storm surge that will be life threatening meantime, into thursday, this is a slow moving storm dumping feet of rain across the florida peninsula, ian's i path over the next few days shows it will gradually weaken in its intensity as its forward speed slows. that's going to dump serious rain across central florida, especially how about the wind forecast here. this is very dangerous between 1 21 40 mile an hour gusts. between tampa and cape coral. the worst of that wins will be tonight into thursday morning. ian storm surge will be formidable tampa 3 to 6 ft, but cape coral 10 to 15 look at the storm surge here from ports charlotte to cape coral. that's life threatening 10 to 15 ft that could alter the coastline. the rainfall forecast is also very dangerous 18 to 24 inches of rain just dumping down between these major cities of jacksonville, tampa and orlando, and if you look at the impacts moving forward pretty much the entire state will have impacts for the next several days back to you, ryan and andrew. all

right, kevin. thank you. let's head to the florida coast. now abc is justin finches in tampa. justin. what's the scene like there this morning? brianna andrew. good morning. perhaps you can see the wind and rain are really picking up here in the tampa area. hurricane in no doubt is getting stronger and for many, the time to evacuate has run out. overnight hurricane ian delivering its first blow to florida, hours before the storm is expected to make a direct hit as a major hurricane. the outer bands of ian have already spawned at least three tornadoes in the state. one of the twisters flipped over planes and damaged hangars at this small airport near fort lauderdale. and overnight sustained tropical storm force winds arrived in south florida. i want to show you guys just how strong these gusts of winds are. so i'm gonna use this umbrella if i use this umbrella and i open it up boom

efforts? all right now we are hopeful that most of our residents who are in evacuation groups and be that we have been messaging throughout the last couple of days have heeded those warnings. we encourage our citizens to, uh, keep their devices as charged as possible. and you know, phil bathtubs with water have water available. is there a point where it gets too dangerous even for fire rescue? yeah there is a point actually, where sustained winds reached a certain point. where are fire trucks and ambulances are unsafe to operate, and at that period, we just have to wait. and for those unwisely waiting until the very last minute to prepare. is there anything residents can still do to protect themselves and their loved ones? 90% of fatalities are related to water storm surge. you can protect yourself from wind. if you have storm storm shutters, you can still put those up. we still have a little bit of time left

before the worst of the storm hits our area. some good advice there. the other challenge in florida, by the way, is the large elderly population which can make evacuations even more difficult to fuji explains how medical facilities are preparint preparations underway to care for the most vulnerable before hurricane ian storms ashore. hospitals and nursing homes are learning from the past. the time is now. you must evacuate now 15 hospitals and more than 100. other health care facilities have been evacuated up and down florida's gulf coast. one hospital in the fourth myers area says its staff came in at five o'clock last night to register patients and work through the storm, and they will work throughout the entire storm. and once landfall has has passed and the railways are safe . we will bring in our team b, who will come in and relieve those staff members. nursing

homes are moving patients checking generators and ensuring emergency supplies are in place to avoid the devastation that followed hurricane irma back in 2017. that's when 12 people died from overheating at a nursing home in broward county. after irma knocked out electricity, leaving the facility sweltering without a felt like 100 and 1015 degrees in there. could you see the suffering? i did? yes i did . state officials say all nursing homes and assisted living facilities now have backup power generators and fuel meeting state requirements. 100% of operating long term care facilities do have a generator on site and we're happy about that. this kind of storm really could bring all of those types of impacts to us. so we're going to be very vigilant. monitor the damages and be ready to evacuate. in response to that evacuating patients is not only tough logistically, it can also be hard on many patients who can suffer transfer trauma,

then this. the woman inside surviving authorities say 20 year old uranium, rios gonzalez was being detained for alleged road rage when the police car parked on the train tracks was hit status medical emergency suspect within the vehicle that was hit by the train overnight. her lawyer speaking to good morning america, she noticed the train horn and the train whistle , um and started to struggle. she was handcuffed, so she was struggling to try and open the door to get out and try it forensically to get the mrs attention. the lawyer says she suffered a fractured tibia, a broken arm, nine broken ribs and a fractured sternum. police have released an edited eight minute video. showing what happened before the crash, beginning with rios gonzalez being pulled over the officer, parking on the tracks and eventually taking her to the patrol car. the car, leaving her there in the back seat so the officers can go back

the coast. it has nowhere left to go. but up and inland, sometimes as high as 20 ft. now say you're inside a home at the coast. this is what it may look like the water approaching quickly and viciously. entering your home and climbing up the walls. hurricane michael hit the florida panhandle back in 2018 as a category five storm, creating a 17. ft storm surge lifting beachfront homes off foundations. i just saw something i have never seen in real life. i saw an entire home. taken off of its foundation and rolled down the street. that is the type of storm surge we're talking about. 2004 hurricane charley devastated southwest florida after taking a similar path that ian is now taking wins from charlie, which was a fast moving storm caused most of the damage. but ian expected to move much slower, which means storm surge is a bigger threat. the highest recorded storm surge in fort myers during charlie was four ft. compared to up to 12
