this morning, crisis of crime is paralyzing the city of oakland and made desperate search for solutions. the violence exploded this week with four people killed within 24 hours. a person was killed near city hall on 14th and broadway yesterday afternoon. the night before, a woman shot and killed. less than an hour later, two men were gunned down outside of a restaurant on telegraph avenue. new surveillance video shows the moment the gunfire erupted outside the restaurant, we want to warn you it is hard to watch. it shows graphic violence. in this video, you see three men. they are standing outside the restaurant when a white car drives up. someone starts to shoot. you can see the muzzle flash, bullets go flying. friends identify him of the victims as a 27-year-old. the other, a 50 seven-year-old, was a member of the oakland islamic center and was at the

river nile market next door to the restaurant. >> we ran toward the scene. by the time we got there, we saw a man drenched in his own blood. i saw my son standing over his body, screaming and trying to do something. by the time we got there, he was already gone. kumasi: police believe there were multiple shooters inside the moving vehicle. no arrests have been made. reggie: in major development in the war in ukraine. russian president vladimir putin moving overnight to annex portions of eastern and southern ukraine. it comes a president biden is set to address the u.n. today. jobina: the white house is president biden will speak on a wide range of issues during his address, but his main focus will be on ukraine. >> he will offer a firm rebuke of russia's unjust war. countries cannot conquer their neighbors by force. jobina: in an address overnight, the russian president announced the partial mobilization of

forward. that can stop an intoxicated person from driving. if the recommendation is implemented by the national highway traffic safety administration, experts say it could reduce the number of alcohol-related crashes. one of the biggest causes of highway deaths in the country. the burst ends -- the push stems from an investigation your friends know -- near fresno last year. a drunk driver crashed head on with another vehicle new year's day, killing both adult drivers and seven children ranging from six to 15 years old. that is why the agency is considering the idea of passive alcohol detective systems, meaning drivers would be required to blow into a breathalyzer before hitting the road. they are looking into technology that could test their blood alcohol through touch. >> i look at this technology as it is part of a progression we see going electrical vehicles,

kumasi: welcome back. your voice, your vote. now, a brewing battle between governor newsom and some of his political allies over proposition 30 on november's ballot. it would create a new 1% tax on californians who make more than $2 million a year and would provide funding for electric vehicles and charging infrastructure. lyft has poured millions into supporting the bill, because they would benefit from it. that is something governor newsom is concerned about. >> it is a big tax increase with disproportionate benefits refugees -- a few large corporations. a wonderful company, that would be one of the beneficiaries of raising everyone's taxes. >> about 1% of the benefit might go to them do not worry me much, if that means val get to breathe cleaner air. -- we all get to breathe cleaner

air. kumasi: the mayor is supporting the bill. he points at 60% of emissions come from gas powered vehicles, so he sees it as a benefit. another newsom ally is also in support of proposition 30. reggie: the area around the washington monument is close because it got vandalized. some unused red paint to write see message -- an obscene message on the structure. it is unclear if he was targeting someone, we do not know his motivation. kumasi: bad dreams into middle age might be a sign of increased risk of dementia. it'll age people who experience bad dreams at least once a week or four times more likely to experience cognitive decline. elderly people with similar circumstances were twice as likely to be diagnosed with dementia. one possibility they found, bad dreamers with poor quality sleep could build up proteins that are associated with dementia.

if the researchers confirmed, this could lead to new ways to screen for similar cognitive disorders. firefighters in pasadena were able to rescue a blind dog that had fallen into a construction whole last night. the site had a 15 foot deep, three-foot white hole. -- wide hole. the dog found an opening in construction fencing and made his way in. his name is 13 years old and his name is caesar. his owner says he might be old, but he is adventurous and curious. he appeared to be all right, shook it off. had some dirt on him. went on about his business. reggie: i am happy to see the dog fine, i also see the trick. we just said something horrible. kumasi: look at the dog. reggie: if you have bad dreams, you might get dementia. but dog! i see the trick we pulled. kumasi: it always goes back to no sleep, that is what gets me.

significant interest rate hike. we know this is in effort to slow down inflation after that higher-than-expected consumer price index report last month. jobina: the goal of this is to bring down inflation and in turn bring down the cost of everything we buy from food to clothing, but the move will make it more expensive to borrow money, especially for things like car loans, mortgages, and credit card interest rates. the fed is expected to increase the key interest rate by .75%, but some analysts think they could go up to a full 1% hike, which could send the stock market spiraling. >> if they do, that would be a surprise to me and to markets, to investors. it would be a pretty bad day in the stock market. jobina: experts say it will take a little time to see if this hike provides relief. we do have one bright spot right now. the unemployment rate remains very low, still under 4%. reggie: in the coming years, new cars could soon include features that check alcohol use. the ntsb is recommending all new

will not impact your driving experience. live from the bay bridge, lena howland, abc 7 news. kumasi: thank you. new developments this morning. for the governor ron desantis is responding to a new lawsuit, this one accuses him of flying migrants to martha's vineyard last week under false pretenses. a group of venezuelan migrants filed the suit. they were told the plane was headed to boston or washington, d.c. where they would get access to legal assistance, housing and other resources. it also states some migrants were given $10 mcdonald's gift certificates so they would gain their trust to board the plane. governor desantis's communications director released a statement stating in part, "florida's program gave them a fresh start in a sanctuary start. the individuals opted to take advantage of chartered flights to massachusetts." reggie: monterey county residents are back on this morning after a fire broke out at a pg&e battery storage facility. people in nearby areas were

ordered to shelter-in-place. investigators say a tesla made lithium-ion mega battery on site burst into flames. the fire forced road closures, including a stretch of highway one. fire fighters had to let the batteries burn at the storage facility for safety. there were concerns about toxic fumes. >> with our training, when a battery gets involved, we are told to not extinguish the fire. you're told to let the battery burn. reggie: the monterey county sheriff's office says there may still be smoke lingering in the area, the roads are back open. kumasi: cancer death rates are falling thanks to new treatments and improved screening. there are now more than 18 million cancer survivors living in the united states. cancer deaths were down almost 7% between 2016 and 2019, and eight new anticancer medications have been approved by the fda.
