announcer: building a better bay area. moving forward, finds solutions. this is abc7 news. >> why is he choosing to do this? why is he telling people going out there and not knowing that people he is doing that to is leaving behind families. >> a family still grieving more than a year later. a father killed in a murder linked to a serial killer on the loose. ama: the first victim is a father who left behind children including a daughter. dan: the deadly shooting happened last april in oakland before dawn.

ama: j.r. stone joins us live interest the news room. reporter: i spoke with one of the victim's daughters a year later and she is still broken up over what happened. she was in tiers when i spoke -- tears but managed to garner to strength to talk took into account shooting and her dad. >> what it seemed like is my dad tried defending himself from the serial killer. reporter: she is talking aboutthe night her dad was killed in oakland last year. a murder that is linked to five additional murders in stockton and being investigated as the work of a possible serial killer. her dad is one of five murder victims who are hispanic. >> finding out that a serial killer killed my dad, the memories came back and emotionally i'm not over it. ashley: she says her dad did not

have a permanent home when he was killed but he would clean cars and do other odd jobs to make money. she said he was likely staying in his car in this area at the time of the attack. >> we know he tried defending himself because the day of his funeral we saw on his knuckles that it looked like he had defended himself. and it looked like he was bruised up from his knuckles. reporter: oakland police have not given specifics on what happened to vasquez or if he did in fact try to defend himself but she says detectives told her h he was shot multiple time. sadly the last time she saw her father was at her middle school graduation. she will soon graduate high school with just a me memory ofe joy he once brought her. he hugged me really tight and said he loved me. reporter: she is confused and upset over what happened to her

father and other victims out there. >> why is he choosing to do this? why is he killing people going out there and not knowing that the people he is doing that to is leave behind families, sons, daughters, a wife. it is just not fair. reporter: oakland police tell me tonight as of late last week there were no new updates in vasquez's case. she said she is upset her family found out about the serial killer link here through social media and not the police department. dan? ama? back to you. dan: thanks very much. charges are officially fired tonight against primary suspect in the kidnapping and murder of a family in merced. tonight relatives are sharing their anger and grief as they push for justice. >> part of me doesn't want to call this person a human. i think this is not a human

being. this is evil. reporter: dozens of family members and supporters gathered at the court house in merced monday filled with grief. jesus delgado made his court appearance over video. the judge read his charges. >> count one. reporter: hours earlier, prosecutors charged the 48-year-old with four counts of first-degree murder with special circumstances along with arson and possession of a firearm by a felon. mandy is a family member of the victims and said seeing delgado in the courtroom was painful. >> just the demeanor. still with me ■asifhedidn'tdo anything wrong and who expects to lose four lives? as we process our green bay, it is hard enough to -- grief, it is hard enough to lose one

person. reporter: he abducted the four victims from their business friday. delgado was arrested on tuesday and wednesday the search for family came to a tragic end. the bodies of the 8-month-old, her parents and her uncle were found in an orchard. deputies say delgado tried to take his own life before he was take into custody. his brother alberto is accused of helping with the crimes. he was arrested for accessory and destroying evidence. he has been arrested but not charged. today the victim's loved ones say they will continue to fight for justice. >> we understand this can be exkreushtingly painfully slow. but we will support law enforcement, the system, the way it needs to be done so we can make sure that justice truly served.

dan: brittany jacob reporting. he is expected to be back in court wednesday. chahis brother could appear in court tomorrow. ama: another council member accused a kick of assault. -- of assault. others came forward to say it is a pattern. >> she needs to take accountability for the disrespect she has shown the filipino community. they must move in a new direction and that is not possible while racism and violence exists in city hall. ama: the alleged incident happened last month. she says she got a bruise on her back when giovani slammed the door on her. police are investigating.

-- 501. ama: residents of a city high-rise are suing the owner of mismanagement. there were two massive water leaks. the first happened in june when a pipe burst forcing 600 people from their units. the building flooded again in august. some of the tenants said they have been treated by a complete lack of respect by the company. >> we were shuttled between various hotels not knowing where we would stay the next day. we would find out through notes slipped under the door of our hotel. ama: the building will be uninhabitable until next year. dan: theway bay area jewish community is reacting after kanye west tweeted an

anti-semitic message. since then his twitter account has been locked. reporter: the rapper ye has been locked out of 2013 after tweeting in part he would go death con three on jewish people. a reference to the defense readiness alert used by the u.s. armed forces. >> right off the bat, kanye west has doubled the amount of twitter followers than there are jews in the world. i think there are like 30 million twitter followers and something like 17 million jews in the world enthusiasm that is so scare any on -- so scary. >> we have people that are afraid to come sometimes. reporter: over the weekend 2013 locked west out of his account and removed the tweet citing it violated the company's rules.

it is raising questions about the power they have a when addressing free speech. >> the first amendment gives us freedom of speech says that the government can't limit a appearance freedom of speech but it doesn't say anything about private organizations. reporter: instagram took the same action against the rapper over a post that was also seen as anti-semitic. >> there is no reason they can't do that to kanye west just as they did to president trump. from a constitutional standpoint there is no problem with that. >> professor matt coles believes their actions may be questionable. >> the texas legislature passed a law last we're forbigd large social media sites from doing it. >> just the same way that racism is unexcusable.

ama: campus police at stanford university investigating the second on-campus rape to happen within the last two months. dan: we spoke with students about their safety and have more about what the university is doing. reporter: within a few moments of arriving at stanford we spotted several security guards patrolling campus. safety measures implemented by stanford following a rape. >> there is not really a safe place and no amount of training or intelligence can really stop that in its entirety. reporter: students received an alert about the incident. a mandated reporter notified authorities about the alleged sexual assault that happened friday afternoon inside the university building. >> said it was in this their audience. to see something like that, so scary. out of the norm of what you

expect. reporter: the victim said the man came into her office, grabbed her and took her into the basement and raped her. details about wherehi limit. the university is looking at whether additional enhancements are needed with infrastructure and security protocols moving forward. university officials are expanding security cameras, outdoor light, key card access. >> i don't know if hardening the campus security is necessarily the right move just because i think we know increasing security and police presence will disproportionately affect students of color and other marginalized students. >> however all agree action must be taken. in august a woman was grabbed in the parking lot by wilbur hall and take into a bathroom and raped. it is forcing some students to

change their behavior. >> i never felt unsafe last year. i am more careful walking around at night which is sad and you have the. ama: jury selection began today ahead of another sexual assault trial of disgraced film producer harvey weinstein. jennifer siebel newsom is one of five women who'll testify in this case. he has pled not guilty and said all of the encounters were consensual. dan: there is once again the possibility of a real strike that could cripple the u.s. economy. the third largest reasonable doubter union rejected a deal with police force today. -- with them today.
