good morning, america. the breaking news coming in overnight, the arrest of a suspect in the stockton, california, serial killings. police there say they stopped the suspect early saturday morning and that he was out quote, hunting. they identified the man as wesley brownlee. he's expected to be arraigned on homicide charges on tuesday and he may face more charges. >> the arrest coming two weeks after investigators released surveillance video of a person of interest near the site of one of the six killings. a seventh victim survived. >> investigators say ballistic tests and video link all seven attacks. for the latest now, let's go to mona kosar abdi live in los angeles. mona, good morning. >> reporter: janai, good morning. police say it is thanks to the community they were able to track down and arrest this suspected serial killer but a brother of one of the victims says this is only the first step in getting justice for those he allegedly killed. this morning, a major update in

the case of a serial killer who went on a rampage that terrorized communities in northern california. stockton police announcing the arrest of 43-year-old wesley brownlee saturday. while they say he was out hunting for his next victim. >> we are sure we stopped another killing. >> reporter: pole nl is connected to six murders in the central valley and oakland in the last few months. all of his victims, men ages 21 to 54 ambushed in the late night/early morning including musician lorenzo lopez and they also say he's linked to a case in april where a woman was shot and survived her injuries. the victim describing the shooter similarly to the person seen in this surveillance video released by police in dark clothing, a mask and walking with a distinctive limp. >> the arrest happened in two parts. one was community tips, and the second was good old-fashioned police work. >> reporter: according to the police chief, officers followed and pulled over brownlee at 2:00 in the morning. >> as officers made contact with

according to iranian state media the fire is now out but those dramatic images flooding social media. you can see the prison engulfed in flames and you can hear the gunshots and the sounds of people who gathered outside the prison chanting, "death to the dictator." this morning, iran's most notorious prison engulfed in smoke. this video posted by local activists show the exploding fire, billows of smoke and gunshots heard at evin prison in northern tehran. among the prisoners there, hundreds who were arrested over the past four weeks of protests against the iranian regime. the facility also holding american prisoners detained in iran such as iranian american siamak namazi in prison for nearly seven years now. the state department saying in a statement, we are following reports from evin prison with urgency. iran is fully responsible for the safety of our wrongfully detained citizens who should be released immediately.

what iranian state media is reporting, it was ignited by a group of thugs, but the true cause remains unclear. meanwhile, the escalating protests on the streets of iran entering their fifth week. according to human rights activist news agency, hrana, 240 deaths now reported including 32 children in protests initially sparked by the death of 22-year-old mahsa amini, arrested for violating the islamic republic's strict dress code, later dying in police custody and igniting massive protests against the regime and solidarity around the globe. >> it stunned me what it awakened in iran. it's awakened something that i don't think will be quieted in a long, long time. >> reporter: at least four prisoners died due to smoke inhalation. hundreds of people who had been demonstrating on the streets of iran are locked up in evin prison so it's unclear if the latest is linked to the protests sweeping across the country for more than a month now. janai. >> lama, thank you.

turning to the war in ukraine and nato preparing to hold annual nuclear drills, but it comes at a tense time and as russia plans to have its own nuclear drills. abc's karen travers is at the white house as the administration warns of the high stakes. good morning, karen. >> reporter: good morning, janai. this is an annual nuclear drill. the u.s. and 13 nato allies taking part in this exercise called steadfast noon but it comes amid increasing concerns about russia with vladimir putin threatening nuclear strikes in ukraine after facing major psetbacks in the war. up to 60 nato aircraft will take part in training flights over belgium, the north sea and the united kingdom. the u.s. is showing its firm commitment to the nato alliance flying in b-52 bombers all the way from north dakota. now, none of the jets in this training exercise will have live bombs on board. the white house is trying to downplay the timing of this annual nato event calling it long planned and routine. national security spokesman john kirby insisting this is not

linked to anything russia is doing right now. but it is likely to take place at the same time as russia conducts its own nuclear exercise, which the white house says will involve large-scale maneuvers of strategic nuclear forces that will include live missile launches that russia has done in years past. john kirby says that russia probably believes that doing this nuclear exercise right now will help it project some power. president biden recently warned that this world might be closer to armageddon than any time than the cuban missile crisis but the president also said he does not believe that vladimir putin will launch nuclear weapons. he also said, it is irresponsible for the russian president to even talk about it. whit. >> certainly something to watch as tensions escalate in the region. karen, thank you. also this morning, russia says gunmen killed 11 people and wounded 15 others at a military training ground near ukraine on saturday. the two shooters allegedly

opened fire on volunteer soldiers during target practice. the gunmen were then killed by return fire. the russian defense ministry says they were both from a former soviet republic but isn't specifying which one. vigils were held overnight to remember the victims of the mass shooting in north carolina. that's as new details are emerging from the 911 calls on the day a 15-year-old teenager abc's wypen raleigh e. with more. good morning, elwyn. >> reporter: hey, eva, good morning. growing tributes are pouring in for the victims in thursday's mass shooting. this community still in shock honoring the five lives that were violently taken away. ♪ this morning, a raleigh community reeling. >> there's a senselessness to things like this. >> reporter: at this vigil the community coming together to pay their respects, locking arms viewing this memorial to the victims. john smith knew one of the victims, nicole connors.

soon as i arrived. he was outside cutting grass. told him to stay in the house and do not come out. >> reporter: a law enforcement official telling abc news that among the dead is one of the shooter's relatives. and, guys, the d.a. tells me that she intends on trying the teenage suspect as an adult and says assuming he recovers he could face life in prison without the possibility of parole and, guys, overnight another deadly shooting within 72 hours of this one, this time in pittsburgh. three people were killed, one was injured. whit. >> these shootings becoming an epidemic. all right, elwyn, thank you. we do turn now to the coronavirus pandemic and growing concern about new variants possibly leading to another winter surge. the cdc saying early data suggests these new variants may be able to spread more easily and evade immunity from vaccinations and previous infection. this as less than 40% of americans over age 50 have had their second booster doses. let's bring in abc news medical contributor dr. darien sutton. dr. sutton, good morning to you. it's always great to have you.

so let's start here with the ba.5 omicron subvariant, it's been the dominant strain throughout the summer but the cdc is now reporting other subvariants make up roughly one-third of new cases. could this be an indication of what's to come? >> absolutely. good morning, whit. so these new subvariants represent a small but fast growing group of this omicron variant, and right now as you said new data shows they're not increasing the risk of hospitalization and death, however, there is evidence that they're able to evade immune protection, specifically for those who have had a prior infection and also for those who are not up to date on vaccines. right now it sees that the majority of the cases are in the northeast as new york and new jersey have approximately 20% of the total cases of this new subvariant. >> speaking of that protection, those new bivalent vaccines now available and days ago they were authorized for children 5 and older. what should people consider with these vaccines and how could they be impacted by new

variants? >> well, i think everyone should go out and get their vaccine if they're eligible. i recently approximately two weeks after my co-valent booster myself. right now they're indicated for anyone above the age of 5. and if you've had a recent infection, you can wait approximately two months, but the general science says you can probably wait three months after a past infection to get this new booster. new data showing they produce a strong immune response against ale omicron variant. on this new subset, we can only assume that it probably confers a strong level of protection so i recommend if you're eligible, go out and get vaccinated. >> dr. sutton, as always, thank you for your time this morning. also stay tuned to "this week" later this morning, an interview with dr. anthony fauci reflecting on his five decades of public service and an inside look at the government's response to the covid-19 pandemic. plus, george stephanopoulos one-on-one with representative adam kinzinger about thursday's january 6th hearing, and he'll press transportation secretary pete buttigieg about the latest inflation report and when americans can expect some relief

from rising prices. well, now to the student debt relief the biden administration has been promising. the beta test version of the website to apply for the program going live this weekend. deidre bolton is here with more on just how it works. good morning, deidre. >> reporter: good morning, eva. this is a long awaited first step for students. borrowers will be able to submit their applications for debt relief and will not need to reapply if they submit their application during the beta test. as a reminder, the highest amount of debt relief up to $20,000, that goes to people who received a pell grant, a type of student aid given to students from low income families. all other borrowers with federal loans will qualify for up to $10,000 in relief, and, of course, as a reminder, the relief covers anyone who makes less than $125,000 in either the 2020 or 2021 tax year or less than $250,000 as a couple, eva. >> well, speaking of applications, millions of americans may still be eligible for covid-19 stimulus payments?

>> reporter: that's exactly right. taxpayers who did not meet the april 15th deadline have until tomorrow, october 17th, to file for the third and final round of covid stimulus payments worth up to $1,400 per person, those who are eligible, people whose adjusted gross income, $75,000 or less as a single filer. $160,000 or less as a joint filer. families entitled to $1,400 per dependents of any age. >> lots of interest there. suspension marks the tenth kenyan athlete to test positive this year. the athletics integrity unit known as aiu says kipyokei has been provisionally suspended for using the banned substance triamcinolone acetonide. >> this steroid is used to treat skin issues and inflammation, and it can be used for all kinds of things. >> reporter: kipyokei's sample was taken after her victory in boston last october, one of the most prestigious races in the world. kipyokei besting american nell rojas who came in sixth. the aiu also provisionally suspending her kenyan teammate, betty wilson lempus, who won the paris half marathon in 2021 for the same banned substance. officials also accusing kipyokei and lempus of obstructing the investigation. lawrence cherono who took first place at the boston marathon in 2019 in july also provisionally suspended for using a banned substance.

and as new york prepares to kick off the 2022 tcs new york city marathon, all eyes are on the future of running. >> if you're a fan of runners, of marathons, how in the world can you trust the next group of athletes coming right behind these athletes. >> and kipyokei could be facing a four-year ban, as well as losing her $150,000 prize money. the boston athletic association who runs the boston marathon saying in a statement, kipyokei's results in the 2021 boston marathon will be disqualified pending the completion of relevant athlete appeals processes, so we'll be watching. well, now to the backlash following the life sentence for the parkland, florida, school shooter. florida's governor now calling for changes in the state's death penalty law. abc's phil lipof has more. >> reporter: this morning, florida governor ron desantis calling on his state legislature to change the death penalty law. >> they need to get in there and they need to fix this.

we need a system that is responsive to victims' rights. it can't all be about criminals. >> reporter: desantis frustrated after the convicted marjory stoneman douglas high school shooter was sentenced to life in prison, spared the death penalty. >> why do we have one person can hold all this up? >> reporter: under the current florida death penalty law, which took effect in 2017, the jury must unanimously agree on the death sentence or it's automatically life in prison, but until 2016, a simple majority vote of 7-5 was enough and then in 2020 the florida supreme court opened the door to change the law back to a majority vote, but so far the legislature has not acted. melody van noy is one of the three jurors who voted against the death penalty for the parkland shooter who killed 14 students and 3 staff members on valentine's day, 2018. she says some of the jurors wanted to vote for the death penalty to not disappoint the

families. >> i just disagree on that wording. i think that the florida law disappointed them. >> reporter: the jury struggled for eight hours. after the verdict one of the jurors who voted for life in prison sending this handwritten letter to the judge describing how tense the deliberations were, even saying someone who voted for the death penalty accused her of making up her mind before the trial began. >> if not now the death penalty, then when? there's no excuse. >> reporter: so almost all of the 17 states in this nation where the death penalty is legal, you need a unanimous jury vote. however, alabama stands alone allowing for a 10-2 jury vote to recommend execution. so what will happen to florida's law over the coming year or so? we'll have to keep a watch on it. >> phil lipof for us there. phil, thank you. time now for another check of our weather and danielle breezy again from nashville, hey, danielle. >> reporter: hey, good morning. and we are talking about severe weather from yesterday. take a look at this photo tweeted by the national service in little rock, arkansas.
