solutions. this is abc news. ama: the seconds before tragedy. the midair moment that planes collided in watsonville last month, killing three people and a dog. families are hoping for more answers with their grief as profound as ever. dan: thank you for joining us. we will show you the correct photo in a moment. investigators released a preliminary report on the crash revealing new witnesses who saw what happened firsthand. ama: amanda del castillo you has been following these development from the beginning and has our story. reporter: new witness accounts, a stunning photo and flight track data. details shared in this newly released report by the ntsb on last month's deadly midair plane collision. a closer look at the harrowing photo, capturing the moment the single engine cessna 152 and twin-engine cessna 340 crash, killing three people and a dog. >> the twin-engine at the last

moment was turning to the right to avoid the other aircraft but was making the turn just a couple seconds too late. reporter: max truscott breaking down the report, explaining the twin-engine carrying winton residents and a dog, traveling'e allowed for a safe landing under any circumstance. >> there's really no rational explanation as for why he was that fast. reporter: piloting the cessna was 32-year-old stuart cannon sent, born and raised in alamo. the report confirms what his family told us, he was practicing touch and go landings on his fifth and final attempt when the crash happened. >> the most perishable skill pilots have is the ability to land well. they will practice flying the lack -- landing pattern for seven or 10 times. reporter: one witness in a plane above. the airport doesn't have a control tower so they listened

as the two pilots communicated over,. the witness telling investigators he attempted to turn right. his left wing struck the aircraft. >> everybody be advised, there's an accident towards runway 20. reporter: the family reacting to the report, telling abc7news, we are deeply saddened that neither plane had a chance to land safely. stuart was a cautious and meticulous pilot. flying was a passion that he thoroughly enjoyed. adding, we will feel this loss for the rest of our lives. abc7news. ama: the friends created a gofundme campaign on behalf of the family. they want to create a memorial at the watsonville municipal airport. click on this story for the link. dan: breaking news in the north bay. crews have shut down a section of road because of a fire in a

marsh area. this is a look within the past hour. the fire is burning behind a skate park on hamilton parkway. it appears the blaze has started to die down but we are still waiting for new information, updated information from firefighters. ama: we've been eating the rain and it looks like we may get some a little earlier than usual. dan: wouldn't that be nice? you've been keeping an eye on what an incoming storm could bring us, sandhya patel. sam gerak: this looks promising. it will help with our fire season and our fire danger and the drought. it will help out. let's take a look at the rain chances over the next seven days. sunday, monday, tuesday. the possibility of rain goes up saturday night. this crips institute in san diego is saying there's a possibility of an atmospheric river. this would be a week atmospheric river, obviously if it pans out.

>> the driver is cooperating with our investigation. remained on scene. we don't believe he's injured. we are ruling out any impairment at this time. we don't believe alcohol or drugs played a factor. dan: crews backed the car out of the store. store employees did a great job assisting the injured before the emergency crews arrived. ama: in the east bay, two councilmembers are calling on the mayor to resign. after learning the county is settling a recent sexual harassment case against him. the mayor and his supporters say he's incident -- innocent. hunter hudson has more. reporter: the striking -- >> the striking calls were elected official saying, you need to do the right thing, you need to step up, you need to ask the mayor to resign. reporter: the vice mayor got a hold of the mayor on thursday, asking for him to resign following a sexual harassment lawsuit settlement in previous

dui arrest. >> this is a distraction for our city. reporter: two women accuse the mayor of sexual harassment, unwanted sexual advances, and hostile working conditions while he was the executive director of the community health care district. the law firm did not return requests for comment. >> this is inexcusable. we can't behave in this manner. reporter: in an email, the mayor responded by saying, i'm wholeheartedly heartbroken by these allegations. they are completely false. i worked to create an environment that gave opportunities to members of our community that were historically marginalized as i've always sought to make change through empowerment. thorpe provided a statement for pat young, the former chair of the community health care district. she writes, as a woman, i can say unequivocally that the allegations made against mr. thorpe are complete we false. when presented with the information, it was clear that they lacked facts and evidence.

quick's -- >> when we are talking about the board of supervisors wording to have an insurance company payout $350,000 to two victims that have outlined sexual harassment claims, i take that very serious. reporter: the county board of supervisors may have settled a lawsuit because a community health care district was dissolved earlier this year. councilmembers both admit that neither has spoken to the county board of supervisors nor the women who filed the lawsuit. this isn't the first attempt to get the mayor removed from office. a recall effort last year failed to get the required signatures. he plans to meet with the city attorney next week to consider the legal next steps. abc7news. ama: we did reach out to the contra costa county board of supervisors. the chair staff responded by saying the supervisor has no comment on this. dan: governor newsom is expected in solano county tomorrow to

sign more aggressive climate measures for the state. he is expected to lay out some of the details of the 54 billion dollar climate investment included in this year's budget. california will spend the money on a variety of climate programs from public transit to wildfire programs and more. state regulators finalize the governor's plan to ban new gas car sales by 2035. ama: the governor is calling on the u.s. department of justice to file human charges against florida governor rounds -- ron desantis. josh paschal from our sister station looks at what it could mean here in california. reporter: the unexpected arrival of roughly 50 migrants from venezuela on the posh summer resort island of martha's vineyard has intensified the immigration and political debate across the country. >> we went and loaded up cases of water, snacks, fruits and things that we had available to

ama: uber is responding to a cyber security breach within the

company. employees haven't been able to access company software. the hacker also reportedly posted out an explicit photo on an internal company page. uber is in touch with law enforcement to find out the source of the issue. dan: tomorrow, a monkeypox clinic in san francisco will have a focus on those most in need. you will see the event details on your screen. it is from noon until 3:00 next door to peer 80 with a specific invitation to the black and african-american community. the white house monkeypox response team stressed and need for vaccine equity. leaders say they are finding a disproportionate level of cases among gay men of color and are hoping to boost vaccine outreach to those groups. new monkeypox cases in the u.s. are down nearly 50% since early august. ama: a piece of san francisco history is at risk of fading away. boy scout troop three has operated in chinatown for more than 100 years, withstanding the ups and downs.

they face new challenges tonight. tim johns sat in on one of their meetings and brings us their story. reporter: tucked away on the border of san francisco's chinatown, you will find a piece of the city's history few know is even there. >> this is 1964, this was our troop at that time. reporter: for the past 108 years, troop three has withstood the test of time, becoming the oldest troop west of the mississippi river and the second oldest in the nation as a whole. >> this is me. reporter: stephen chang has been at heart -- a part of the trip for 60 years. >> you see them when they are 11 years old. you see them when they graduate at 18. just to see the remarkable change. reporter: today's troop is open to everyone. when it was founded in 1914, all the members were ethnically chinese out of necessity. >> because of the chinese exclusion act, history shows us that we weren't welcome here.

reporter: the troop has gradually dwindled and is currently down to about 13 members. chang believes cost as well as the neighborhood being home to many hard-working immigrant families plays a role. >> i see that. we are a lot different than a lot of other troops. they have more resources and parents, able to be involved in the program. reporter: despite the reduction in size, the sense of camaraderie and the lessons the scouts learned remain timeless. a member of the troop for the past several years says he's made some of his closest friends here and enjoys passing his knowledge down to the next generation. >> i try my best to be a leader to them but also to be a friend to them. reporter: following the pandemic, the troop is stepping up its recruitment efforts. hoping to remain a part of san francisco's culture for another 108 years. >> the things we hear is,

hour-by-hour, as early as saturday night, the north bay begins to get showers. it will be spotty and light. sunday morning, the intensity picks up. 7:00, moderate to heavy rainfall. scattered showers. in the sierra, rain and snow. the snow levels will be 9000 feet lower. it's not going to impact the passes. tuesday, we have some showers going locally. this is going to be a multi-day event. when you take a look at the european model, this is the wetter of the two models. many of the areas between 7/10 of an inch to over two inches. when you look at the gfs model, things are different. not as wet. it will still be raining but not heavy as far as the totals go. we are looking at most areas getting between a quarter to half an inch. there will be wetter spots that pick up an inch of rain. the wind will pick up initially
