rosa at 50 degrees. 59 in the city, 60 two in san jose. he is alive look -- here's a live look at our rooftop camera, brighter than yesterday, lower humidity and cooler temraaftern. the cooling trend continues this afternoon. kumasi: a fire jumps from one house to another in antioch on lowe's prado's way just after midnight. crews had to fight the fire along with heavy wind. lena howland is at the scene. lena: the fire is out and firefighters have since left the scene but you can see quite a bit of damage left hind when the fire jumped -- behind when the fire jumped two homes. you can see the windy conditions

firefighters were up against in this antioch fire. when firefighters showed up around midnight, they found a ire that included cypress trees that had gotten into the attic of one of the homes next door. firefighters say cooler weather did help but that brought in gusty wind which aided the spread of the fire and turned this into a two alarm fire. neighbors felt someoom and. i girlfriend started screaming, there is a fire outside and the trees were fully engulfed. it was so windy all the embers were blowing down so i got my hoses out and started hosing out -- hosing off my roof and my deck caught on fire. lena: contra costa fire officials say one of the explosions was from an electric

meter being involved in this fire. luckily, no one was hurt but it does appear that one family has been displaced. fire investigators believe the origin of this fire was somewhere in between these two homes outside but the cause is still under investigation. live in antioch, lena howland. reggie: a rape victim is suing san francisco, accusing the department of using her dna to arrest her. the practice to make arrests in other cases was revealed earlier this year which drew criticism and led to the police launching a review. a woman was arrested late last year in connection with a burglary. the charges were dropped. >> jane doe was a victim. she found herself in the most precarious and scary situation

where big brother, our government, used something that she gave to them, her dna in a moment of need, against her. reggie: in march, the police chief believed the woman was the only one arrested from dna from a rape kit. kumasi: the man accused of beheading his girlfriend in saint carlos will be back in court. he appeared in san mateo county court and his arraignment was delayed until today so his lawyers can ask for a mental competency check. they will be considering two doctors to do the exam. the san mateo district attorney says this is prolonging the hearing. >> we don't believe this will allow him to go free. it is not like suddenly if you are not competent to stand trial you get to go free. kumasi: the family of the victim showed up at the hearing and left in tears. this is the first time they have

seen the suspect since the killing. reggie: nearly a dozen police officers in antioch and pittsburgh, a del and junvenedfd other offenses. multiple use of force cases. the investigation includes eight officers from antioch and three from pittsburgh. kumasi: san francisco public works is shutting down street vendors without permits. this is a story we've been following for months. residents say street vending increased in the mission district and people have raised concerns because many are selling stolen items and drugs. is also complained they are blocking side locks. >> if you are selling goods we will ask to see one of the new vending permits. if they don't have one they will have an opportunity to pick up their goods and leave. kumasi: the city has been

processing vendor applications. vendors who have not received a permit have to prove they are in the process of getting one. a potential massive rail strike this friday could be another blow to the u.s. economy. tens of thousands of freight railway workers are threatening to walk off the job. they want utter salaries, -- better salaries, benefits, and time off. 30% of all goods transported around the country are on freight. >> they have had to deal with one thing after another, supply chain disruptions, inflation on the heels of the pandemic and lockdowns so this will be costly . it is estimated it will cost $2 billion a day. kumasi: amtrak writers could feel the impact. nearly 21,000 miles of its commuter routes are on the tracks owned by freight railroad so if the strike were to happen,

does continue into tomorrow. reggie: new this morning, a huge fire in the east bay spreads to two homes, waking up neighbors in antioch. some heard a loud explosion. lena holland is at the scene. lena: contra costa fire officials say it was the gusty wind that caused embers to jump from one home to another home right next door. if you take a look behind us, you can see quite a bit of the damage left over from last night's fire. crews have boards up on one of the homes, just finished putting them up. we were on scene earlier this morning and it was a much different story a few hours ago. you can see the windy conditions firefighters were up against in this antioch fire. the call came in around midnight and went firefighters showed up,

they found a working fire that included exterior cypress trees that had gotten into the attic of one of the houses. they were working in cooler weather which did help but it brought in gusty wind which they say aided in the spread of the fire and turned this into a two alarm fire. we talked with neighbors who felt an explosion and jumped into action. >> it was like a big explosion, like a big bomb, a pipe bomb, a big boom. it is really scary. >> pretty scary with all of the sparks and stuff flying on the roof. it caught the deck on fire a little bit, not too much. i was out there with the hose putting it out. lena: contra costa fire officials say one of the explosions that neighbors heard and felt was from an electric meter being involved in the fire. luckily no one was hurt but it
