angels soared over san francisco bay today, they closed out a great day of aerial fund fleet week air show was just one of the things that brought people to san francisco's waterfront. we talked with fleet weeks executive director about why this event is just such a big deal. it's important first and foremost because there are so many veterans in the bay area

since 2012. this will make the third year in a row with a triple digit death toll. so how can police stop the violence and build a better bay area? dan: that is what abc7 news insider phil matier wanted to know when he sat down with oakland's police chief. phil: much of the violence on the streets of oakland is coming from guns, ghost guns to be more specific. these guns are the type that can be bought online in pieces. they are not registered. the chief tells me that the only way to stop the murder is to get those guns off the street. the way he plans to do it promises to be controversial. chief, that is quite a collection of guns you have in the evidence room. >> quite a number of ghost guns that we collected over the last two years. phil: about a quarter of the guns you take off the streets are ghost guns. >> yes. phil: these are automatics. these are high velocity.

they are killing tools. and they are legal. >> yes. phil: why are they legal? >> new laws have obviously come out over the last couple months that are helpful, one in which that we believe is really helpful is a new law that requires these slides, these pieces that these weapons come into to now have serial numbers. phil: somebody buying a ghost gun is not worried about the penalties, right? >> right. i think the issue was law enforcement often time has a difficult time knowing what to charge people with. prior to these laws, ghost guns did not have much governance. i think these new laws at least give us some leverage to leverage some federal laws against those who possess these guns. phil: what will the penalty be if you had an unlicensed ghost gun? >> realistically you're are talking about possession of just a firearm. then we are talking about not

having the charge of possession of a registered firearm. all firearms need to be registered and serialized. we would not have that charge to bring forward against a person. phil: even then, playing realistic here, that is still a nonviolent crime. >> yeah. phil: so it will not mean you have to stay in jail for a while. it means you lose the gun. you get a court date and go back out. a misdemeanor. so carrying a killer weapon unregistered is a misdemeanor. on the same ground as, let's say, shoplifting or some theft like that. >> yeah. phil: how does that solve the problem? >> it doesn't for law enforcement. these are dangerous encounters. every time police officers come into contact with someone who is armed with one of these weapons, it is a potential risk to that individual's lives. these guns should be charged at a higher level. there is no reason to have them. phil: how much do these go for?

committing egregious traffic violations. phil: what do we do now? do you have the cops actually on this plan? >> yes. we have grown the department over the past months. we have two additional academies graduate. we have another academy that will graduate at the end of october. as our numbers grow, we will redeploy units into these specialized units. the first unit we will grow is this new traffic safety unit that will be deployed by the end of this month. phil: have you talked with city hall? are you concerned about political blowback? >> i'm not. the mayor and i are in agreement that we have to enforce the laws. we have to be proactive about enforcing certain laws making our city unsafe. phil: you think the public is on your side. >> i really do. from all the commune occasions i have gotten, people are asking me, why aren't you out here doing more? phil: how much of the gun

violence is gangs, and how much of it is random? >> the vast majority of the violence we are seeing is group and gang violence. targeted. individuals that are engaged in conflicts across our city. we know that groups and gangs are targeting one another throughout our city. our cease fire strategy that works on this every day, we are out trying to address this. i think the data supports it. since last week minute maid shifts in resource deployment, we recovered over 30 firearms in nine days interested over two dozen people so far. that is a pure focus on only those involved in group and gang and gun violence. the message is the violence needs to stop, but the police can't do it alone. we need the community's help, the judicial system's help. we need to be unified in addressing gun violence. dan: that is one of the big challenges facing police in oakland.

many in the community are too afraid of the help. they worry they may be targets if they go to police. it is not a pretty picture. i have to hand it to the chief with the idea of the traffic stops. that will be controversial. it will be interesting to see if the mayor and city council stand behind it, but it is a step. it is the only step they have right now. dan: a really good conversation with the chief. did he say anything about bringing in reinforcements to deal with this violence? phil: talking about maybe the national guard or highway patrol? that is what we hear calls for. it sounds good, but it does not work. i can bring in a national guard unit. what are they going to do? stand on a corner? highway patrol is only a short-term solution. it might work, but the state is reluctant to do that. in the past oakland has cut funding for police. nobody is going to make do with what he has got. he will try the best he can with the yields on the traffic stops to make results.

over 400 or 500 calls. gloria: calls for people looking for help from domestic violence. chest of hope has been running emergency and transitional housing centers for domestic violence victims in the tracy area since 2011. >> during covid, it was very frustrating to families, because they were locked in. they were actually with their abusers 24/7. >> they got on each other's nerves more. the physical got increased. gloria: the calls are not just about abuse from a partner. chest of hope has seen an increase in domestic abuse toward other members of the family. >> based on what mom has gone through with dad, she is taking it out now on the kids, right? because she feels stuck and it is because of them why she is not leaving. and then you may have the father abusing the children as well. gloria: patricia has suffered
