providing a court ordered care plan. the governor calls hope from those suffering from severe forms of mental illness such as schizophrenia and other sky collect -- psychotic disorders and meant to prevent restrictive conservatorships or incarceration and stabilize and support this specific community. they will last up to 24 months, each managed by a team providing everything from medication to housing plans. opponents say that it infringes on people's rights. governor newsom is expected to sign it into law around 10:45 surrounded by local officials, families, and service providers. reggie: thank you. new details in a story we first told you about last month, san francisco mayor london breed is pledging to coordinate city efforts to help homelessness.

sense to me. reggie: the auditor issued a 10 policy recommendations among them a focus on guidance and training alongside addressing police brutality issues. kumasi: antioch's police chief in two city council members are calling for changes to the use of force policy. eight officers are being investigated for possible misconduct. a report by our media partner involved in officer's use of his k-9 unit. they say that area needs to be evaluated. >> we will create a top-down assessment which is a great utility for the organization, but we will take a closer look without we deploy our canines with a closer look at how to mitigate unnecessary harm. kumasi: two city council members are calling for early intervention to track use of force and implement a system to monitor officers' cell phone use.

kumasi: welcome back. we have new details about a shooting at vallejo high school. a staff member was injured when the shooting happened during a fight between students. tim johns is hearing about the altercation that almost became worse. tim: police responded to calls

around 3:45. >> there was an altercation involving students in front of the school, in the streets, after school and the majority of the school had been let out. tim: the students were fighting with a group of unknown males who do not attend. after a staff mentor intervened three of the unknown males got into a dark-colored sedan. as they drove away they fired shots into the crowd hitting the staff member. friends of the victim identified him as joseph, a local athletic coach who is beloved in the community. >> the fact that he was here, he potentially saved a child's life. tim: he has been taken to the hospital where he is recovering from a nonlife threatening injury. the investigation is still ongoing and school officials tell us that the student safety remains top priority. >> we take this very seriously and we had a quick police response and we will be having

additional staff and security on campus tomorrow. tim: classes on wednesday will be on an abbreviated schedule and students will get to go home early. reggie: south carolina senator lindsey graham announced his plan to introduce legislation that would ban abortion at 15 weeks of pregnancy nationwide. >> i think we should have a law at the federal level that would say after 15 weeks no abortion on demand except in cases of rape, incest, or to save the life of the mother and that should be where america is at. reggie: it comes less than three months after the supreme court overturned roe v. wade and two months from the midterm elections where abortion is expected to be an important issue. legislation has little chance of passing congress with the democrats controlling the house and senate and fellow republicans have expressed concern. democrats say that the legislation proves that the republicans are out of step with

most americans. kumasi: california is trying to make abortion access easier. they launched a website connecting people living here and out-of-state with how to get one. as republican states try to prevent people from accessing information or crossing state lines to get care people are welcome in california. abortion.ca.gov includes information on providers and legal rights, financial assistance and more. the head of the office of data and innovation told us that visitors have absolute privacy and there will be no trackable digital information. spanish-language is available along with more languages to be added later. a decades-old conflict between armenia and iser but -- ajerbajn has been a reignited.

50's in the north bay and upper 50's and lower 60's along the bay shoreline. 56, vallejo. 50 is a cool spot in santa rosa. here is a live look at the exploratorium cameras showing you that we have fog, some thick fog across the golden gate bridge. what you will find is sunshine blending with clouds throughout the day. the big take away, it feels like fall with temperatures in the 60's and 70's. we keep the below average trend through the upcoming weekend that there is a chance of showers coming up. kumasi: there is minor damage in the north bay after last night's earthquake of 4.4 magnitude centered around santa rosa. a minute later a 3.9 magnitude aftershock. gloria: the quake only lasted a few seconds and there were minor reports of shaking, but it was

enough to jolt nerves. that is a second time in three days and earthquake has rattled the bay area. check out the broken bottles at a liquor store, toys knocked off shelves and cracks in a building. it rattled the north bay around 6:40 on what is known as the rodgers creek fault. could this be a prelude to something bigger? here's what that u.s. geological survey has to say. >> in 1969 there was a pair of earthquakes that struck santa rosa, they were significant and damaging, anyone alive and living there will remember those. the hayward fault early in the history of the cities in the bay area and in 1868 had a magnitude seven earthquake. and earthquake of similar size is expected at some point on the rodgers creek fault. gloria: while it is known for its wildfire preparation the earthquake should serve as a

just and equitable california says the extension sends a message to -- a bad message. the chairperson says that the final report will be released within its original timeframe which is next july. reggie: san francisco's new da is changing course on a policy on how teenagers are handled when they are accused of a crime. he will abandon recall da's policy to never ask that juveniles be charged as an adult. jenkins says effective immediately she is forming a juvenile review team that will consider whether to recommend that a 16 or 17-year-old should be tried as an adult. >> we cannot allowr victim themo remain without justice or accountability in very serious and egregious cases. reggie: the review will collaborate with all parties

involved including members of the families. it is important to note that in california they can only request that a juvenile be charged. the final decision is up to a judge. kumasi: a business owner says a change in policy was not enough to keep his restaurant from becoming a target of crime. someone burglarized his restaurant on monday. surveillance video shows a man rooting around in the kitchen and stealing four boxes of cooking oil. it comes not too long that it came with call payments. the owner hopes that going cashless will boost security. >> instead of focusing on food we have to focus on security. it is disappointing, but until we see further change it is a reality of doi a fewee ago and 85-year-old man was followed s $30,000 rox. stats show that property

crime has been on the rise since 2019. police say a shooting that injured a 13-year-old student at a school in east oakland was not intentional. however a student has been charged. the shooting happened at madison park academy on august 29. investigators determined it was an accidental discharge. the child that was shot is out of the hospital. reggie: new water restrictions have been approved in the south bay. the santa clara water directors board have put limits on the watering of lawns including schools, businesses and industrial property. whatever officials say that people have been doing their part and some people have been doing their part but more needs to be done. >> what we have identified is that outdoor irrigation is one of the key targets as part of this throughout. of course, many people are saving inside, but a lot of the low hanging fruit available is
