this morning. it is all part of a storm system pushing to our east. this is a level 1 storm this morning with spotty showers, possibly brief heavy downpours. there's the chance of a thunderstorm. by about noon, all of this action is out of here. a live look outside, what we will find during the day is scattered showers first thing this morning, so take the umbrella with you if you're headed out the door over the next hour or so. that chance is really fading by midday. we will dry out, temperatures mainly in the 60's and 70's. as we welcome fall tomorrow, temperatures will warm up. we will talk about that in about a minutes. >> we have a major issue on the san mateo bridge this morning in the eastbound direction. all lanes are blocked. we have a live picture right now. according to chp, there were reports of a person hit on the roadway around 4:30 this morning . all lanes are blocked. they have not given us an estimated time as to when everything will reopen, so at

this time, eastbound 92 as you travel on the san mateo bridge is shut down. reggie: thank you. this morning, a major develop into and the war in ukraine. russian president vladimir putin moving overnight to annex portions of eastern and southern ukraine. we will go back to jobina, as president biden is set to address the u.n. today. jobina: president biden will speak on a range of issues during his address today, but his main focus will be ukraine. >> he will offer a firm rebuke of russia's unjust war in ukraine. countries cannot conquer their neighbors i force. jobina: russian president vladimir putin announced the partial mobilization of russian citizens in an effort to increase the size of the russian military. reuters reports after the announcement, flights sold out flying out of russia. he also threatened to use "all the means at our disposal to defend russia's territorial integrity." officials say while biden will

offer harsh criticism of putin, he will not call for russia's removal from the un security council. today's meeting is the first time the u.n. general assembly is meeting fully in person since the pandemic began. kumasi: thank you. this morning it is a crisis of crime really paralyzing the city of oakland amid a desperate search for solutions. violence exploded once again this week with four people killed within 24 hours. one person was killed near city hall on 14th street a. the night before that, a woman was shot and killed in the fruitvale district. less than an hour later, two men were gunned down outside the landing a restaurant on telegraph avenue. new surveillance video shows the moment that gunfire er upted. we want to warn you, the video does show graphic violence. in the video you can see three men standing outside the restaurant when a white car drives up and someone starts to

shoot. you can see the muzzle flash. the bullets start to fly. friends identified one of the victims as 27-year-old -- is a 27-year-old. the other, it 57-year-old, a beloved member of the islamic center. >> by the time we get there, we saw him inside the store, drenched in his own blood. i saw my son standing over his body screaming, trying to do something. i think by the time he got there, he was already gone. kumasi: police believe there were multiple shooters inside that moving vehicle, but no arrests have been made as of this morning. reggie: one firefighter being treated for minor injuries after a three alarm fire started just effort and :00 last night at 139's and washington avenue. investigators say this building

is a so-called rowhouse. fire fighters are asking people to stay away from the area as they continue to put out hotspots. fire investigators looking for a suspect accused of starting three vegetation fires in oakland. officials say the fires broke out less than a mile from each other along interstate 580. crews found flares at each location. kumasi: san francisco unified has paused its plan to give students muslim holidays off next school year after community resistance. last month the board voted to add two muslim holidays to the academic calendar. supporters say hundreds of students were missing class each year for those holidays, but some called that decision unfair, noting that the district does not observe prominent jewish holidays or other faith celebrations. one attorney even threatened a lawsuit over the issue. >> you should use eid as an exam for how other communities engage

with this process. >> why aren't these jewish holidays, at least two or three of them, able to get a day off? kumasi: several people addressed that issue during the public comment at last night's board meeting. the board is now promising to come up with a new plan to help students fairly celebrate cultural and religious holidays. reggie: the san jose police department is looking to technology to help reduce crime and improve traffic safety. so far the city has seen 50 traffic deaths are you last year the city reached that same mark in november. in an effort to crack down in 2021, san jose installed automated license plate readers on monterey road and koerner avenue. one of the citi's deadliest intersections. >> they are doing what a person standing on the street corner would do, but with greater reliability. we are very excited to get into this technology, and we think it is going to be a trimmed benefit to the community.

reggie: san jose is currently working on a plan to address privacy concerns, but hopes to add more cameras to combat not just crashes come about other crimes. kumasi: all new cars may soon be able to check drivers for alcohol use. a recommendation from the ntsb would put the brakes on drunk driving deaths hopefully. lena howland is live with the details of this plan. good morning. lena: good morning. the ntsb wants to see alcohol detection systems put in all new vehicles produced moving forward . that can stop an intoxicated person from driving. if this recommendation is implement it by the national highway traffic safety administration, experts say it could reduce the number of alcohol-related crashes, one of the biggest causes of highway deaths in the country. this push stems from the ntsb investigation into a horrific crash near fresno last year. a drunk driver crashed head-on with another vehicle on new year's day, killing both adult

drivers and seven children, ranging from six to 15 years old . that is why the agency is now considering the idea of passive alcohol detection systems, meaning drivers would not be required to perform a task like blowing into a breathalyzer before hitting the road. they are also looking into technology which could test for blood alcohol through touch. >> i look at this technology as part of this progression we see in car technology into electrical vehicles, having self driving cars. we are talking about safety. lena: the ntsb no regulatory authority and can only ask other agencies to act using recommendation to add pressure onto the national highway traffic safety administration to move. a law passed last year gives the agency a three year timeline. they told kgo -- they told abc 7 news in response the agency

has initiated work to meet the bipartisan infrastructure laws requirement for rulemaking concerning advanced impaired driving technology in vehicles at mothers against drunk driving says this technology will not hassle the sober driver and if you are not impaired, you will not notice a difference in your driving experience. we are going to hear from them in the next half-hour. live in san francisco, lena howland, abc 7 news. drew: we are tracking a final day of showers out there. i want to zoom down to street level and to the east bay. we had this cell popping up. here is deer valley road, brentwood highway four. this is a heavy downpour that will cross highway for over the next minute or so, so likely brief heavy rain in parts of the area this morning. even a couple of lightning strikes north of rio vista with another cell. for most of us it is just some light rain, if not mist and drizzle through san mateo, even redwood city this moaning.

eight minutes. let's see how we are doing with that traffic alert. jobina: we have been able to confirm with chp that this is a deadly incident on the san mateo bridge right now, in the eastbound direction. all lanes are blocked, so you need to avoid this area this morning. around 4:30 this morning, what we are learning from officials is that a vehicle had a person on the roadway, and we have not been given an estimated time as to when all lanes will reopen, so that is the latest on that issue this morning. we have a commuter alert coming in due to the wet weather conditions. they are asking everyone to expect about a 10 minute delay possibly in all directions on all train lines, and to expect wet stairs and platforms this morning. dream force in town. we will continue to remind you that we do have some closures there. howard street will be detoured via southbound 2nd street to harrison street or via new montgomery street to hawthorne street. muni service and must goni center will be delayed as well. reggie: thank you.

reggie: hurricane fiona has escalated into a category four storm as it leaves turks and caicos and now takes aim at bermuda. the storm has left a path of destruction, now blamed for at least five deaths in puerto rico, where it caused widespread damage and a massive power outage. as the island begins cleaning up, lawmakers in washington are calling for major improvements to the power grid. >> enough is enough. the puerto rican energy bureau must push not only to restore power, but to once and for all create a distributed, more resilient grid, and we will back them up. reggie: the u.s. aid department urged citizens to reconsider travel to bermuda due to the

storm's potential impact. the departed also authorized family mom is a government personnel to leave the island. kumasi: your voice, your vote. a brewing battle between governor newsom and some of his political allies over prop 30, which is on november's ballot. this would create a new 1% tax on californians making more than $2 million a year to provide funding for electric vehicles and charging infrastructure. san francisco-based right hailing company lyft has poured millions of dollars into supporting the bill, and left could benefit, and that is something governor newsom is concerned about. gov. newsom: it is a big tax increase that is proportionately benefits a few large corporations. there was one large corporation, a wonderful company, that is going to be one of the beneficiaries of raising everybody else's taxes. >> the fact that about 1% of the benefit might go to them doesn't worry me too much, if that means we'll all get to breathe cleaner air. kumasi: newsom's ally -- the

mayor is supporting the bill. he sees it as a benefit. another newsom ally is also in support of prop 30. reggie: happening tomorrow, and effort to find solutions due to the damage caused by wild pigs across the state. the california department of fish and wildlife will hold a forum to address this. we have seen the damage they can cause. the animals tear up yards looking for food, and they can be aggressive. mars event starts at 9:00 a.m. officials hope to learn more about the challenges people face because of the pigs and discuss solutions with scientists. a first of its kind recommendation on how we look at our health, coming from an influential doctors group. the u.s. preventative services task force is proposing that adults under the age of 65 we routinely screened for anxiety, talking about things like panic

attacks and phobias. it includes pregnant and postpartum people or get the task force made a similar proposal in april for children and teens ages eight to 18. anxiety disorders are among the most commo complaints, affecting about 40% of women and 1/4 of men. kumasi: san francisco residents now have a safe place to go in the area -- from wildfires. the state page to upgrade the ventilation systems to create an accessible space for residents to escape smoke. this logo you see on the screen is what you need to look for. it ended if i's other centers that will open up across the state. reggie: sometimes names can be decisive, and it looks like rudy's cafe is staying true to its name. the popular emeryville restaurant is set to reopen in october under new ownership.

show. good morning and welcome to wednesday comes up, 21st. -- wednesday, september 21. drew: today is the final day of wet weather in the forecast over the next seven days. live doppler 7 sweeping around, finding some light showers across the city this morning. certainly some light drizzle if you are headed to the airport this morning. you will likely encounter some rain this morning. what we are watching is some heavier rain working through antioch. here's highway four, hillcrest avenue, wilbur avenue. heavier showers working to the north this morning. on the storm impact scale, this is a level 1 we are tracking. spotty showers, some briefly heavy, and there is the chance of a thunderstorm. here is how the day plays out. a lot of cloud cover this morning. showers, the best chance over the next couple of hours. midday the chance fades. by the afternoon, we have a lot of sunshine and temperatures in

the 60's and 70's. we will go hour-by-hour and show you a warmer weekend on the way, coming up in a few minutes. reggie: four homicides within 24 hours. violence seems to be exploding in oakland this week. residents looking for solutions. abc 7 news reporter gloria rodriguez joins us with more. gloria: one person was killed near city hall in broad daylight as the city council was any meeting. during this violent 24 hours, it woman was shot and killed in the fruitvale district, and an hour later, two men gunned down. we have new surveillance video of that. i want to warn you, it does show graphic violence. surveillance video shows three men standing outside of a restaurant when a white car drives by with someone inside shooting multiple rounds. the muzzle flashes and bullets go flying. one of the victims was a 27-year-old. another, a beloved member of the

oakland islamic center. he was at the river nile market next door to the restaurant. gunfire at a bus stop outside of oakland city hall tuesday, interrupting the city council meeting. the area roped off as officers investigated. folks who live and work in oakland are frustrated i this violence. >> as i was walking back this way, i just heard gunshots. it was scary hearing the shots. this is broad daylight, 2:00 in the afternoon. i mean, really? it is not safe at all. in the afternoon, anytime, anywhere now. gloria: one of the two men died, the other rushed to the hospital. at last check, he was still alive. police did not mention what may have led up to the shooting and who was to blame. we have not gotten any word of any arrests in this case. the oakland city council president saying it was shocking and unacceptable, and that it is

not what should be happening every day. kumasi: thank you. today the federal reserve is expected to make another significant interest rate hike. this is another effort to slow inflation after that higher-than-expected consumer price index report last month. jobina: the goal of this is to bring down inflation and in turn bring down the cost of everything we buy from food to clothing, but the move will make it more expensive to borrow money, especially for things like car loans, mortgages, and credit card interest rates. the fed is expected to increase the key interest rate by 0.75 percent, but some analysts think they could go up to a full 1% hike, which could send the stock market spiraling. >> if they do, that would be a surprise to me and to markets, to investors. it would be a pretty bad day in the stock market. jobina: experts say it will take a little time to see if this hike provides relief. one bright spot right now, the

for rulemaking concerning advanced impaired driving technology in vehicles. mothers against drunk driving also added that drivers will not have to -- in order to get their vehicles moving, and if you are not impaired, you will not notice a difference in your driving experience. live from the bay bridge, lena howland, abc 7 news. reggie: monterey county residents are back on this morning after a fire broke out at apg&e battery storage facility. people in nearby areas were ordered to shelter-in-place. investigators say a tesla made lithium-ion mega battery on site burst into flames. the fire forced road closures, and tooting a stretch of highway one. fire fighters had to let the batteries burn at the storage facility for safety. there were some concerns about coccyx fumes. >> with our training, with -- about toxic fumes. >> with our training, we are to

let that battery burn and tech exposures around it. reggie: the monterey county sheriff's office says there may still be smoke lingering in the area for several days. all the roads are now back open. kumasi: an internal review of the fda's actions leading up to the baby formula crisis earlier this year finds plenty of blame to go around. a company snuff you in error, outdated technology, and poor communication worse in the supply shortage. interviewers found that inadequate processes and a lack of clarity may have delayed the agency response to contamination concerns in michigan. chief of the fda says the situation highlights just how little authority the agency has to compel companies to "do the right thing." reggie: cancer death rates in america are falling thanks to new treatment and improved screening. according to a new report from the american association for

cancer research, there are now more than 18 million cancer survivors living in the u.s. cancer deaths were down almost 7% between 2016 and 2019. h new anticancer medications have been approved by the fda. the report also mentions that new technology is aiding in technology -- is aiding and detecting early-stage cancer. kumasi: some changes are on the way. the state will drop its overall strong recommendation that everyone wear a mask indoors. it will now be based on levels of community transmission. where the level is low, the cdc guidance says people can choose to mask at any time. all but two counties are in low transmission. the new recommendations do not affect health care and long-term care facilities. no nyquil. the fda warning about not cooking chicken with the

kumasi: san francisco's central subway finally has an opening date. starting november 19, it will have a soft opening, and that means weekend rides be free through the end of the year. the full opening will be in january. the central subway was originally set to open in 2018, but faced several challenges during construction. the central subway is going to be open on weekends running for chinatown and going to the station at stockton and glenn. reggie: a nonprofit and a retail giant teaming up. rebuilding together silicon valley and lowe's are working
