clothing, had a mask around his neck, was armed with a handgun, and appeared to be hunting for more victims. investigator said they linked him to one murder in oakland in april of last year and five other killings in stockton between july and september of this year. >> we were starting to see some similar footage after the fact. it is fitting the same pattern. dark locations, people are vulnerable, dim lighting, no one around for help. with ballistic evidence, it let us to interconnect them. reggie: the man grow up in oakland and had a caramel history alameda county. according to our media partner, the east bay times, he was arrested on drug charges twice in 1999 and 2001. he served time and was released in 2003. kumasi: developing news in san francisco, police are investigating every body was found in the tenderloin district. police walked off this -- worked office area.

we can see what appears to be able all. we will let you know when we get more information. governor newsom says california's covid emergency will end early next year. the announcement comes as bay area health officials are warning of a possible winter surge. jobina, some are considering there may be a need for mass mandates to come back. jobina: marin county's health director says a fall covid surge could make masking necessary in schools and public indoor places. the doctor says a number of new covid cases in marin county are still low, but they are creeping up from 25 a day a few weeks ago to 30 a day now. at the same time, the number of people have received updated booster shots is low. only about 8.6%. he says the best defense against a winter surge is the booster. >> we are going to see more cases. the best way to protect yourself is what that new and updated booster. jobina: meanwhile, governor

newsom is looking ahead to next year. he announced yesterday that california's state of emergency will come to an end o2323, sayi, "with the operational prepared up and the measurest we will continue to employ moving forward, california is ready to face -- to phase out this tool." health experts hope keeping the state of emergency through the air will help the state get the tools it needs to face the fall or winter surge. reggie: it may have become difficult to track the number of shots he of had up to date. depending on your age, starting with the youngest, the cdc recommends anyone ages six month old to four years old should be getting the original vaccine for now. anyone ages five years old and up should get the updated bivalent booster shot. the cdc recommends you get it if it has been at least two months since your last vaccine dose,

including the original booster. kumasi: this morning, san jose police are looking for a person who fired pellets into a classroom. it happened at a middle skull. thankfully, no one was seriously hurt. but now, parents of course thinking the worst. tim johns is hearing from parents still raw with emotion. reporter: scary moments monday at san jose. >> i was upset. reporter: according to the unified school district, a car drove by, firing pelton to a classroom. no one was injured and the incident is too investigate by police. in a statement, the scent police department saying multiple students and a faculty member were among those struck. police believe whoever was response will may have been using some time of -- some type of paper gun. the details are still being worked out. several parents say monday's events have left them on edge. >> i know kids do dumb things, but even dumb things today can be serious. reporter: many periods -- many

parents say the hit was too close to home, with the rise in school shootings across america. >> it's happening everywhere. gun violence is a major problem across the country. reporter: there were swatting hoaxes across the region. >> i panicked when i heard what was happening, because i didn't know what was going on. and when i heard what it was, it just made me mad. reporter: while they were praised for handling the situation, it is never far from their minds. >> i'm always checking the news to see if there is a shooter at the school, because that is the reality we live in now. kumasi: contra costa county officials have given the all clear from the all stench -- the awful stench from wastewater. the stench, kind of like rotten eggs, was noticed in the last few weeks. lastly, we discovered it was caused by an operational issue

the drones used in the attacks on kyiv. but the switch from russian mitchells to iranian-made drones is a big cause of concern, according to the state department. >> russian deepening alliance with iran is something the whole world, especially those in the region and across the world, frankly, should be seen -- seeing as a profound threat. jobina: the u.s. government believes a ran -- iran has provided russia with hundreds of drones paired the biden administration is now considering if sanctions against country supported russia might be necessary. reggie: today, president -- vice president kamala harris is coming back to the bay area to discuss climate change and repeat rights. yesterday, she discussed the confusion around new laws passed, and encouraged women to vote in the upcoming november election. >> the reality of it is that we are going to have to protect these rights ultimately by having national legislation.

and there is only one path to getting it there. reggie: the vice president says the biden administration will address the misinformation surrounding reproductive rights. kumasi: seven people have been arrested for secret and illegal gambling sites. san jose police say underground casinos were operating in the two homes you see on this map in your screen. one of them was near north capitol avenue and avenue b. the other was near marchant court in fleming avenue. they were more than just gambling, they were used for drug dealing, and buying and selling stolen property. >> it essentially looks like a mini casino in a converted garage, in a converted backroom. these were not described to me as a traditional slot machine, but more of a videogame type of situation, where you would bet, win, and lose money. kumasi: detectives say they recovered several thousand dollars of cash, stolen property, and multiple casino machines. they also linked one of the

operators to a stabbing last month. reggie: in san francisco, some people are carrying baseball bats and tasers after the opening of the city's first drug sobering center. it is on howard street. neighbors say they are worried about their safety. some say they have seen an increased presence of drug use, violence, and crime on the streets since this open. neighbors say they have raised concerns with the nonprofit that operates the facility, but they say their concerns have fallen on deaf ears. >> they are basically letting their clients come over here and get high, go back in and sober up, then come back in and get high again. reggie: the nonprofit tells abc 7 news they are listening and have already made changes. one example is they no longer hand out food and drug supplies after complaints of loitering outside of buildings. they say they are serving 240 clients per week and are asking for patients while they continue to adjust. kumasi: election day is now three weeks away, and the race

for oakland mayor is heating up. loren taylor, chain tower, in a virtual form. they shared what their approach would be to protect socioeconomic vulnerable communities. >> we get flooding in flatley and speech -- flatley and streets. this is something with to be focused on. i am proud of my record addressing these challenges on behalf of district six and oakland as a whole. >> we are working to secure apg&e grant. currently, they only open resilient centers when temperatures or air quality are consistently bad, which is managed by the emergency services department, which we actually did not have anybody in until after i was elected. kumasi: they are both current oakland city council members. they received prominent endorsements so far. there are eight other candidates on the ballot running for mayor of oakland.

the 49ers are hosting a halloween party. it is in the south bay and 49ers players and people from organizations from best buddies and special olympics will be enjoying the festivities. it is in morgan hill. players and fans can join in on the hayrides, try the corn maze, and enjoy lunch at the 60 acre punk patch. reggie: a cross-country roadside zoo rescue saved 60 animals. they teamed up with pita on a four-day road trip to save animals at a zoological park, which is all the way over in maryland. the east coast zoo surrendered all of its animals after failing to provide a safe living environment. this comes after peta's campaign and two lawsuits against that establishment. oakland staff assisted in rescuing reptiles. the reptiles will go to sync chores on the west coast, while two of them will have a new home at the oakland zoo sanctuary. kumasi: fans of wine country, rejoice. there is a new board game that you can now own.
