police chief and the people worried about what is going on. >> the death of a man in oakland is the first in this string of shootings that happened april 10 last year. six days later, the only person known to have survived and the only female victim was shot in stockton. more than one year went by before a man was fatally shot in july. that was followed by two killings in august in two in september. dan: surveillance video captured a man who could be the shooter. we have team coverage on the case. our reporter spent the day in stockton talking with people who fear they could be the first target. first we go to j.r. stone at the meeting that is about to begin. j.r.: i just spoke with the mayor minutes ago of stockton who tells me they are doing everything they can to get the person or persons responsible for these cases off the streets. tonight will be the first time that mayor and the police chief

hears from community members in a public setting like this. i want to step out of the way because all of that will happen here at this church. i am told by organizers that capacity here is that 500 or so. i want to go to some of the video. this is one of six crime scenes we have seen in stockton and oakland and it is important to mention that there has not been a specific description of the suspect given out by police. we have only heard the limited description of a person of interest at 5'10" to six feet in height. so many online have reached out to me about a video showing a man on a porch looking like a person of interest. that is something the police department has not released, or even acknowledged. but they will likely get questions about that this evening. the police chief referred to these killings as mission killings. experts tell me that means the person could be on their own mission. i spoke with a retired fbi profiler today who said it is very likely this is one

individual man. group serial killings are rare and the circumstances do not fit very well with this being a female. a criminologist i spoke with has major concerns, saying recent killings are being seen more and more often. >> serial killers like ted bundy, jeffrey dahmer, btk, they want to spend time with the victim, they want to control the victim and get to know them. this individual is not doing that. they are shooting them and simply moving on which says to me the act of killing itself is what is really driving him. j.r.: back out here live in stockton, you can see this church is filling up as we speak. so many people have spoken with, i spoke with a neighborhood leader earlier around 15 minutes ago and she said so many people came to her door asking what they should do going forward to stay safe. the chief is going to address that tonight and the mayor will

address that as well and you will hear what they have to say tonight at 11:00. dan: thank you very much. liz: now let's continue our coverage with on sir hoss and -- anser hassan. some people in stockton are downright scared right now. anser: many of the people we spoke to say they are on high alert. one of the people we spoke with is the ceo of a stockton shelter for the homeless that house about 280 people each night. some of the victims are homeless. he says he does not know any of the victims but his organization has been in contact with stockton police. we also spoke with a mother who says knowing that the suspect has ambushed most victims late at night has her worried about her family's safety. >> one of the incidents happened around the corner from where i live. so it hits home pretty close. you never know if someone is

driving by. could it be that person? or going out for a walk. it is a little terrifying. anser: stockton police say they still do not know of any motive. they are working with state and federal authorities on this case. $125,000 reward is being offered for anyone with tips that lead to an arrest. dan: since this is a developing story, we are posting updates that happen in between newscasts to our website. we will keep you informed there all the time. will find it on abc7news.com. liz: new video was released today of theour faly mkidnapfro. detectives say they have a suspect now in custody, but the kidnapped eight-month-old baby, her parents, and her uncle are still missing. karina nova is in the newsroom with the latest. karina: law enforcement is desperately looking for clues to help them find the family of

four. we learned more about the suspect's criminal background which includes armed robbery in 2005. we also saw a new video of the kidnapping from the merced county sheriff. it shows the suspect entering the family's trucking business with a trash bag and a gun. about 10 minutes later we see him walking out the back door with the two missing men, their hands zip tied. they drive away but six minutes later he comes back, goes inside again and brings out her and her eight-month-old baby. they all get into the truck and drive away. that is the last time the family was seen. investigators hope to get answers from him who is in the hospital after trying to take his own life. one of the big questions is why. >> my speculation is, is financial. until we prove otherwise. again, we do not believe there is a hate crime involved.

staff are addressing any concerns directly with parents, as well as with students who might be apprehensive about being back on campus. >> if they need us, they are saying us. if i need whoever, they are saying it and we are supporting them. liz: there was additional security on the bay tech campus today. right next-door, the site of the shooting remains closed as police continue their investigation. no arrests have been made. dan: today, california clean air day. the san francisco bay fairy is offering free rides. this is the first week all bay area transit agencies are mask free, by the way. az transit and bart dropped requirements over the weekend. here is some bad news. gas prices could push more people to take transit, that is good, but gas prices keep going up. california has the highest prices in the country. aaa says they went up more than anywhere else in the past week.

southern california set new records today. we are teetering on the brink in the bay area, within one penny or so of record prices we paid in june. dustin dorsey tonight is looking at the question everyone seems to be asking. why? reporter: gas prices on the rise again. seemingly going up as fast as the numbers turn on a pump. one state's prices are rising faster than anywhere else. you guessed it, california. leaving a bay area resident with one word to describe it. >> this is absolutely ridiculous and i refuse to put gas in my car because i cannot afford it and neither can anyone else. reporter: a record increase in the last three weeks. california now sits at $6.425 for an average gallon, nearly a full dollar higher than our neighbors to the north. the question is why? aaa says some supply may be restricted nationally due to hurricane ian. yet florida is more than three

dollars cheaper than us and we know that our prices have always been higher. supply and demand is indeed the issue, but it comes from the policies that california imposes on oil companies. >> as long as we see the california government imposing draconian bans and mandates and putting a price on carbon emissions, we are going to see an inhospitable market for oil. reporter: governor gavin newsom sees the cause for the rise coming from the oil companies themselves. last friday calling for a windfall tax to put oil profits back in the pockets of californians. >> the fact is they are ripping you off. their record profits are coming at your expense. reporter: they are making an early transition to cheaper winter blend gas. gasbuddy expert says spot gasoline prices are down nearly one dollar a gallon. these influence retail prices so

me. they also know i find it hard to resist an animal story. this is a story about a woman with a kind heart and a young beer. >> i call him mr. buck. dan n: deborah first spotted him in june at the reservoir in oakland, an eight acre facility run by the municipal utility district. the drinking water supply is cure under that what cover but there is no running water inside that fence for the deer. >> it concerned me that after three weeks it was still here and i am concerned because it is so dry and you cannot get water obviously. dan n: she called wildlife groups, the department of fish and game, and east bay looking for help, but none came. so she started putting out food and water. check out the meals. >> cabbage, peanuts, apples, bread. he likes white bread. dan n: she also set up a little

camera that has captured the deer growing up over the past few months. here, he has that youthful velvet on his antlers. here, it's gone. >> i don't want to do this at all. this is not a lie for him. especially if you are not supposed to feed them or give them water. dan n: deborah and her neighbors also worry about predators making an easy meal of mr. buck, trapped in that confined space. >> i saw two coyotes. they are usually not in the reservoir and then might be stocking the deer. dan n: after the deer's plight hit next-door, some viewers contacted me. first, i wanted to see the deer for myself. 7:30 on sunday night, i have a camera on the ground and this is a great vantage point. he easily spotted me one floor up, got spooked, but returned it to eat. we also flew a drone to check the fence line and started calling in emailing officials from east bay mud. they finally sent a team of
