some russian troops are reportedly escaping in stolen cars or even on bikes. >> some local officials inside russia are now calling for vladimir putin to resign. abc's justin finch is here with the very latest. justin, good morning. >> reporter: andrew, good morning. and this week the heads of some large russian cities signed a petition demanding president putin resign. it's a shocking sign of waning support at home as ukraine extends its gains on the this stuing st vehias par i oushing counteroffensive, which is now large supplies of weapons and entire stocks of ammunition. hasty actions the pentagon says could be signs of russia's disorganized command and control. >> we're hearing reports of the russians abandoning and not fighting, threatening to walk

away from their positions. >> reporter: ukraine says its gains are growing. the country now claiming it's retaken more than 2,300 square miles of its territory seen here in yellow, larger than the state of delaware. ukraine's president zelenskyy careful to keep the counteroffensive's next steps under wraps. >> translator: i can't discuss details of any military actions. i think that information silence is important. >> reporter: across ukraine celebration in the streets, ukrainian troops greeted as liberators. ukraine's second largest city, kharkiv, rebounding from russian retaliation killing at least one, leaving crews scrambling to restore power to thousands and even trapping people in subways. back in russia a rare display of dissent, at least 18 local leaders from some of russia's largest cities have signed the petition demanding president

putin step down calling his unprovoked war in ukraine damaging to russia's future and its citizens. and the white house is condemning those air strikes on ukraine's infrastructure and vowing continued support for ukraine. andrew. >> justin, thank you. a developing story this morning that could have major implications for the u.s. economy. more than 100,000 railroad workers are threatening to go on strike. abc's derricke dennis reports on what's at stake. >> reporter: this morning, urgent talks in washington to avoid a rail strike as unions representing engineers and conductors negotiate with the nation's biggest freight railroads. passenger service, supply chains, jobs and supporting industries could be crippled costing the economy an estimated $2 billion per day. the deadline for a deal, 12:01 a.m. friday. some long distance amtrak service could be suspended as early as today. >> obviously a railroad strike at this point in time would be

extraordinarily detrimental to our economy and to the american people, and we want to avoid that. >> reporter: congressman steny hoyer among several lawmakers working to avert a strike over worker pay, health care and other issues. there was a tentative deal which would have delivered workers a 24% raise, but two union hold-outs released a statement accusing the railroads of using shippers, consumers and the supply chain of our nation as pawns in an effort to get our unions to cave into their contract demands and calling it, corporate terrorism. president biden said to be in direct talks to avoid a strike, which could mean ordering workers to stay on the job. >> the president has certain authorities that he can exercise. the congress can also pass legislation. >> reporter: the threat of higher costs coming as inflation shows signs of easing. today's report from the labor department is expected to show the inflation rate dropped to 8.1% in august, down from 8.5% in july.

still, food prices soared in august, especially online. prices for groceries up more than 14% compared to a year ago, a record increase. consider this, railroads carry 40% of the nation's long haul shipments, so a railroad strike stops those goods literally in their tracks. andrew, rhiannon. >> derricke, thank you. a manhunt is now under way after a rapper was shot and killed at a popular restaurant in los angeles. pnb was killed at roscoe's chicken and waffles. investigators say he was sitting with his girlfriend when someone tried to steal his jewelry and shot him. the justice department has issued 40 subpoenas in the last week in the january 6th investigation, a sign of a major escalation. sources say investigators want information from advisers to former president trump about fake electors and trump's political action committee. meanwhile, in the mar-a-lago document investigation, prosecutors have agreed to accept a judge who was recommended by trump's lawyers

to serve as a special master to review the documents seized. let's turn now to the ceremonies for queen elizabeth and the remarkable scene overnight in scotland. >> people have been waiting up to 12 hours to view the queen's coffin and pay their respects. the line was at least a mile long. crowds have been mostly silent, but there was an interruption yesterday. this man was arrested for heckling. >> the queen's coffin will be taken to london today, and that is where abc's ines de la cuetara joins us. ines, good morning. >> reporter: good morning, andrew and rhiannon. this morning, the king and queen consort will travel to ireland as part of their tour of nations while the people of scotland get one last chance to say good-bye to their queen. overnight, a stream of visitors believed to be a mile long lining up to pay their respects as the queen lies in rest in edinburgh for 24 hours. ♪ earlier the queen's coffin transferred from thee of holyroodhouse to st. giles

the nation and the world we celebrate and whose love for scotland was legendary. ♪ god save the king ♪ >> reporter: and the queen's coffin will be flown to london later this evening. it will then be transferred to buckingham palace before it lies in state here at westminster for four days starting on wednesday, guys. >> ines, we've also heard that authorities are asking the public to stop leaving certain gifts outside buckingham palace. what can you tell us about that? >> reporter: yeah, so they're specifically asking people not to bring any more toy bears. this all started during the queen's platinum jubilee celebrations. the queen participated in a video skit alongside an animated version of paddington bear. that was a real hit here, a sensation, so in honor of that, people have been bringing toy bears and marmalade sandwiches which were mentioned in that skit to the grounds of buckingham palace.

now acknowledge submitting inaccurate data to "u.s. news & world report" for the annual list. columbia was ranked number two behind only princeton, but one of columbia's own math professors says he uncovered major discrepancies in the student and faculty data that was submitted by the school. >> i just looked at the figures one by one, and the one that really jumped out at me right away was class size. i went through all the other figures that show up. well, all the others that i could independently verify, and in every case i found a discrepancy between the figures reported to "u.s. news" and the figures that were reported elsewhere. >> columbia attributed the bad data to outdated or incorrect methods. as a result, the school dropped from number 2 to number 18. parents should use the annual list only as a guide and not to match them to a university. a las vegas politician charged with killing a politician is due in court.

public administrator robert telles is accused of stabbing jeff german after he wrote about telles alleged misconduct. a co-worker said she and her colleagues approached the reporter about telles' behavior. she says his reaction to the articles was disturbing. >> i realized that it was true and that jeff had been found murdered. my first thought was robert telles. primarily there were some things in social media where he was voicing that anger against the articles. >> telles denied creating a toxic environment, and later on "good morning america" we've got more details from rita reid on those allegations that prompted her to blow the whistle on him. a new prediction about airfares for the holiday season. and you might not like to hear this. analysts say the cost for travel for thanksgiving and christmas will hit a five-year high due to fuel prices, fewer flights and higher demand. their advice, book early. >> good advice there as usual.
