>> building a better bay area. moving forward, finding solutions. this is abc 7 news. stephanie: soaring over san francisco. the sights and sounds of fleet week are back. good morning, i am stephanie sierra. it is saturday, october 8. the fleet week forecast, a foggy start today. >> when we look outside, you think it does not look good but we will get some sunshine. here is a live view of the golden gate bridge totally socked in. that marine layer has made an extensive push.

very foggy start. temperatures range from the 50's and 60's. we even see if 40's and parts of the north bay. clouds will stick around the coast through midday. by midday, lots of clearing. it will be warm with inland areas near 90. at the beaches, low 60's. we will see partial clearing for the air show this afternoon. it will still be a good show but not perfectly clear blue skies. stephanie: thank you. developing news this morning, berkeley police are investigating a shooting near the cal campus. it happened just after 1:30 this morning in the area of durant and telegraph avenue. uc berkeley police are asking everyone to avoid the area. >> this is the first time i have experienced something like this. a bullett went into one of the

criminal conspiracy, accessory and destroying evidence. happening today in the north bay, a celebration of community renewal and hope. the city of santa rosa will hold a ceremony at coffee park. the event honors a community that came together to rebuild after the 2017 fires. more than 5000 homes were destroyed. the ceremony starts at 10:00 this morning. if you cannot make it, it will be live-streamed. with the holiday season fast approaching, another covid surge could be on the way. health experts caution the u.s. could be the next to see a spike. >> there are tools available both for prevention. stephanie: more and more people are gathering inside which makes the risk of covid infections higher.

the good news is that current vaccines are helping the number of conditions decrease. scientists say should continue living your life while also staying prepared. governor newsom says he plans to hold a special session to address the states extremely high gas prices. it will also include his proposal for a windfall tax. millions of dollars in gas price relief has started hitting the bank accounts of californians. one time payments are going out to 23 million taxpayers. how much you get depends on your 2020 tax return. how you file, whether you have

dependents and the amount of your adjusted gross income. >> i think it is great. this is the highest inflation in 60 or 70 years so it is well needed. stephanie: a harvard professor says these inflation relief payments will export inflation to the rest of the u.s. with some showing up in california too in the east bay, a bad smell is affecting residents. the smell is attributed to hydrogen sulfide coming from the crockett wastewater treatment plant. county health officials say the smell is not always a sign of a health risk, but levels tested yesterday were high enough to cause a health concern. a member of the crockett improvement association tells us more. >> it has affected people's

health, businesses. businesses have closed. people have lost out on a lot of revenue. it stephanie: officials say that health is -- smell is due to an ongoing operational issue. a town hall meeting will be held thursday on pomona street. one of the biggest weekends here in san francisco has arrived. we are talking about fleet week and that means those beautiful blue angels will be out in full force. tim johns has a look at some of the festivities. >> the sights and sounds of fleet week were on display in san francisco. from the ship paraded until live music and even the air show's angels. >> they so fast. it is amazing. >> both bay area locals and tourists came out to see the festivities.

teens and one into lgbtq individuals experience domestic violence. at city hall, a rally and resource fair with santa clara county agencies aiding. >> we want to break the stigma and tell community members, no matter where they are from, we are here. >> that is pretty significant since that represents for a lot of these groups, overcoming. >> we have seen a tremendous positive shift in the community, and their attitudes towards this issue, and also towards the support of this issue. >> and it is support needed now. advocates say over the pandemic, there was an 8% increase in domestic violence cases across the country. the south bay community friday sharing with this effort signals to them. >> for me, it is about remembrance for the folks we lost in the fact that we have to hold the hope to move forward.

in the east bay, there was a large turnout for the armenian food festival. people filled a church in oakland for the event. there was also armenian music and dancing. this is the 67th year the festival has been held. if you missed it, the festival is back today starting at noon until 11:00 tonight. turning to weather now, all eyes will be in the sky to watch the beautiful blue angels. how is that for cap shaping up? frances: [laughter] we won't have perfect blue skies, but we will have great viewing conditions with low clouds that will be spilling in from the golden gate bridge. not perfect, but looking pretty good out there as the camera follows stephanie around. we will show you live doppler 7. right now, it is pretty quiet. visibility is really impacting a

lot of areas because of the fog. santa rosa, hayward, half moon bay, down to zero mile visibility. only half a mile in oakland and one mile at sfo. you see the low clouds from this live shot right over the bay bridge. in san francisco, currently 53. from the east bay hills, we see some of those mountaintops and oh clouds in the distance. santa rosa, that has been our cooler spot. upper 40's. vacaville already at 60. you can see low clouds but at the top of mount him, it is already sunny. we are going to be dealing with areas of dense fog this morning, even possible drizzle. partly cloudy for the blue angels but sunny elsewhere. inland areas will warm up, and even around the bay. breezy and below average early

stephanie: what you may not realize is what happens to mail after you send it to the government. it led to a strange experience for one bay area viewer who tells their story to michael finney. >> it was surreal, very surreal. >> it seems like a page out of a spy novel. >> maybe it is a secret government program. >> it began when she filed a petition with the u.s. tax court to dispute a big irs penalty.

she paid the $60 filing fee with this check for $60. a couple of weeks later, the court sent the check back to her and to her amazement, it was totally blank. all the ink on her check had disappeared. >> my first thought was i sent the check and forgot to fill it out. >> but she did not forget, the tax court notice says the mail had been zapped with radiation and that caused the ink on her check to disappear. >> i cannot believe this, radiated? it is like something >> >> from a sci-fi movie. here is a copy of her original check and here is what it looks like now. everything she had written gone except for a faint shadow you might be able to see. >> if i told it just right, i can barely make out clerk, united states tax court. >> unnoticed said she had to find a pen that resists

later. stephanie: this morning, police are still searching for a suspected serial killer tied to deadly shootings in oakland and stockton. in all, there have been seven shootings. the oakland shooting was the first in april of last year. a few days later in stockton, a woman survived a second shooting. the rest of the shootings did not take place until more than a year later, all in the stockton area. earlier this week, police released this video of a person of interest. the shootings have been linked by ballistic evidence and have been in dark locations without and many -- without many witnesses. the motive is a mystery. it is a 125 thousand dollar reward for information leading to an arrest. you can keep track of the latest developments on the story. we are posting everything we know on abc7news.com. this morning, the white house is commenting on president biden's warnings of a nuclear armageddon.

it's as though the words were made to convey that no one should underestimate the danger if russia deploys nuclear weapons in its war against ukraine. >> the biden administration is downplaying remarks by the president in which he said russian president vladimir putin's threats to use tactical nuclear weapons posed the greatest prospect of armageddon since president kennedy and the cuban missile crisis. the state department is echoing similar remarks by the white house, saying the u.s. does not see a reason to adjust its nuclear posture, for seeing any indication that russia is prepared to use nuclear weapons in the near future. >> what president biden was speaking to was how seriously we take the threats of nuclear weapons. >> all this after president biden spoke at a fundraiser, saying he knows putin well and he is not joking when he talks about the potential use of nuclear weapons or biological or

looking to increase of their process -- prices to offset inflation. it is a three cent increase for stance and 84 sent increase for mailing postcards. unlike other government agencies, the usps does not rely on taxpayer funding. it receives its funding from stamps and package deliveries. postal regulatory commission approves this -- if postal regulatory commission approves this, the changes will go into effect on january. a video shows -- getting out of a fire truck and walking into a strip club. there has been a strong response from the mayor's office. zach fuentes has the story. >> the video shared on instagram thursday night was taken in front of san jose's peak adult club in the city's burbank neighborhood. a fire truck with its lights on was parked on the street. the video shows a woman in a bikini getting out of the cab

and walking straight to the entrance of the club. abc 7 has not gone permission from the person who shot the video to show it. city leaders have seen it and are not happy with what they saw. the san jose fire chief released a statement saying the department has become aware of concerning video posted on social media. an investigation has been initiated to determine facts surrounding the video. san jose's mayor issued a statement saying if the investigation concludes -- heads must roll. we cannot have a critical emergency rescue apparatus -- or something that demeans the work of our team. i trust one of the nations finest fire chief will respond according the. no one was talking and the person working at the establishment did not want to comment on the video. he says they have been great neighbors but he is

concerned about the video. >> someone is having a good time with city funds that we are paying good tax dollars for. we have crime in the area prayed i have to spend 20 to 30 minutes at this store, closing up to keep people from breaking in and vandalizing and the problems we have. this is what we are focusing on. >> the city of san jose has a code of ethics policy guideline that applies to all city employees. whether this is a violation of the policy is not clear. we asked what their policy is regarding civilians and a fire engine and they have not responded to our request. in a statement they sent, they said that if an internal investigation reveals inappropriate behavior, appropriate steps will be taken to address the matter. in san jose, zach fuentes. stephanie: protests have been happening around the world for weeks after a young woman in iran died in custody of the so-called morality police. a second global demonstration is planned for this we can. a protest is planned for tomorrow in san francisco.
