ama: the crime has shocked the community. reporter: the community is heartbroken, shocked, and angry over what happened this week. we don't know what the motive was to get the community in merced came together this evening. ♪ a child holding a candle in memory of the merced county family, kidnapped monday and found dead in an almond orchard wednesday. >> our family just lost four precious souls today. reporter: a cousin speaking at the vigil to remember the eight-month-old girl, her parents, and her uncle. >> they were a very hard-working family. they always come to temple, do prayer, from the household to the community. they like to give back. reporter: the family was part of the sikh community and immigrated in the early 2000's. eventually settling permanently

in california. >> this is like a typical immigrant story. typical american dream. came here, working hard, paying their dues, paying their taxes. so i can't comprehend. there's no words. reporter: the vigil was the first of four to be held in merced, one for each of the victims. those in the sikh community say it's tragic, knowing that this family came to the country for a better life and then this. >> now when they come over here and work hard, now this. this is a senseless killing. >> thank you for coming, showing us that you are with. we are very thankful to you. with heavy hearts.

it is hard to speak. >> how this incident, this nightmare won't happen to anyone in the whole world. that's what i pray. amen. reporter: the suspect in the case was paroled in 2015 after serving time for armed robbery. the sheriff says at one point since, he worked for the merced family trucking company. was booked in to jail tonight after being in the hospital since wednesday. back to you. ama: thank you. there are no arrests as police continue looking for a suspected serial killer tied to shootings in oakland and stockton. there have been seven shootings. the oakland shooting happened in april of last year. a woman survived the second shooting in stockton. the rest of the shootings didn't take place until year later. today, stockton's police chief said the gunman is on a mission to kill. the shootings have been linked

by ballistic evidence and have happened in dark locations without many witnesses. >> we are telling folks, work together. stay in well lit areas. if you see something, say something. ama: police released a video of a person of interest. police don't know if the person is a suspect or a witness. dan: a big change coming and turns of cannabis. president joe biden announced that he would pardon thousands of americans convicted of marijuana possession under federal law. some are calling it a political move before the midterm elections. tonight, tim johns breaks down what it could mean for people in the bay area. reporter: a reprieve could be on the horizon for thousands of americans. >> it is legal in many states. criminal records for marijuana possession have led to needless barriers to employment, housing, educational opportunities. reporter: joe biden announcing

changes to the way cannabis is dealt with in the u.s. he called for a review of how marijuana is classified. currently it is grouped and withdraw -- drugs like heroin and can carry a have a penalty. the president will pardon people with prior convictions of simple marijuana possession. >> it is going to affect a small number of people because there's not marry many people convicted under federal law. reporter: the pardons will affect 6500 americans because most people are convicted under state laws. >> i'm trying to have a better attitude about it. it's like, i wanted to be real. you know what i mean? you hear a lot of talk and politicians saying things. i just really want to make sure it's real. reporter: a marijuana dispensary owner in oakland was once arrested for selling weed years ago. he says the federal laws have had a disproportionate impact on

black and brown communities for them -- for decades. >> they are getting out of jail with records for simple crimes and they can't get jobs. reporter: he says he hopes thursday's decisions are a step in the right direction. >> it is a start. i believe it is headed there, by the conversations we've been having. it has to be done right, keeping us in mind. reporter: abc7news. ama: the oakland unified school board is entering a late-night debate over the future of a shuttered elementary school. we have a live feed now. our number five. one point of contention is the use of the parker k through eight building. parker was one of several schools voted to be closed because of budget constraints. protesters occupied the building for much of th summer, demanding it stay open. the board considered a plan to turn it into an adult education center and facility for community programs. supporters say it would be a good way to reimagine parker and that they did seek community

input. some on the board said they didn't want to make a decision on just parker, they wanted to see a comprehensive plan for all the closed schools. we will keep monitoring this as the night moves along. dan: tomorrow, a lot of people will be watching the stock market ahead of the labor department's monthly u.s. jobs report. the major indices closed down today. the dow jones down 1.15%. this comes as help is on the way for californians. inflation relief payments will start going out tomorrow. they are designed to offspec -- offset the cost. the money will come from $200 per person to 1000 depending on your income level, from the 2020 tax year. they will either come in the form of direct deposits or debit cards that could come to you in the mail. we put together a complete guide to help you see if you are eligible and how much you could

be getting, right on the front page of our website. ama: to keep up with inflation, the state is increasing the monthly amount of benefits for cal fresh recipients. currently, 5 million californians are receiving benefits. they will be going up by 12.5% to ease the pain of rising prices at the grocery store. it's a bump for families. >> that means for a family of four, that family if they qualify can receive $939 per month in an incentive. if it's an individual, $281. ama: according to the state, there are 2 million people who are eligible but haven't signed up for cal fresh benefits. dan: here's another sign that things have changed. for the first time since the start of covid, the cdc will not provide daily death and case numbers anymore. the agency is shifting to a weekly format instead. the change starts october 20.

dan: police investigating a stabbing spree on the strip. two people are dead, six others hurt. three of them are in critical condition. police say it appears the suspect used a large kitchen knife to stab residents and visitors. he's in custody. the motive is unknown. good morning america will have the latest on the case tomorrow at 7:00 right after abc seven mornings. ama: new developments. that should help get rid of the new nasty brown water we told you about last week. more than $8 million in infrastructure improvements have been approved by the city. the projects are in the final design stages and a groundbreaking is set for next summer. all the projects should be completed over the next couple

were born at 26 weeks. now 27 years old, both have disabilities. more recently for chris, shelley says he's been in palliative care and is experiencing symptoms similar to early onset dementia. >> i tried to bring so much joy to his life. in fact, i look back on the video that you sent me and he looked so happy. reporter: his condition has kept the family inside their home most days. visiting neighbors are helping to make the halloween enjoyable during this difficult time. shelley's halloween displays have become a community favorite. >> it's a really heart-wrenching story about how shelley and her husband have taken care of their children the way they have. it is so wonderful. and then to do this for all of us. >> i still feel the fame that i

fine flying weather tomorrow. 72 degrees in the afternoon. it is certainly going to be a little bit cooler and cloudier on sunday. taking a closer look at the hour-by-hour forecast for tomorrow, mainly sunny. mid-60's. by 1:00, it's in the upper 60's. blue skies with warmth for the 4:00 hour. we are looking at breezy conditions. in southern california, we see a -- saw strong thunderstorms flareup. it triggered a dust storm. visibility below zero. there were at least 14 reports of the dust storm and certainly that can make for hazardous driving conditions. that was all generated by gusts coming westward. a quiet pattern tomorrow. high-pressure coming in. today was cooler. tomorrow, we warm it back up for you. there will be dense fog and

drizzle as we head into the noontime hour. it will be beautiful. 70's and 80's. 60's near the coast. 90's popping up just like today. today's highs in the low 60's to mid 90's. it is shrouded on the golden gate bridge tonight. you can see some of the fog. visibility is down to a quarter-mile so it is dense and half moon bay and that's what you need to watch out for. 50's and 60's on your temperatures right now. here's a live view of the fog over san francisco. patchy fog and drizzle in the morning. fine flying weather for the blue angels. breezy below-average start to next week. your morning temperatures, upper 40's all the weight of the low 60's while inland. once again, the fog will be around. thickest near the coast. watch out around the bay as well because we will have that to start the day. afternoon highs coming up. 84 in san jose. 80 in cupertino.
