temperatures will be coming down today visibility at the coast is ben reduce 53 in pacifica overall a couple degrees cooler in the south bay and also into the east bay. so we wake up with the cloud cover right now. we're clear in concord and livermore and with that should change is the fog increases and partly cloudy throughout the afternoon with much cooler days in today and tomorrow's forecast then we're going to reverse that trend for the week ahead liz. all right lisa. thank you ian. now a post-tropical cyclone is continuing to move inland after making landfall near, myrtle beach south carolina the storm struck the southeast as a category one hurricane with 85 miles an hour winds in florida officials. meantime are still assessing the damage the death toll has risen to 33 making ian the deadliest storm to hit the state in 60 years abc news reporter. justin finch has more from florida. and making another landfall friday near georgetown, south

though less intense ian is forecast to bring days of rain to the northeast and the mid-atlantic here in florida officials are just beginning to assess the damage and get residents back on their feet justin finch abc news, venice, florida. and you can help people affected by hurricane ian by donating to the red cross go to red cross dot org okay, moving on developing news in the east bay where there has been more violence in oakland the latest incident a shooting on international boulevard oakland police. say two people were injured in the shooting both were taken to a hospital with non-threatening injuries later. a third victim showed up at highland hospital with a gunshot wound police have not released any details about the suspect or a possible motive oakland police are once again calling for the community's help in the wake of wednesday shooting at redsdale high school there have still been no arrests in this case investigators tell abc 7 news

officers have responded to the king and state's campus in the past couple of months rutsdale high is one of four schools there the organization youth alive has a violence interruptor on the red steel campus who works on de-escalating incidents that person is following up on leads from within the school. emails text messages videos and trying to make sure that what's happened here doesn't spill off into other schools or to the community. oakland police are also reviewing surveillance video of the shooting where at least two suspects could be seen the video has not been made public today's students will be allowed to return to the bay tech charter school part of the king of state's campus to get their belongings. we will be coming back to school in the near future. we will be coming back stronger. we will be coming back in a safe and supportive environment and we were cutting back of course most of all with the day tech love care and support that we always provide. the video was posted on bay tech

charter school's youtube channel yesterday offering encouragement to students and promising a safe return to the classroom. in the south bay, some people are dealing with this running water that burns eyes fills rooms with a strong odor and sometimes comes out brown. well now nearly a pub a newly published report is hoping to change things abc 7 news reporters. zach fuentes spoke with those impacted and with officials on what's being done about it. it's a visual that's difficult to look at the water east palo alto residents say they're getting when quality is at its worst. that's when the pipes are being cleaned out. we usually don't get a notice when they do and we whenever we turn on the water and it's brown. we just have to wait until and let the water run until it's clean again the discolored water just part of the complaints local organization nuestra casa collected in a survey that was just published this week. it was part of a larger report done between 2017 and 2021 that

aims to get grant money to improve water structure and underserved communities it found more than 700 east palo alto residents saying that they're concerned about their water quality and aging water infrastructure whenever i shower my eyes are burned and i have a lot of hair loss now, i don't cook with the water we buy water bottle to drink and use for cooking the survey found that more than 75% of respondents by bottled water for cooking and drinking. 55% did not feel their drinking water is safe. unless rakasa says the survey opened up an important opportunity for residents to have their voices heard the family sarah taking the initiative how they can advocate for for them for the themselves because it's important to know what is an exact steps for today. the survey has caught the attention of local leaders. we reached out to the city of east palo alto who's city manager sent us a report that sets ago before their city council on tuesday. it explains that the city contracts of water operator who oversees quality standards.

the actual water received comes from the san francisco public utilities commission. the report says the water has to pass through an old water system owned by the city and also aged pipes owned by the residents which may lead to the water becoming discolored. they say any water issues can be reported by residents and will be investigated san mateo county supervisor. david canopy says federal and local governments have to step up. we need to allocate funding so that they can develop a comprehensive. plan to fits this aging aging infrastructure and response to the survey the city says it's planning a public meeting about the water system on november 17th and tuesday. the city council will be set to approve 8.5 million dollars for a new water system master plan in the south bay zach fuentes abc 7 news. alright lisa. listen to check out the weather now 508 here looking at temperatures in the 50s 56 so cool start mist and drizzle at the coast and a cooler day

really respond to high pressure building on in here's a look at the low cloud deck. you'll notice that as we go through the next several hours it pulls back and we're looking at a lot of sun, but the coast it will be gray and temperatures are going to not be as warm certainly as they were yesterday. we were approaching 90 degrees today in the lower 80s, but look how quickly the fog comes back and extends all the way into our inland valley. so another gray start for your sunday and then as we enjoy a sunny afternoon, you see that the clouds begin to pull back even away from the san mateo coast the marine county coast, so despite the cooler day we should get more of that fall kind of chewed out into the after noon tomorrow. look at the highs just barely in the 80s for sunday so with the cooler afternoon, we'll see a less fog during the late day and then as we get into monday notice the numbers come up another three to four degrees and here's a look at that warming trend really getting going as we get into tuesday

the abc 7 news. i team drivers who use 101 in san mateo county have watched for two years while caltrans spends more than half a billion dollars to install new express lanes. the project is now being delayed into next year as rush hour drive times get slower the frustration that was mounting the i-teams. dan noyes has been looking for answers and has this story? traffic on 101 in san mateo county is returning to pre-pandemic levels and construction of new express lanes isn't helping look at some slow traffic here. this is due to the san mateo 101 express lanes project. we're looking at feeds averaging around 12 and 24 miles per hour the project to reduce congestion is setting up toll lanes free to cars with three or more passengers reduce fares for two passengers or clean air vehicles. solo drivers can pay full price to use the express lanes the cost will go up or down depending on how crowded the lane is, but there have been delays the target for completion when the project began was mid-2022, but two weeks ago the

project manager announced opening date will be next year. perhaps february or march the contractor opted to do things out of sequence and as a result had to actually do court take corrective actions that add in time the schedule those nice new express lanes have fresh pavement. but are blocked off by orange markers and that frustrates drivers. nobody got believe i don't like to be stuck in traffic. what are they doing? what are they really doing put down cones for a living? we don't pay for that crew still have to finish installing overhead toll sensors and that work is done at night, but they keep those cones up all day. i work construction. so i understand guys go take breaks, but you don't put cones out of life freeway then go take a break for months and months. yeah over year two years. that's just those cones everywhere. i went to the san mateo county transit district to interview the chair of the joint powers authority that oversees the express lanes project. there's sensors.

there's some fabrication that still needs to be installed and there's the testing of it that is currently going on, correct, but the on scene work is being done overnight, isn't it? a lot of that particular with the sensor reading is being done overnight medina staff says those markers are actually fixed to the pavement with an adhesive. they have to change over to movable cones. they also have to install signs and roadside to holding equipment, but that work will also be done overnight. i just see that in other parts of the bay area if is construction overnight they put up the cones and they do it overnight and by the morning, they're gone. why can't you do that? i think what we're trying to do is to make sure that we don't add confusion to when we start to go through the testing cycle and in addition when we start opening it up after a 20 minute interview. we still couldn't agree on the wisdom of keeping those lanes blocked during the day even when no work is being done. it still doesn't make sense to me rico. i'm sorry. that's all right dance, but medina says they do listen to feed back from drivers. there are a lot of things behind the scenes as far as safety or

we're going to start this half hour with another look at the forecast and october's feeling pretty good. so far lisa. yeah, we're gonna have the cool start not only to the day today with mist and drizzle at the coast, but we are looking for a cooler weekend. it is 58 in alameda. also san leandro with 55 in richmond fog is at the coast and temperatures are in some areas cooler and that's where the skies are clear from concord down to san jose elsewhere. it is all about the low cloud deck that is continued to surge inland. we will look for the clouds to stay with us in linger through the morning hours. but as we get towards 11 o'clock temperatures responding to the 70s and our inland valleys with 80s by three o'clock in the afternoon, but we're talking low 80s, so it's a cooler day today in that fog quickly comes back into play tonight for the stay the week, which will be featured tomorrow liz. all right, lisa. thank you law enforcement agencies will now be required to screen applicants for ties to hate groups. will be easier to fire anyone with such connections.

the so-called clear. act was just signed into law by governor newsom abc7 news reporter amanda del castillo. spoke with key players who pushed to get this bill passed what's being described as an effort to enhance community trust signed into law friday the california law enforcement accountability reform act or clear. act was crafted by south bay assemblyman oshkalbra on the heels of the january 6th insurrection at the us capitol. you already know that there is an issue in there has been as identified by the fbi in issue of infiltration and law enforcement by those that have affiliations with certain hate groups. and so what this does it

actually empowers police departments to actually weed out those potential applicants. he says the push became even more pressing after a 2022 state police audit found five california law enforcement agencies, including the san jose police department had not done enough to prevent biased behavior. dr. william moline is with san jose state's human rights institute a group that co-sponsored the bill. he says the clear act goes beyond the bar of implicit bias. what our bill does this creates a filter an extra step to an already extensive hiring process. the clear act calls for the investigation into an officer's potential membership or participation in hate groups and advocacy of any quote public expressions of hate including social media posts. armeline says the measures are motivated by real cases from across the country cal state east bay criminal justice professor, dr. lisa hill who is not affiliate with the bill weighs in with surprising. is that some of these assessments background investigations psychological tests? they haven't picked up on many of these and i think this law pushes us in the right direction

now california law many say the hope is the clear act can be a model for police reform across the us. in san jose. i'm a medical studio abc 7 news. alameda county sheriff's elect says dozens of deputies are owed and apology after they were removed from duty this week because of their scores on previous psychological exams yesenia sanchez who will take over a sheriff in january put on a statement saying in part it is my hope we can earn back the trust of our agency members our community and those who seek employment in this noble profession. the deputies are being administered a new exam. police in stockton say a string of homicides over the last three months there may be connected, but they're unsure if they were committed by one person or multiple people investigators say there are similarities in five killings that have all happened since early july the victims were all shot to death investigators say they were each alone at the time. they were killed and the homicides all happened in the

okay, a live look outside right now looking over the san francisco skyline. thanks for waking up with us. happy october 1st bay area researchers are working to understand a change in behavior by great white sharks that could have a profound effect on our cosine abc 7 meteorologist spencer christian takes a deeper dive into their changing patterns. but right now we've seen about 10 of these what lee appears to be juvenile white sharks in the area for a young growing sharks the sandy beaches of southern california often act as juvenile nurseries. that's the scientific term for

areas where they can feed and congregate before they develop into fully grown hunters offering beach-goers and researchers and up close opportunity to look at how they interact and behave around people and that's primarily for juveniles up to maybe 9 feet long now professor chris lowe and his team at cal state long beach are studying an apparent nursery much closer to the bay area as we first reported earlier this year low and research is at the monterey bay aquarium are trying to understand what's drawing an increasing number of young juveniles hundreds of miles north to the waters off monterey bay. so what are the sharks doing close to the shoreline? how long are they going to be there? how close might they get to people what depths do they prefer those sorts of questions and of course. we want to know is when it gets cold up there in the winter. where do they go researchers believe climate change may be a partial driver and a number of so-called marine heat waves popularly known as ocean blobs may also play a role in the

warming waters, but the migration seems to have continued in cooler cycles and keep in mind the ocean is a complicated place and researchers say we still don't fully understand the many overlapping factors or their exact effect on marine life that are dynamic. we don't know why they're here. yeah, ire be that toelns t kinds of questions, dr. sammy andreasic and her colleagues at stanford's hopkins marine station. are we examining shark habitats from the top down using a three-dimensional vertical model? they're trying to discover the different ways sharks and other marine creatures behave and use the ocean at different depths potentially unlocking secrets of feeding patterns preferred temperatures and oxygen levels. so we really need it understand. the additional dimension to understand how they move and why they're moving and how that may change in the future. the two shark studies are not connected but some of the questions clearly overlap professor low is using both tags and drones to locate sharks off

it is 59 in union city numbers in the mid-50s downtown and there is some fog there in pacifica visibility reduced even some mr. drizzle. don't be surprised to run into that at the coast. so it is warmer this morning with a blanket of low clouds from the north bay to the peninsula and as you get into our inland valleys, that's where it's a little bit cooler a lot of live look outside and you can see the cloud cover pretty low here looking at that drizzle and then breezy and a cooler day not only today but into tomorrow, that should be the coolest day out of the next seven and high pressure builds in very typical with some very warm weather. lots of sunshine limited fog for fleet week as we look at the low cloud deck. you can see it here the next hour or so not budging in fact, it could expand a little bit more into the valleys and then as it pulls back, we're still cloudy at the coast and tomorrow morning should we should take it all the way to the sacramento valley and then get clearing further at the coast tomorrow as the temperatures are just that

cool to mix out much of the low cloud deck. so you'll notice that we've got a sunny day on sunday, but that's our coolest day inland highs this time of year dropping into the low 80s. we should be in the mid 80s today yesterday in the 90s. so we'll continue to see the numbers drop tomorrow not a whole lot of change on monday, but look as we warm up tuesday, wednesday and thursday back into the feeling like summer or october right in the south bay today. how about 80 in san jose six degrees cooler than yesterday, but near average 76 in milpitas. freeze allowing for a low to mid 70s here out of the 80s in redwood city. so certainly a cooler afternoon low clouds and fog really not budging at the coast. so mid-60s daily city with temperatures about five degrees cooler in the city up in the north bay. this was the big drop where numbers were near 90 and then in the upper 70s today for petaluma low 80s sonoma. nice afternoon pretty much for

photos as abc 7 news reporter dustin dorsey found out the tradition has grown over the years. on campus at santa clara university they are very proud of their athletic accomplishments. but this year a new banner may need to be hung up on campus honoring the 2022 men's cross-country team most viral haircuts. we're getting so much so many comments so many like friends texting us so many like random people dming us this year. i feel that could really pull this off in other years we've gone absolutely that's right. this is not a one-off the tradition was born in 2014 as a simple team bonding experience the athletes grew out their hair two months before they returned from summer break to create these gems. it's a rite of passage from the outgoing seniors to the incoming freshmen when you get recruited you actually can see like all the pictures from the year past like a year before. yeah. it's like a big tradition that the guys will do. it's like a funny thing. we do we photos just a bit funny
