because when you invest in yourself, everyone gets the best of you. >> abc7 live breaking news. >> breaking news out of oakland. one person died, a second injured during a shooting near city hall. it happened near 14th street and broadway. j.r. stone is there and joins us with the latest. >> the one man died, the other is still alive and is in surgery. the shooting happened near this bus stop in sight of oakland city hall. it is still roped off with yellow crime scene tape. it happened around 2:15. witnesses i spoke with heard between five and seven shots. one witness even saw another man running from the area after the shots were fired.

police spoke it while ago, but said nothing about what led up to the shooting or who they might be looking for. i spoke with witnesses walking through the area and working inside buildings in this area. this is what they had to say. >> i heard gunshots as i was walking up this way. five, maybe six. and i ducked. >> it is what it is. crime in the whole bay area is climbing so bad it is unreal. we shall see what will happen next. maybe they can clean up the plaza. >> that is certainly a hope among so many people we spoke with this afternoon. no arrests made, no suspect description being given. both people who were shot are in their 20's and one of them being

from oakland, one from berkeley. the victim from oakland died, the berkeley man is still in surgery. as we get new information, we will bring it to you here on abc7. reporting live, j.r. stone. >> thank you for the latest. good evening to you. i'm ama daetz. >> i'm kristen sze. it comes as oakland police continue investigating three homicides in a 45 minute window last night. >> the first at the shooting took place steps away from a mosque. cornell barnard has the details. >> i was in the middle of my online class, and all of a sudden i heard boom. >> he heard the gunshots and left it outside of the cafe in oakland. more than a dozen bulletholes pierced the windows. it is where a man was gunned down early monday evening. another man killed next-door. >> it is heartbreaking.

i have said multiple prayers for the family. >> very nice people, the one who got shot. they told me there passed away. very bad. >> friends identify one of the victims as a 27-year-old. the other man was a 59-year-old beloved member of the oakland islamic center across the street. >> he's gone. >> the mosque elder says members were finishing monday prayers when they heard bullets and screams. >> we went to the scene, we saw a gentleman drenched in blood. then i saw my son standing over his body screaming. by the time he got there, he was gone. >> multiple rounds came from a passing car. >> at this point, we believe there were multiple shooters shooting from inside the

vehicle. i can't confirm or deny if they are specifically targeting one person. >> a motive for the crimes, the 89th and not -- 90 of homicide are still unknown. others have their own ideas. >> do you think it was a hate crime? >> it could buy -- it could be. >> currently, our homicide section is investigating all angles of this crime. this incident is very tragic, shocking. >> while police were investigating, a suspected drunk driver crashed into oakland police cruisers, injuring two officers. the driver was arrested for dui. >> then flee both officers were transported with non-life-threatening injuries. >> in oakland, cornell barnard. >> police were called to the intersection of east 20th street

in east oakland. officers found a woman on the sidewalk who had been shot. she died a short time later. no word on any suspects. >> the san francisco board of supervisors discussing a controversial measure to expand police access to private cameras across the city. even if a crime has not been committed. stephanie sierra joins us from the newsroom with a deeper look at the impact from those on both sides. >> this measure could bring big changes for all of us. police would be able to conduct live surveillance in a very broad spectrum of events, from street corners to protests. it would be a big loss for privacy and civil rights groups, but a big win for the mayor, even the das office, who believe the new measure would clean up san francisco and combat crime. >> the proposal implemented as a one-year pilot program would allow police to monitor private video feeds within a 24 hour period for three reasons. during a life-threatening emergency, to redeploy officers

during a mass event, and criminal investigations. the supervisor voted in support of the measure. >> the san francisco police department doesn't have enough officers to monitor crime in real time. it expands what our officers can do to keep the public safe. it is a very necessary piece of legislation. >> privacy experts disagree, calling it overly invasive. >> surveillance doesn't make the city safer. she's a staff attorney from the frontier foundation. she worries it will disproportionately impact marginalized communities and infringe upon first amendment rights. >> in the past, they have used such cameras to monitor pride in the protest following george floyd's murder. we are concerned what it could mean for the rights of the people part of the lgbt community, communities of color. police can seek use of private cameras for misdemeanor and felony violations. the aclu worries it could lead

to racial profiling. >> are concerned as it could encourage the police department to cast an extremely large surveillance net. to monitor activities that are completely unrelated to public safety. >> a tough balance between privacy and public safety. >> we can view both in san francisco. >> supporters argue to keep our streets safe, we need to hold criminals accountable. the district attorney said this measure will help make that happen. >> juries and 2022 want video evidence. something they are used to seeing on the news, people pull out cameras, surveillance cameras, and they want that evidence. >> it is unclear how sfpd would facilitate the live surveillance. those details have yet to be released. it doesn't lay out any specific process on how police would go about getting consent from homeowners. we do know the department would

be required to submit quarterly reports to track the program's progress. this final vote is expected any minute now. we will stay posted with results. >> thank you so much. in the south bay, the city of san jose looking to cameras to keep people safe, both from the concerning trend of traffic deaths and other crimes. san francisco, there's also concerns about privacy. dustin dorsey has the details. >> safe to say the streets are simply unsafe. 50 traffic deaths this year as of now. it took until november last year to reach the same market. leaders continuing to look for a solution. >> anything this thinly staffed police department can do to increase our ability to prevent crime and solve crime once it has occurred and improve traffic safety is something we are open to looking at. >> could it come in the form of automated license plate readers? in 2021, the city installed it at one of the deadliest

intersections at monterey and kirchner. they hope having cameras in place can solve crimes and prevent crashes. >> may be these incidents didn't occur, people can drive more carefully, or if there is a collision, they don't leave the scene. >> in the event of a tragedy or crime, we will gather evidence to find who was responsible. >> these cameras come with privacy concerns over where they are placed, what they're used for, and how long data is stored. >> it should be concerning to everyone. you are going about your life not committing any crimes. it is really not the government's business and they shouldn't be amassing database. >> the privacy officer updated the city council on a study focused on privacy concerns. in a memo, on the mayor called for an additional study regarding the placement of the cameras. such as planned parenthood. they have worked with the privacy officer to maintain protection for residents and hope to use these cameras as a more reliable witness.

>> they are doing what a person standing on the street corner would do with greater reliability and worry -- we are very excited to get into this technology and it could be a tremendous benefit. >> the city previously approved other projects involving gunshot detection and smash and grab crimes that will be rolling out in the coming months. dustin dorsey, abc7news. >> the san francisco municipal transportation agency announced the long anticipated opening of the central subway. starting november 19, it will have a soft opening offering free rides on weekends through the end of the year. the opening will begin january 2023 in time for lunar new year. the central subway was initially set to open in 2018, but faced several challenges. >> gap is downsizing in san francisco and new york. the retailer is laying off 500 workers and implementing a hiring freeze for a number of open positions. the move comes as the company

>> one of the biggest financial contributors is right sure company lyft, who has poured millions into it. prop 30 has received backing from the democratic party and is opposed by the california republican party and other groups. they say it is trying to get taxpayer to meet the state mandate to electrify their fleet. i asked the governor about his opposition last wednesday. the same day a campaign launch was set to happen in oakland. >> no. it is a big tax increase that disproportionately benefits a few large corporations. there was one large corporation, a wonderful company. it will be one of the beneficiaries of raising everyone else's taxes to direct money in an area where we just passed the largest appropriation and the largest budget in u.s. history. >> tuesday, another campaign for prop 30 was kicked off by local labor environmental and fire safety leaders and another typical supporter, the san jose mayor.

this time differing with the governor. i asked about newsom's claims that it benefits large corporations. his response. >> is anybody from lyft here? i didn't think so. >> he said 60% of emissions come from vehicles. he recognizes some of the proposition would benefit corporations. >> the fact about 1% of the benefit might go to them does not worry me too much if it means we get to breathe cleaner air. >> in san jose, zach fuentes. >> a new internal audit says oakland's effort to battle homelessness is falling short. despite throwing millions of the problem. the audit says oakland's un-house population grew 24% in the last three years. it currently stands at more than 5000. the city has spent $69 million on contracts to provide homeless services. it found the programs had mixed results in finding permanent housing for participants.

from the roof camera, it is showing you the instability in the air. low 70's petaluma, santa rosa. 75 in concord. you might be thinking i'm seeing blue sky from the golden gate bridge camera. these storms are going to be isolated in nature. occasional showers through tomorrow. a threat of thunderstorms tomorrow morning. fall arrives thursday. the pattern turns warmer. on the exclusive storm impact scale, light level one through the morning. spotty showers, possibly briefly heavy. isolated thunderstorms. still a couple of lingering showers, but not a widespread event. i don't think computer models really picking this up. hit-or-miss showers during the night. even tomorrow morning, some wet roadways. into noon, primarily a few showers over the hilltops. that is pretty much about it. morning numbers in the 50's, 60's. some showers around.
