>> building a better bay area, moving forward, finding solutions. this is abc news. ama: a city under threat of violence. oakland has seen a batch of new deadly shootings this week, shrinking each neighbor's sense of security further. good evening. we begin tonight by taking a full look at that crime crisis. it's a cycle that is paralyzing the city of oakland amid a desperate search for solutions. the violence once again exploded this week, four people killed within 24 hours. this afternoon, one person was killed there city hall. last night, a woman was shot and killed in the fruitvale district. an hour later, two men were shot and killed by multiple suspects who remain at large.

new tonight, we just got new surveillance video of that double homicide in oakland. we need to warn you, this video does show graphic violence. surveillance video shows three men standing outside lay lena restaurant when a white car drives by with someone inside shooting multiple rounds. you can see the muzzle flash and bullets go flying. one of the victims was 27-year-old --. the second victim was 57-year-old --. a beloved member of the oakland islamic center. he was at the river nile market next door to the restaurant. ? >> we just ran toward the scene. we saw him inside the store. then i saw my son, trying to do something. by the time he got there, it was gone. ama: there were multiple shooters inside the vehicle. the homicide unit is investigating the shooting from all angles.

let's bring in j.r. stone who is live with new information about today's shooting. this was at a bus stop outside oakland city hall while the city council was in the middle of their meeting. reporter: tense moments this afternoon. most of the area outside of oakland city hall was roped off with crime scene tape today. dozens of officers immediately on scene. still tonight, no word of any arrests in the case. evidence markers and shell casings at the spot where gunfire erected tuesday. >> i was walking back up this way. i heard gunshots. reporter: tonya was outside of this area and ducked down when she heard the shots. workers inside nearby buildings took cover. >> all of a sudden, i heard seven shots. i dropped to the ground. thinking there would be bullets everywhere. reporter: emergency crews on scene, trying to save one of two

men who were hit by bullets. >> this guy is down. right in front of the plaza. this ain't no way to come to work. reporter: one of the men died. the other rushed to the hospital. it marks the fourth homicide in oakland in less than 24 hours. the gunfire interrupted the oakland city council meeting. >> i hear police sirens. i think that we should call a recess. >> there were loud, audible gunshots outside the front of city hall. reporter: a short time later. >> it was very shocking. this is not what should be happening every day. it's complete we unacceptable that we have these types of situations. reporter: unacceptable to the city council president and unacceptable to those who live and work in this area. police did hold a press conference but made no mention

of what may have led up to the shooting and no mention of who may have been to blame. >> it was just scary hearing the shots. i'm in broad daylight, 2:00 in the afternoon. i mean, really. it's not safe at all. this is happening anytime, anywhere now. >> crime and the whole bay area is just climbing so bad. it's unreal. it's not safe for city workers. reporter: the men who died was in his 20's and from oakland. the man who survived is from berkeley. at last check, police said he was still alive. back to you. ama: thank you. we were sending out updates just like this one as the story was unfolding. you can be notified as soon as news breaks by downloading the app for your phone. make sure you enable the push alerts. firefighters from alameda county are battling a blaze in a

commercial building in san leandro. this is no video. -- new video. investigators are looking into the possibility this is a so-called rowhouse. the fire was first reported after 10:00 p.m.. firefighters are asking for the public to keep clear of the area while they try to get the fire under control. fire crews on the scene of three vegetation fires that broke out in oakland this evening. they broke out less than a mile of each other. investigators have deemed the fires intentional after flares were discovered in each location. they are still searching for a suspect. the san francisco school board is promising to come up with a new plan to help students celebrate cultural and religious holidays fairly. sfusd voted to add to muslim holidays to the academic calendar next year. supporters say hundreds of students were missing class each year for those holidays. some called the decision unfair,

noting the district doesn't observe prominent jewish holidays or some other faith celebrations. an attorney even threatened a lawsuit over the issue. >> you should use eid for an example of how other communities can engage with this process. implement it. >> why aren't these jewish holidays -- two or three of them -- able to get a day off? ama: several people addressed the issue during public comment at tonight's board meeting. the board is no longer promising the muzzle him holidays off, saying further analysis is needed. let's check on the weather now. any rain left out there? sandhya: you bet. live doppler 7. as we speak, i'm tracking a batch of moisture that is just off the coastline. we are seeing lightning strikes associated with the system. the area of low pressure, as we get you closer, you will notice showers beginning to approach

the storm caused a massive power outages puerto rico. lawmakers in washington are calling on the island to develop a durable power grid to withstand future storms. [no audio] the national hurricane center says bermuda may see tropical storm conditions by thursday. an internal review of the food and drug administration's actions leading up to the baby formula crisis finds plenty of blame to go around. human error, antiquated technology, and porky munication exacerbated the supply shortage which ran into this year. inadequate processes and lack of clarity may have delayed the agency's response to contamination concerns at its facility. the fda's chief says the situation highlights how little authority the agency has to compel companies to do the right thing. people are returning home after

a fire broke out at a pg&e battery storage facility in monterey county. it happened around 1:30 this morning but people in the surrounding area were put on alert. a tesla made lithium-ion battery on-site burst into flames. prompting a shelter-in-place order and road closures. firefighters had to let batteries bird for safety but there were concerns about toxic fumes. >> when a battery gets involved, we are directed to not actively extend wish the fire. we are to let the battery burn and protect exposures around. ama: the fire is under control but the sheriffs office says there may still be smoke lingering in the area for several days. all road closures have been listed -- lifted. today was the 10th annual net -- voter registration day. you have more time to register. they started the nonpartisan campaign in 2012. it's a core dated effort urging

ama: in the near future, every new car could include features that check drivers for alcohol use and detect blood alcohol content. the ntsb is recommending the newtek to put the brakes on drunk driving deaths. here's amanda del castillo. reporter:ing. it's an effort accelerated tuesday by the national transportation safety board. the agency wants alcohol detection systems in all new

vehicles. >> i look at this technology as part of this progression we see in car technology, going to electrical vehicles, having self driving cars. reporter: the san jose state engineer and professor -- rakes down the idea of passive alcohol detection systems. meaning drivers wouldn't be required to perform a test before hurting the road. the car itself would be designed not to hassle or distract a sober driver but instead stop a drunk driver. >> when you're starting the car, this is the first time it's going to try to get a sense of your breath. reporter: looking into technology which could test for blood alcohol through touch. the recommendation tuesday comes as part of its investigation of a 2021 deadly collision near fresno. a drunk driver crashed head on with another vehicle on new year's day, killing both adult drivers and seven children ranging from six to 15 years old. stephanie manning weighs in.

>> those children and those adults should be alive today. there's no reason that that crash had to occur. we have the technology to prevent that crash and other crashes that happen day in and day out. reporter: volvo has been working on such tech for such -- several years. sensors to monitor the driver and allow the card to intervene in the case of intoxication or distraction. the ntsb no regulatory authority and can only ask other agencies to act using the recommendation to add pressure on the national highway traffic safety administration to move. the agency has a three year timeline. the only acceptable number of impaired driving crashes is zero, they said. the agency has initiated work to meet the bipartisan infrastructure log requirement for lawmaking concerning advanced impaired driving technology and vehicles. abc7news. ama: to an issue that abc7news

has been monitoring closely. san francisco's board of supervisors voted today in favor of a controversial measure to expand police access to private cameras across the city. the ordinance creates a one-year pilot program to allow police to monitor private video feeds but the owner -- with the owner's consent. it would apply in three types of situations. during a life-threatening emergency, in criminal investigations within a 24 hour time. san francisco's central subway finally has an opening date. november 19, it will put on a soft opening. weekend rides will be free through the end of the year. the full opening starts in january. the central subway was originally set to open in 2018 but face several challenges during construction. the central subway will be open on weekends between fourth and brandon. tonight, it's a first of its kind recommendation on how we

look at our health and it's coming from an influential doctor group. the u.s. preventative services tax force is proposing adults under the age of 65 be routinely screened for anxiety. things like panic attacks and phobias, including pregnant and postpartum people. the task force made a similar proposal in april for children and teens ages eight to 18. anxiety disorders are among the most common mental health complaints, affecting about 40% of women and a quarter of men. san francisco residents now have a safe place to go when the air gets bad from wildfires. the state has established its first clean-air center, located at the bayview library. it will provide an accessible space for residents to escape the smoke. this logo will identify clear air centers when others open across the state. be sure to look for that. the streaming service spotify is adding audiobooks to the music and podcasts its listeners can ask us.
