a child holding a candle in memory of the merced county family, kidnapped monday and found dead in an almond orchard wednesday. >> our family just lost four precious souls today. reporter: a cousin speaking at the vigil to remember the eight-month-old girl, her parents, and her uncle. >> they were a very hard-working family. they always come to temple, do prayer, from the household to the community. they like to give back. reporter: the family was part of the sikh community and immigrated in the early 2000's. eventually settling permanently in california. >> this is like a typical immigrant story. typical american dream. came here, working hard, paying their dues, paying their taxes.

so i can't comprehend. there's no words. reporter: the vigil was the first of four to be held in merced, one for each of the victims. those in the sikh community say it's tragic, knowing that this family came to the country for a better life and then this. >> now when they come over here and work hard, now this. this is a senseless killing. >> thank you for coming, showing us that you are with us together as a community. we are very thankful to you. with heavy hearts. it is hard to speak. >> how this incident, this nightmare won't happen to anyone in the whole world. that's what i pray. amen. reporter: the suspect in the case was paroled in 2015 after

serving time for armed robbery. the sheriff says at one point since, he worked for the merced family trucking company. was booked in to jail tonight after being in the hospital since wednesday. back to you. ama: thank you. there are no arrests as police continue looking for a suspected serial killer tied to shootings in oakland and stockton. there have been seven shootings. the oakland shooting happened in april of last year. a woman survived the second shooting in stockton. the rest of the shootings didn't take place until year later. today, stockton's police chief said the gunman is on a mission to kill. the shootings have been linked by ballistic evidence and have happened in dark locations without many witnesses. >> we are telling folks, work together. stay in well lit areas. if you see something, say something. ama: police released a video of a person of interest.

police don't know if the person is a suspect or a witness. dan: a big change coming and turns of cannabis. president joe biden announced that he would pardon thousands of americans convicted of marijuana possession under federal law. some are calling it a political move before the midterm elections. tonight, tim johns breaks down what it could mean for people in the bay area. reporter: a reprieve could be on the horizon for thousands of americans. >> it is legal in many states. criminal records for marijuana possession have led to needless barriers to employment, housing, educational opportunities. reporter: joe biden announcing changes to the way cannabis is dealt with in the u.s. he called for a review of how marijuana is classified. currently it is grouped and withdraw -- drugs like heroin and can carry a have a penalty. the president will pardon people with prior convictions of simple

the conversations we've been having. it has to be done right, keeping us in mind. reporter: abc7news. ama: the oakland unified school board is entering a late-night debate over the future of a shuttered elementary school. we have a live feed now. our number five. one point of contention is the use of the parker k through eight building. parker was one of several schools voted to be closed because of budget constraints. protesters occupied the building for much of the summer, demanding it stay open. the board considered a plan to turn it into an adult education center and facility for community programs. supporters say it would be a good way to reimagine parker and that they did seek community input. some on the board said they didn't want to make a decision on just parker, they wanted to see a comprehensive plan for all the closed schools. we will keep monitoring this as the night moves along. dan: tomorrow, a lot of people will be watching the stock

now 27 years old, both have disabilities. more recently for chris, shelley says he's been in palliative care and is experiencing symptoms similar to early onset dementia. >> i tried to bring so much joy to his life. in fact, i look back on the video that you sent me and he looked so happy. reporter: his condition has kept the family inside their home most days. visiting neighbors are helping to make the halloween enjoyable during this difficult time. shelley's halloween displays have become a community favorite. >> it's a really heart-wrenching story about how shelley and her husband have taken care of their children the way they have. it is so wonderful. and then to do this for all of us. >> i still feel the fame that i did back in 2019.
