building a better bay area moving forward finding solutions. this is abc 7 news. this is all hands on deck in order to reduce the loss of life in a city of oakland's police chief announcing changes to put more officers on the streets. this comes as the city struggles to control the deadly violence with nine homicides and just the past nine days. good evening. thanks for joining us. i'm liz croy and i'm dan ashley the chief hopes that this all hands-on deck approach will provide an immediate impact to the safety of people living there visitors and businesses alike. but his announcement comes as the city saw it's 96th homicide of the year. it happened about 10 o'clock this morning on eads avenue in the brookfield village neighborhood police. say two men were shot, but one of them succumb to his injuries and was pronounced dead this

death marks the fifth homicide since friday and near the oakland san leandro city line a woman was shot in the face while sleeping that's according to our media partners at the bay city news group. this happened on apricot story and 107th avenue just after 11:30 last night the 21 year old woman told the paper she awoke to fire and realize she was shot in the face. she was driven to the hospital and is said to be in stable condition police recovered several bullets and shell casings and say at least one other resident was hit by gunfire, but no one else was injured and oakland police chief laurent armstrong says he has heard from city residents loud and clear. they're afraid he announced a big shake-up to assign his many officers available to confront this gun violence. it's my hope that we can identify more individuals that are responsible for some of these crimes and bring them to justice take them out of our community so that it can stop engaging. behavior among the big changes

eight more investigators permanently assigned to look into violent crime reinstating the traffic unit, which was disbanded because of short staffing years ago officers are being told to work overtime to increase a police presence in high crime areas, and this comes as local leaders and members of the asian-american community came together to present a check to the fung he was the uber driver shot and killed during a robbery back in july. he was the sole bread winner for his family and the community came together to raise over a hundred thousand dollars to now support them today that money was presented to his fiancé's son and father at an event at madison park in oakland's chinatown after thanking the community his family also called for better gun control measures. i hope the government would pass the regulation to really make a law for gun control. and also i would hope this kind of things can find us best strategies to to solve the root of the problems.

it feels like martial law that we are imposing on ourselves because we're afraid to go out at night. and i hope oakland. in the state can do something to reassure us that we're safe again to go out and to be able to enjoy but he also is enjoying we all deserve to feel safe. and oakland police and the assistant district attorney also attended this event to people have been arrested and charged in fung's death. they remain in custody and are expected to be in court later this week. the alameda county sheriff's office says it has begun the process of re-screening dozens of deputies who fail the psychological evaluation. we have already brought one person back that's done a psychological screening. we plan to bring the the remaining 47 back in the next several weeks as we try to do

hopefully three to four of these a day if we can get them done those deputies were stripped of their badges and firearms during an internal audit after the arrest of a 24 year old deputy accused of a double murder in dublin earlier this month the audit found that the deputies failed a psychological exam during the hiring process, which measures if someone is suitable to do the work of a law enforcement officer those deputies are now on desk duty moving on now do new details in the case against theranos founder elizabeth holmes. the judge has now called off the upcoming october 3rd hearing instead judge. davila will hold a status conference through zoom to address holmes's motion for a new trial and we'll do discuss new hearing dates the disgrace ceo. was convicted of four charges related to fraud and faces up to 20 years in prison for lying to investors about her blood technology company on the peninsula. the town of hillsboro is debating how to meet state requirements to build more affordable housing and also

balance the concerns of residents just last night. there was a very intense meeting about this and today abc 7 news reporter tim john spoke with the town's mayor as well as housing advocates and explains why the town's plan may put it on a collision course with sacramento. drive along the quiet streets of hillsboro and you might never know a battle was brewing. thanks to state law every city and town in california will soon be required to build a certain number of affordable housing units while many places are building several forms of housing. hillsboro wants to fulfill most of its requirement with its accessory dwelling units or adus adus are typically small spaces built on private property. we do not want to put the lives of our citizens at risk to what i would call il device multi-unit high density units our voice is the mayor of hillsboro. he says the city's hilly landscape and the lack of land available for development make it difficult to build other types of housing royce tells abc 7 news in addition to those

concerns many people in hillsboro also want to preserve the town's unique character that view seem to be echoed by many who showed up for public comment at a town meeting monday night. please do not give into the pressure of having a gun to your head by the state or by. activists, but not everybody agrees with hillsborough's proposal and some housing advocates say they don't even think it will get approved by state regulators to my knowledge no municipality in california as of yet has had a plan that is, you know, so overwhelmingly comprised of adus approved by the state. jordan grimes is a housing advocate in the peninsula. he believes as it stands hillsborough's proposal does little to address the region's housing crisis and says most units will probably be difficult to rent out. there's no way to ensure they're affordability. it really is unfortunately just a way to try and skirt those state requirements hillsboro has until january 30th to submit their proposals and make any changes that may be required by the state if they fail to meet

that deadline the town runs the risk of facing thousands of dollars worth of finds every day in hillsborough tim johns abc 7 news. alright an update now on the project to rebuild santa clara county's biggest reservoir if you remember several years ago, anderson dam was ordered to be drained because of earthquake risk and now abc 7 news reporter. zach fuentes has the latest on the retrofit project the largest reservoir in santa clara county is currently empty drained by federal order anderson dam is situated along the calaveras fault, and it was determined that it had to be strengthened to withstand a large earthquake federal dam regulator split the anderson dam seismic retrofit project into two parts back in 2020. now valley water has given a new update into its progress. so right now we're talking about the stage one project which is comprised of five different construction projects the most recent update senator around two of those construction projects the valley extension pipeline project and the anderson dam tunnel project valley water saying tuesday that drilling on that project is set to start

next month that tunnel will let valley water release more water safely during major storms or emergencies as we get these heavy rains and the reservoir fills up. they want us to be able to drain the reservoir in a more efficient manner to prevent any sort of activation of the spillway or potential overtopping of the dam. the retrofit project hasn't been without its challenges homes on hootau way and morgan hill are along the rim of the reservoir valley water says that they were built on landslides that existed even before the reservoir was there the project will only make things worse. so valley water has been working to buy the homes from the residents the homes in question that need to be purchased cannot be stabilized long-term. so even if we took some pretty extreme measures, there's no way for that landslide to cease moving enough that we could deem it safe for the homeowners to remain there. i spoke with one neighbor there who did not want to go on camera telling me that they're in negotiations to sell their home because they feel that they normally water have another option. they're push now is to get an offer that they feel is fair something they tell me they

large settlement from san francisco today following multiple injuries received walking on a city planter box the area where the injuries occurred hasn't been fixed abc 7 news reporter ryan curry shows you the street where it happened. a slanted uneven cement structure between a street and a sidewalk that is what is causing concern for residents in this san francisco neighborhood. you just have to watch where you're going this cement planter box is on granite street right near coit tower. it's where a woman suffered multiple injuries in 2019, and she sued the city according to a complaint filed the victim walked along this uneven and bangment and then fell off this sharp drop off onto the sidewalk causing your significant injuries that complaint listed injuries like a shattered hip and leg in hand injuries. she underwent surgery and

physical therapy on tuesday. the san francisco board is supervisors is set to award a settlement of 750,000, but the cement planter box is still there. well, it's not very well lived. and if you're walking along especially if you don't know the neighborhood. maybe stumble and that is what is listed in the complaint. it says the structure was unlit and unmarked and the injuries occurred around 9pm at night. it says the city and county of san francisco failed to inspect maintain or repair this portion of the sidewalking structure and failed to warn of the dangerous condition or guard against pedestrians encountering the defect. we went there and saw no warning signs or guardrails in place. we reached out to the city attorney's office and they said they believe the proposed settlement is inappropriate resolution. we also reached out to the victim and their attorneys and they were unavailable to comment residents who live nearby say the city should should do more to alert pedestrians. a little fence and some plants be nice. in san francisco ryan curry abc 7 news san francisco will soon

become the first city in america to have a pacific islander cultural district. the district is being established in parts of visitation valley and the sunnydale neighborhood the designation highlights the contributions and the sacrifices of the pacific islander community to san francisco. for every rising tide all boats are lifted. with this cultural district resolution when it is passed our pacific islanders will have a boat and it will be in the waters. the city has several other cultural districts around town honoring the filipino african-american transgender chinese and american indian cultures among others new at 5 a national survey from lexia learning finds that 71% of participating educators are concerned about teacher burnout during this school year 75% of the people who participated in the survey believe students need more one-on-one time with teachers as they work on learning recovery following the

there are growing concerns tonight over erosion damage along maui's coastline one east bay area couples as they saw palm trees falling into the ocean during their trip abc 7 news reporter dustin dorsey. spoke with a local climate expert about what this represents for coastlines around the world. the beautiful beaches of maui and hawaii draw millions of visitors from around the world every year san jose resident steve sardello and his wife have been there all week. but instead of seeing this at their hotel in lahaina, this is what kaanapali beach looks like. we're literally sitting at the pool on lounge chairs watching palm trees fall into the ocean then walking over to the palm trees towards the beach. we're seeing the sidewalk disappearing more and more each day. it's been a crazy week here. now we native tiara lawrence captured this drone video showing toppled palm trees as the waves nearly crash under the konapali ali hotel the walkway connecting the resorts on west maui impassable every year.

that goes by it gets worse and worse and worse lawrence blames the islands tourism industry and climate change for the shorelines breaking down. it makes me sad for future. generations that do more harm than good we've lost 13 miles of shoreline over the last 30 years and sea level rise, you know island nations around the world are feeling the impacts of climate change, san jose state geologist, dr. kimberly blisniak agrees and says this rise is impacting even bay area residents who've never visited hawaii the intergovernmental panel on climate change does the sea level will increase 20 centimeters by 2050 making waves crash higher eroding beaches by up to 15 yards including here in the bay area dr. blasniuk says, our only option is to move buildings back if we stay on the shoreline the shoreline will be eroded and if you're build on whether you have a road or lighthouse or a house when the land underneath your structure

is eroding away. there's nothing you can do dr. blizneyuk says, these images are reminders of the inevitability of climate change dustin dorsey abc 7 news. sad alright hurricane ian strengthened into a major category 3 hurricane. is it made landfall in cuba today? and i may strengthen even more the island was hit hard with strong winds and now ian is closing in on florida the national hurricane center says strong 120 mile an hour winds are reaching south of the tampa bay area video shows heavy rain already drenching downtown miami more than two and a half million people are under evacuation orders. florida's governor is asking people to take safety precautions as the state braces for major flooding it is a big storm. it is going to kick up a lot of water as it comes in and you're going to end up with really significant storm surge. you're going to end up with really significant flood events. and this is the type of storm

surge. that is life threatening. a tropical storm watch has also been issued four parts of south carolina, very intense there. really we hope everyone's okay, and it certainly makes us happy for the weather. we're having here right now. we are enjoying some very nice weather. this is a great time of year. sandia patel's tracking that and of course keeping a close eye on ian sandy. that's right, dan and liz a serious situation hurricane ian outer bands already beginning to move on shore in florida and according to the national weather service. noah is reporting tornadoes across the region. so let's get to live doppler 7 right now you can see the large eye of this hurricane radar is tracking some heavy bands of rainfall moving across fort myers area right now and there is a tornado watch in effect at this hour warnings are in effect hurricane warnings on the west side tropical storm warnings on the east side. it is a major category 3 hurricane winds of 120 miles an hour. it is moving slow north northeast at 10 miles an hour

expecting catastrophic flooding and winds and they are expecting a storm surge of up to 12 feet, which will just inundate this area. so here's a look at the forecast track it intensifies into a category 4 as we head into tomorrow night. it's a category 4 approaching fort myers tampa category one by thursday morning. it becomes a tropical storm as it loses. its warm moist source of air by friday afternoon heading towards the carolinas rainfall totals isolated areas could see as much as 24 inches along with that storm surge, you know, there is going to be major flooding problems in that region. meanwhile here in the bay area. what a different story take a look at our live pictures from our tower cameras. we have a mix of lower and higher clouds and plenty of sun in between live doppler 7 showing you some of those clouds off the coast the low clouds higher clouds up above nice breeze coming through 24 miles an hour at sfo 21 in fairfield, and that's helping to keep our temperatures in check only in the low 80s inland lowe's 60s coast side.

so just an absolutely beautiful day. here's a live view from our santa cruz camera where some people are out at the beach morning clouds breezy and mainly sunny afternoon a brief warm up for thursday friday, and then cooler weather is coming your way for the weekend. so later on tonight. you're going to see some more high clouds going into tomorrow morning along with the low cloudiness and then tomorrow afternoon and evening will bring back the same combination of the lower clouds across the region your morning temperatures upper 40s to the low 60s across the region afternoon highs not a whole lot of change from today. we're gonna go with low to mid 80s inland mid-60s coast side, but one thing you will notice is it gets breezy for your wednesday afternoon accuweather seven day forecast breezy tomorrow a little warmer, thursday and friday not expecting any extremes, but as we head into the weekend those temperatures drop off again mid-60s coast side mid 80s inland nice fall weather coming your way early next week. so liz and dan i think we have nothing to complain about especially when we look at what they're dealing with.
