moving forward finding solutions. this is abc 7 news. a deadly shooting in the east bay. this marks the eighth deadly shooting this week in oakland. good morning everybody. it's sunday september 25th. i'm liz quarry. it's good to be back with all of you. and let's start as always with a quick look at the weather with meteorologist lisa argent lisa feels like summer right now. yeah, it might to you even gone forever. good morning everyone. yes, you're absolutely right, you know our sea surface temperatures have come up a little bit with the south wind. and so that means that we're warmer overnight, but we do have a little bit of that fog that came back and earnest yesterday visibility right now half mile up in santa rosa and the coast with the low cloud deck is mild or you can see 56 half moon bay 54 and pacifica. we were 48 at this time yesterday, and there's the fog from santa rosa petaluma and san

rafael so good visibility here san francisco with plenty of 60s right now in low 50s to the north. so by the afternoon, we're climbing once again through the 70s and 80s bayside in inland. we'll have that autumn wharf but at the coast we're cooler only partial sun there with some bre. winds in the mid and upper 60s half moon bay in pacifica. so we have initiated a slight cooling trend at the coast. we'll talk better about more cooling overspreading our inland valleys coming up liz. all right lisa. thanks developing news in the east bay another deadly shooting in oakland police. say a man from san francisco was shot and killed last night. they say they found him lying on the ground on camden street near 62nd avenue. he had been shot at least once and died at the scene. please say officers found this man after responding to a shot spotter alert shortly after 6pm his death marks the 8th deadly shooting in oakland just this week. it comes after another man was shot and killed in oakland on friday night. this one happened in a residential neighborhood on east

street just before nine o'clock investigators. say the victim lived in oakland. they have not released his name. we are waiting on an update on what may have led to the shooting including any possible arrest, please chief long armstrong says, it's been a tough week in city of oakland. and tomorrow to bay area high school principles one from san francisco and one from richmond are expected to come together to talk about what happened friday night after a football game was canceled. san francisco parents were worried about their kids playing in richmond. so the game was a no-go abc 7 news reporter on hassan has the story. the football field at richmond high has been empty since friday, which was supposed to be the school's first home game, but the opposing team decided not to come it means that students who have been working very hard to build up their football program did not get the opportunity to compete in their first of the year. this sanders is the director of

communications at west contra costa unified school district, richmond. high was supposed to play the team from san francisco's galileo academy of science and technology, but according to sanders richmond's football coach. simply got a notification on thursday without any discussion that galileo was in coming because the parents concerns over safety pacific instance that we're cited were not at richmond high school one was an incident that had occurred outside of a different high school enrichment in 2019. galileo has played richmond before but never in the city of richmond abc 7 news did reach out to the coaching staff and administration at galileo. they did not return the requests for comment. but in an interview with our media partners the san francisco standard galileo's football coach said quote i spoke with their principal and he explained that the recent incidents had been at other schools in their district, but that didn't convince our parents. we would want to have a conversation about any parent safety concerns that there are we would want to be able to share our safety plan and also dispel any potential rumors, but some say the forfeiture isn't

just about it football game. it's also about a community and these students galileo is in a wealthy part of san francisco richmond high is an associate economically depressed part of the city and almost 90% latino the district admits that raises concerns, i think the optics are concerning and problematic and so our disappointment. includes concern that there are some optics here that are problematic sandra says richmond high school's principal will reach out to galileo's principle on monday to have those conversations. we want to make sure that this does not say to our students is that they have any less of a right to compete in a full high school experience because of the community that they come from enrichment on san hussain abc 7 news. protesters rallied in front of san francisco city hall saturday morning calling attention to the death of a 22 year old iranian woman.

they chanted her name as you hear their masa. amani participants expressed anger and demanded justice for her death, and he was arrested by the country's morality police last week after being accused of wearing a loose and improper head covering authorities. say she died from a heart attack, which many people are not agreeing with protests have erupted now across the bay area and globally calling attention to iran's mandatory hijab laws. another rally is set today this time demonstrators will be gathering in san francisco's union square on the corner of geary and powell. the protest is expected to begin at 1 pm. an organizers say their protests is about denouncing the iranian regime and its president for the systemic and ongoing killings in iran. right. here's a live look right now at the golden gate bridge. that's where a solidarity protest is set for 11 am people plan to form a human chain across the bridge they say they

will link arm and arm and stand in unity for two hours. just one of the many powerful displays in the bay area set for today to demand justice for masa amani. smoke in chard memories are all that remain of a legendary san francisco sports bar, which was heavily damaged by an early morning fire on saturday the double play bar and grill first opened in the outer mission district more than a hundred years ago a hangout spot for baseball greats and first responders abc 7 news reporter quinoa bernard spoke devastated owners and customers looks like i guess don't believe it. i see what i cannot believe it. but seeing what's believing for rafael hernandez owner of the double play bar and grill at 16th and bryant streets where debris liters the sidewalk charge shares and bar stools the san francisco fire department says the fire early saturday destroyed most of the bars interior leaving rafael emotional and almost speechless right now. i don't my i don't know.

my dad took over in 2008, but he started as a dishwasher actually in 1988 son hernan hernandez. mendoza says the family owned business was more than a bar. it was an institution which first opened in 1909 the bar chock full of sports memorabilia and autographed pictures of players all the appreciate they gone they're gone. they gone the double play was the original hangout for players and fans of the san francisco seals pacific coast league and their stadium used to be right there seal. stadium would later become the temporary home of the san francisco giants. that's where the steel stadium actually was and that's where most players came over really pictures after games before games. they would come in and have a sip really me. i go straight. longtime customers are crushed even former owner james gigi fearucci came to pay respects all the member of media of this

make a single affordable home in san francisco according to the chronicle news state housing funding applications are reflecting the same skyrocketing building cost scene across the bay area researchers say that the rise is worsened by workers shortages pandemic era inflation and the bureaucracy of and unpredictable approval processes. meanwhile competing ballot measures will detmi in november how to streamline affordable housing developments. caltrain rolled out their new fleet of electric trains saturday in san francisco. this is part of an effort to electrify the rail system to reduce noise and greenhouse gas emissions 19 electric train sets will replace diesel-powered trains the new trains come with new amenities from enhanced storage spaces comfort and a quiet ride. our train system is leading the way the fight against climate change will not be won with minor reforms and symbolic gestures, but with bold efforts like the one that we recognize

today. the new sustainable fleet will reduce co2 emissions by 97% creating the new state of the art fleet has generated up to 30,000 country. in the north bay a push to protect busy highway 37 from sea level rise in the coming decades is taking a big leap. caltrans is prepared to recommend building a four-lane causeway along the 21-mile corridor to replace the current highway. it will sit 30 feet high and might include a bike in pedestrian path and a smart train track the price tag six to eight billion dollars it could take decades to build two sea level rise is threatening to flood the highway regularly though starting in 2040 the final draft of the caltrans study comes out in december. the sport of curling has found an unlikely home in east oakland known much more as a midwest or canadian sport, but it's starting to pick up in popularity now on the west coast abc 7 news reporter tara campbell was in the east bay and has the story.

and with the clank of a rock the sport of curling is sweeping into east oakland. it's been a long time dream for i think many people in the curling community in northern california, you know having the first dedicated ice facility here patrick tabuchi and his husband our long time members oa curling club. my husband and i start curling in 2003 and 2004 in san jose windows 20 people on the ice watching the club grow to where it is today and seeing this beautiful facility open up is just a moment to say for all of us. it took a ton of volunteer work. it took a lot of donations and people willing to believe in us and lend us money. it takes something that we'd love to talk about which is the spirit of curling. it's about a lot more than the curling here. it's about the community. how did you stumble across curling? it's not the most common sport.

that's very true. that's very very true. it's i have to give credit to my husband patrick who decided would be something fun we could do together got started first just by watching it on the olympics and thought it was, you know, different and interesting sports and you know, i really like the strategy part of it this building and this facility where we landed is just it's just amazing for us. it's great. it's close to public transit. our neighbors are amazing. i've caught the curling bug that oakland city council member treva reed. this is one of those sports that honestly it's rooted and kindness it's rooted in being polite is you rooted and just using your voice to like help dweep towards goa andlongsi in addition to funding this facility countless hours go into maintaining this ice all done by volunteer if you look at the texture of our eyes, it is pebbled as we say and it has a texture that allows our rocks to glide and curl and this

organizing more unique events like these are essential to the neighborhood. happening today if you love jazz, you may want to head to the coast musicians from all over the world will be playing at the 65th. annual monterey jazz festival. fungus continuously running jazz festival in the world today is the last day of it. it's been going on all weekend with 40,000 people expected to attend. this year's festival includes all outdoor stages more than 300 artists will be performing at the monterey county fairgrounds. should be a fun thing to go to lisa. and what's the weather going to be like this weekend? you're right. i got back and i was expecting it to feel a little chillier than it was. yeah this time of year. well, you know september and october we begin to feel our summer settle in and yesterday really was warm until that onshore flow. the southerly winds actually returned early afternoon, and that brought the fog back to half moon bay and temperatures cooling down at the coast with that seabreeze, but overall we were certainly warm again inland and that warmth continues for inland valleys today and around the bay but not as warm as it was yesterday. we had a 90 on the peninsula redwood city and you can see the low clouds and fog this morning

are banked up along the coast especially up in the north bay and right around here san mateo versus where they were yesterday just totally pulled back and they were south of monterey, but this fog is dense here. so be careful if you are headed out and as we look at the current numbers, you'll see the 60s. so a feeling a little bit more in some spots due to the warmer temperatures off the coast there right around 60 degrees right outside the gate there 62 and mountain view. it is 60 in san jose and looking at the numbers from the east bay in the low 60s. danville livermore's at 60 and there is the fog santa rosa petaluma and that ocean temperature pretty mild now look outside from our roof camera here where the visibility doesn't look too impacted, but they're certainly is the fog out there and it is dents where we do have it. so keep that mind. otherwise another warm fall day on the way around the bay inland not as warm as it was yesterday, and we'll have those temperatures coming down closer to average tuesday and wednesday looking like thursday will be a little bit warmer than bringing

the numbers back down again as october arrives this time next weekend. i should say saturday as we look at the low cloud deck notice. it pulls back three o'clock in the afternoon. we're a but if you're headed to the coast only 60s here in some partial sun, but as we get into later in the evening hours look at the advance of the low clouds and fog all the way into our inland valley. so looking at a gray start for your monday and then temperatures finally in our inland valleys coming down a little bit and here's a look at that monday forecast if you low 90s, but you have to get all the way out towards fairfield west sacramento. otherwise, we're in the 80s and try to find the changes from tuesday in the 60s and 70s to mid 80s inland to wednesday. really not a whole lot of change so it's going to be comfortable as we continue the first part of the upcoming work week and then it looks like that thursday temperatures coming up a few degrees. how's today? then 80 san mateo. maybe mid 80s you head towards redwood city 72 in richmond 92 in livermore. so that's a warm day for you,

but we're down about four or five degrees in the south bay, san jose 86 with some upper 80s, but well to the north around santa rosa the accuweather seven day forecast, so got that warmth far inland mid-90s around 80 around the bay and then looking at 60s co-side the wide range for monday, but more fog to wake up to and then breezy and cooler tuesday wednesday, perhaps a few degrees of warming thursday and friday. so really a nice setup for the week ahead. although it's dry and it looks to stay dry. into the next week as well. all right, lisa. sounds good. thank you. just ahead. then the shocking moment a car nearly hits a little girl in a san mateo intersection the city now trying to make that crosswalk safer for drivers and pedestrians.

it shows the moment and suv nearly hit the little girl in the crosswalk abc 7 news reporter amanda del castillo breaks it all down. jason hong's dash cam was rolling as she stopped to let this family cross franklin parkway and bays road in san mateo watch closely as the three enter the crosswalk that dark suv ripping the child scooter from beneath her just a few inches a few moments from what could have been an even more profound tragedy if it had been, you know a few seconds later. she could have gotten seriously injured still my heart kind of pounds every time i kind of think back to that moment. the girl's father tells me his daughter is doing great though. the family is understandably shaken. i'm also told to driver return to the scene and spoke with police a report was taken and san mateo pd's traffic unit is investigating hong. captured the footage last wednesday and other residents say this is just one example of the close calls that have happened at this intersection issues neighbors say they've alerted the city too for years. we've been writing emails.

we've been speaking at city council meetings, and i think now this video finally triggers some some actual real action pd says they've responded by increasing area patrols. we are monitoring the traffic in that area so that we can continue to be proactive and make sure that that area continues to be safe for the residents and pedestrians and other motorists city manager drew corbett releasing a statement reacting to the harrowing video staying in part this inexperienced driver clearly failed to stop for the young child in the crosswalk when something like this happens, we have to ask why going on to describe how the city is taking immediate action officials have temporarily removed a lane of traffic on a section of franklin park way. they'll also be adding an additional pedestrian crossing beacon to improve visibility. we ask the city about long-term goals. they say they're looking at weather always stop signs can be installed at this intersection meantime, they say a traffic study is being conducted as the

every visit. every day. moving forward finding solutions. this is abc 7 news. good morning, everyone. we're going to start this half hour with another check of the weather. so let's get back over to lisa arjen. hey, lisa. hey, liz, good morning, too. we had some subtle changes yesterday in terms of some southerly winds that brought that fog pack to half moon bay. otherwise it has filled in right along the shoreline. it's dense there elsewhere mild was 62 in walnut creek with upper 50s, pleasant hill and numbers in the low 50s with some low clouds and fog from petaluma to santa rosa and temperatures

this morning are little milder at the coast. so as we look at that visibility, it is certainly reduced in the north bay. and as we go through the next several hours, it's a quick warm-up again for bayside in inland communities with 60s and 70s by eleven o'clock and one clock in the 80s so that i'm sure flow not reaching our inland valleys will be warm again. with some low 90s surround danville, i should say more like fairfield maybe about 89.90 in danville and 80s on the peninsula. so we'll talk further cooling to start the work week and a few minutes liz. all right lisa. thanks developing news in florida at tropical storm. ian is rapidly intensifying there. it may hit the state as a major hurricane soon abc's morgan norwood reports on the preparations underway right now. they're out of water folks no water this morning the state of florida under a state of emergency residents scrambling to prepare as tropical storm. ian takes aim the least it makes it hard for the people that just

the province right now the cleanup just now beginning our government is standing ready to support provinces with any necessary resources morgan norwood abc news, orlando. now to the economy after stocks took a major plunge this week economists are concerned about a global recession in an effort to curb inflation. the federal reserve has raised interest rates. again, abc news reporter deirdre bolton has more stocks tumbled friday the dow jones closing down almost 500 points finishing below 30,000 for the first time since june 17th and at its lowest level since november 2020 s&p 500 shedding more than four and a half percent and the nasdaq down more than five percent energy markets also taking a big hit oil prices fell following a series of interest rate hikes around the world many investors and economists are concerned. we may be heading for a global recession which would lower fuel demand us crude closing below $80 a barrel.

it's lowest level since january of this year the market turmoil comes as the federal reserve continues its efforts to curb inflation raising its benchmark interest rate three quarters of a percent earlier this week. we have got to get inflation behind us. i wish there were a painless way to do that there isn't this marks the fifth time this year. the central bank has raised rates making it more expensive to borrow money the hope is that demand for goods and services will cool. and therefore temper inflation americans paid 8.3% more for goods in august compared to a year ago rising interest rates are bad news for home buyers the rate on a 30-year mortgage now double what it was in january now above 6% the housing market doesn't do well in a interest rate environment and that's because consumers are relying on mortgages in order to become a homeowner and what we've seen since the start of this year. is that millions of americans have now been priced out of home

house national security advisor, jake sullivan sits down for an exclusive interview to discuss the escalation by russian president vladimir putin and to explain how the united states may respond. you can watch the full interview on this week with george stephanopoulos at 8:00 this morning right here on abc 7. all right in san francisco a musical theater company says that the ticketing platform they've been using for over a decade hasn't paid them from their proceeds of their latest show abc 7 news reporter loose pena spoke to musical theater works and the better business bureau, which confirms there are multiple groups waiting to get their money back. this is a story you'll see only on seven. after a week of the accelerating show the music man by the san francisco non-profit musical theater works their team realized their proceeds had not come in. we've reached out at least a dozen times and gotten the same automatic response since may christina lasso and her team have been trying to get a response from brown paper

tickets the ticketing platform that been using for over a decade this company owes them over 14,000 in show proceeds. so several months without getting paid. how is this impacting your nonprofit a lot? yeah. i mean, it's a substantial chunk of our income brown paper tickets easy seattle-based company musical theater works file. they complaint with the seattle branch of the better business bureau and then took it a step further and we also reached out to the attorney general of washington turns out christina and her team are not alone joel hoffman with the santa rosa non-profits compassion without borders recently gathered taking money. after a year and eight months of waiting on brown paper tickets, they held on to $20,000 in ticket proceeds for us. i kept email and i'm saying where's my money? where's my money this bay area comedian. had to wait a year for the proceeds of one of her shows for

me to get my 281 in 2020 the washington state attorney general filed a lawsuit against brown paper tickets last year. they announced an estimated 45,000 event organizers and others would receive a total of approximately 9 million dollars from the ticketing company, but even after that lawsuit this year alone the better business bureau has received 162 complaints against brown paper tickets on the bbb's website. they have an f rating. we're seeing that on the business side. maybe it's a business as in this case that host their production with selling tickets through brown paper tickets, and they did not receive those times when this once those tickets were sold, but we're seeing it from the consumer side as well. we've reached out to brown paper tickets and did not get a response now other nonprofits and small business owners are banding together in search of a solution. i say just stay with it. don't let brown paper ticket. take your money in san francisco. spina abc 7 news alright, so i had on abc 7 mornings.

humpback. whales red for our fin whales but now a new system is being deployed to protect whales transiting the coast and bay area waters. it's known as wales safe developed by a partnership including the benioff ocean science lab and uc santa cruz the bowie base technology was unveiled today at a virt. event, so today is announcement of the new benihoff funded buoys. that will will help us reach our goal. they say artificial intelligence helps enable an acoustic monitoring technology the system couples that sound data with whale habitat models and recorded whale sightings. the result is a kind of crossing guard system for whales where the shipping companies researchers and even the public can monitor vessel speeds and whale interactions and coastal waters. so having a complete understanding about the presence of wales year-round will give

certainly will be some gray areas to start out as we look for the dense fog near the coast parts of the city and then a warm fall day again inland. we're going to see numbers come down into the 80s though and lota mid 80s around the bay shore and looking at that cooling right along the coast but by tuesday wednesday, it's becoming more widespread the onshore flow maybe a few extra clouds. and feeling a little bit more like fall. here's a look at tropical storm in winds of 50 miles an hour gusts to 65 and this is going to intensify quickly. it continues to move to the west-northwest. now the water temperature here is 75 to 80 degrees and that's what fuels the hurricane to make it quickly a category one at 80 miles an hour by tomorrow morning and look at the track western cuba and see some issues here as it quickly intensifies to a category to then a category 3, so we're going to see a storm surge flash flooding and then the track looks to take it into parts of western florida the gulf of mexico here as a

category 4 and this is for the middle of the week. so it's going to really bring some trouble perhaps around louisiana and with those water temperatures the ocean at about 80 degrees. it is certainly a ripe for intensification there 86 in san jose today. that's four degrees cooler. so our temperatures and our climate very stable and nice. for the next several days 82 in sunnyvale santa cruz dropping about eight degrees. so we'll see temperatures from the low 70s there and numbers coming down at least five degrees here redwood city 85 83 in palo alto and you got the fog and low clouds at the coast with some mid-60s there talking about half moon bay, maybe 66 and as he head towards san francisco near average at 72 up in the north bay still some warmth for you, but not as hot. we've got upper 80s to low 90s for you in calistoga, santa rosa, san rafael still in the 80s, but you'll perhaps feel that breeze late in the afternoon and heading to the

east bay air quality moderate and cooler today with numbers back into the 70s for you for berkeley 75 union city 82 heading inland still pretty warm for you with low 90s in concord livermore at 92 the accuweather seven day forecast. we're warmest today and the cooling trends continues monday more widespread tuesday and wednesday. and as we get into thursday and friday a little bump up in temperatures and if we take a sneak peek into next weekend the first weekend of october, it looks like we're going to cool off. so that's good news. usually after these troughs visit us and bring the cooling trend we get those offshore winds. it doesn't look likely for this coming work week and into next weekend. all right some good news lisa. thank you. okay, we're taking a look at our power grid the best time of day to charge electric vehicles may not be when you think stanford researchers say even they were surprised abc 7 news reporter. zach fuentes spoke with one of the researchers about the future of electric vehicles and why they say the habits we've

developed should change. the deadline to ban sales of new gas-powered cars is looming though. the goal is for the band to start in 2035 researchers. say attention has to be paid to the electric. grid. we need more capacity in the grid to support that charging ramrodical power was one of the authors on this stanford study it focuses on charging infrastructure access and the impacts on the already stressed electric grid as more electric vehicles are adopted they found that if a third of homes in a neighborhood have electric vehicles and they all charge their cars at 11pm the local grid could become unstable a surprise for us. you know that this daytime charging can can make a significant difference but charging vehicles during the day from work or other shared charging infrastructures could help by 2035. the electric grid will be able to tap into more solar power meaning in the morning and early afternoon. there's additional energy and what happens in those times of the days that you have additional power that you know could be curtail because there

was no use for it but main problem with that now is the lack of financial incentive electricity rates are cheaper in the evening hours. the authors behind the study say policymakers need to take action to bring on better rates during the day. i also means making that type of charging accessible not everybody has access to a charger in the workplace. there is folks who have small businesses in and low and middle income communities that may not have a charger that they could use for their business and that would be a date time charger. i reached out to the california energy commission who helped fund the study to find out what work is being done to bring on rates that would encourage people to charge during the daytime. they said in part state agencies are coordinating to develop and deploy rates programs and technologies that better align ev charging with grid conditions for roger gopal's part. he's encouraged that by the time 2035 rolls around the incentives will be there. i'm very positive zach that we are in a very good trajectory and things that are lining up well and the south bay zach
