officials in santa clara county wants to take things a step further by holding perpetrators accountable. the san jose or santa clara county district attorney wants every sexual assault report made through uber to be handed over to police. since february the mayor has been in talks with uber and victim advocacy groups calling on the rideshare company to report sexual assault allegations to police, something that uber is not required to do right now. the da says his office estimate 62 assaults happened in the county during a two year stretch saying that only one incident was reported. >> the victim in this case may very well believe that the ridesharing company is going to contact the police and the perpetrator will be held criminally accountable. but they do not know is none of that will happen. lena: uber telling abc7news that

they are clear with survivors that it is their choice to make and if they do make the choice we have teams standing by to support them and law enforcement adding that their petition -- position was guided by the foremost experts on the issue and by survivors themselves. there is some pushback as some victim advocacy groups believe that mandatory reporting could negatively impact these victims. we will hear from some of those advocacy groups coming up in the next half-hour. live in san jose, abc 7. jobina: we are hearing from oakland city leaders after they saw their 100 homicide of the year, the third straight year the city has hit the mark. leaders talked about what they are doing adding funding for gun tracing equipment. >> the illegal guns are traced back to the point of origin and the people selling death into

the community will be put out of business. jobina: all of this as we were at a large community vigil for the two teenage brothers shot and killed at a house party saturday night. j.r. stone has more on how the two are being remembered. j.r.: hundreds packed into the middle school to remember two teenagers killed at a birthday party in oakland. >> one of the most difficult things to do as a parent is to bury one of your children. but to bury two at the same time? j.r.: according to police jay-z and his 15-year-old brother angel were fatally shot saturday at an airbnb rental property in oakland being used for a house party. detectives say they were around 30 people on the shots were fired. some of those who attended the vigil for the boys knew them, others have kids who knew them. >> my son is very quiet about

the whole thing and i think it is still sinking in. he had a little more to say about it today because it was a sad day at school. i think he has processing. j.r.: the vigil was held where both teams went to middle school and it was so crowded that the lunchroom reached capacity and many people listened from outside the building. so many are still struggling with what happened to the teenagers but the loss that their mother is dealing with as she raises their four siblings. >> we have known each other since high school, and we are very sorry. >> to see that they were killed in my neighborhood and my community, it is really sad. j.r.: i spoke with a teacher who told me this one hits close to home. she taught jay-z and angel in grade school and then heard the sirens as emergency crews responded on saturday.

she is in a bit of disbelief over what happened. j.r. stone, abc 7 news. kumasi: the uncle of the two boys spoke only with abc 7 news sharing a message for community members saying that he wanted to thank everyone who supported his family and he also shared a message for politicians. >> he is saying that he wants all the senators, and congressman, and the city council to listen and to please do something about gun control. it is cheaper to buy a weapon than to buy food for a family. a dollar is more -- is worth more than a life and it is time to stop and he wants them to do something about it. kumasi: today a statewide conference will be held on gun violence prevention. the state attorney general's delivering the keynote address. jobina: new developments in the school campus shooting in oakland.

newly released video shows two suspects running up to the building's front door. police food -- posted the clip showing the critical moments of the shooting on wednesday that left six people injured. you see two of the suspects run up into the building where the fire -- with firearms in their hands in the two come out running. police are hoping that it will help lead to more information for arrests. all six victims are expected to be ok which is great news. whether you have lost the love what -- a loved one or have been a victim or a victim or feeling the emotional toll, we have found ways to help. visit abc7news.com/takeaction for a list of local elite resources. kumasi: a vallejo police officer has been fired. the firing comes after an incident an independent third-party investigation found that the officer violated

several department policies. and that includes the deadly use of force that was not objectively reasonable. failure to de-escalate and failure to activate a body camera. the department did not specify when the incident occurred. the team has reached out to vallejo police and we have not received a response. jobina: the supreme court will take up the issue of legal immunity to protect companies on whether they could be held liable for content posted by users. the high court said it would consider a lawsuit against google. the family of a victim in the 2015 paris terror attack said that the company provided -- spread isis content. the current law protects the media companies from inflammatory content made by others. drew: here is walnut creek and they live look showing partly cloudy skies above with areas of

kumasi: north korea -- jobina: north korea filed -- fired a ballistic missile over japan. it marks an escalation in tenses -- in tensions. pmpd a rare alert from the japanese government. the missile crashed into the ocean 22 minutes after it launched in the white house condemned the launch as dangerous and reckless. kumasi: the highest profile case to come from the january 6 capital attack is in court. members of the oath keepers group including their founder are standing trial facing numerous felony charges. andrew dymburt has more. andrew: five members of the oath

keepers facing decades behind bars. the trial kicked off with the five defendants charge with seditious conspiracy, a rare and serious charge that carries a penalty of 20 years and pays -- prison. they pled not guilty. among them is the founder, stuart rose. an opening statements they said that rose and the others " concocted a plan for an armed rebellion and banded together to do whatever was necessary to stop the transfer of power between donald trump and boat -- and joe biden." he allegedly began to plan the disruption of power soon after the november election and this is what he said days after the election. >> we already stationed outside of d.c. as nuclear option in case they attempt to remove the president illegally and we will step in and stop it. andrew: the same day he sent a text message saying "we are not getting through this without a civil war." prosecutors argue that he recruited dozens of oath keepers

and deployed the militia to washington, d.c. and virginia on january 6 to disrupt the certification of biden's victory. his lawyer argued that the oath keepers never plans to attack and were waiting on trump to invoke the insurrection act. a move that whatever legal -- legally deputized the militia. prosecutors said that rhodes were claiming to rely on the insurrection act to hide illegal actions and played an audio clip in whichrhodes told associates that while the insurrection act gave them legal cover his plan was to fight against the government no matter what. jobina: this morning we are getting an update on the drought, state water officials held a virtual talk about the water situation saying they are taking new action for a potential fourth dry year. eddies and farms are being warned to brace for little or nor will -- or no water. the department of water

lori l rodriguez is joining us -- gloria is joining us with the latest. gloria: one of the newly added cases is a shooting death of a 40-year-old man. it happened in april of last year. the other cas wounding of a woman ine nked stn and with his update they believe that is seven crimes might like -- which might be linked. this image from someone from behind shows a person of interest. police released the identities of five victims they believe are links to the same killer or killers. here's what we know about the five cases that happened in close proximity in stockton linked by evidence found at the crime scene. all of the victims ambushed while alone in the dark. five men all hispanic but one between the ages of 21 and 54 guns down on the streets of stockton. the sister of one of the victims talking about the loss. >> it is hard because he meant a

lot to us in our lives. gloria: the most recent murder happened -- happening last week. police not saying what the evidence is but they say that the killer has a pattern and that none of the incidents where drug or gang-related. no material things were taken and police say they do not know if one or more people are responsible. we are look -- working to learn more about that case in oakland and we will bring you updates as soon as we have them. jobina: in the south bay a battle is underway on how to best keep uber riders safe, specifically when reporting allegations of sexual assault. lena howland is breaking it down and joining us live from the santa clara county government center. what changes does a county want to see, exactly? lena: victim advocacy groups are concerned that by forcing all sexual assault reports to go to police on top of ridesharing

companies it could re-traumatize some victims. uber's policy is to let survivors choose if they want to notify police on their own, but since february santa clara county district attorney jeff rosen and the centex there -- clarinda mayor have been in talks with uber and victim advocacy groups calling on the company to report sexual assault allegations to police. the da says this is in an effort to help victims and hold perpetrators accountable. they estimate 62 assaults of platform users happened during a two year stretch but only one incident was reported to police. the victim added advocate and ceo disagrees that victims automatically expect their reports to go to police and feel that mandatory reporting could negatively impact victims. >> our experience has been that when survivors wants to report

they make a report. they are not expecting or desiring for somebody outside of the person or entity they reported to do it on their behalf. lena: uber telling abc 7 in part that they are clear with survivors that it is their choice to make and if they do make the choice we have teams standing by to support them and law enforcement. it does not end there, south bay leaders also wants to see state or local legislation applied to all ridesharing apps and not just uber. they say a proposal is in the works for that coming up later this week. live in san jose, abc 7 news. kumasi: developing news on hurricane ian, president biden will visit florida to survey the damage. the storm is blamed for 100 deaths for floor -- in florida and north carolina. jay o'brien shows us that search

and rescue crews are facing difficult circumstances. jay: the number of people killed by hurricane ian now more than 100. nearly a week after the storm first made landfall in southwest florida as a powerful category four hurricane search and rescue operations are still underway. >> there is more urban search and rescue teams in florida now than in any one place in american history since september 11. jay: many efforts focused on barrier islands which had bridges and causeways destroyed and have been cut off from the mainland for days. crews dumping gravel to create a makeshift road to pine island for first responders and aid workers. after ian knocked out power to 2.6 million people the largest utility company pledging to get electricity restored to most habitable homes by the end of the week. some floridians just now

business. they have released photos of all of the victims and an eight-month-old baby is among the missing. along with the child's parents and their 39-year-old uncle. >> we have no idea why the kidnapping or motivation behind it. another they are gone. we have evidence to indicate that the individuals involved in this destroyed evidence in an attempt to cover their tracks. jobina: the sheriff's office has released two photos of the suspects. the sheriff says that so far no ransom demands have been made. anyone with information is asked to contact the sheriff's office. kumasi: the santa clara county board of supervisors discuss a new resolution aims to curb gun violence. it asks the county to fund and staff a special task force. the goal is to get illegal guns off of the streets, confiscating them for felons and people who are mentally ill with court
