shooting that happened near this bus stop outside of oakland city hall. this shooting happened around 2:15 this afternoon. witnesses heard between five and seven gunshots. one witness said he saw another man running from the area after those shots were fired. police did speak a little while ago but said nothing about what led to the shooting or who they might be looking for. i spoke with witnesses walking through the area and who were at work in the area. this is what they had to say. i heard gunshots as i was walking back this way. i just heard gunshots. >> five, maybe six. i ducked. and i just ducked. >> it is what it is. crime in the whole bay area is climbing so bad, it is unreal. we shall see what is going to happen next and maybe they can clean up the plaza.

conference in person. >> just in from the abc7news i team, san francisco's board of supervisors did in favor of a measure that will expand police access to private cameras across the city even if a crime has not been committed. it is an idea drawing controversy. a look at the impact from both sides of the issue should >> this measure will bring big changes for all of us. police will now be able to conduct live surveillance in various serve areas -- very scenarios. it is a big loss for privacy and civil rights groups but a big win for sfpd, the mayor and the das office who believed in ordinance will help clean up san francisco and combat crime. the measure would create a one-year pilot program to allow police to monitor private video feeds with the owner's consent

within a 24 hour period in three types of situations. during a life-threatening urgency, to redeploy officers during a mass event and during criminal investigations. san francisco supervisor catherine stefani supports the measure. >> the san francisco police department does not have enough officers to monitor crime in real time. for me, it expands what our officers can do to keep the public safe and i think it is a necessary piece of legislation. >> privacy experts disagree calling the measure overly invasive. >> surveillance does not make the city safer. >> a staff attorney with the electronic frontier foundation. she worries the measure would disproportionately impact marginalized communities and infringe upon first amendment rights. >> we know and in the past to be sfpd has used such cameras to monitor pride and the protests following george floyd's murder. we are very concerned about what this could mean for the rights

of people part of the lgbtq community, community's of color. >> police concede use of private cameras for private felonies and -- for felonies >> >>. our concern is this would encourage the police department to cast an extremely large surveillance net to monitor activities that are completely unrelated to public safety. >> a tough balance between privacy and public safety. >> we can do both in san francisco. >> supporters argue in order to keep our streets safe, we need to hold criminals accountable. district attorney brooke jenkins told the team in july this measure would help that happen. >> juries in two dozen 22 montevideo evident -- 2020 21 video evidence. it is something people are used to seeing on the news and they want that evidence. >> the big question is how will sfpd facilitate this live surveillance and go about getting consent from homeowners and property owners?

front of her door, protesters called brooke jenkins to reconsider charging juveniles as adults. >> i'm someone who went through the juvenile justice is at the age of 17 and i was charged as an adult on my 18th birthday. >> she helped organize the protest. as someone who was formerly incarcerated, she does not think charging juveniles as adults leaves them to proper rehabilitation. >> i did not the edgy -- i did not get the education i needed. a buddy supported me with safe housing. opportunities for me to get employment for me to go to college. >> in an interview with the i team, district attorney jenkins said should only prosecute 16 and 17-year-olds for egregious offenses like murder or kidnapping. she says charging them as juveniles would lead them to being released by the age of 24. she thinks for certain crimes that is not enough time. >> somebody commit some type of

the possible solution and questions regarding privacy. >> it is safe to say the streets in san jose are simply unsafe. 50 traffic deaths this year as of now. it took until november last year he to reach the same mark. leaders continually look for a solution. >> anything this thinly staffed police department can do to increase our ability to prevent crime and solve crime once it has occurred and improve traffic safety is something we are open to looking at. >> that come in the form of automated license plate readers? in 2021 the city installed a lpr and a one of the deadliest intersections. sfpd hopes it could prevent crashes. >> maybe these incidents never occur at all. people drive more carefully or if there is a collision, they don't leave the scene of the collision. in the event of a tragedy or crime we will be able to gather evidence to help us find who was responsible.

>> these cameras also come with privacy concerns over where they are placed, what they are used for and how long data is stored. >> that should be a concern to everyone. you are going about your life not committing a crime. that is not the government's is in this and they should not be amassing databases of information on you. >> the city's privacy officer updated the city council on a study focused on these privacy concerns. and a memo to the council, mayor liccardo called for an additional study regarding the placement of the cameras near sensitive locations such as planned parenthood. as jay pd says they have four to to ultimately use these cameras as a more reliable witness. >> they are doing what a person standing on a street corner seeing something would do but with greater reliability. we are very excited to get into this technology and we think it is going to be a tremendous benefit to the community. >> the city previously approved two other projects involving gunshot detection and smash and grab crimes that will be rolling out in the next coming months.

the fire is burning on the side of the freeway near 30 5th avenue and delaware street. there is a fire engine at the bottom of your screen. traffic is backed up for several miles along westbound 580. we will continue to monitor the situation. over a dozen members of california's urban search and rescue team are on their way to puerto rico to help them recover from hurricane fiona. i could's of puerto ricans are still without drinking water and electricity. the storm caused what officials say is catastrophic damage to the dominican republic and puerto rico. >> hurricane fiona now a category three storm just offshore of the turks and caicos islands today. earlier the storm slamming into the dominican republic causing mudslides. on puerto rico, heavy rain and winds leaving at least two dead shared more than 1000 people rescued by first responders.
