data shows the police department is writing an average of 10 citations a day compared to 74 a day in 2019. 2022 is on track to be the deadliest year since the vision zero program began. the goal was to eliminate traffic deaths by 2024. here is what the analysts said about the safety concerns. >> what people know inherently is that traffic laws are not being enforced and that's why you see people driving so dangerously in addition that our infrastructure and street design encourages that driving. >> the goal is to provide a chance to explain what obstacles need to be removed to begin effective enforcement of moving and parking violations. a commander today say the stats don't count actual warnings and admonishments.

he also said that they watch the racial identity and policing acts that added extra time and more work to traffic stops. the city plans to lower the speed limit on dozens more streets and install more red light cameras. there's also plan for automated bus zone enforcement within a year. >> a new study is out finding the fatality rate on rural roads are among the highest in the nation. those roads have 2.5 times the mortality rate compared to a nonprofit, partially due to the conditions of these roads. 12% have significant deficiencies. we have a closer look at the problem now. >> the speed limit on this road
