>> that is our focus tonight, assessing the issues and finding solutions. we have had two reporters covering these angles all day. >> the sobering results of a survey on the merits performance. >> according to the san francisco chronicle, a dismal approval rating that reflects residents anchor with government dysfunction. mayor breed says the results will not discourage her from tackling the biggest problems. front denter in the san francisco chronicle a headline that reads his breed out-of-favor. less than a quarter of san franciscans believe mayor breed has done an excellent or good job at improving the city. 42% say she has done a fair job. 35% say she has done a poor or very poor job. the same cisco clinical polled more than 1650 people in late

june and early giant as part of the sf project. >> this is a survey of a small constituency of san franciscans. overall i believe the sentiment in some instances are consistent with what when most people are feeling. and what i am personally feeling myself. i am also equally frustrated to our ability to move forward to get things done. being able to hire people in a timely manner. >> the mayor says she steered the city safely through the pandemic and their strong leadership made a difference in cleaning up the tenderloin. phil matier says the poll is a detailed snapshot. >> what does this pull safer her and the work she has left to do? >> she has one of the toughest jobs i have ever seen for a mayor in san francisco. the pandemic did not change things as much as it did accelerate them. existing problems grew all the more worse.

on top of things such as homelessness on top of things such as the high cost of living and open drug dealing. she also has the high cost of an empty downtown. knowing forward she may not have the luxury of the money her predecessors had to solve a lot of these inherent problems. >> the mayor says a survey offers her helpful information. she has not surprised by the results. >> there are a lot of challenges with our city. a lot of dysfunction. also a lot of bureaucratic layers that make it so difficult to do the kind of things people want to see here. >> she says she is working hard to get things done. the chronicle poll indicates one third of the people surveyed are not happy with mayor breed but it shows two thirds of the people are in favor of what she is doing. the mayor says she is keeping her eye on the goal to turn things around for the city of san francisco. >> know that you have heard that

perspective from people who live here, let's get a view from the visitors to the city. there is a grim outlook for the future of san francisco's economic recovery is the city competes for international tourists. stephanie sierra continues our team coverage. >> the main issues plaguing san francisco, open drug markets, homelessness and property crime or not only causing problems for those of us who live and work here but also pushing international tourists out in ways we have not seen before. experts were if we do not see improvement soon, the economy may not fully recover. san francisco used to be one of the most iconic tourism hotspots in the world today the city is struggling to keep international tourism alive. scenes like this. people shooting up in broad daylight. a must tense crowding the sidewalks. people like this we sell today. >> you have to be honest.

we have to tell the truth about what to expect in san francisco. anybody planning a convention is going to come here and see for themselves. >> joe is the president and ceo of sf travel. his team has talked with more than 2000 meeting planners whose schedule conventions in san francisco. >> a lot of visitors are concerned and their are concerned for their own safety. >> clients see first-hand the dirty streets, open drug markets crowding the sidewalks and belligerent and counters like this man who through a water bottle at our car as we drove by. it is these issues he says are causing former clients to turn to other cities like austin, chicago and boston offering in their eyes cleaner and cheaper alternatives. >> most every meeting planner we talk talks to us about that situation. the challenges we have. when they make the final decision, those all come into the deciding factors. in >> 2019 the city hosted 40

large-scale conventions at the must goni center. this year they may reach have to. one of the big ones, salesforce's dream forces next week. it is not the local conventions he is worried about. it is the international clients hesitating to commit to one >> of the things they're looking at is the conditions of the street when they are walking around. >> they need to be able to walk down the streets without arrest. > a quarter of the taurus visiting san francisco were international travelers. that group made up 63% of all tourism spending that year. most of that was attributed to china which was the number one international market. now it is not even in the top 10. the reality is until conventions are back bringing the international tourism we need, the city will not fully be back. sf travel says given the outlook, that is not expected to happen until 2024. let's talk about >> the hotels

and the effects on ■tourist and occupancy in these hotels. >> we spoke to the hotel council of san francisco and they are also seeing impacts from taurus and it is reflected in the occupancy rates. pre-pandemic on average, hotel occupancy under the city was more than 80%. the height of the pandemic it dropped to eight percent. now it is just under 60%. there has certainly been improvement but hotels in the tenderloin and soma continued to struggle the most. >> tonight some signs of progress after weeks of warning street vendors about required permits. the city started enforcing rules today. it is an effort to crack down on the sale of stolen goods to make area of san francisco safer. >> you don't see any street vendors in this video recorded tuesday above the 24th and mission bart station, the same area looked likth on mond everywhere.

>> this time yesterday, we could not be talking right now because we would be standing on top of somebody. >> the city of san francisco is requiring vendors have permits to sell. the public works department with the help of a san francisco police and bart police are forcing those permits at 24th and mission, u.n. plaza and in chinatown. the city says this is an effort to crack down on the sale of illegal goods and make the streets safer. >> very good now. >> he feels much safer now it is clear. before it was too dangerous and afraid of getting stabbed. >> well aware of the man who was killed in this area two weeks ago but not everyone likes the idea of police enforcement here. >> people selling anything on the street should be able to sell anything on the street because it is how they are probably going to eat that night . 41 permits to sell have >> and granted and officials are

>> stocks took a tumble today in the worst day on wall street since june 2020. investors wrecking to a new report showing inflation is still high triggering fears the federal reserve could raise interest rates once again. the dow dropped early 1200 points to finish just above 31,000. the nasdaq fell 630 points. the s&p lost 177.

while the stock market had its worst day in more than two years, today was the day president biden celebrated the reduction -- the inflation reduction act even as new concerns about inflation affected the market. the san jose mayor was in washington and dustin dorsey spoke with an economics professor who explains how the measure could affect the bay area and the nation. >> a victory lap this morning in washington, d.c. as joe biden celebrated the inflation reduction act he signed in august. the measure touted as one of the most consequential pieces of legislation in american history. in attendance, san jose mayor sam liccardo. >> it is great to see this get over the goal line should >> the bill aims to help fight climate change and make prescription drug costs less for families. the mayor says the act will help meet some of the climate change goals the city has like reducing utility bills and making solar more affordable. it could help san jose bettel

heat waves like we saw last week providing funding to send as a clean energy to become less reliant on outside energy companies. >> we know pg&e has challenges with its infrastructure so we want to invest in alternatives. this bill will provide dollars to help local communities to do that to >> the celebration comes at a present time in which inflation remains high. the stock market suffered its biggest fall in two years as groceries, rent and car prices rise. the california state university assistant economics professor says the act may help but not necessarily in the short term. >> in the long run, this could lead to inflation reductions because you can imagine if these efforts for new technologies that allow us to produce goods for lower prices and supply goods, that creates a reduction in price level. >> the professor expects the overall impact to inflation to

be modest. >> an update on the dutch fire which is burning in placer county. eastbound 80 is now open. westbound is still closed at colfax. the fire is burning of the dutch flat area and there are evacuations. at least 25 acres have burned along 80. >> it is cooler obviously but it is windy and that is a problem. >> we felt that breeze today. >> the wind is not helping. i want to show you the satellite pictures showing you that smoke these fires are putting out. it is not just the dutch fire but also the mosquito fire in that area. you are seeing that smoke owing away from the bay area and it is moving toward nevada to air quality has been impacted by the smoke. you can see some areas north of tahoe i need the hazardous territory on the nevada side. definitely not a good place to be outside right now.

i need the bay area, good air quality. moderate air quality in san rafael. it is gorgeous from santa cruz. going to pan it around so you can get a good view of the beach and a good day for sailing and as we look toward the boardwalk, there are some people out there. you will likely notice the breeze is definitely blowing in that area. it is not exactly a warm beach day but it is pleasant to even though it is late summer, it is starting to feel like fall already. i do want to show you the temperatures for tomorrow compared to average santa rosa, forecast high, 75 degrees san jose coming in six degrees below. temperatures were below average for this time of year. livermore down 10 compared to the 86 you typically see in oakland. you can see a beautiful blue

skies from san rafael and san jose. temperatures right now, let's say it does not feel like summer. 60's and 70's this hour as we check out what it looks like in terms of the winds. we have a stiff breeze on shore in san francisco. 25, fairfield. the onshore breeze is responsible for our temperatures dropping in many areas today. fairfield was up to 80 degrees. our coolest spot was in the low to mid 60's. sierra nevada is seeing thunderstorms. it is mostly on the nevada side. there is another low-pressure system coming our way and that means we are not seeing any heat anytime soon. cooler than average temperatures all week long. there is a chance of showers on sunday and a much warmer pattern setting up for next week on tuesday. wearing temperatures will range anywhere from upper 40's to the low 60's pin a lot of cloud cover.

patchy fog and drizzle as well. for the afternoon it is going to be a breezy one along the coast and the bay. as you look at the inland high temperatures, on the mild side. you are looking at mid- to upper 70's. mid-60's coast side and the sun will be filtered by higher clouds in the afternoon. we are going to fast forward to the weekend. if you have plans and they include outdoor plans on sunday, be aware this model is bringing in an organized front. the other model is not so organized and it is dryer. it is a colder system. they could see mixed precipitation in the sierra. signs of autumn tomorrow. below average right on through the work week and into the weekend. gusty winds for shattered day. -- first saturday. a slight chance lingering into monday. offshore winds kick in and the heat is back. low 90's inland pin upper 60's coast side tuesday.

operation to run. crowded trains. fair jumpers. safety issues. old trucks. a lot of that has changed. a lot of up dates have been made. there is a new twist. the riders are not there. there is a question about what the future of mass transit is going to be. we got together with bob powers and asked him some tough questions about how he plans to lead the system into the future. >> we are in the housing business. we are an economic engine in the bay area and we are helping with some of the social challenges helping right now. >> it was a commuter system that fed into san francisco as its primary target. now it is evolving into going and encircling the entire bay area. that is quite a growth. >> it is clay growth. ringing the bay. it has been a goal for a long time in the bay area. that is right around the corner.

it has been a long time coming. it has grown up and become as the bay area has grown up so has bart. > the next step is how and to the central valley? >> we will see about that the core of the next step is to continue our development in all the stations. bo going to talk about this at the station and improve our service. >> the question of service is a lot of what bart comes down to because people now have options more than ever before. a lot of the infrastructure we have seen here is not exactly what we call modern. it is not falling apart. are we keeping it up? >> it is functional appeared at is quite functional. there are three decisions i make on a daily basis. improving service. no more missed trades per cleanliness of the system. it is getting a presence in the system. ambassadors, crisis intervention, sworn officers on the trains and in the stations.

>> one of the things said about bart is there is no other system like it. it is so unique that your cars, trying to order new cars is difficult because the track size on bar is difficult -- is different than any other mass transit. how much of a curse has that been? >> i don't know about a purse but it has been challenging. it has been hard to get spare parts. the cars we are retiring right now, we are using those prayer parts to keep the fleet running. right now half the fleet in the system you see out there is new cars. as new cars come on board, it is a game changer. >> another game changer is the definition of bart. we started out as a computer -- a commuter line. most recently you guys have gotten into the housing and development business. right over here we have an apartment building on bart land on what used to be a bart

parking lot. they're kind of controversial but they seem to be going up at all of your stations. >> it is a major push in the bay area. u.s. wide, development at transit stations. we are leading that. there is no agency in the u.s. more progressive on development around the stations. right here, market rate housing and the next piece is affordable housing should >> there was a time when people would say live next to a bart station and you commute into the city and you don't have a car. now people don't have to live near the city. they don't have to commute to the city. you think people in the future want to live in something -- i have to be honest with you as plain looking and ugly as that? >> i will take exception at the ugly part but when we are building these things, people are wanting to lose them. they want to live there. from a supply demand, there is no shortage of demand of folks willing to live at developments

around the bart station. >> one of the challenges bart has faced is definition of destinations. is it taking people to work or is it creating offices for people to go to? maybe we should have places like this be a destination for offices. >> i think it is both. the agelong discussion is what kind of a system is part shared is it urban -- is bart? as it urban? is it suburban? we are a high blade -- a hybrid. we can pivot we can be flexible. >> a year or so ago this parking lot would have been packed. it would have been packed with people because it was an alternative to a freeway that was all backed up. now that freeway is running smoothly. it is taking a toll on a ridership. that also takes a toll on your money because you are dependent on these riders paying the

bills. can bart survive without going to the taxpayers and saying we need a special tax? >> our fiscal cliff and our federal support ends july of 2025. so if we need a measure, we have to start having that discussion regionally right now. >> do see something going to the ballot saying more toll money or -- how would you tax? >> the how of that and how broad that tax is, how many counties, that is for the elected officials with input from me and other general managers. i think something, kind of original measure is going to be needed. >> in 1965, you launched the great transbay tube tunnel. it was quite an event. it is still there. what kind of shape is it in? >> the tunnel is in excellent shape should we are finishing up

a major project we have been doing on nights and weekends behind the scenes. we accelerated it during covid. that is good for another 50 or 70 years. >> we have any new stations on the drawing board? >> link 21 is this effort, what is the future of public transit in the bay area? that is link 21. it is not only looking at another crossing but where else do we need public cross -- public transit and where can we break through bottlenecks? >> you're talking about rather than the nine bay area counties, expanding the concept to 21 all the way from sacramento to monterey. >> that is correct. >> are seeing hookups? >> where people are going, where they want to go to, where do we need to blow through and make a better connection? we are looking for those opportunities. we are looking where we need another crossing.

>> another bake crossing. that is seriously on the table? >> that is being looked at now for sure. what is in there is these infill stations. people asked me where might be a good place for infill stations. it could be south of lake merritt in oakland. san antonio neighborhood area. a couple other locations. that is all being looked at as part of 121. >> great conversation with the bart general manager. obviously we are talking about 21 -- about link 21. how are we going to get all the way to monterey? >> kind of slowly to be honest. what we have here, rail lines from monterey to sacramento expanding on their own. we have high-speed rail coming in from the central valley eventually. moves being made to increase the train that comes in from the
