homicide just friday at bancroft and 45th avenue two men were shot one died, but despite recent calls to defund police. the reality is police spending has gone up not just in oakland, but across the country abc 7 news item reporter stephanie. sierra is digging through the data and her investigation is one you'll see only on seven staff. yes, i'mma and dan our analysis has found local spending on police has spiked in 90% of the cities and counties across the country since before the pandemic and out of all the police departments here in the bay area opd. so the largest increase in funding, but questions are being raised about how that money. is being spent. beautiful breathing in the wake of george floyd's murder widespread protests calling to defund the police swept the nation for years oakland city leaders made bold promises of big budget cuts safety in june of 2020 mayor libby schaaf said

the oakland police department would see the largest funding cut in the 2021 budget, but the reality is that never happened. data analyzed from the abc 7 news. i team found the budget actually increased by more than 11.4 million dollars that year. the whole problem is the focus on defunding. fast forward a year later. i think yesterday was very historic in june of 2021 oakland city council voted to cut nearly 20 million dollars from its police force to go towards programs aim to help prevent crime and address mental illness, but the headline at the time didn't reveal the full story while those cuts did happen the i-team found opd's budget still increased more than 5.7 million dollars in the following fiscal year to reflective about being tone deaf, right? we've had the longest on campaign here in oakland in the country. we've been saying for eight years now to take money out yet the money never really came out despite years of widespread calls to deep on the police abc

7's data analysis found opd's fiscal year budgets increased by nearly 18 percent from prepandemic to 2022 oakland city. councilmanuel gallo says, it's money that hasn't been spent wisely as the department face is a staffing police chief lauren armstrong. a department has 680 officers but his budgeted to have 726 the money send the budget gallo says instead of hiring more officers. the department grossly overspend on overtime. he says 5 to 10 million dollars was allotted for overtime pay in the last fiscal year budget yet 30 million dollars was spent as some offices were making $400,000 a year what i think is that the overtime has critically important when you're short staffed don't you think that money could have been better spent in terms of reallocating the funds to hiring more officers instead of spending it on overtime the reality is this look let's quit playing i tell the police to accept me with them weekly.

all right tomorrow we didn't get a straight answer, but guyo did say it is a police chief's responsibility to assign the officers to whatever service needs to be addressed yet records reviewed by the eye team show several key positions in the department were cut due to budget constraints. for example 48 officer positions that were assigned to the surge 911 response units to help reduce high wait times and lower overtime usage another four positions in the human resources division. that would have helped process things like hiring requests were also frozen both resources. that would have helped the department address these issues. we asked the chief why those units were cut the chief does not have the the cut positions those are all city council decisions, but councilman gayo says that's not true. the council does not cut positions only we only deal with the budget on a regular basis. that is up to the chief and the administrator after trying to clarify the chief later admitted some units had to be reduced so

we had to reduce several units and some of those units those 911 surge units that we had had to be cut as a result of those positions being frozen. is that true? that's not true. the 911s has always been a priority and and the council this council made many efforts to make sure they were fully staffed and and there they the police has to provide a monthly report to us on staffing. so, where's the disconnect here? the chief on one hand is saying he's been forced to cut these positions 68 of them and you're saying no we fully staff these units what happened? well, the money's there. i don't supervise the police chief politicians are good with words, aren't they? because the numbers speak for themselves for me. it's shows the quality of leadership within the police department. we're being asked to do a lot and some of it we happen to do on overtime. while opd's budget saw a sizable increase over the past few years

the couple still haven't returned home. they basically told us like you can't come back in and we don't know when you can come back and the pair are on the hundreds of residents of 33. tahama who have been displaced for months after pipes burst releasing 20,000 gallons of water into the high-end apartment building at least 400 tenants were displaced now more than 50 of them have followed a lawsuit against the property's management company hines alleging everything from chronic mismanagement to deceit there was a consistent theme though where they weren't getting answers where they were left essentially an alert at a news conference discussing the lawsuit on monday several tenants. spoke about their personal experiences since the building shut down many of them saying they felt abandoned by hines and left to deal with things on their own the experience taking a toll. sorry just seen a second. it's hard to not get emotional about this former. resident. stephanie. sunwoo says not only did. apartment get damaged during the incident, but it was burglarized too two fraudulent.

check out there on the loose tenants of the buildings say they've been told they'll be able to return to their homes sometime next year, but many tell abc 7 news, they don't plan on coming back. it's a chaos of just like lies and mess that they have either done because they're incompetent and they just don't know how to deal with these things or they have they're trying to just facilitate some fraud. and we did reach out to the property management company hines and they tell us their staff has worked around the clock to assist the displaced residents with emergency and permanent relocation options. they also say they've provided funds for personal expenses and are working to repair the building. they sent us a statement that reads in part quote. we deny the allegations pled in this complaint and we believe that during the course of pretrial discovery the court and the public will understand the true extent of our efforts to help those that had to leave their homes during these unfortunate and unforeseen events. i'm live in the newsroom tonight tim johns abc 7 news thank you.

of ways a dreaded rite of passage for adults getting that colonoscopy. it starts at the age of 45 often but new data from a highly anticipated medical trial show some confusing results abc 7 news reporter leslie brinkley talked with medical experts about what this all means. in the medical community the colon cancer screening trial was supposed to be the gold standard following 80,000 people over 10 years some who got a colonoscopy and some who did not the results came out on sunday. they found that colonoscopies did not drastically reduce the odds of finding colon cancer as much as we thought many other studies have shown that getting

a colonoscopy could reduce your risk of dying of colon cancer by as much as 70% but this new study showed. it was only 20% we're not ready to say. no we're not going to do colonoscopy for colon cancer screening. it's just too much data out there to support the real benefit in colon cancer prevention from colonoscopy. we want to understand where this study fits in among all the other studies the latest trial only studied people in norway, sweden and poland diet and lifestyles are different in the us say doctors and could bring different results. we know that some people united states have a higher incidence of getting colon cancer such as black americans. there are also a lot of people out there who have a family history or who may be higher risk of any colon cancer. so this study by no means disregards colonoscopies colonoscopies started being recommended for people over 50 in the mid-1990s katie couric famously televised her colonoscopy after her husband died of cancer at age 42 the

you inside all the time. yeah, zuckerberg san francisco general hospital now has 50 robotic cats and dogs for their patients on the acute care for elders unit. they cost between $120 and $150. the dogs are slightly more expensive nurse becky rono remembers giving one to an agitated patient. can we give our cat? and she it was like nice and day she really loved it. she's petting it talking to it. definitely helped reduce how agitation this patient named her robotic pet ruby and while we were there there was a sense of calmness because somehow the non-living brought comfort to the living whether a pet is living or it's a stuffed animal or doll as an example or it's this robotic pet. it really doesn't matter.

it's that opportunity to connect and feel connected and that's what many of these elderly patients need if they benefit the elderly they're great for children a columbia university study found that these robot companions lowered pain and anxiety in children who were hospitalized. he or she agrees? kim meredith is the ceo of the san francisco general hospital foundation since 2004 that foundation has raised 34 million dollars. thanks to the heart sculptures auction. that's how the robotic pet pilot program was funded. they look and sound so real that at times a few patients seemed to not realize the difference. we also had sometimes people think that they're actually are we're real cats that died and then we stuff them up. so it's like a taxidermy cat. so one of a patients that i hope that was a happy cat when it was alive.

who inspired the me too movement accused by more than 90 women of sexual misconduct. he is going to be held accountable for more of the crimes that he's committed against women tried and convicted of rape and sexual assault in new york. the disgraced hollywood producer is now facing 11 charges of sexual assault in los angeles. weinstein is a vicious serial sexual predator the judge in this case banning cameras from the courtroom the 70 year old weinstein wheeled into the courtroom this morning then taking a seat at the defense table the first round of jury selection began this morning and because of the public's awareness of weinstein and the accusations against him just picking jurors is slated to take about two weeks. weinstein's la trial is based on the accusations of five women who say the former producer sexually assaulted them all five are expected to testify along with several other women who say they had similar experiences

with weinstein at least one of those women is california first partner, jennifer. newsome for far too many women she accused weinstein of abuse in a 2017 huffington post essay her attorney released a statement today saying siebel newsome was sexually assaulted by weinstein at what he built as a business meeting and she says turned into a trap rob hayes abc 7 news the contra costa county board of supervisors is set to vote on formally supporting proposition 30 if passed prop 30 would raise taxes on people making more than two million dollars a year that money would go to fund electric vehicles charging stations and wildfire prevention. this also is an opportunity for us to take a position and show that contra costa county is a leader in going to a green and clean environment. i don't think eight we really need to take a stand on it, but be of all the all the things on the ballot out there. this isn't one that i think we should be supporting.

it all started when he bought a little something for his dogs. doing it it began with a simple purchase for his two puppies. good girl. i had orders and doggy poop bags and there were 28 dollars and 13 cents and well chavez had just purchased scooper bags on amazon as soon as i finish paying it a message came up on my phone and it was from amazon and it was telling me that i had suspicious activity going on. the message said his amazon account was suspended. he had to call a number to get it back now. i'm worried i said, oh here goes my account. so what i did is i called the number a man said amazon would refund the money. he had just paid for the doggy bags and create a new account. i thought it was an amazon employee. you know, i i really did but it wasn't the man took control of manuel's phone.

he said he was refunding the 28 dollars 13 cents for the doggybacks, but the man claim the system did not accepted decimal point and instead of refund the man took 2800 13 dollars out of manuel's account and he did it twice once through venmo once through zell well together. it was a 5,626 according to cybersecurity firm checkpoint amazon related scams shot up 37% around the prime days in july on prime days. what's happening is that fishing scams are more prevalent. the bbb is warning shoppers to be on guard as another amazon sale begins tomorrow be wary of offers have special deals or alerts about your account. they may not really be from amazon experts warren do not click links from unknown sources do not call phone numbers in pop-ups or emails? do not provide personal information in order to get a deal instead go directly to amazon.com and check your
