the finances of the oakland police department and the san jose police department tonight. we turn to san francisco. yeah, i-team reporter stephanie. sierra is digging through all of the data. her investigation is one you'll see only on seven stephanie. yes, dan, and i'm a police funding increased across most of the bay area since 2019 and this week. we've looked into oakland san jose and now we're digging into san francisco where police reported the smallest budget increase out of all three cities and tonight. we'll tell you why. from coast to coast we heard the same story. san francisco mayor london breed was one of the first politicians to speak out we chose to change how this city and how this country treats our young black men in july 2020 breed announced 120 million dollars would be cut from the san francisco police and sheriff's departments to reinvest in programs that help black and brown communities, but

according to an analysis from the abc 7 news it at the time breed made this announcement. the department was already sitting on a 62.4 million dollar budget increase. it was a painful sacrifice. i said that in and i still say it now in a recent interview with police chief bill scott the i-team fouled the reality was no active duty officer positions were cut despite calls from the community to do so, i think you should get rid of it. this is a clip from a five-hour long public comment session of a july 2020, san francisco board of supervisors meeting or several supervisors pledged. deep on the police in late september of 2020 supervisor dean preston got heat from reform activist for voting for a budget that doesn't fire police officers yet the next day. he tweeted we remain committed to defunding the police adding. we need to reallocate more significant money from the police department fast forward a year later more aggressive with the changes in our policies more

money when to police and let's tolerant of all the that is destroyed our city breed pivoted her stance directing emergency overtime funding to the department as the city faced a rampant rise in property crime and looting last night. what we saw was horrible. you got to remember where we were two years ago stephanie. i mean, we're in a bad way in this country in terms of because of policing incidents, but in the two years that follow don't get these holies to the initial promise to defund the police never really happened according to the i-team's analysis of police funding data sfpd's budget actually increased 4.4 percent from 2019 to 2022, but the increase is marginal compared to other neighboring police departments. for example, oakland and san jose both saw budget increases exceeding 17 percent. we haven't been able to reduce the police budget like i hope that we are able to do

eventually in the coming year supervisor. i'm looking over some of your tweets from august of 2020 then you appeared pretty confident the defend movement would be successful. do you think that will ever happen i hope so i do hope so, but that didn't happen this year the san francisco board of supervisors approved more than a 50 million dollar increase in the police budget. i would say the majority of the increase in our budget is salary increases but records reviewed by the it show the most notable increase is in overtime where funding allotted has doubled to 24 million dollars things are really tough right now. how many officers are you short right now about a 648 officer shortage. we definitely need that over time to stay afloat with our staffing crisis that we have right now. i'm blaming. every jet for a police academy you no longer have the da, you

know in charge that was their scapegoat for every problem under the sun public records show the city has seven street crisis response teams that respond to mental health calls. the fire department is the backup removing any responsibility from sfpd but the i-team found the department is still overspending on overtime right now. we're over where we would like to be. what do you say to the fact that money would be better spent on the need hiring more officers ideally. yes. and if we were able to do that we would be doing it but when we are unable to meet our hiring needs we still have a workload that we have to deal with. now our analysis found when sfpd saw these smallest budget increase the city also reported the largest uptick in violent crime. that's a 7.8% increase this year compared to last year. but chief scott does not believe the two are related what we can say definitively is the department of course is getting more and more money each year,

but is not hiring enough officers. it's all going to overtime. yeah, it's really an interesting particularly. let's talk a little more about the hiring any improvement at all. not exactly and the chief was quite frank. actually. he says most of their budget is going towards salaries and benefits. he said that those increases in the funding are barely making a dent in their hiring goals. they rely mostly on academy classes which include around 25 officers this year. that's about half of what they were seven years ago, and they've only made two hires from other department. too high this year wow. all right, stephanie. thank you so much for that and you can see what other cities across the nation are doing when it comes to police funding that will air on an advice swatting hoaxes today with police getting calls reporting an active shooter. those calls were all false mcclymonds and oakland george washington and san francisco

martinez's resignation quote the right move the other two city council members have apologized but have not resigned. today, california attorney general rob bonta updated california's ongoing crackdown on the fentanyl crisis abc 7 news reporter loose peña explains how the department of justice's work is also focused on arresting drug dealers loose. i'm a fentanyl is up to 50 times stronger than heroin and when local leaders keep pointing out is that this crisis want and unless drug dealers are prosecuted today attorney general banta said, that's the plan. today california's attorney general rob banta declared a war against the fentanyl crisis citing a strategic crackdown on fentanyl dealers across the state since april 2021. doj. led task forces have seized over four million fentanyl pills. according to cdc data in 2020 over 5,500 california's died from a drug overdose close to

4,000 due to fentanyl. i think it's past due. you know, we've been waiting for our state leadership to kind of step up and admit that this is not just a public health issue, but it's also a public safety issue. tom wolfe is a recovery advocate. he lived on the streets of san francisco for six months addicted to fentanyl and heroin. he says the statewide crackdown is the right step once cities like san francisco were two people are dying a day from a drug overdose to get more help and in san francisco last year we had over 600 and we're on pace to hit close to 600 again this year the majority of fentanyl pills ceased by state officials wearing three parts of the state in southern, california, 2.3 million fentanyl pills. we're seized and 121 suspects arrested in the inland empire. a 90,000 pills were seized and 25 suspects arrested in the central valley.

november election is just weeks away and a new poll shows. san francisco voters may be supportive of more moderate policies than they were before abc 7 news. anchor liz kreutz breaks down the findings. our san francisco voters moving more towards the center. that's one key takeaway from a new survey conducted by the san francisco standard the poll which surveyed 900 san francisco voters one month before the midterm election found that residents frustrated with homelessness crime and housing are increasingly open to supporting more centric policies to try to combat these issues. what we are seeing is a general

level of exasperation with the way things are going in the city and that seems to be translating into a shift in terms of supporting more law and order type policies and wanting more law enforcement in general from city hall. the poll specifically asked respondents if they feel their political views have become less progressive than in the past roughly half said, yes, we did see some support for hardline policies that have been proposed for example, two thirds of voters were in support of charging drug dealers with murder if they are dealing fentanyl and the drug user passes away, which is a pretty intense punishment, but i think it's a data point that city leaders shouldn't look away from san francisco. mayor london breed may realize that her rhetoric in recent months has become noticeably tough on crime. she appointed vocal chase a boudin critic brooke jenkins as

apple tv or other devices, san jose state students are calling on the university to better staff its title 9 office. this comes after the sex abuse scandal involving the university's former head athletic trainer and director of sports medicine abc 7 news reporter. zach fuentes spoke with students and the coach who blew the whistle on the abuse. don't complacent employee, san jose state campus organization students against sexual assaults are calling for the university to better. and run its title 9 office where students and faculty can report sex and gender discrimination or sexual misconduct. they say they want the university to remove a title nine staffer who is rehired after resigning following the investigation into scott shaw shaw the university's former head athletic trainer and director of sports medicine was charged in early march with civil rights violations by the department of justice. it says the violations are for misconduct with female student athletes. he pleaded not guilty to six counts of violating civil rights the doj found that san jose

state violated title nine rules and now students say they want to make sure the rules are followed our demands. is that the sjsu title nine office be fully staffed we have held true to that demand the office is to be staffed by six people, but the jobs have yet to all be filled at the conference and support of the students was sage hopkins university's women's swimming and diving coach. he was the whistleblower who was key in bringing forth the allegations against shaw. keep working to get a fully staffed title nine department. that's truly independent in terms of being able to do the right thing. without any type of pressure influence from leadership the students also want an investigative report that was done on the misconduct of the title nine procedures released by the end of the month from the csu chancellor's office in a statement. the university said in part that they also await the report and have been searching for town on staff, but it's been a challenge saying quote. we are fortunate to have added four new members to the title 19 since february including most recently a title nine investigator.

dow lost 20 get points -- 28 points. the nasdaq lost nine points and the s&p lost 11. dan: a glimmer of good news. california gas prices are going down faster than before. san francisco prices dropped since overnight and $.20 in the past week. they are still $.70 higher than a month ago. it hurts to know what we paid a year ago, $4.63 a gallon. we are $1.80 a gallon higher now. ama: now to the bombshell verdict against alex jones. the jury has ordered him to pay nearly $1 billion to several families who lost families in the sandy hook shooting. jones claimed the shooting was a hoax and said parents of the children killed were paid actors. he has been ordered to pay $965 million to eight families who suffered from his false claims. >> what we were able to accomplish was to simply tell the truth. it shouldn't be this hard and
