and the sheriff's office enforces those rules and regulations. the new covid-19 omicron booster shots are now available at vaccination sites operated by contra costa county. the updated vaccines protect against both the original covid-19 strain and the newer omicron variants the clinics operated by contra. costa county are located on oak grove road and concord. there's also one in antioch at the nick rodriguez community center and starting today at 8:00 am the richmond auditorium will also serve as a vaccine clinic. san francisco's state lawmakers are highlighting the distribution of the funds to help fight monkey pox. 41 million dollars in emergency funding from the state will be used to increase access to vaccines testing and treatment. it will also boost outreach and education efforts.

25 million is going to go to the department of art department public health 15.8 million will go to help county health departments and community base groups with 1.5 million support clinics already working on vaccinations. the latest case numbers from the state were released yesterday, california has just over 4,300 total cases and this map has the case breakdown in the bay area and santa cruz county where there have been just under 1400 to date. we recently told you that some school districts will eventually need to install more air conditioning systems because of rising temperatures now, sacramento has already started to give out some grants to repair upgrade or install new hvac systems, but as abc 7 news senior education reporter lianne melendez found out some of that money is just sitting there. when the pandemic hit in 2020 most california schools were in dire need of better ventilation

systems to improve air quality so they could safely reopen assembly member phil ting quickly introduced a legislation to help install and modernize heating ventilation and air conditioning systems known as hvac now with the hotter temperatures some school districts are realizing they may have to add more hvac systems. here's another need where schools could take a look at doing which is on top of ventilation. they could do air conditioning. hundred million dollars for ventilation work over three years has been offered to school districts that apply. here's what some local districts have requested berkeley unified more than 447,000 alum rock union elementary school district in the south bay more than 1.2 million west contra costa unified more than two million and oakland unified more than 5 million oakland also asked for 1 million dollars for plumbing work because obviously districts have to have a plan around water filtration around ventilation before they could apply they can't just get the money and

just say hey, we'll spend it when we feel like it perhaps that's why there's still roughly. hundred million dollars available in the pot the deadline to apply is october 31st of this year. there's money still available if they don't get it this round there's another round coming but adding hvac systems on older buildings represents a challenge for districts like san francisco unified matt. haney is a former school board member, especially with the heat that we're seeing right now. this has to move way up the list as a priority even though it's a bit challenging in some of these older buildings. it's something that has to get done. the money comes from the energy efficiency fund which rate pairs already pay into which by the way continues to grow in san francisco leanne melendez abc 7 news. well happening today bart is having a party to celebrate 50 years of service here in the bay area and you're invited it's happening at the lake merritt station in oakland from 11 to 4 today. bard says it's 50th birthday party and family fun.

also, this is from our east bay camera more clouds cooler weather coming to the inland areas this afternoon in santa rosa and napa 60 degrees petaluma 58 livermore milder though at 68 degrees and this time we're looking from our roof camera out towards the gray skies over the bay and the bay bridge so we have a hazy humid and cool. start to the weekend. there's even a very slight chance of showers tonight overnight into tomorrow morning. also, maybe a very slider chance of thunder, but mainly along the central coast of california coast, and then look out for cooler than average temperatures next week. so here's a forecast animation. we're getting a lot of clouds, especially from the southwest and even some rain remnants of hurricane k. bringing us a chance of sprinkles and monterey bay overnight tonight, maybe even creeping up as far south as the south bay, but it looks unlikely that weather. so just a slight chance to keep an eye out for and also check

out the wind. so we're getting the south the sea breeze from the southwest and that's going to help push the cooler cleaner air into the bay area. so for us luckily, we're only expecting hazy skies and some modern air quality, but not getting too much worse after that. so your highs today just tumbling for inland areas in livermore 85 yesterday. hundred and seven, so you get the idea of how much cooler it's going to be 70s comfortable around the bay 74 in oakland for the game leader on this afternoon and san jose 81 degrees also near 80 in santa rosa and san rafael san francisco 72 degrees and we'll see cloud cover extend overnight with those slight rain chances that you see popping up here in our model. so look for low 60s around the bay even some mid-50s through parts of the north bay like santa rosa and we'll see some mid-60s in the south bay san jose for our overnight lows now.
