minutes, but now there's a plan in the works bart's second transit bay crossing, but it's going to alleviate crowding on the bart system in the core. the first conceptual renderings are now online to see connecting the southern part of san francisco through alameda into oakland. it's part of a massive project called link 21, which will allow bart and amtrak's capital corridor and regional rail partners to connect travelers all across northern california transit leaders. explain. what's in the 29 billion. proposal said to be finished by 2040. it's going to include two different types of rail technology. this is a proposal to build a rail crossing between oakland and san francisco. it would be a second crossing for bart. we're exploring possibly stopping at new stations in oakland, possibly an alameda that don't exist today. it'll take two decades to build

it's been several weeks since san francisco began cracking down on street vendors requiring them to have a permit to sell at the 24th street bart plaza city officials. say the program is working and what we saw today seems to confirm that except that as abc 7 news reporter liam melendez witness. it's the so-called backpack peddling that is proving hard to stop leanne. that's right. so we went we saw and the program i have to say is having some success. but it's those backpacks who shoplift and almost immediately try to sell the items on the street. they and those who buy the stuff and try to resell them continue to break the law and continue to be a challenge to law enforcement. the corner of 24th admissions streets has always been bustling with people selling goods after the city demanded permits. the sidewalks now seem less crowded to date the city has issued 49 permits in almost all

automatic response since may christina lasso and her team have been trying to get a response from brown paper tickets the ticketing platform. they've been using for over a decade this company owes them over 14,000 in show proceeds. so several months without getting paid. how is this impacting your nonprofit a lot? i mean, it's a substantial chunk of our income brown paper tickets easy seattle-based company musical theater works file. they complaint with the seattle branch of the better business bureau and then took it a step further and we also reached out to the attorney general of washington turns out christina and her team are not alone joel hoffman with the santa rosa non-profits compassion without borders recently gathered taking money. me after a year and eight months of waiting on brown paper tickets they held on to $20,000 in ticket proceeds for us. i kept emailing. him saying where's my money? where's my money this bay area comedian. had to wait a year for the proceeds of one of her shows for

me to get my 281 in 2020 the washington state attorney general filed a lawsuit against brown paper tickets last year. they announced an estimated 45,000 event organizers and others would receive a total of approximately 9 million dollars from the ticketing company, but even after that lawsuit this year alone the better business bureau has received 162 complaints against brown paper tickets on the bbb's website. they have an f rating. we're seeing that on the business side. maybe it's a business as in this case that host their production with selling tickets through brown paper tickets, and they did not receive those funds when those once those tickets were sold, but we're seeing it from the consumer side as well. we've reached out to brown paper tickets and did not get a response now other nonprofits and small business owners are banding together in search of a solution. i say just stay with it. don't let brown paper ticket.

reporter dustin dorsey. spoke with a local physicist who is part of the team. what would we do if an asteroid came hurtling down towards earth? it's a movie script that we've seen play out many times, but believe it or not. there has never really been a proven plan on monday that could all change with the dart mission. the dinosaurs didn't have a space program to help them know what was coming, but we do and so dart represents an important progress in understanding how to protect avoid potential hazards in the future and how to protect our planet dart stands for double asteroid redirection test and it represents the first ever planetary defense test just a test. no asteroid is coming towards earth but seven million miles away at nasa autonomous spacecraft will try to move an asteroid name diemorphous off orbit. our dart spacecraft is going to impact dimorphos at a speed of 14,000 miles per hour changing its speed by perhaps a percent

or so and changing the period of that orbit lawrence livermore. national laboratory as part of the international team on this mission they have created models to see what will happen once impact occurs and how the deflection impacts the pattern the big questions are. when the spacecraft runs into the asteroid, what kind of created are we going to make how much material might come off which is the the big question that's important for understanding this for defending the earth questions. we should have answers to come monday seems like a sci-fi plot, but a smaller asteroid did crash into earth in 2013 causing around 1500 injuries in russia. so if there's an armageddon scenario in the future this test could prepare us. these are real hazards. and unlike a lot of natural houses like this. we can actually do something about this if we plan ahead and so it's really exciting that we're actually doing that we're testing these ideas that we could use to avert a real disaster if if it was to come up you can watch the potentially world-saving test play out live

reporter. ryan curry looks into that program how it works and whether it could be used in oakland. attorney general rob bontes said this week, california and the city of oakland can do better when it comes to stopping gun violence. is solution san diego that city has a restraining order program that takes guns away from people who may use them for harm the oakland city attorney's office can implement that now i i think should that will help prevent gun violence from happening in the first place the way it works is people can approach the city or police to investigate someone who may cause harm using a gun that person then would appear in civil court a judge then can stop a person from having or buying a gun for at least a year if they deem that person to be a threat to themselves or others. it is part of a state legislature but cities need to implement the law at the civil level. they could address situ. ations for someone who is a threat to themselves or to others. that are guns can be removed. therese. timer is with san diegans for

gun violence prevention. she says san diego has implemented the laws for several years and she says it is kept people safer. there are times with domestic violence threats with threats in the workplace. there are a variety of examples where violence has been averted through the use of this law the abc 7 data team compared the number of homicides between the two cities through june of this year oakland had seen 54 homicides while san diego has seen 30 that is 12.8 homicides per 100,000 people in oakland and only 2.1 in san diego hands on weapons. they're gonna use it. lisa hill is a criminal justice professor at cal state east bay. she says two things come to mind when looking at oakland's crime problem. hi motion. and too much accessibility gun accessibility and when you put those two together you're gonna get weapons. violations you're going to get shooting oakland. this week has seen four
