and san mateo counties is all of 640 a gallon some stations as you just saw across our state are seeing gas hit the $7 mark in menlo park. there are several gas stations. they had 789 a gallon for regular. premium is 8:39 compare that to the national average of 379 a gallon. that's more than double. triple-a says higher gasoline demand and tight supply and fluctuating oil prices have increased the national average governor newsom put out a video statement today attacking what he called greedy oil companies. the record profits are coming at your expense and that's why today i'm calling for a windfall tax to ensure these prophets go directly back to help millions of californians who are paying for this oil company extortion in addition earlier today. i directed the air resources board to make an early transition to our winter blend

a major problem going through the weekend dion all right, we will watch it closely sandia. thanks moving on to a report now from the abc 7 news i-team drivers who use 101 in san mateo county have watched for two years while caltrans spends more than a half billion dollars to install new express lanes. the project is now being delayed though into next year and as rush hour drive times get even slower the frustration as you can imagine is mounting. the abc 7 news. i teams dan noyes has been looking for answers. he joins us now with more on this story dan. well, the part of what we do is respond to your complaints and this is one of them the paving on these smooth new lanes is done. so why can't we use them now? traffic on 101 and san mateo county is returning to pre-pandemic levels construction of new express lanes isn't helping look at some slow traffic here. this is due to the san mateo 101 express lanes project. we're looking at feeds averaging around 12 and 24 miles per hour

the project to reduce congestion is setting up toll lanes free to cars with three or more passengers reduce fares for two passengers or clean air vehicles. solo drivers can pay full price to use the express lanes the cost will go up or down depending on how crowded the lane is, but there have been delays the target for completion when the project began was mid-2022, but two weeks ago the project manager announced opening date will be next year. perhaps february or march the contractor opted to do things out of sequence and as a result had to actually do court take corrective actions that added time to the schedule those nice new express lanes have fresh pavement. blocked off by orange markers and that frustrates drivers. nobody got believe i don't like to be stuck in traffic. what are they doing? what are they really doing put down cones for a living? we don't pay for that crew still have to finish installing overhead toll sensors and that

work has done at night, but they keep those cones up all day. i work construction. so i understand guys go take breaks, but you don't put cones out of life freeway then go take a break for months and months. yeah over year two years. that's just those cones everywhere. i went to the san mateo county transit district to interview the chair of the joint powers authority that oversees the express lanes project. there's sensors. there's some fabrication that still needs to be installed and there's the testing of it that is currently going on, correct, but the on scene work is being done overnight, isn't it? a lot of that particular with the sensor reading is being done overnight medina staff says those markers are actually a fix to the pavement with an adhesive. they have to change over to movable cones. they also have to install signs and roadside to holding equipment, but that work will also be done overnight. i just see that in other parts of the bay area if there's construction overnight they put up the cones. they do it overnight and by the morning, they're gone. why can't you do that? i think what we're trying to do is to make sure that we don't

take a look now, that's a construction vehicle called the front loader which crashed into not just a house but several cars as well. it happened around 10 am on san bruno avenue in san francisco's visitation valley neighborhood. no one was hurt, but there is a lot of damage to repair the homeowner says this has happened before check it out. he shared this old photo of a streetcar that hit hit the house decades ago. 60 year old man is in the hospital because of his car plunging off highway 1 in san mateo county. he plummeted 600 feet down the cliff south of pacifica by devil's slide tunnel around 9:30 this morning emergency crews repelled down and used the jaws of life to literally cut him out of that car two people were wounded in a shooting in oakland today evidence markers as you can see help show just how many bullets were fired. there are also several bullet holes in cars. this all happened at about 215 this afternoon on masterson street by the 139th avenue area in the laurel district.

officers found one victim another victim showed up at the hospital police have not yet released any information about a suspect or suspects. oakland police are also once again putting out a call for the community's help in the wake of wednesday's shooting at rudsdale high school which left six people wound in. rossdale's campus remains close today and in the meantime the violence interruptor group youth alive is following up on leads from within the school from emails text messages videos and trying to make sure that what's happened here doesn't spill off into other schools or into the community. oakland police are reviewing surveillance video of the shooting where at least two suspects could be seen that video has not yet been made public yet. the department told abc 7 today. they have responded to the king estate school campus in the past couple of months rodsdale high is one of three schools there the bay tech school will allow students to return to campus tomorrow to pick up their

to some breaking news coming out of the east bay tonight oakland police. they say a driver who is trying to get away from them caused all of this damage take a look at that police. say the driver spotted an officer and sped away. this was at about 4:30 this

afternoon that driver then ran into two other cars and an ac transit bus at 55th avenue and macarthur boulevard the driver got out and ran away. no one had serious injuries. we will stay on top of the situation ac transit joins bart in lifting its mask requirements this sunday. the agency is the last local transit group to mandate masks on board bart's board decided a week ago it would end masking after october 1st, san jose's children's discovery museum remove the mask from its popular giant. rubber duck today. the masked duck on top of the museum had been a reminder to visitors to wear masks, but the museum has since lifted its mask mandate. they hope more people will feel good about coming back into the museum. it was closed this week for upgrades but reopens tomorrow morning at 9:30. pandemic has impacted much more than our health some in the bay area are struggling to make ends meet and that includes dealing with rising utility bills the abc 7 news data team dug into the numbers and the i-team's

melanie woodrow has more with this report. simonia clifton says during the pandemic with two kids attending school from home. she saw her energy bill skyrocket between 75 and a hundred dollars more the usual and that just kind of made it difficult to appreciate especially having lost my job from covid. and being unemployment at the same time clifton began cutting back elsewhere in order to cover her family's growing energy costs. i'm gonna adjustments in other areas to be able to pay because i know those that need to have it on she's in a loan according to the census bureau's household's pulse survey from last july through this august the survey measured the pandemic social and economic impact the abc 7 news data team analyzed the surveys findings for san francisco oakland and berkeley approximately 14% of households were unable to pay their energy bills in full at least once in the last year 20% of households reduced or for went basic necessities such as food or medicine to pay an energy bill

they say it's taking a toll on their health and their finances. well now a newly published report is hoping to change things abc 7 news reporter zach fuentes spoke with those impacted and with officials on what's being done about it. it's a visual that's difficult to look at the water east palo alto residents say they're getting when quality is at its worst. that's when the pipes are being cleaned out. we usually don't get a notice when they do and we whenever we turn on the water and it's brown we just have to wait until and let the water run until it's clean again the discolored water just part of the complaints local organization was back as a collected in a survey that was just published this week. it was part of a larger report done between 2017 and 2021 that aims to get grant money to improve water structure and underserved communities it found more than 700 east palo alto residents saying that they're concerned about their water quality and aging water infrastructure whenever i shower my eyes are burned and i have a

lot of hair loss now, i don't cook with the water we buy water bottle to drink and use for cooking the survey found that more than 75% of respondents by bottled water for cooking and drinking. 55% did not feel their drinking water is safe. unless rakasa says the survey opened up an important opportunity for residents to have their voices heard the family sarah taking the initiative how they can advocate for for them for the themselves because it's important to know what is the next steps for today. the survey has caught the attention of local leaders. we reached out to the city of east palo alto who's city manager sent us a report that sets ago before their city council on tuesday. it explains that the city contracts of water operator who oversees quality standards. the actual water received comes from the san francisco public utilities commission. the report says the water has to pass through an old water system owned by the city and also aged pipes owned by the residents which may lead to the water becoming discolored. they say any water issues can be reported by residents and will

be investigated san mateo county supervisor. david canopy says federal and local governments have to step up. we need to allocate funding so that they can develop a comprehensive. and to fix this aging aging infrastructure and response to the survey the city says it's planning a public meeting about the water system on november 17th and tuesday. the city council will be set to approve 8.5 million dollars for a new water system master plan in the south bay zach fuentes abc 7 news. san francisco street will be renamed after a man who was violently shoved and killed 84 year old visha ratnapakti was attacked while on a walk in his neighborhood in january of last year. he was pushed to the ground hit his head and ultimately died from his injuries tomorrow community members will rename sonora lane in the anza vista neighborhood in vicious honor. they're hoping to turn a tragic moment into a teachable one. they'll learn about grandpa beach's life.

and the story of what happened to him and they'll learn a little bit about anti-asian hate and that i think that's the teaching moment that we're trying to have here. the street renaming ceremony starts at 1 pm tomorrow and is open to the public the man charged with vicious death is behind bars, san jose police are searching for a suspect linked to one of their first deadly hit-and-runs of the year abc 7 news reporter. dustin dorsey has the latest on the investigation and explains what transportation officials need to do to make the streets safer for drivers and pedestrians. as san jose continues its record pace of traffic deaths on city streets the first few weeks of the year really set the tone for what was to come police opened five fatal crash investigations by january 12th, the fifth involved a 38 year old man who died crossing center road, the case remains unsolved the most important portion of this investigation. is that the driver that night did not stay at the scene and fled the area today.

we're revealing new footage and new images of that suspect vehicle, which we believe to be an early 2000s toyota tacoma to will drive two-door with an extended cab the hit and run represents one of 20 involving crashes that resulted in serious injury or death in san jose from january through july according to the latest department of transportation data investigators. say san jose resident quinn van was crossing center road about 300 feet from the crosswalk at the intersection with capitol expressway late on january 7th. he crossed over the lanes and the median before he was hit by this truck shown here. surveillance footage just before the accident van died days later and police are still searching for key witness information a family member now has lost someone and it's not have closure to understand why this happened. the only person who truly knows why this happened is out in the wind and should come forward on top of a lack of closure for the family and an unsolved investigation hit and runs posing extreme challenge to the dot with each fatal crash.

i was really excited because we haven't been there in a very long time. so for me to be able to see my cousins again and see all my family again would definitely be a great experience freesha's passport. unfortunately expired. so her parents had to go to the passport office to get her a new one you can take weeks to get an appointment especially during the summer plus processing time can take another 10 weeks, but when ten weeks became 13 the family became concerned now, i'm like freaking out because we need visas in place. we need to book our tickets in place pamela hack of the san francisco passport agency says children are the most likely to see delays in getting their passports. they need to be renewed and have either both parents present or at least one parent present and the other parents has to find a notarized release. if you're planning to travel internationally on thanksgiving your advised to pay an extra $60
