search and rescue teams still work around the clock. >> the president also commenting on the oil production cut and that's where we begin. big concern over if gas prices will rise again. our chief economics correspondent rebecca jarvis starts us off with the latest. good morning, rebecca. >> reporter: good morning, robin. and prices are already higher here overnight. the national average up 4 cents to $3.87 a gallon. the white house now pushing back on opec's move specifically designed to drive up the cost of oil. this morning, fallout after opec announced it's slashing oil production by 2 million barrels a day come november raising concerns gas prices could spike across the u.s. before the announcement, gas prices were already creeping up in places like california, which saw 8 plus dollars per gallon at some pumps this week with several refineries closed for maintenance causing a supply shortage. >> this is absolutely ridiculous. >> it's crazy. >> reporter: many americans now wary of sticker shock.

after u.s. gas prices reached historic levels this summer averaging more than $5 a gallon for the first time ever in june. >> it will affect in the end all of us by somewhere in the ballpark of 10 to 30 cents a gallon. >> reporter: and this comes at a difficult time for inflation. still near historic highs. gas prices had been one of the positives in all of this as they'd come down since this summer. as they trend higher that ripples through the entire economy. t.j.? >> a lot of stuff could start costing us more because of this. we thank you so much. we turn to california and gas stations there are charging more than $8 a gallon in some instances. mona kosar abdi has more from los angeles and what's behind this possible surge now. good morning to you, mona. >> reporter: t.j., good morning. california drivers just can't seem to catch a break. i'm at a gas station in downtown los angeles and look at these prices behind me. a gallon of regular unleaded will cost you $8.35 a gallon and

it's not just los angeles. the state average is $6.42 a gallon. that is almost double the national average and less than 2 cents under the all-time record. you may be wondering why are gas prices so expensive here? there are a number of factors. first, there have been both planned and unplanned maintenance at california refineries. there's also an increase in the demand for fuel. also california refineries are only allowed to produce the more expensive summer blend of gasoline until october 31st. in order to keep these gas prices down, california governor gavin newsom is calling on the state epa to allow for the production and immediate distribution of the cheaper winter blend of gasoline. until then drivers will have to endure these prices. george? >> okay, mona, thanks. this news hit the white house hard. let's go to cecilia vega. good morning, cecilia. >> reporter: george, good morning. president biden says this is concerning and the white house

is calling it a mistake and saying it's misguided. they believe opec is siding with russia on this one. in fact, the administration is now talking about releasing 10 million more barrels from the strategic oil reserve next month and we're hearing that president biden could release even more on top of that. the question is what is that going to do in the short term when it comes gas prices? this is all hanging over all of this is the president's trip, you'll remember this, to saudi arabia back in july. it was controversial back then. you saw him fist bumping the crown prince. the trip was supposed to be about the white house trying to get the saudis to increase oil production. clearly they rebuffed that move given the move we're seeing from opec right now and frankly it's showing just how little influence this white house and washington is having over saudi arabia. but, really all of this, the midterms just around the corner, gas prices a top issue for voters. so this could not have come, george, at a worse time for the white house. >> could be the top issue. okay, cecilia, thanks very much.

robin? we turn now overseas to breaking news out of thailand. a gunman opening fire at a child care center killing more than 30 people. maggie rulli has more on what we know right now. good morning, maggie. >> reporter: hey, robin, good morning. yeah, that gunman opened fire just afternoon during nap time at that daycare center in a remote part of north eastern thailand. most of the kids were sleeping when gunfire broke out killing every child but one. local media reporting that of the at least 36 killed, 24 are children, some as young as 2 years old. police looking for a 34-year-old man that the papers report was a local police officer who was fired over possession of meth. it's believed his son used to go to this daycare but hadn't been in about a month with workers there telling local journalists they thought he was just there to pick something up for his son before he attacked. now, authorities have confirmed that after his shooting spree the suspect then shot and killed himself as well as his wife and child. guys, at this point no motive

has been found. guys? >> all right. maggie, that's just incomprehensible but thank you as always. we do want to turn to the new missile launches overnight by north korea. the latest in a series of provocations inflaming tensions with the u.s. and its allies. our chief global affairs correspondent martha raddatz is in washington with the latest. martha, also news about north korean warplanes flying close to the south korean border this morning. >> reporter: absolutely, t.j. just a short time ago a dozen north korean warplanes flew in formation on the south korean side of a surveillance line. in response 30 south korean warplanes have been mobilized, but thus far this show of force has not had the effect the south koreans and the u.s. were hoping for. overnight, for the second time this week, north korea launching ballistic missiles. two short-range missiles fired into the sea east of the korean peninsula. [ sirens ] >> reporter: it was monday when the north koreans rattled japanese citizens by sending a

medium-range missile right over japan for the first time in five years. that missile traveling farther than any like it before. in response, the u.s. and south koreans have conducted live fire drills as a show of force. but a south korean missile launch on wednesday turned into a military embarrassment. shortly after liftoff, plowing into a nearby military base and erupting in flames. no injuries were reported but a local lawmaker accused the south koreans of threatening the lives of local citizens and failing to give them warning of the missile launch. in fact, the south koreans didn't report the mishap for hours and only after videos were posted on social media. so this morning tensions are now so high that the "uss ronald reagan" aircraft carrier is heading back to the waters off south korea bracing for what comes next.

t.j.? >> what is that, martha? what is the concern about what comes next? >> reporter: the biggest fear is they conduct a nuclear test, something they have not done in five years, so that's a real escalation. >> martha, we appreciate you. george? we get the latest on the war in ukraine. in the face of losses russian president vladimir putin is claiming control of europe's largest nuclear plant threatening to annex more land in ukraine. britt clennett reports from ukraine. good morning, britt. >> reporter: good morning, george. yeah, ukraine is continuing to smash through russian lines while russia launches more indiscriminate attacks on civilian areas. now for the first time in downtown zaporizhzhia. this morning, russian missiles rocking the city of zaporizhzhia. this video circulating online shows the aftermath of the attack. witnesses say seven missiles hit a residential neighborhood reducing this apartment building to rubble. these attacks come as ukrainian forces keep up the pressure on russian troops in the east and

south of the country and as vladimir putin signed into law the illegal annexation of four ukrainian regions. the kremlin now laying claim to more territory. we will keep consulting residents who would be eager to embrace russia. putin also officially announcing russian control of ukraine's zaporizhzhia nuclear power plant. ukraine's foreign ministry calling it a criminal act. on wednesday, "the new york times" reporting american officials believe ukraine was behind the car bombing in august that killed the daughter of a prominent russian nationalist, alexander dugan, putin's idea here on russia state tv.

"the times" report, the u.s. was not aware of the operation beforehand, provided no intelligence or other assistance in the car bombing and would have opposed the killing had they been consulted. now, there's been no official u.s. comment on that report but meanwhile the head of the atomic energy agency here in kyiv today with the goal of setting up a security zone around the zaporizhzhia nuclear power plant which putin now officially declares as russian property. george? >> such a perilous situation there. britt, thanks very much. robin? now to president biden and florida getting a firsthand look at the devastation from hurricane ian. biden and governor ron desantis meeting with victims and addressing the damage from the disaster that has cost at least 125 lives. victor oquendo is in fort myers beach with the latest. good morning, victor. >> reporter: good morning, robin. this was one of the areas that president biden visited during his tour. let's take you right up to our drone. homes and businesses here in fort myers beach leveled by hurricane ian. some residents here have been sleeping in their cars. it's this level of devastation that led to a rare show of solidarity between two political rivals. it was a moment of bipartisanship amid the devastation. president biden and florida governor ron desantis putting politics aside. >> we have one job and only one

job and that's to make sure the people of florida get everything that they need to fully and thoroughly recover. >> reporter: the president and first lady on the ground wednesday in the hard-hit city of fort myers for a firsthand look at the widespread destruction caused by hurricane ian. >> we are cutting through the bureaucracy, cutting through the red tape and that's from local government, state government, all the way up to the president. so we appreciate the team effort. >> hello. search and fire rescue. >> reporter: search and rescue teams like florida task force one still working around the clock in pine island as the death toll climbs to 120 in florida. the island had been completely cut off but crews were able to build a temporary crossing bridge. we're in port charlotte, north of fort myers where residents have been waiting for help for days. ian brought this massive tree down blocking this house. the good news, that help has arrived. we went out with members of team rubicon, a volunteer

organization led by military veterans. >> it's a big relief because i had no idea what i was going to do with the tree. >> reporter: they're clearing debris and tarping roofs, helping very grateful residents. >> they've been hammering away all day. they have not stopped. >> they have not stopped. >> and they have been great. >> reporter: and more help is on the way as the president announced he was doubling the amount of time the federal government would cover all costs of search and rescue, debris removal and other emergency measures from 30 to 60 days. robin? >> i'm sure that will help. victor, thank you. george? we get the latest on georgia republican senate candidate herschel walker. after he denied paying for an ex-girlfriend's abortion and claims he doesn't know who the woman could be, "the daily beast" is reporting it is the mother of one of his children. rachel scott is tracking it all. good morning, rachel. >> reporter: george, good morning. herschel walker is adamant about this. he calls those allegations a flat out lie but it's his latest denial that's prompting a new shake-up. this morning, a new twist in the

controversy surrounding georgia's republican senate candidate herschel walker. "the daily beast" reporting the woman he allegedly urged to have an abortion is the mother of one of his children. the anonymous woman told the reporter walker, a conservative who opposes abortion, paid for the procedure and even sent a get well card. something he adamantly denies. >> have you figured out who it is? >> not at all, and that's what i hope everyone can see. it's sort of like everyone is anonymous or everyone is leaking and they want you to confess to something you have no clue about. >> reporter: "the daily beast" says after walker made those comments the woman wanted to share more information about her identity telling the reporter, i've been civil thus far. i keep my mouth shut but i'm also not going to get run over final and time again. abc news has not independently verified the report. the former nfl player, a vocal critic about absent fathers, admitted he had three other

children he never talked about publicly. >> you know, i never denied any of my kids and i love them more than i love anything. >> reporter: he has not held any public campaign events this week. several republican voters leaving his fund-raiser told us they're standing behind him. >> with abortion being your top issue, now you have these allegations against the candidate saying he made for an abortion >> i don't believe -- >> you don't believe any of it? >> nope. >> reporter: and as for walker, he released a statement saying that there is no truth to this report, of course, the stakes are so high here, this is a race, george, as you know that could determine which party controls the senate. george? >> it sure is. rachel, thanks very much. t.j.? we got an update on a story we talked about yesterday, the most coveted baseball in the world is that baseball, aaron judge's record-setting 62 home run baseball with a fan who caught that ball in the stands now reportedly offered $2 million for it. an auction house is putting up the offer. we don't know what the fan will do, but we all agreed here yesterday is the right thing to

they're college students from all over the country training to be p.a.s. let me tell you that is a lively group. so grateful for what they want to do. following a lot of headlines including fallout after opec announced it would slash oil production by 2 million barrels a day come november. there are growing concerns gas prices could spike across the u.s. overnight prices higher with the national average up 4 cents. also, federal appeals court agreed that the daca immigration policy is illegal, but allowed to continue for now. they sent it back to a lower court to review. they're reviewing a new set of biden administration details, and it protects immigrants throughout the u.s. as children. president biden says the new ruling means that the lives of dreamers remains in limbo. history with nasa and spacex with this launch. successful launch of the crew 5 mission wednesday. they're headed for the international space station and it includes the first native american woman sent to space by nasa. the crew also includes a russian cosmonaut as well as a japanese

astronaut. so congratulations to the crew. now to a major new development in the "rust" film set killing. the family of the cinematographer killed when alec baldwin's gun discharged agreed to settle a lawsuit. we'll speak to dan abrams after this report from matt gutman. good morning, matt. >> reporter: hey, good morning, george. while baldwin and others could face possible criminal charges, this settlement means that the biggest civil suit against them will be dismissed. that suit had accused baldwin and co-defendants of misconduct and cost-cutting measures that put the entire crew at risk. nearly a year after alec baldwin fatally shot cinemaintographer halyna hutchins during filming on the set of the movie "rust," the hutchins family reaching a settlement in their wrongful death suit against baldwin and the producers for an undisclosed amount. the civil case now dismissed. halyna's widowed husband matthew saying in a statement, i have no interest in engaging in recriminations or attribution of blame to the producers or mr.

baldwin. all of us believe halyna's death was a terrible accident. am grateful. baldwin sitting down with george last december discussing this very outcome. >> so you expect matthew to file a suit? >> how could it be otherwise? something happened here that resulted in his wife's death. he's entitled to something as far as i'm concerned. i don't know what it is. i don't know how you calculate that. >> reporter: in a surprise twist, production on the ill-fated western will resume in january. as part of the civil settlement, matthew hutchins will be joining the film as executive producer with production involving all key original players. after the settlement announcement, baldwin posting this message to instagram, throughout this difficult process everyone has maintained the specific desire to do what is best for halyna's son. we are grateful to everyone who contributed to the resolution of this tragic and painful situation. but still not resolved, possible criminal charges against the star and the producers. the santa fe county d.a. has

possession of the final piece of evidence in the criminal investigation, baldwin's cell phone. late last month the d.a. indicating criminal charges are not being ruled out. in a statement to abc news her office saying, if the facts and evidence warrant criminal charges under new mexico law, then charges will be brought. no one is above the law. baldwin has always insisted that he was told the gun was loaded with blanks and he's been adamant he did not actually pull the trigger. >> it wasn't in the script for the trigger to be pulled. >> well, the trigger wasn't pulled. i didn't pull the trigger. >> reporter: as to how those live rounds got on the set, the film's armorer, hannah gutierrez reed has always pointed to the prop supplier. but now through her attorney she's saying, we are hopeful that the district attorney's office will recognize that a measure of justice has been

achieved in regards to this accident and that they will opt not to pursue criminal charges. the d.a. said the criminal charges, if any, are expected soon when the sheriff's office concludes its investigation. she said she could charge up to four people including baldwin and has already received hundreds of thousands of dollars from the state for a special prosecutor to oversee the case. guys? >> okay, let's bring in our chief legal analyst dan abrams. surprised? >> i'm stunned, not that they settled, but what the settlement is. the fact that part of the settlement is that they're now going to work together, and when you listen to matthew hutchins' previous comments about alec baldwin, he was furious at him, he was particularly furious after your interview with him. as a result of your interview matthew hutchins came out after filing the civil lawsuit talking about how frustrated he was. now they'll work together again in the context of this film when it resumes filming in january. >> so does that working together have something to do with the financial component? he will benefit from the asset as you call -- >> probably. look, there has to be a financial element to this as

well. this was a civil lawsuit. we don't know exactly what the details were of what the financial arrangement was but you have to believe that part of this is that when he's the executive producer, he's going to reap the benefits of money when this lawsuit -- when this movie eventually comes out and it makes money. but i'll bet there was also another financial component to it, as well. >> we were talking about this in the break. the d.a. investigating the shooting says this does nothing about the criminal charges, that this does not do anything to stop that from possibly going forward. >> remember, she didn't have to make a statement. she didn't have to come out and say, yes, criminal charges are still on the table. she could have just been quiet, right, and just allowed this to continue and just gone along with her business. she came out and specifically made a statement that said this has no impact on any potential criminal charges. >> what do you have to weigh against that? he's one of the producers but said -- the husband said this is

ga gallon. there could be relief on the way for americans in california, arizona and nevada. they have seen recent price spikes as a result of closures at u.s. refineries as those refineries come back online. prices there could start trending lower. and, of course, this all comes at a very difficult time for inflation, near historic highs, gas prices had been a bright spot recently as they've come down from those record highs in june and, of course, this ripples through the entire economy. it's not just the price you pay at the pump but it's the price everyone pays for higher gas prices in things like the goods and services that they buy, even those groceries. t.j.? >> all right, rebecca. you mentioned california, one of those places that could be seeing some relief and they need it. want to go back to los angeles and mona kosar abdi. they have seen a surge there, mona, that has some gas stations charging $8 a gallon and more. good morning to you. >> reporter: good morning, t.j. that's right. california drivers are paying gas prices almost double the national average. i'm here at a gas station in downtown los angeles. look at these prices behind me. a gallon of regular unleaded will cost you about $8.35 a

gallon. the state average is $6.42 a gallon which is less than two cents under the all-time record. you may be wondering why are gas prices so expensive in california? there are a number of factors. first, there have been both planned and unplanned maintenance at california refineries. there has been an increase in the demand for gasoline and also california refineries are only allowed to produce a more expensive summer blend of gas until october 31st. in order to keep gas prices down, governor gavin newsom sent a letter last week to the state epa asking them to allow refineries to produce and immediately distribute a cheaper, winter blend of glass. until then, drivers have to endure these prices. hopefully that seasonal change will allow them a break. t.j.? >> we'll see if that move could help even a little bit. thank you so much. robin? t.j., we have an unfortunate update on the family members in california who were kidnapped at gunpoint earlier this week.

authorities have found their bodies. the sheriff says they are now able to talk to the suspect. mola lenghi has the latest. so tragic. mola, good morning. >> reporter: yeah, good morning, robin. not the update anyone wanted. the merced county sheriff described it as his worst fears coming true after those four family members who were kidnapped from their place of business here earlier this week, found dead. the bodies of 8-month-old aroohi dheri, her parents, her uncle found on a nearby farm last night just hours after investigators released chilling surveillance video showing the family being abducted at gunpoint in broad daylight from their trucking business here on monday. still no word on a possible motive. police did say one of the victim's atm cards were used at a bank and the suspect taken into custody tuesday after attempting to take his own life. his own family turned him in after he allegedly confessed to them his involvement in the kidnapping.

she's now getting the help and counseling she needs. >> there were 12 disciples. even jesus had help. everybody needs help. and so i called this number and you know what the guy told me, he said, something i needed to hear, you are right where you're supposed to be. >> she said she still cries all the time. i think she's made peace with the fact that's going to be part of her life for a long time and there's -- it's not a sign of weakness. there's strength in being able to express that. >> reporter: she's not alone. one study found one-quarter of people who lost family to suicide experience elevated levels of depression and stress. she's hoping that a new tour will help her heal, one she had planned with her mother and some of country music's biggest names will join including faith hill, martina mcbride and trisha yearwood and says she will always cherish memories like these.

t.j.? we want to turn to our breast cancer awareness month series, "thriving in pink." thanks to cutting edge advances, there are better treatments and tests to determine the best way to tackle the disease. erielle reshef is here with that. good morning and good news. >> great news. these are making such a difference, t.j. some of those advancements have been made in the effort to fight some of the most aggressive forms of breast cancer, especially in young women and these new treatments are saving lives. cutting-edge research changing the way we treat breast cancer. >> there's so many things happening at breakneck speed for cancer and cancer treatment and it's just about time that we finally did that for triple negative breast cancer. >> reporter: around 15% of early breast cancers are triple negative, a type of cancer more common in black women under age 40. diamonique valentine was diagnosed at age 27. >> my biggest worry, it wasn't losing my hair. it wasn't how i was going to

look. it was just surviving. i wanted to live. >> reporter: triple negative is more aggressive and had fewer treatment options until now. >> we're seeing cancers go away. >> reporter: doctors can eliminate tumors before surgery by harnessing the body's own immune system. new research finds the addition of immunotherapy called keytruda to chemo resulted in better response of these patients before surgery, changing treatment guidelines. >> chemo was nothing i was looking forward to. >> reporter: another breakthrough has allowed women like yola to skip chemo entirely. when the texas native was diagnosed with early stage estrogen positive breast cancer last year, she worried the side effects of chemo would take her out of the game. >> i don't have time for this cancer stuff, you know. i said, my grandson plays football. i got to get to that football game. >> reporter: luckily because yola's cancer was detected early she was a candidate for a test which used genetic analysis to predict that chemotherapy

wouldn't help her beat cancer. >> we saw that estrogen was the main driving force for what caused her cancer to grow. because of that, we were able to avoid chemotherapy and start hormonal therapy. >> reporter: the test newly released long-term data suggested that 80% of patients, the no chemo route work. cancers don't return and helps in post-menopausal women whose estrogen positive breast cancer spread that their lymph node. >> when estrogen is the driving force, even though a cancer goes to the lymph nodes, it's still estrogen driving that and may not benefit from chemotherapy. >> i'm glad to report that both diamonique and yola are cancer-free now and there are studies that show some precancers can be treated with immunotherapy, allowing the body's immune system to recognize and attack certain conditions before they become cancerous. can you imagine the impact if it's applied to breast cancer? >> constant updates we're getting and positive news about
