building a better bay area moving forward finding solutions. this is abc 7 news. continue devastation as post-tropical cyclone en makes its way through, florida and south carolina. we're tracking the storms this morning as more continues to develop. good morning everybody. it's saturday october 1st. i'm liz kreitz here with lisa argent sitting next to you. it's so good to be on set with you now next to you lisa. obviously. we are tracking that storm the weather here though. pretty nice. yeah, very nice. it was getting toasty yesterday and the cool down occurred late yesterday with the study on shore flow. there's a look at live doppler seven. we're the marine layer is just about everywhere hasn't quite push. into our inland valleys and as a result, it is cooler there with the clear sky anywhere from two to four degrees cooler compared to yesterday and as we look outside, yeah, it's great. it's going to stay gray for a while here. we'll get into some sun.

it's going to be breezy and cooler today with temperatures in the mid-60s downtown of 70s along the bay shore and yesterday we were in the 80s along the peninsula, but that is gone the 80s can find to our inland valleys and they'll just be low 80s with sunny skies there but partly cloudy as he had closer to san francisco and those clouds holding firm at the shoreline liz. thank you lisa. appreciate it and speaking of em, which is now a post-tropical cyclone. it's continuing to move inland after making landfall near, myrtle beach, south carolina the storm struck the southeast as a category one hurricane with 85 mile an hour winds now in florida officials are still assessing the damage the death tool has risen to 33 33 making in the deadliest storm. hit the state in 60 years abc news reporter. justin finch has more from florida. other landfall friday near georgetown, south carolina as a

though less intense ian is forecast to bring days of rain to the northeast and the mid-atlantic and here in florida officials are just beginning to assess the damage in areas like this and help get residents back on their feet justin finch abc news, venice, florida. and you can help people affected by hurricane ian by donating to the red cross go to the red cross dot org slash abc to donate developing news in the east bay where there has been more violence in oakland the latest incident a shooting on international boulevard oakland police. say two people were injured in the shooting both were taken to a hospital with non-life threatening injuries later a third victim showed up at highland hospital also with a gunshot wound police have not released any details about the suspect or a possible motive oakland police are once again calling for the community's help and the wake of wednesday's shooting at redsdale high school. they have still made no arrests in the case investigators. tell abc 7 news officers have responded to the king of state's campus in the past couple of

months rutsdale high is one of four schools there the organization youth alive has a violence interruptor on the roadsdale campus who works on de-escalating incidents that person is following up on leads from within the school. from emails text messages videos and trying to make sure that what's happened here doesn't spill off into other schools or into the community. oakland police are also reviewing surveillance video of the shooting where at least two suspects could be seen the video has not been made public. today's students will be allowed to return to the bay tech charter school part of the king estates campus to get their belongings. we will be coming back to school in the near future. we will be coming back stronger. we'll be coming back in a safe supportive environment and we were cutting back. of course. the care and support that we always provide. this video was posted on bay tech charter school's youtube channel yesterday offeragement

to students and promising a safe return to the classroom. we're in the south bay. some people are dealing with this running water that burns eyes fills rooms with a strong odor and sometimes as you saw there comes out brown. well now a newly published report is hoping to change things abc 7 news reporters. zach fuentes spoke with those impacted and with officials on what's being done about it. it's a visual that's difficult to look at the water east palo alto residents say they're getting when quality is at its worst. that's when the pipes are being cleaned out. we usually don't get a notice when they do and we whenever we turn on the water and it's brown. we just have to wait until and let the water run until it's clean again the discovered water just part of the complaints local organization nuestra casa collected in a survey that was just published this week. it was part of a larger report done between 2017 and 2021 that aims to get grant money to improve water structure and underserved communities it found

more than 700 east palo alto residents saying that they're concerned about their water quality and aging water infrastructure whenever i shower my eyes are burned and i have a lot of hair loss now, i don't cook with the water we buy water bottle to drink and use for cooking the survey found that more than 75% of respondents by bottled water for cooking and drinking. 55% did not feel their drinking water is safe. no surakasa says the survey opened up an important opportunity for residents to have their voices heard the family sarah taking the initiative how they can advocate for for them for the themselves because it's important to know. what is the next steps for the survey has caught the attention of local leaders. we reached out to the city of east palo alto who's city manager sent us a report that sets ago before their city council on tuesday. it explains that the city contracts of water operator who oversees quality standards. the actual water received comes from the san francisco public utilities commission. the report says the water has to

pass through an old water system owned by the city and also aged pipes owned by the residents which may lead to the water becoming discolored. they say any water issues can be reported by residents and will be investigated san mateo county supervisor. david canopy says federal and local governments have to step up. we need to allocate funding so that they can develop a comprehensive. to fits this aging aging infrastructure and response to the survey the city says it's planning a public meeting about the water system on november 17th and tuesday the city council will be set to approve 8.5 million dollars for a new water system master plan in the south bay zach fuentes abc 7 news. or at least so let's go check out side this morning. all right, our marine influenced bringing temperatures down today. you may have felt that strong sea breeze kicking yesterday looking live outside in the 50s here. so we'll talk about a cooler weekend, but a much warmer week ahead details coming up. thanks lisa.

free to everyone and in true october fashion. it is october first lisa the weather is going to be pretty nice for it as well. well, yeah, you know for san francisco though, we're talking sunny and warm which is on the way but as for this weekend, it's much cooler. so you would expect that nationally right fall weather october. so we're going to get a piece of that before we get much more what you would expect for fleet week for the week ahead as we get to live doppler 7 low clouds and fog all up and down the coast and boy yesterday. it was warm on 74 in san francisco 82 in oakland with 9. livermore and 89 in redwood city, but right now you can see the low cloud deck not only in the north bay the peninsula over into the east bay not quite into our inland valleys and that sun coming up at 7:04. so the view from mount tam there is one it looks nice where numbers are in the upper. mid-50 san francisco upper 50s in oakland 61 in palo alto with mid 50s and fog two mile

visibility half moon bay. here's a look at our roof camera and that sun setting before 7 o'clock tonight 54 santa rosa. it is 53 in petaluma with mid 50s concord and livermore where it is a clear start and as we look at our 24-hour temperature change where the skies are clear. we're colder from san jose 4 degrees cooler two degrees cooler in concord, but that blanket of low clouds kind of insulating us the next couple of hours. here is mount diablo. it was in the 70s yesterday and waking up to a pretty view. there is some fog though, so that will be partly cloudy and our inland valleys, mr. drizzle. a coast and breezy and cooler to start october but as we get into the week ahead it always is this way, isn't it warm dry not quite an offshore flow. we could have that by the end of the week, but boy numbers are really going to climb as we get through the middle to the end of the week there's a look at our expanding low cloud deck. it pulls back stays gray at the coast and boy temperatures as much as five to 10 even 15

degrees cooler. we started that cool down yesterday and the impact of the low cloud deck as it continues to expand pushes. well inland to your sunday morning into the livermore valley perhaps but as it pulls back, it's really going to pull back all the way and off the coast so we'll get some sun at our beaches. although it is going to be cool just in the 60s until we get that warm up towards the end of the upcoming work week just in the 70s to near 80 tomorrow and our warmest inland valley. so the coolest day out of the next seven will be your sunday today the cooling train continues. monday looking at temperatures, maybe up a degree or so still comfortable and fall like but as we get into tuesday 80s our returning to near 90 and then that we're talking well above average highs today around the bay with a breezy winds in the 60s. you have to be right at the coast for that onshore flow, but throughout the afternoon the breeze up to 20 miles an hour allowing for some mid 80s inlets

they're not totally a gusty out there, but still nonetheless the cooler marine air certainly feeling it from the peninsula and all around the bay with upper 60s and richmond hardly strictly bluegrass this weekend featuring the sunny afternoon partly sunny anyway, but a lot of clouds hanging on the accuather seven-day forecast. so the misting drizzle at the coast the cooler day today even cooler into your sunday and by monday nice, but it's tuesday high pressure builds that were in the mid-70s bayshore upper 80s inland and after that it is going to be a warm one. so after a cool weekend this weekend, maybe we'll be ready for that heat next weekend. i know it's sweater weather for just a moment. yeah, just a very don't put the shorts away. yeah, i guess yeah, you know right with bangs just ahead express lanes sitting empty. you asked and the i-teams dan noyes delivered the reason behind the slowdown to a project on highway 101 in san mateo.

♪♪ abc 7 news. i team drivers who use 101 and san mateo county have watched for two years while caltrans spends more than half a billion dollars to install new express lanes. the project is now being delayed into next year as rush hour drive times get slower. the frustration is mounting the items. dan noyes has been looking for answers and has this story? traffic on 101 and san mateo county is returning to pre-pandemic levels. and construction of new express lanes isn't helping look at some slow traffic here. this is due to the san mateo 101 express lanes project. we're looking at feeds averaging around 12 and 24 miles per hour the project to reduce congestion is setting up toll lanes free to cars with three or more passengers reduce fares for two passengers or clean air vehicles. solo drivers can pay full price to use the express lanes the cost will go up or down depending on how crowded the lane is, but there have been delays the target for completion

when the project began was mid-2022, but two weeks ago the project manager announced opening date will be next year. perhaps february or march the contractor opted to do things out of sequence and as a result had to actually do corrective actions that added time to the schedule those nice new express lanes have fresh pavement, but are blocked off by orange markers and that frustrates drivers. nobody got up. i don't like to be stuck in traffic. what are they doing? what are they really doing put down cones for a living? we don't pay for that crew still have to finish installing overhead toll sensors and that work is done at night, but they keep those cones up all day. i work construction. so i understand guys go take breaks, but you don't put cones out of life freeway then go take a break for months and months. yeah over year two years. that's just those cones everywhere. i went to the san mateo county transit district to interview the chair of the joint powers

authority that oversees the express lanes project. there's sensors. there's some fabrication that still needs to be installed and there's the testing of it that is currently going on, correct, but the on scene work is being done overnight, isn't it? a lot of that particular with the sensor reading is being done overnight medina staff says those markers are actually a fix to the pavement with an adhesive. they'd have to change over to movable cones. they also have to install signs and roadside holding equipment, but that work will also be done overnight. i just see that in other parts of the bay area if is construction overnight they put up the cones and they do it overnight and by the morning, they're gone. why can't you do that? i think what we're trying to do is to make sure that we don't add confusion to when we start to go through the testing cycle and in addition when we start opening it up after a 20 minute interview. we still couldn't agree on the wisdom of keeping those lanes blocked during the day even when no work is being done. it still doesn't make sense to me rico. i'm sorry. that's all right. just but medina says they do

solutions. this is abc 7 news. good morning everyone. we're going to start this half hour with another check of the forecast meteorologist. lisa arjun. what's going on lisa? good morning. well, we have a cool start out there. lots of low clouds and fog have entered the bay 705 the official sunrise. there's the view from mount tam. it is 56 in the 61 in palo alto and we've got the clear sky so far santa clara mid-50s and from mount vollmer peak. you can see mount diablo and the little cloud deck mid-50s for you in santa rosa and it is in the mid-50s, but clear in the livermore valley. so as we go through the next few hours the fog wants to drift a little bit further to the east than it retreat. 11 o'clock. we're in the low 70s and by the afternoon, the clouds are hanging tough at the coast looking at low 80s inland a lot cooler than it was yesterday last and a look at fleet week coming up. okay, lisa. thank you. breaking news this morning. we want to tell you about

burlingame police or investigating a deadly crash overnight. they say two people were in the crosswalk at california drive in oak grove avenue when the crash happened both people were taken to a hospital where one of them died. the other victim is in critical condition police. say the driver took off, but eventually came back to the scene and is cooperating with the investigation. we'll keep you posted as we get more info law enforcement agencies will now be required to screen applicants for ties to hate groups and it will be easier to fire anyone with such connections. the so-called clear act was just signed into law by governor newsom abc7 news reporter amanda del castillo. spoke with key players who pushed to get this bill passed what's being described as an effort to enhance community trust signed into law friday the california law enforcement accountability reform act or clear act was crafted by south bay assemblyman. ash calla on the heels of the january. sixth insurrection at the us capitol. he already know that there is an

issue in there has been as identified by the fbi an issue of infiltration and law enforcement by those that have affiliations with certain hate groups. and so what this does it actually empowers police departments to actually weed out those potential applicants. he says the push became even more pressing after a 2022 state police audit found five california law enforcement agencies, including the san jose police department had not done enough to prevent biased behavior doctor william is with san jose state's human rights institute a group that co-sponsored the bill. he says the clear act goes beyond the bar of implicit bias. what our bill does this creates a filter mechanism for incoming recruits law enforcement and for existing law enforcement officers, that would prohibit their membership in groups that are advocating or participating in hate crimes or genocide an extra step to an already.

extensive hiring process the clear act calls for the investigation into an officer's potential membership or participation in hate groups and advocacy of any quote public expressions of hate including social media posts. armeline says the measures are motivated by real cases from across the country cal state east bay criminal justice professor, dr. lisa hill who is not affiliated with the bill weighs in with surprising. is that some of these assessments background investigations psychological tests? they haven't picked up on many of these and i think this law pushes us in the right direction f police reform across say the the us in san jose. i'm a manitou castillo week because of their scores on previous psychological exams yesenia sanchez who will take over a sheriff in january put out a statement saying in part it is my hope that we can earn back the trust of our agency

members our community and those who seek employment in this noble profession. the deputies are being administered a new exam. police in stockton say a string of homicides over the last three months maybe connected, but they're unsure if they were committed by one person or multiple people investigators say there are similarities in five killings that have all happened since early july the victims were all shot to death investigators say they were each alone at the time. they were killed and the homicides all happened in the evening or early morning hours stockton police released a surveillance city photo of an individual they've identified as a potential person of interest in this case. the city is also offering a 75,000 reward for information leading to an arrest. choked and robbed of her entire life savings. that's what happened to a seven year old daly city woman this week, but what's especially frightening is what one of the e wan'ts wasanndeporrion

ddghte a story. you'll see only on abc 7. this surveillance video shows a grandma out-watering her plants wednesday morning you then see a man approach her daily city home. amen dressed in a of those construction vests with a hard hard hat and a laptop. he walked from the car to the front door and bring the doorbell. he was wearing a ski mask skyler the woman's granddaughter requested. we only use her first name for privacy. my grandma is a very smart lady. she did not let him in she says at the same time two more individuals were entering the backyard when grandma tried to run to the front of the home the man dressed in a utility workers uniform broke in. you can hear grandma's screams as the suspect dragged grandma's chihuahua and then proceeded to choke and beat her. her home was ransacked when she says her entire life savings

behavior by great white sharks that could have a profound effect on. our coastline abc 7 meteorologist spencer christian takes a deeper dive into their changing patterns. but right now we've seen about 10 of these what lee appears to be juvenile white sharks in the area for young growing sharks the sandy beaches of southern california often act as juvenile nurseries. that's the scientific term for areas where they can feed and congregate before they develop into fully grown hunters offering beach-goers and researchers and up close opportunity to look at how they interact and behave around people and that's primarily for juveniles up to maybe nine feet long now professor chris lowe and his team at cal state long beach are studying an apparent nursery much closer to the bay area as we first reported earlier this year low and researchers at the monterey bay aquarium are trying to understand what's drawing an increasing number of young juveniles hundreds of miles north to the waters off monterey bay. so what are the sharks doing

close to the shoreline? how long are they going to be there? how close might they get to people what depths do they prefer those sorts of questions and of course. want to know is when it gets cold up there in the winter where they go researchers believe climate change may be a partial driver and a number of so-called marine heat waves popularly known as ocean blobs may also play a role in the warming waters, but the migration seems to have continued in cooler cycles and keep in mind the ocean is a complicated place and researchers s sll don'fully uhen erppgrs or thet eff le we don'w why they're here. yeah, it could be temperature. it could be that price shifting to help answer those kinds of questions dr. sammy andreasek and her colleagues at stanford's hopkins marine station. are we examining shark habitats from the top down using a three-dimensional vertical model? they're trying to discover the different ways sharks and other marine creatures behave and use
