crews are working in the track way. they are methodically going through a checklist and by the process of elimination are working to diagnose and fix this problem. passengers were stranded this morning inside the tube as we mentioned for a couple of hours in the dark abc 7 news reporter ryan curry spoke with passengers on that train about their experience. a crowded west oaklandnd station friday full of people confused about what is happening with bart on friday morning a train lost power in the trans bay tube video from a passenger shows the entire train in pitch black darkness. it was very horrifying and horrible experience for everyone mossiolini was on the train. he says he was there for what felt like multiple hours initially. they told us there's a technical problem, but we take for more than two hours with no power on it and the old people were screaming because of the oxygen deficiency parts is passengers were taken to west oakland station, and they were able to

de-board there. they moved to single track service through the tube after but alini says many on the train we're starting to panic i was scared like it was my first time experience. there's horrifying like things, you know underwater with no oxygen with no plan and no update even the board operator said hey, i don't have anything else to say to you guys even with single tracking. stored here at west oakland station. this has been the theme pretty much the entire day a large crowd of people unsure about what the schedule actually is no idea when i can get to work no idea how i can get paid. i live paycheck to paycheck. so that's rough. yvonne perez was one of the many people at west oakland station upset about how to get into the city. it's like my app never matches what it is up on here and like i just have i called out. i just had to call my right now so you know, it's frustrating according to bart a failsafe system shut down a substation. this comes after barden amtrak unveiled a plan to hopefully build a new transbay tube in the

self-defense. another person was shot as well. the councilman also tells us there were other suspects who did get away. gets a new development here with the poisoning of several people at a senior living facility in san mateo through a lawsuit that's been filed against atria park. we've learned a second person has died 93 year old peter schroeder last month at least three residents were given dishwashing liquid instead of juice one of the residents at 93 year old trudy maxwell died within days. the incident is currently under investigation. but facility officials say it was all a mistake. course we're digging into this story. we'll have much more coming up tonight on abc 7 news at five. new concerns from health experts as we head into the winter as covid cases and hospitalizations remain top of mind. there is worry that the flu could make a brutal return abc 7 news reporter zach fuentes spoke with doctors about the problems. predicting and how you can stay safe. it's been a very long pandemic and now many covid restrictions are being rolled back.

but doctors say they're expecting a strong flu season. so we anticipate a much higher volume of patients that come into our emergency departments. there will be a rise of cases for those vulnerable populations, which also include the elderly population and the very young there will be increased hospitalizations and increased deaths during the flu season between september of 2020 and may 2021 the cdc reported that of the more than 800,000 influence a test done in the us only 1,600 came back positive. that's point two percent one main possibility they credit for the improvements are covid-19 precautions, like mask wearing reduced travel and social distancing, but those mitigation measures aren't the same this year. there's less masks social distancing has come a thing of the past for the large majority of the population in the country. and of course in the bay area infectious disease specialist dr. peter chin hong says part of why health experts are especially concerned this season is because of what's happened in

rental prices have come back and they're not fully back, but they will be back very soon neil candlas of the san francisco-based candlas brothers studies the bay area real estate and rental markets sellers cannot get the numbers that they want to sell their home. and buyers affordability has significantly changed with the interest rates nearly doubling within the last year once buyers are now going to be renters purchasing power to buy a home has dramatically shifted in the bay area a new report from redfin shows luxury home sales have plummeted 28% across the country, but the decline is twice as severe in the bay area where luxury homes are priced in the multi-million dollar range estimated to be in the top five percent of the market oakland reporting the largest decline among the country's 50 most populous metro areas a 63.9% drop, san jose. not far behind with a 55% drop. we know the whole housing market is cooling redfin's deputy chief

economist taylor moore says, it's possible the cool down may bring some relief to the rental market, but it won't be anytime soon. the knock-on effect is actually that owners of these housing units don't want to it for sale in a really cooling housing market and so they're listening out for rent. so that supply also is following that demand which mitigates some of that impact on the rising rents more says that's not expected to happen for at least six months assuming rising interest rates continue to weaken our economy and push the country even further into a recession by the spring of next year. now canada says rents in san francisco oakland and berkeley are still down around 3% compared to pre-pandemic rates and in san jose sunnyvale and santa clara's rents are down just over 1% from pre-pandemic but factor in these impacts and they say that could change in a mere a few months from now again, larry that change protected to be up to a 10%

moving forward finding solutions. this is abc 7 news. as you know abc 7 news is committed to building a better bay area and one of the issues we've been covering a lot lately is san francisco's effort to try to crack down on those illegal street vendors by creating a process for legitimate vendors to get their permits. it seems to be on okay, but the so-called backpack bandits are still showing up. these are people who quickly sell items that appear to be stolen. you likely saw it here at 4pm yesterday abc 7 news reporter lee and melendez went to the 24th street bart plaza in san francisco, and she talked with some of the newly permitted vendors and to a couple of vendors who didn't seem to have

the world today. it is the most watched video ever on ourbc 7 bay area tiktok. now leanne has been at the forefront of covering stories like street venting of apparently stolen goods in the mission and clearly not afraid to show us what is happening. remember the video that this went viral worldwide as well in walgreens shoplifter just cycling right out with a bag full of stuff and we said, you know, it went viral a lot of these have these issues though. they're all tied together and touch on the broader issue of safety and security hearings to help build a better bay area and leanne is here live with us in studio. now you are really bold. so you're just walking up to people with the mic and you know, like some of these people are you know, yeah, a little shady. yeah, there's always a little concern there. but you know, i think it's important to tell people what's really happening in the bay area and specifically there. so, yes, we found people vendors who are making ends meet some

people say but and and they've received a lot of help, you know, not only from the city but also from the cayeventy quadro a cultural district they have received monetary help and also, you know because the permit costs 430 dollars, but most if not, all of the fees have been waived and that's why the city is saying hey, the permit process is working and believe me it is but i can assure you that a lot of the people who are still selling goods without a permit. are moving very quickly in and out and using drugs. no doubt one guy. we saw was in a wheelchair. he was selling a few items in front of him, and he was clearly passed out. and then there are those larry like you mentioned they shoplift the bring they bring the items to these vendors with the tags. you saw that still on there. they try to sell them again very quickly and they do it for only

a few bucks to get that next hit. so that's what we saw. we saw the ones who are legitimate. they finally got the permit they're proud to show it and then you have the other ones who move very quickly and i don't know how the city is going to resolve this issue. it's very hard. it's really brazen obviously is the one in the guys like yeah. oh, this is just what we do inside. yeah part of everyday life. let's bring an abc 7 news insider film. it's here to get into this conversation phil city officials. they know what's happening with the illegal vendors and despite that they feel the new vendor permit process is working. so, how do you define this with a measure of success when you know, leanne goes out and she sees people with obviously stolen store tags are right on there. being sold out of their backpacks. well, let's get honest about it. it depends on what your definition of success is if the goal was to get that plaza so it wasn't just a thieves market where everybody was in their crammed in there, and it was a dangerous place and that to the point where they actually had to

fence it off. it's been a success because people are not staying there. they're not taking up the space. it's not inviting more trouble and it's not visual for the rest of the world to see unless you're leanne and you get down there in the nitty-gritty if it's about stone and merchandise and trying to control that and the theft from the walgreens that we've seen and other stores and then being sold on the street that hasn't changed and i'm going to tell you something you might find this a little odd or shocking but it's written right into the ordinance about permits that if you confront someone with possibly still in goods, they have the option of just picking them up and moving on and they will be untouched so you have simple okay water seeks its own level. they now come in sell and move that's it. it's helps the neighborhood look better. it's easier on the bart station, but the stores that are being robbed are still being robbed. well, it makes it almost impossible for the stores and for law enforcement. i mean if you just go down the block, whatever. i don't know how you stop that

but leanne the video from the bart plaza. i mean, it's like full circle for you because you started with a walgreens and that went viral and it seems like all these videos are going viral, but yet people selling the same kind of items that were stolen from walgreens on city streets. that's right 100% i've never seen so many, you know bottles of shampoo bottles of conditioner, you know, toothbrushes toothpastes and nobody has a bill of sale and that's what they're asking. well, where is your bill of sale after they ask where is your permit and you know phil touched upon this a little bit and i want to elaborate a little bit, you know when the legislation passed the board of supervisors, they were very clear. they said that if a police officer or inspector comes up to that person and ask for the permit and the person doesn't have the permit then like phil said they are asked to move and they can leave no consequences. they move on now if that person

doesn't move and is there let's say an hour later then that person will be issued what is called a notice of violation, which is basically a warning now. this week. i was told that so far only one notice of violation. had been issued in san francisco one and so but i wcay ofik thehl beed they have issow you should dogain,'re saye job, but you know, there has to be a more efficient way of doing this. i feel put a bow on this for us. what does it mean for brick and mortar stores in san francisco if this continues it means less of them. that's the bottom line larry between the rising costs and doing business in san francisco labor costs, and now this and the the people don't feel safe in their stores when the thieves come in and take it.

we have our fall cutter grip drink, which is just about the fog fest and that's just our unique drink. we fill the glass which is the rocky coast. we add the rum, which is the crystal clear sky. we add melon liqueur. which is the green rolling hills, we add the seven up. for the spray of the ocean we add the sweet and sour for the kiss of the fog and then we float with a slow gin for our beautiful pacifica sunsets. that's just our unique drink, although we will have other beverages at the fog fest along with lots of food lots of arts and crafts fenders. we have a fog jog and we have a fun fest on sunday. that's for the families. we kick it off saturday at 10 am with a parade. she's been in the praise for 90s. okay, you got pictures. it's just been a wonderful silly

thing for a bunch of people to do so, i thought groucho glasses would be easy for everybody and then we had a theme every year and so we started 1996 so i concurred anything into a groucho mobile as far as you know, bringing people into the city and putting heads and beds in the hotels and everything. this is a huge event for for the community. it is such a wonderful feeling and pacifica and it's it's just the time where we all can. enjoy seeing each other you see everybody that you know on the street is up and down the street at palmetto there's bands and it's a wonderful fundraiser for people and it's always sunny. on this particular weekend the last weekend of september. wow, looks like fun that drink. she had me at the rum fog fest is tomorrow through sunday in pacifica from 10 to 6:00 each day. that'll do it for abc 7 news at
