surveillance video used in an investigation showing six men walking along 23rd street and mission district around midnight monday. three armed men get out. one is even brandishing an ar-15 style rifle. while some of the victims huddle up against a wall. one man in the yellow tries to fight back. >> adrenaline taking over him. >> one suspects friends to shoot and when one victim does not back away. t bullet hole can still be seen on the garagehe. >> it is horrifying what is happening. >> those who live in the neighborhood say they had no idea the incident even happened. the neighborhood has changed in recent years. >> my kids had to leave the city because it has been -- no more a place to raise kids in a place that is so scary. >> they later spotted the getaway car along folsom 10 minutes later it officers arrested a 22-year-old of san francisco after escaping to the roof, a 21-year-old and

15-year-old juvenile were arrested. these firearms were seized. please tell me they do not encourage victims of crime to fight back. >> stupidity, courage.e nes. >> and urge citizens to be aware of their surroundings at all hours of the day. all suspects are in custody on more than a dozen charges including attempted murder. the juvenile has a no bail warrant out of alameda county. as you saw in that video there were so many people in that area of the mission. there were also too many charges to name them individually but i should point out both richmond and carter were charged with two counts of being a felon, in possession of a firearm. we will continue to look into each suspects record. >> boy, that is just horrifying. what video. we are able to speak to the person who lived at the home where the surveillance was recorded? must've been very frightening for the family watching all of this go down in front of them. >> it certainly was.

that homeowner and his child were not at the residence. i spoke to a contractor who was painting the outside of the home. it is currently very eye-catching and bright, but after this incident they are painting the house in neutral color to not encourage people to loiter outside. we live in a day and age where we have to do those things. >> a shame they have to do that, as you said. thank you. >> officials in contra costa county are keeping a health advisor in place over a bad odor coming from the crockett wastewater treatment plant. ryan curry says residents can't take it much longer. >> the air in crockett smells bad. >> smells straight like poop. flushed back inside your tour the. >-- tioilet. >> sulfur and sewage. >> everywhere you go in town, it smells that ways. residents say it has been this way for a while now. >> two months.

>> it is so bad it is causing some to stay inside. >> would like to have our windows open in the house but not there. >> the smell is called by olivia -- caused by elevated sulfur. it is designed to process sewage and wastewater from the sugar refinery. officials on the plant this week said the heat wave in september because the equipment to malfunction and the issue is fixed by the odor will linger for weeks forcing residents to still take it in. >> going outside and working in your yard or just having people hanging out, it is bad. >> on friday the health department kept their health advisor in place due to detectable levels of hydrogen sulfide. long-term exposure can lead to nausea or brain fogginess but on friday they said the levels had gone down but some are still present. >> we are still seeing hydrogen sulfide in the community higher then you would expect. we continue to monitor. we are going to continue to

monitor the community as well -- as long as the health advisor is in effect. >> they will keep the advisor up to the weekend. daniel says he comes up your for business twice a year but if the smell continues he says he will postpone those trips. >> i'd probably do my deliveries and stuff but i probably won't stop here, you know? probably just take it somewhere else. >> for john who rides ihis bike, he wants the stench gone. >> i wake up in the morning, it is pretty bad. >> ryan curry, abc7 news. >> kaiser permanente mental health workers in california are now entering their third month on strike, the longest running mental health workers strike in u.s. history, believe it or not. workers held events today to mark the disappointing milestone. kaiser and the union have agreed to bring in a third party mediator. we are told the mayor steinberg

will step in. more than 2000 mental health workers walked off the job in august advocating to increase staffing and expand patient access to care. kaiser says more than 70% of the employees have returned to work. the union says not everyone can afford to go so long without pay. >> a man suspected of harassing women all across san francisco is in custody hours after a warrant was issued for his arrest. abc7 news was there when police arrested the suspect bill hobbs this afternoon at aquatic park. police received reports from man matching his discouragement, touching and grabbing or trying to kiss women. six have filed police reports. >> he seems to target women who are alone, walking by themselves or even jogging, some of them. and makes a physical contact with them. that he tries to either say was an accident or like i said, follow them in a manner that

makes them very scared and uncomfortable. >> hobbs faces multiple felony charges including false imprisonment, battery and assault. he was previously arrested in december 2020 for attacking a teenager and served a few months in jail but the case was dismissed. >> at stanford, it has been one week since a reported on-campus rape that the universities police say they are investigating. this afternoon crowds of students rallied on campus saying the university needs to do more to support survivors of sexually assault and to help the community heal. zach fuentes was there. >> that's the claim from the students, they are calling on the university to repair what they say is a broken relationship with survivors of sexual violence. >> unfortunate it is something that students are continuously getting more fed up with. >> police say last friday a victim said she was in an office when a man came in, grabbed her and dragged her into a basement and raped her, after similar

rape was reported in august. they are stanford university students. they pointed to a survey in 2019 that found 40% of undergraduate women experienced nonconsensual sexual contact on campus. >> every time you get an email from stanford saying that there was a legend -- it feels like a slap in a face to all those that go unreported every single day. >> michelle is professor of law. she has been one of many pushing to university to change policy. >> stanford is only expelled two students in its entire history. and it has a pattern of failing to terminate faculty who have sexually harassed students. >> we reached out to stanford who told us they are working aggressively to address sexual violence. ewe strongly encourage students, faculty and staff to use the support resources the

frustrated over a pedestrian accident, the 29th in the city so far this year. an elderly woman was hit and killed by a car just around 7:30 last night at lundy at sajak avenue spit the driver stayed on the scene. this accident is one of four accidents involving pedestrians in san jose yesterday alone. >> the police departments enforcement efforts, our psa's, notifications to schools and to drivers, seem to sall o-- fall on deaf ears. there are so many traffic collisions still occurring even though, our traffic enforcement unit is out there making hundreds of tickets a day. >> the elderly woman was killed. none of the pedestrians and the other incidents suffered severe injuries. san jose had 19 fatalities at this time last year. >> a dramatic scene outside a senior living facility in oakland. fire fighters from across the

bay area responded to help rescue dozens of residents after a fire. we ahave a look at the rescue ad the aftermath. >> a fire that broke out at the fifth floor prompted mandatory evacuations of everyone inside. the battalion chief sanders was one of the first on the scene. >> we had citizens sheltering in place, hanging out of balconies. we had firefighters assisting residents in smoke-filled hallways getting them out of the building. it was a very chaotic scene to say the least. >> the fire was likely started by a power strip that was parking which then caught fire to a blanket on the fifth floor. sanders says knowing they had to evacuate entire building he called for backup early on which included assistance from the san francisco fired apartment. >> our companies up on the fire floor were bringing people out to the stairwell and then we had three or four engine companies that were solely moving people up and down stairs, out of the building. >> at 6:00 a.m., the emergency

system went off. and told everybody that there was an emergency, and we should all shelter-in-place. >> she lives on the second floor and says the smoke-filled the building and water started to shdeded noto wait. >> when i started to find inches or water coming in, i just said, never mind and shelter-in-place -- sheltering and i put on my walking shoes and found my way out. >> officials say 80 people were evacuated. sanders says there were other challenges early on as well. a standpipe system is used in multistory buildings to allow firefighters to connect hoses, similar to a fire hydrant. but, because these are two buildings connected, that created some confusion. >> because of the age of this building, it still had the old water, one water supply for one building and one set of pipes. it took us a minute to kind of get that in place and identify.

>> a woman accused of dumping possibly thousands of pounds of bird seed in speaking out. >> glen park neighborhood says she is linked to a growing rat problem, the bird seed lady saw our story and reached out. >> we spoke with her about the issue. photo after photos shows hundreds of pounds of bird seed jumped on streets and sidewalks in the glen park neighborhood. the so-called bird seed lday did not want to be on camera. she reached out to abc7 news saying she wanted to be heard. what were you doing with the birdseed? >> i don't deny that i am feeding birds in but i am denying -- i am a very compassionate woman, i love animals i -- >> it is become a huge headache for business owners like janet, who owns canyon market and try to clean up the piles. >> usually about 15 to 30 pounds

at a time. and i had to do that multiple times a day. >> over the past two years, the piles of birdseed have led to a growing rat problem and some say it has led a grocery store to shut down temporarily. but the so-called birdseed lady disagree. >> they have many people who are feeding the birds. >> she tried to send a spaceship last week said that -- centre a letter saying you have been notified that such behavior is unlawful but you have continued to regularly dump birdseed. the letter says you must timidly cease-and-desist dumping birdseed. on wednesday police cited her. today it seems like it is ritualistic behavior. you still are doing it and you have been doing it up until this week. is that true or not? >> it is not true. it must be somebody else. >> some people says that she

the coast. mainly sunny and breezy tomorrow afternoon but the cooler than average pattern continues into early next week. we'll see lots of shark activity offshore and some of it will move on shore as well. near the coast and around the bay there could be some early morning light drizzle. no measurable rainfall expected. overnight lows mainly in the low to mid 50's and highs tomorrow range from a low 60's at the coast to maine the bayshore line to low to mid 70's in them. the accuweather 7 day forecast that as i mentioned, below average high temperatures going into early next week but mainly sunny skies, both afternoon saturday and sunday, even into monday. warming up by midweek next week tuesday and wednesday high temperatures actually above average. it'll start cooling down again next friday. a little roller coaster of high temperature ranges. >> the vicissitudes of weather. and the changes,,too. ups and down. we can do this all night.
