>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> tonight, the search for a serial killer. >> we are experiencing a critical moment in the city of stockton. if you know something, say something. >> a frightening string of killings and now i cases in oakland. >> the connecting clues linking this murder spree are still working tonight. i am ama daetz. dan: and i am dan ashley. stockton police are giving us new insight to the evidence they are working with. ama: stockton police have tied at least seven shootings to the same case, six of them deadly.

one woman survived and was able to give a description to detectives. the person is between 5'10" and six feet, wearing a dark covid like face mac -- mask. the connecting motive is an intention to kill. the warnings tonight send a shockwave to stockton. dan: j.r. stone spent the night talking with retired fbi agent's and professionals about what to look for in these cases. j.r.: it has been a busy 24 hours where police announced detective -- surveillance video and the cases have been linked by ballistics. stockton police say this is a person of interest in their suspected serial killer case. >> pay attention to the stride that this person has. also notice how upright this person's posture is.

j.r.: five murders happened in stockton and one in east oakland that happened last year. killings that came up in tuesday night's stockton city council meeting. criminologist and author dr. scott bond says there is less time between the recently linked cases and that is concerning. >> i hate to say this, but it is likely that he will kill again in the near future. >> we do not know what the motive is. what we do believe is that it is mission oriented. >> some of these people were homeless and others were also wandering around at all hours of the night. he may perceive them as being homeless, so he may have given himself a mission for whatever reason to rid the city of homeless people. j.r.: tuesday night, we spoke with professor burgess who has

studied serial killers. >> the hours of the victims being shot suggest that he worked, so he used the night and early morning as the time to look for victims. we would suspect he lives in that area. j.r.: two retired fbi agents weighed in on what investigators are looking at. the biggest questions may surround the gap of more than a year between the oakland and stockton killings. >> was he injured, incarcerated? >> where they near a bus route or a train station? j.r.: as to the attack involving

the stockton woman who survived, some police believe she may have not been a target. experts i spoke with and the police chief even said that she heard someone walking around her campsite and then when she went out to investigate, she was faced with a gun. dan: in the east bay, the city of oakland is dealing with an overwhelming amount of gun violence. today's homicide is one of the latest killings these past few weeks. ama: and the safety we are working towards is a goal to build a baiter -- better bay area. dan: tim johns has more. tim: city council members are looking for a way to stop the growing safety crisis. warren taylor and trevor reed called on their colleagues to expand on the use of automated

license plate readers, move they say could boost the department's ability to solve crimes. >> to ensure that we are able to hold those accountable when we are dealt with the perception of lack of accountability in a city. tim: the idea is that by enhancing this technology, offices will be better able to cross reference license plates. that would help them identify potential criminals, but critics say the effectiveness has shown few results. brian hope is the chair of oakland's privacy advisory commission. he has serious questions about the councilmembers' proposals. >> if you could -- guys do not have the staff, who will be driving the car? tim: other concerns have also been raised around privacy, but taylor says that the city will

be respectful with people's right. >> we will absolutely take care of that information, but at the same time we should limit the use of tools that we know will keep us safe. tim: taylor says this is only one step to help improve the safety of all residents. >> we need to be all hands on deck to keep our residents safe. dan: in the south bay, time is running out for a group of homeless people being forced to move from their current encampment at a san jose baseball field. there across the street from what used to be a massive encampment near the san jose international airport. tonight, amanda del castillo of digs into the confusion of what happens next. amanda: to some, it is hailed as the field of dreams, and to others, the field of death. the baseball field at columbus

park is home to many homeless people. >> it is down to one field and one area. amanda: this resident has spent less than 2.5 years is in the area. at the peak of the pandemic, hundreds of none housed residents either found or built shelter on this 48 acre parcel of land. the area was cleared recently for the city to meet a federal deadline. many residents moved across the street to columbus park. >> this is spring, that is columbus, and i have found a number of names on whether you think it is safe or not. this is the last hope that people have. amanda: this abatement notice was recently paulos -- posted with an october 7 deadline. the city will start by moving inoperable vehicles at the site.

the city not anticipating to completely clear the field and encampment until november 18. the uncertainty is stressing out residents. >> trying to figure out what the deadline actually is. amanda: we paused our interview as a plane flew overhead. the reason that city officials say the area must be clear. >> it is unsafe for people to live directly under the flight path of the airport and it includes columbus park. significant fire and safety hazards created by the encampment are difficult to mitigate. amanda: with the concerns come questions from advocates about where the un-housed will go. in san jose, i am amanda del castillo, abc 7 news. ama: the city will be looking to move the encampment of the wood street camp.

city administration will need to provide a relocation by october 18. state and county leaders will establish other temporary housing solutions in the meantime. dan: the search is on for a 10-year-old girl missing from oakland. police are asking for any information. if you have seen fallon robinson, she was last seen on sunday near 4:00 in richmond. fallon is 100 pounds and was wearing blue jeans and multicolored crocks shoes. she is at risk because of her young age. ama: seminal county supervisors have announced a temporary holding for new wells. this will apply to homeowners and businesses countywide. the move is believed to have been prompted by california's historic mega drought.
