accountability reform act was crafted by southbay assemblyman on cholera on the heels of the january 6 interaction at the u.s.. >> there is an issue and there has been, as identified by the fbi. on issue of infiltration in law enforcement by those who have affiliations with a groups. what this does is empower police departments to actually weed out those potential applicants. reporter: the push became more pressing after a 20 state police audit found five california law enforcement agencies including the san jose police department had not done enough to prevent biased behavior. william barr maline is with san jose state's human rights institute, a group that cosponsored the bill. the act goes beyond the bar of implicit bias. >> it creates a mechanism for incoming recruits and existing law enforcement officers what would prohibit their membership

in groups that are advocating or participating in hate crime's or genocide. reporter: an extensive hiring process. the act calls for the investigation into an officers potential membership or participation in hate groups and advocacy of any public expressions of hate including social media posts. the measures are motivated by real cases from across the country. cal state east by criminal justice professor, not affiliated with the bill, weighs in. >> it is surprising that some of these assessments, background investigations, psychological tests, they haven't picked up on many of these. i think this law pushes us in the right direction. reporter: california law. many hope it will be a model across the u.s.. abc7news. dion: alameda county's sheriff elect says dozens of deputies

are owed an apology after they were removed from duty because of their scores on previous psychological exams. the city of sanchez saying, it's my hope we can earn back the trust of our agency members. our community and those who seek employment in this profession. those deputies are being administered a new exam. new 11:00, police in stockton say homicides over the last three months may be connected but they are unsure if they were committed by one person or multiple people. investigators say there are similarities in five killings that happen early in july. the victims were all shot to death. investigators say they were alone at the time they were killed and the homicides happened in the evening or early morning hours. stockton police released a surveillance photo of an individual they've identified as a person of interest in the case. the city is offering a $75,000

award for information leading to an arrest. dan: open police calling for the communities help after that terrible shooting on wednesday. there are no arrests. investigators told abc7news that officers responded to the campus in the past couple months. it's one of three schools there. the organization youth alive has a violence interrupter on the campus who works on de-escalating incidents. that person is following up on leads from within the school. >> emails, text messages, videos. trying to make sure that what happened here doesn't spill off into other schools or the community. dan: oakland police are avail -- reviewing video of the shooting. the video has not been made public. in the meantime, signs of optimism from educators at one of the other schools on the

campus. >> we will be coming back to school in the near future. we will be coming back stronger, in a safe and supportive environment. we are coming back, most of allt that we alwa dan: this video was posted on the youtube channel today, offering encouragement to students in promising a safe return to the classroom. classes have been canceled since the shooting but bay tech will allow students to return to campus tomorrow to pick up their belongings that they had to leave. hurricane ian is pounding the east coast tonight, drenching south carolina's low country after causing catastrophic damage. the category 1 storm came ashore at the worst possible time, high tide. winds of 85 miles per hour stoked the storm. it washed away peers and flooded streets. south carolina governor has declared a state of emergency. >> i received a request for an emergency declaration from the

governor which i approve right away, just as i did for florida. this allows for immediate federal funding for the state to shelter people, provide other essential support. dan: when ian hit florida, it was a category four storm. 33 people have died in the deadliest storm in 60 years. authorities expect the number of dead to rise. dion: ian is pushing north tonight, making its way through north carolina. sandhya: yes. as we take a look at live doppler 7, even though this has weakened even more tonight, it is still dumping rain across the mid atlantic states from north carolina, heading into virginia. we are seeing maximum sustained winds of 40 miles per hour. this morning just after 11:00. this was the third landfall. this system has held together.

now it is post-tropical. 40 mile-per-hour wind, moving north. numerous reports of flooding and flash flooding. that will be the greatest threat going forward. the wind is gusting to 29 at hatteras, 25 in wilmington. 21 up to the north. it will continue to weaken. by sunday, it will fall apart. until then, additional rainfall totals measuring up to six inches. dan: still problems. thank you. you can help people affected by hurricane ian by donating to the red cross. dion: running water that burns eyes, fills rooms with a strong odor, and even comes out brown. that's what hundreds of residents in one bay area city say they've been living with. now a newly published report is hoping to change things. zach fuentes spoke with those impacted and with officials about what's being done about it.

reporter: it's a visual that is difficult to look at. the water residents are getting when quality is at its worst. >> the pipes are being cleaned out. we don't get a notice when they do. whenever we turn on the water and its brown, we just have to wait and let the water run until it's clean again. reporter: it's just part of the completes this local organization collected in a survey that was published this week. it was part of a larger report that aims to get grant money to improve water structure and underserved communities. it found more than 700 east palo alto resident saying they are concerned about their water quality and aging infrastructure. >> whenever i shower, my eyes burn. i have a lot of hair loss now. i don't cook with the water. we buy water bottles. to drink and use for cooking. reporter: more than 75% of

respondents buy bottled water for cooking and drinking. 55% did not feel their drinking water is safe. the survey opened up an important opportunity for residents to have their voices heard. >> the families are taking the initiative, how they can advocate for them, for themselves. it's important to know what is the next step. reporter: it has caught the attention of local leaders. we reached out to east palo alto. a report explains that the city contracts a water operator who oversees quality standards. the water received comes from the san francisco public utilities commission. the water has to pass through old water systems owned by the city and aged pipes owned by the residents which may lead to the water becoming discolored. any water issues can be reported by residents and will be investigated. the county supervisor says federal and local governments have to step up. >> we need to allocate funding so that they can develop a

dion: robbed of her entire life savings. what is frightening is what one of the suspects was wearing. i spoke to this woman's granddaughter. this surveillance video shows a grandma watering her plans wednesday morning. a man approaches her home. >> a man dressed in one of those construction vests with a hard hat and a laptop. he walked from the car to the front door and rang the

doorbell. he was wearing a ski mask. reporter: the woman's granddaughter requested we only use her first name. >> my grandma is a very smart lady. she didn't let him in. reporter: two more individuals were entering the backyard. when grandma tried to run to the front of the home, the man broke in. you can hearmami as the suspecttarawa and proceee and beat her. her home was ransacked. her entire life savings was stolen. the event was traumatic for her entire family. she wanted to speak out to raise awareness about this type of crime, especially for elderly asian americans. additional video from dashcam shows the three suspects exiting with armfuls of stolen goods. daly city police tell me the investigation is ongoing and there have been cases where suspects dress up like utility workers in the past.

explanation. the fact is, they are ripping you off. their record profits are coming at your expense. reporter: newsom is calling for a windfall tax on oil companies, a surtax on businesses with the purpose of redistricting excess profits. >> last week, i was paying 5.50. now it is seven dollars. >> i usually spend 100 every week for gas. reporter: the governor is calling on state regulators to speed up the transition to cheaper winter blend gas a month early. it's cheaper to make and cheaper for consumers. >> it should increase supply and result in savings, up to $.25 per gallon within the next two weeks. >> i don't drive every day to work either. to help with gas prices. from four dollars to seven dollars is a big gap. reporter: abc7news. dan: take a look at this group.
